MVOMERO, Tanzania, Sep 24 2024 (IPS) – In the scorching sun of Mikese village in Tanzania’s eastern Mvomero district, 31-year-old Maria Naeku tirelessly tends to her small vegetable patch. Each time she pulls a weed, the red soil stains her hands as she guides the trickle of water from a maze of pipes through an elevated bed to nurture her plants. In a drought-stricken area, Naeku’s small garden is a lifeline for her family, giving them food and income.


“When the drought hit, our cattle died, and we couldn’t get milk for the children,” Naeku says. “I knew I had to find a way to feed my family, so I had to grow vegetables.” 

The drip irrigation technique, where a network of pipes with tiny holes spit water directly to the plant in a split second, was new to her but she tried. “I didn’t  know how if tiny drops of water could nourish the crops,” she says. “But when I saw green leaves sprouting from the soil, I knew I had a brighter future.”

Naeku’s quickly became an expert, her success inspired other women across  the village to follow her lead. The Maasai, traditionally, known for cattle rearing—a symbol of wealth and security are increasingly adopting climate-smart farming to cope with drought as rains have become erratic due to climate change. Women like Naeku, who once depended entirely on these herds, have been forced to adopt innovative farming techniques to survive.

Shattering the Patriarchy

In Maasai culture, men have long held the reins of power, with women relegated to the roles of caregivers and homemakers. Decision-making, particularly in land and livestock matters, has traditionally been the exclusive domain of men. However, the severe droughts have shifted these dynamics. With their cattle dwindling and their families hungry, Maasai women have begun to step into roles once reserved for men, embracing climate-smart agriculture as an alternative means of survival.

“We are no longer just caretakers of our families,” says 34-year-old Nasarian Lengai, a mother of five who has become a local champion for horticulture farming at Mikese. “We are decision-makers who are shaping the future of our community.”

Initially skeptical, Lengai strongly believe in horticulture using organic farming practices. “When I first heard about these methods, I didn’t think they’d work for us,” she says. “But after seeing how much better my crops are now, I’m sure this is the right way to go.”

For centuries, the Maasai have relied on cattle for their food—milk, meat, and even blood. Switching to farming was a big change from their old ways.

“We used to believe that having many cattle was the only way to keep wealth and ensure security,” says Esuvat Joseph, who leads the Tupendane Maasai women’s group at Mikese village. “But now we understand that we need to cope with drought. We’ve learned to keep fewer cattle and focusing more on farming.”

Tupendane group has also embraced water conservation techniques, constructing ground reservoirs to collect rainwater. “This water is very important,” she explains. “We use it for irrigation when the rivers dry up.”

Climate-smart Solutions

The Maasai women’s adoption of climate-smart agriculture is not just a response to immediate needs but a strategy for long-term resilience. Through initiatives supported by the Norwegian Church Aid—an international charity—these women are learning to diversify their income sources, reducing their dependence on livestock and embracing sustainable horticulture practices.

“We’re teaching these women how to make the most of their small plots of land,” explains Oscar John, the program manager with Norwegian Church Aid. “By diversifying their income sources, they’re less dependent on livestock, which is increasingly vulnerable to drought.”

Conservation agriculture, a key component of this initiative, promotes sustainable farming techniques that improve soil health and increase crop yields without depleting natural resources.

For the women of Mvomero, this has been a divine plan. They are learning to grow drought-resistant crops, rotate their fields, and use organic fertilizers, all of which contribute to better crop yields.

As more women embrace climate-smart agriculture, the ripple effects are being felt in neighboring villages, as women once skeptical of these new methods, are now seeing the success in Mvomero and beginning to learn these practices in their own drought-stricken lands.

Empowerment in Action

The shift from livestock to crop farming has had a huge impact on the social dynamics within the Maasai community. Women, who were once sidelined in decision-making processes, are now taking the lead in managing their families’ resources. This newfound empowerment is improving their social and economic status while challenging the patriarchal norms that have long defined their society.

“We’ve always been made to believe that men are the decision-makers,” says Lengai. “But now we’re showing that women can lead too. We can take care of our families and make better decisions.”

This sense of empowerment is evident in the way the women of Mvomero approach their work. They are tending to their crops and building a future where their voices are heard and their contributions are valued. The construction of rainwater harvesting systems, for example, is a task that these women have taken on with pride. “We don’t wait for our husbands to do it; we build these reservoirs ourselves,” says Joseph. “It’s our way of showing that we can take care of ourselves.”

The men in the community are recognizing the shifting gender roles, and some of them are starting to appreciate the benefits of shared decision-making. While resistance remains, the success of these women is slowly changing attitudes. As the benefits of climate-smart agriculture become more apparent, more men are joining their wives in these efforts, working together to secure a better future for their families.

Challenges on the Horizon

The transition from livestock to crop farming is not without its difficulties, particularly for a community that has long measured wealth by the size of its herds. “There are still some who resist change,” admits Joseph. “They see farming as a lesser occupation compared to cattle herding. But as more of us succeed, the mindset is shifting.”

The path to fully accepting these new practices is slow, and the women of Mvomero know their success is just the start. They face many challenges ahead, including the risk of drought and strong cultural norms that shape gender roles in Maasai society.

But the women are strong. They know that their efforts are not just to overcome the on-going crisis but also about creating a better future for their children.

“We are planting the seeds of change,” says Naeku. “Our daughters will grow up knowing that they can be anything they want to be. They will see that women can lead, that we can innovate, and that we can solve any problems.”

A Model for the Future

The success of the Maasai women in Mvomero is beginning to attract attention from other drought-hit areas in Tanzania. Development organizations and government agencies are taking note of the community’s innovative approach and exploring ways to replicate it in other regions facing similar challenges.

“We see this as a model that can be adapted and implemented in other parts of the country,” says John. “The key is to empower communities, particularly women, to take control of their resources and livelihoods. When people are given the tools and knowledge they need, they can achieve incredible things.”

As Maasai women in pastoral communities make progress, they are not only securing their own future but also creating a stronger and fairer society. Their journey shows determination, innovation, and empowerment—a true example of women’s strength in overcoming challenges.

In Tanzania’s Maasai steppe, where the future of pastoral communities is uncertain, these women are showing that with the right support, even the most marginalized can overcome   their problem and lead a better life.

Summit of the Future: On the Need for Civil Society to Make Its Voice Count at the UN

NEW YORK, Sep 20 2024 (IPS) – In a context of shrinking civic space that threatens civil society participation in an increasing number of countries and all the way to some UN processes, world leaders will gather to discuss the “multilateralism we want” at the Summit of the Future at the United Nations headquarters in New York.


The summit aims to tackle one fundamental question: How can the global community cooperate better to meet present needs while preparing for future challenges?

Already in February, over 400 civil society organisations, under the UNmute initiative, issued a collective statement for more meaningful engagement of civil society in the preparatory process of the Summit of the Future. One thing is clear: civil society’s engagement has largely been limited to virtual consultations and written inputs at relatively short notice, signaling a deterioration of opportunities for participation of civil society.

The limited access to informal consultations with Member States, coupled with the lack of interpretation services, further restricts participation for non-English speakers and those outside of the New York “bubble”. This asymmetry creates barriers to meaningful dialogue between civil society and Member States.

Civil society organisations continue to call for designated seats and consistent participation channels to ensure their voices are included and have a genuine impact on the outcomes.

As we approach the Summit of the Future taking place next week in New York, here’s what to expect and some key asks.

It’s time to walk the talk

The Summit of the Future arrives at a moment when it is more important than ever for global institutions to demonstrate accountability and deliver tangible results, to rebuild trust. With the Pact for the Future, the Summit aims to design a roadmap to strengthen multilateralism and advance collective action and accountability for the 2030 Agenda and beyond.

“Civil society has always warned of the urgency of the polycrisis and has suggested concrete solutions. However, despite strong speeches, country leaders have taken weak action. What we have witnessed is a lack of commitment to life and the planet,” says Henrique Frota, executive director of Abong, the national NGO platform of Brazil, and C20 Chair.

In past summits, we have seen pledges that looked good on paper but failed to translate into systemic changes. The whole Agenda 2030 is increasingly considered “non-binding” with several governments failing to uphold their commitments. In Argentina, newly elected president Javier Milei decided not to pursue a Voluntary National Review in 2024, reversing the previous administration’s commitment. In Colombia, for the first time, the government reviewed only one SDG in 2024—SDG 2 (zero hunger) —a move that raised concerns about the increasing risk of cherry-picking.

These examples reflect a broader global trend: international agendas, including the SDGs, may not be prioritised, raising concerns about potential rollback of commitments. Without clear accountability mechanisms, these global agreements risk remaining aspirational rather than actionable.

“We are at an inflection point that will largely determine what outcomes we harvest by December 2030- the year governments have committed to bringing an end to many of the challenges and crises facing our world today. At the current rate the global goals remain elusive as they were when those commitments were made some 8 years ago. The world needs bold leadership, moving from rhetoric to action. Never again can we wait for another summit before the world sees the changes it so much deserves. That clock stopped ticking already!” says Oyebisi, B. Oluseyi, Executive Director at NNNGO, the national NGO platform in Nigeria.

He adds, to move forward, instead of rushing backwards, governments need to make clear, measurable commitments and introduce robust accountability mechanisms to ensure international agreements lead to real, inclusive outcomes for a better future for people and planet.

Strengthening inclusive governance

While civil society continues to push for a stronger focus on equity, solidarity, inclusion and participation, the final framework for the Summit of the Future is still under negotiation.

The lack of consistent engagement opportunities remains a barrier for civil society to contribute effectively. Each accredited civil society organisation has been allowed to send two representatives to the Summit. However, we recently learned that, due to high demand, civil society representatives may only be able to attend one of the two days of the Summit.

“The Agenda 2030 starts by stating that “All countries and all stakeholders, acting in collaborative partnership, will implement this plan.” This is not possible if civil society is excluded from deliberations and negotiations. Crucially, it also prevents the pledge to leave no one behind from being fulfilled, as civil society is unable to bring to the table the voices of those facing societal and structural discrimination,” says Silla Ristimäki, Advocacy Lead at FINGO, the national NGO platform of Finland.

Ndey Sireng, Executive Director of Gambia’s national NGO platform TANGO, echoes this concern, stressing “the importance of inclusive participation, especially for youth and women”, and urging governments to create an enabling environment for civil society.

“For global governance to truly deliver for both people and planet, civil society must be at the core of decision-making processes. Civil society’s engagement ensures that policies are not only crafted in conference rooms but are rooted in the lived realities and aspirations of the people they aim to serve. Given the closed nature of the consultations leading up to the Summit of the Future, it’s likely that the aspirations of the majority of global citizens have not been fully captured,” says Chris Nkwatsibwe, Policy, Governance & Civic Engagement lead at UNNGOF, the national NGO platform in Uganda.

On the need to protect civil society

While the Summit’s agenda focuses on human rights, it does not emphasize the shrinking civic space worldwide and the lack of an enabling environment for civil society organisations. Civil society organisations encounter increasing restrictions, with freedoms of association, peaceful assembly, and expression being curtailed in many countries.

In Honduras, as shared by the national NGO platform Asonog, in 2023 and 2024 over 18 defenders have been killed for defending their territories – including Honduran environment and anti-corruption activist Juan López, just last week, for his struggle against extractive industries. International solidarity is very important at this time of such impunity and defenselessness – with several countries unable to “defend the defenders” and to provide justice to victims.

Additionally, a wide cross-section of civil society from national NGO platforms to grassroots groups – continues to face various forms of “bureaucratic” and administrative barriers, as reported by members across the Forus network. In vulnerable political contexts, including post-electoral contexts, civil society bears the brunt of repercussions from “civic violence”, despite advocating for peaceful dialogue. A recent Forus study showed that only 4% of our Global Majority members experienced no barrier from current laws and regulations for their activities. Just 7,5% of all Forus members representing more than 24,000 NGOs, worldwide reported receiving effective support from their governments in terms of capacities and resources.

Forus is advocating for reforms that protect civic space and the promotion of an enabling environment for civil society, ensuring that civil society can play its role in holding governments accountable and championing the needs and asks of communities. Without these protections, the ability of civil society to contribute to the implementation and monitoring of global agreements, including the SDGs, will remain severely compromised.

“One cannot imagine inclusive growth and vibrant global institutions without space for civil society,” says Harsh Jaitly, Director of VANI, the national NGO platform of India.

“As civil society actors, we stand on the shoulders of grassroot actors, social movements, human rights defenders and many others who have pushed for civil rights, gender equality, and climate action, in a manner that has indeed changed the world. When looking to the future, we need an inclusive global policymaking to ensure positive change and that the needs of the most vulnerable are kept at the heart of the solutions,” says Mette Müller Kristensen, Director at Global Focus, the national NGO platform of Denmark.

Kathrine Skamris of Global Focus reinforces this, emphasizing that civil society brings “valuable knowledge and diverse perspectives, which are crucial to the discussions at the UN”. She stresses the importance of including these voices at both the Summit of the Future and throughout the follow-up process.

What Comes After the Summit of the Future?

The Summit of the Future is just one stage of the journey towards “the future we want”. It is just one step. Attention will then shift to key events in 2025, including the Fourth International Conference on Financing for Development (FFD4), the World Social Summit, UNFCCC COP 30 in Brazil, and the World Urban Forum. These events will contribute to discussions on shaping the post-2030 Agenda, ensuring that future global cooperation remains focused on sustainability, equity, and inclusion.

In the words of Zia Ur Rehman, of the Asia Development Alliance, a regional NGO platform, the Summit is a beginning, bringing “hope for the commencement of integrated efforts.” Similarly, Arjun Bhattarai from Nepal’s NFN, the national NGO platform of Nepal, highlights the need for civil society to continue advocating for better “global governance, accountability, and a financial architecture that prioritizes the well-being of people and saves the planet. If the Pacts and promises of the Summit of the Future are implemented properly and timely, they could fulfil the hopes and aspirations of youth and future generations.”

We need more than just Summits and events – we need a vision that addresses immediate crises while shaping truly inclusive global cooperation, and more than anything, we need bolder action that doesn’t shy away from putting the rights of people and the planet first.

Small Glacial Lakes’ Mass Destruction in the Himalayan Community

KATHMANDU, Sep 10 2024 (IPS) – Small glacial lakes can cause destruction, which may impact the livelihoods of entire communities. Now this is the harsh reality that the community of Thame village in the Mt. Everest region of Nepal now faces as they rebuild after the August 16 disaster.


On that day a devastating flood struck Thame, a Sherpa village in the Khumbu region, damaging houses, local businesses, a school, a health facility, and the community’s means of livelihood. 

“Thame is one of the main villages that is important in terms of trekking attraction, and the flood swept away the entire village. That will definitely impact our livelihood,” said Pashang Sherpa, “Even though I am not from that village, I have been working as a trekking guide for the last 15 years, and villages like Thame are crucial to us.”

An assessment of the damage by the local government-Khumbu Pasang Lhamu Rural Municipality in the Solukhumbu district-reports that at least 18 properties have been destroyed, including seven homes, five hotels, one school, and one health post.

“Given the difficult geographical terrain, reconstruction efforts will be costly, and the local government’s budget will not be enough. That’s why we appeal for help from individuals and institutional sectors,” the rural municipality stated in an appeal for assistance.

What Exactly Happened

Initially, the cause was unclear, but now things are becoming clearer: Thame village was hit by a flash flood caused by a glacial lake outburst. Thyanbo glacial lake, located upstream of Thame, burst, sending floodwaters mixed with sediment down to the village.

“It was the result of more than one event—ice/snow melt or an avalanche caused spills from one glacial lake, which then triggered an outburst flood from the lower Thyanbo glacial lake,” said Dr. Arun Bhakta Shrestha, Senior Climate Change Specialist at ICIMOD. “It’s not that both lakes burst, but rather that the overflow or spill of water from one lake caused the other lake to outburst.”

Leading up to the flood, multiple weather-related factors were at play. Recent rainfall and rising temperatures likely contributed to ice/snow melt, which in turn led to the outburst. According to the Department of Hydrology and Meteorology (DHM), the area received relatively high rainfall in the week leading up to the event, and temperatures were also relatively high.

“That may have caused ice/snow melt or an avalanche at the upper lake, and the spilled water caused erosion, which ultimately triggered the lower lake to burst,” DHM said in a statement.

Experts are saying that this flood is the latest example of the causal impact of climate change and the level of impact that can be seen at the local level. Tenzing Chogyal Sherpa, ICIMOD’s Cryosphere Analyst—who also belongs to the mountain Sherpa community and is from the Khumbu region—views this event as both personal and a stark reminder of the climate crisis.

“Seeing the ancestral homes of Sherpa families in ruins was just numbing,” he wrote on X (formerly Twitter). “Every disaster tests our resilience, but it also strengthens it. We, the mountain community, will emerge united and determined to protect our homes and way of life. Now, more than ever, we must raise our voices to the global community. Our stories and struggles need to be heard.”

Small Glacial Lakes Are Also Dangerous 

According to satellite image assessments, the lake’s size was approximately 0.05 square kilometers just a few hours before the breach. “This lake was not on the list of potentially dangerous lakes that may cause GLOFs, and it wasn’t that big either. There are thousands of lakes like that,” Shrestha says. “This means even small lakes can cause vast destruction, and our river corridors are not safe.”

There are several lakes upstream of Thame, and satellite images show that these lakes’ sizes are constantly growing. However, they are not listed as potentially dangerous glacial lakes (PDGLs) like the nearby Tsho Rolpa. A glacial lake inventory report published in 2020 identified 47 PDGLs within the Koshi, Gandaki, and Karnali river basins of Nepal (21 in Nepal), the Tibet Autonomous Region of China (25 in China), and India (one in India).

This report identified other small lakes in the region, but they were not listed as PDGLs; there are more than 3,624 lakes in total. The report indicates that there are 2,214 lakes smaller than 0.02 square kilometers in size and 759 lakes ranging from 0.02 to 0.05 square kilometers in size.

“Yes, lakes are getting bigger day by day because of snowmelt and glacier retreat. But these small lakes are also dangerous when it comes to the destruction they may cause to downstream communities,” Shrestha said.

He argues that it’s time to integrate potential danger into development plans and disaster risk reduction (DRR) mechanisms so that disasters like the one in Thame can be avoided. The Thame flood occurred in the afternoon, allowing locals to move to safety, which prevented human casualties. But if it had happened at night, the situation could have been much worse.

“We are getting multiple wake-up calls, but we haven’t woken up yet,” Shrestha said. “We need to consider glacial lake-related events from a watershed perspective, not from the viewpoint of individual lakes. A multi-hazard preparedness approach is needed to avoid larger destruction because there are thousands of lakes above the communities.”

UN Efforts for a Resilient Iraq

BAGHDAD, Iraq, Aug 28 2024 (IPS) – Climate change and water scarcity pose significant threats to Iraq’s stability, prosperity, and the well-being of its people. The environmental challenges facing the nation are complex and interconnected, requiring a comprehensive and coordinated response.


In Iraq, the United Nations Country Team (UNCT), under my leadership, has been at the forefront of addressing these critical issues, working tirelessly to build a more sustainable and resilient future for all Iraqis.

Through the Resident Coordinator’s Office (RCO), we aim to leverage the diverse expertise and resources of different UN agencies, fostering a coordinated and integrated approach to development challenges.

Through this collaborative model, we can maximize our impact and deliver holistic solutions to tackle the interconnected web of factors that contribute to climate change and water scarcity.

This includes not only mitigating the immediate effects of these environmental threats but also addressing their underlying causes, such as unsustainable water management practices and overreliance on fossil fuels.

The UN in Iraq has made a lasting impact in Iraq through a number of key initiatives. These include:

1) Forging climate resilience

Iraq is highly vulnerable to climate change impacts, including rising temperatures, droughts, and desertification severely impacting agricultural productivity and social stability. To address this, the UNCT, in cooperation with the Iraqi Government, organized Iraq’s first Climate Conference in Basra in 2023. This event resulted in the “Basra Declaration” with key government commitments and initiatives like an afforestation campaign, aimed at enhancing Iraq’s climate resilience.

These efforts led to increased national and international awareness and cooperation on climate issues, establishing a framework for future environmental and policy planning, including the National Adaptation Plan (NAP) and Nationally Determined Contributions (NDC).

The Basra Declaration aims at strengthening Iraq’s institutional, technical, and financial capacities to tackle climate change by mainstreaming medium- to long-term adaptation strategies into national and local planning.

2) Advancing water security

Iraq suffers from a critical water crisis due to reduced rainfall and over-utilization of the Tigris and Euphrates rivers. These challenges are exacerbated by inefficient water management and agricultural practices.

Last year, Iraq was the first country in the Middle East to join the UN Water Convention, underscoring the country’s commitment to boosting regional cooperation and ensuring equitable water use, essential for the stability and prosperity of the region.

In alignment with these national objectives, the RCO is leading a ‘Water Task Force’ that brings together UN agencies in Iraq to enhance water governance, boost agricultural resilience, and improve sustainable water usage.

For instance, the UN Educational, Scientific and Cultural Organization (UNESCO) and the Food and Agriculture Organization (FAO) are working together to integrate traditional knowledge with modern technology, optimizing water use for agriculture—an essential step for bolstering Iraq’s food security.

Meanwhile in the Sinjar district, a United Nations Office for Project Services (UNOPS) initiative, funded by the Italian government is transforming local water access, in-line with the need to ensuring safe water for all Iraqis. Similarly, in Ninewa Governorate, the UN Children’s Fund (UNICEF) installed water desalination systems in seven villages, significantly improving living conditions.

3) Preserving the Mesopotamian Marshes

The Mesopotamian Marshes, a unique ecosystem and a UNESCO World Heritage Site, are threatened by climate change, pollution, and unsustainable water management practices, leading to severe ecological and human impacts.

The RCO coordinated efforts across UN agencies to conserve the marshes by developing environmental strategies, supporting afforestation projects and facilitating community-based adaptation plans to improve the livelihoods of local communities.

For example, the World Food Programme (WFP) is undertaking afforestation projects in both southern Iraq and the Kurdistan Region, aligning with the government objective of planting five million trees by 2029. These efforts are directly contributing to the national climate change strategy through the Local Adaptation Plan, focusing on areas most impacted by climate change.

Furthermore, the UN has led legislative advancements in natural resource management, including the adoption of the Environmental Strategy and the National Sustainable Land Management Strategy and Action Plan, which are crucial for agriculture and marshland conservation.

These initiatives have helped restore ecological balance, supported local livelihoods, and bolstered the marshlands’ resilience to environmental pressures, thereby securing their status as a UNESCO World Heritage Site.

4) Developing renewable energy policies

Iraq’s heavy reliance on fossil fuels not only constrains its economic stability but also contributes to substantial greenhouse gas emissions. The country has significant potential for renewable energy development but faces challenges in attracting investment and developing necessary infrastructure.

To address this gap, the UN facilitated the revision and adoption of Iraq’s Renewable Energy Law, a pivotal move towards boosting renewable energy investment and development. The revised Renewable Energy Law has created a more favourable environment for renewable energy investment.

Similarly, an initiative by the United Nations Development Programme (UNDP) is supporting Iraq’s shift away from oil-dependence, through the NAP – which outlines efforts to reduce emissions and prepare for the effects of climate change. The UN is also assisting Iraq develop its NDCs for 2025, which is the country’s commitment to reduce emissions and adapt to climate change as part of the Paris Agreement.

These efforts have opened avenues for increased investment in renewable energy, promoting sustainable economic growth and reducing the country’s carbon footprint.

A sustainable and resilient future for Iraq

The collective work of the UN in Iraq has set the country on a promising trajectory towards climate sustainability and resilience. Our upcoming United Nations Sustainable Development Cooperation Framework (UNSDCF) for 2025-2029 will outline our efforts to help Iraq mitigate and adapt to climate change, manage water resources sustainably, and protect its unique environmental and cultural heritage.

As we look to the future, the UN in Iraq remains committed to supporting the government and people of Iraq in their pursuit of a sustainable and resilient future.

Tackling the Planetary Emergency: Supporting a Declaration of Planetary Emergency at the UN General Assembly and the Convening of a Planetary Emergency Platform

NEW YORK, Aug 26 2024 (IPS) – The world is facing a triple planetary crisis of climate change, pollution, and biodiversity loss.

Climate change continues to pose an existential threat to humanity, with recent science estimating that we have possibly less than six years left to change course and rapidly reduce greenhouse gas emissions to have a chance of avoiding the worst of the climate crisis.


Pollution is crippling air and water quality, exacerbating the inequality between wealthy and low-and middle-income countries. Biodiversity loss has the potential to collapse our food and water supply chains, putting further pressure on some of the most vulnerable countries in the world to manage the ever-growing risk of poverty, hunger, and harm to human health.

We also have scientific evidence that six of the nine core Planetary Boundaries have been crossed, posing a catastrophic danger to the Earth’s overarching ecosystem.

With this in mind, the Climate Governance Commission, supported by the Earth governance smart coalition Mobilizing an Earth Governance Alliance (MEGA), seeks to assist in catalyzing the implementation of critical reforms to global governance institutions for the effective management of the triple planetary crisis.

Probably the most significant and fundamental reform that could be established quickly and effectively would be a Declaration by the UN General Assembly of a Planetary Emergency and the convening of a Planetary Emergency Platform to facilitate global cooperation to address the emergency.

Adopting a Planetary Emergency Declaration would ensure that policy actions to protect the environment – especially the climate – would be elevated to top priority in global, national and local decision-making, requiring concerted action by all sectors of government, similar to the way that other critical emergencies are addressed.

Convening the Planetary Emergency Platform would help facilitate the development of cooperative plans for urgent action at all levels of governance on specific goals such as, for example, a global, fast-track de-carbonization package. The fact that we are indeed in a serious planetary emergency justifies and indeed requires an approach that can sufficiently address such an emergency.

Why declare a Planetary Emergency?

An emergency occurs when risks (impact X probability) are unacceptably high, and when time is a serious constraint. As identified by MEGA and the Climate Governance Commission based upon the best available science, we are at such a juncture. Consequently, with scientific evidence continuing to mount depicting the grave circumstances humanity finds itself in, the UN General Assembly, with the support of climate-vulnerable countries, should consider responding in kind, declaring a planetary emergency recognising this fundamental shift toward an emergency footing and moving quickly to convene an emergency platform to reflect these circumstances and facilitate urgent, coordinated action, with linked national emergency plans.

The growing urgency for declaring a planetary emergency stems from a history of a fragmented multilateral planetary policy system, that lacks a coordinated and ambitious response at the speed and scale required. Climate change to date has been treated as a peripheral issue dealt with primarily within a two-week framework every year at the climate COPs (Conference of the Parties), leading to a lack of effective cooperation between different aspects of the multilateral system and its domestic counterparts. Further, climate change solutions have not been adequately linked to mitigating pollution and biodiversity loss.

This siloed approach to handling the crisis as just another social and economic issue, rather than the interlinked and existential threat that it poses to society, illustrates how unequipped current governance structures are to handle this all-encompassing and systemic issue.

Consequently, global governance at present lacks the preparation and resilience necessary for current and future global shocks caused by the planetary emergency (e.g. extreme weather events, potential collapse of food supply chains, major economic crises, among other shock events).

However, this emergency also opens the door for the UN General Assembly and broader multilateral system to reconsider its framing of its approach and identify new governance mechanisms to address current gaps in the system. Governments and policymakers are now presented with an opportunity for transformation – to create a sustainable governance framework that facilitates the safe operation of humanity within its Planetary Boundaries.

Climate change, pollution, and biodiversity loss and its related ecological, social, and economic problems are global issues, and thus require a whole-of-system approach to provide global solutions.

By recognizing that the world is in a state of acute distress through the Declaration of a Planetary Emergency at the UN General Assembly and thereby convening a Planetary Emergency Platform to coordinate a response to this emergency, policymakers would be provided with a framework needed to transcend current political divides to effectively address the challenges we face.

What would a Declaration of a Planetary Emergency at the UN General Assembly achieve?

We have already seen regional, national, and local climate emergency declarations issued across 2359 jurisdictions (as of August 2024). Such declarations by themselves have limited impact due to the global nature of this emergency. However, they demonstrate a keen interest in responding to the triple planetary crisis within an emergency framework, providing a core foundation for multilateral cooperation.

A Planetary Emergency Declaration would be science-led and action-focused, helping to elevate global planetary policy by connecting and elevating the existing declarations and filling the gaps in our current governance framework. Activating, focusing, and coordinating existing capacities at the UN through a Declaration of this kind could form a crucial aspect in ensuring that the Declaration is not merely a reflection of well-intended aspirations, but that it provides a solid basis for building effective, cooperative action.

A Planetary Emergency Declaration could build off and connect to its predecessors’ efforts and acknowledge all inter-connected risks associated with the triple planetary crisis in order to facilitate a global green transition. This would in turn allow for the Declaration to stimulate, support and facilitate cooperation and implementation of planetary policy at multilateral, national, and subnational levels.

The Declaration could seek primarily to achieve three things at the outset.

Firstly, as noted above, it could place the multilateral system on an acknowledged emergency footing, allowing for more ambitious action at all levels of governance, and reducing the current barriers to planetary progress.

Secondly, a Declaration could open the door for more effective emergency governance platforms including in particular the convening of a Planetary Emergency Platform, in line with the broader proposal of the UN Secretary General that emergency platforms be convened to strengthen the response to complex global shocks.

A Planetary Emergency Platform, using the Declaration as its basis, could be tasked with coordinating, defragmenting, and harmonizing the international community’s response to the triple planetary crisis. This would, in turn, speed up much needed solutions to the crisis, including, for example, the unlocking of greater climate finance and increased protection of crucial global commons under threat from human activity, from the Amazon to the High Seas.

A Platform of this kind would also be capable of developing a Planetary Emergency Plan, which could outline and bring into effect these desired outcomes, as well as assist with monitoring the implementation of the Declaration.

Finally, a Declaration of Planetary Emergency would allow for scientific concepts like Planetary Boundaries to become more familiar and integrated into our global policy responses, as well as creating vital opportunities to bridge the gap between planetary science and policy.

The Declaration could seek to ensure policymakers have greater impetus to take emergency action to protect these Planetary Boundaries, helping to generate political support and reduce geopolitical barriers to progress.

A Planetary Emergency Declaration at the UN General Assembly could serve as a crucial next step toward remedying the – to date – dysfunctional and inadequate nature of our response to the triple planetary crisis and convene a Planetary Emergency Platform as a key governance mechanism to facilitate the cooperation required between national and subnational entities to ensure effective and equitable planetary action.

Working with climate-vulnerable states, and global experts, the Climate Governance Commission and Mobilizing an Earth Governance Alliance will offer support to build a coalition to advance this Declaration at the UN General Assembly and accelerate our shared efforts to capably and effectively manage the global environment.

ISLAMABAD, Aug 15 2024 (IPS) – Robust data collection, integrated policies, and an accelerated push towards a green economy with a gender focus topped the agenda at a conference in Islamabad, Pakistan, that brought together policymakers, experts, and advocates from across the Asia-Pacific region.


The conference, with the theme Gender Empowerment for a Green Economy, focused on critical issues at the intersection of gender equality, climate change, and sustainable development. Held on August 12 and 13, 2024, it was convened by the Asian Forum of Parliamentarians on Population and Development (AFPPD).

Participants called for immediate action to empower women and ensure their active participation in sustainable development efforts across the region, especially since the conference coincided with the 30th anniversary of the Cairo Programme of Action from the International Conference on Population and Development (ICPD).

Romina Khurshid Alam, Coordinator to the Prime Minister on Climate Change at the Ministry of Climate Change and Environmental Coordination, set the tone for the event by highlighting Pakistan’s ongoing efforts to integrate gender perspectives into national climate policies.

“As parliamentarians, we hold the power to shape policies and laws that can drive gender equality and environmental sustainability. We must advocate for and enact legislation that ensures women have equal access to opportunities in the green economy, whether it be in renewable energy, sustainable agriculture, or ecosystem management,” Alam said.

The Secretary General of AFPPD, Dr. Jetn Sirathranont, emphasized that gender equality is not merely a fundamental human right but a crucial element for creating a positive and sustainable society. He noted that traditional stereotypes continue to perpetuate inequalities and stressed the importance of placing women at the center of efforts to develop a more inclusive and sustainable economy.

Toshiko Abe, MP and State Minister of Education, Culture, Sports, Science, and Technology of Japan, emphasized the AFPPD’s role. She said the organization plays a crucial role in addressing gender issues, particularly in countries where women’s equality is lagging. She commended the collective efforts of Asian countries towards a gendered green economy.

However, Latika Maskey Pradhan, Deputy Representative of UNFPA Pakistan, warned that the full potential of women remains untapped, constrained by social norms, discriminatory practices, and limited access to resources and decision-making spaces.

In an interview with IPS, Pradhan further highlighted three key areas that the UN is focusing on at the grassroots level to change societal mindsets:

  • Investing in women’s education and skills development: Recognizing the importance of equipping women with the necessary education and skills to thrive in various sectors.
  • Reproductive health and rights: Emphasizing that access to reproductive health and rights is integral to achieving gender equality and empowering women.
  • Supporting women’s entrepreneurship and leadership: Advocating for the economic empowerment of women by providing opportunities for entrepreneurship and leadership roles.

Tabinda Sarosh, interim Chief Executive Officer of Pathfinder International, highlighted the impacts of climate change-related disasters. In 2022, severe flooding in Pakistan resulted in the displacement of 625,000 pregnant women. In a single month, around 70,000 of them gave birth in camps, where delivery conditions are often unsafe.

Gender and Equality Intertwined

The keynote address, delivered by Pakistan’s National Assembly Speaker, Sardar Ayaz Sadiq, underscored the importance of the event at the highest levels of government.

“The theme, ‘Gender Empowerment for a Green Economy,’ is both timely and essential for our collective future. As parliamentarians, we must recognize that gender equality and environmental sustainability are deeply intertwined goals; the success of one depends on the other,” Sadiq said.

Fauzia Waqar, Federal Ombudsman Secretariat for Protection Against Harassment (FOSPAH), agreed, saying “Improvement in policies needs to be gender-affirmative, focusing on recruitment, retention, and the provision of basic facilities for women.”

Accountability was crucial. “There needs to be a national survey for the well-being of women, but currently, the baseline data is not available,” said Saliha Ramay from UNFPA. These insights underscore the need for continued efforts to promote gender equality.

One of the conference’s highlights was the session on women’s role in global crises, particularly focusing on climate change and security. Parliamentarians from Cambodia and the Maldives, along with representatives from international organizations, shared their perspectives on how women are uniquely positioned to lead in climate action and peacebuilding efforts.

Poverty, Gender and Climate Action

Ly Kimlieng, MP from Cambodia, highlighted the intersection of poverty and gender issues, stating, “Gender-responsive climate action is needed as Cambodia works with agriculture and technology to create solutions and remove gender biases.”

Ensuring community involvement was crucial. Lydia Saloucou, President of Pathfinder International’s Africa Region, told the conference: “We need to protect our next generation by collaborating with the community and affected populations to find solutions.”

Women’s role in climate change mitigation, adaptation and agriculture shouldn’t be underestimated said Dr. Anara Naeem, MP from the Maldives.

“Women’s role is invaluable in climate adaptation, with their crucial involvement in food production and capacity building.”

Guncha Annageldieva, YPEER International Coordinator from Turkmenistan, called for integrating sexual and reproductive health into climate discourse, stating, “Investing in sexual and reproductive health within climate action empowers women and prevents future disaster management costs.”

Women Key to Sustainable Development

Presentations from Indonesian parliamentarians, youth representatives, and economic experts highlighted the importance of investing in women’s economic empowerment as a key driver of sustainable development.

Jasmin Sri Wulan Sutomo, an MP from Indonesia, pointed out the ongoing challenges despite the country’s significant economic progress. She noted, “Women’s labor participation remains stagnant due to factors like the wage gap, unplanned pregnancies, and old informal labor practices.”

Jayaa Jaggi, Advocacy Manager at YPEER Pakistan, highlighted the disparity in Pakistan, noting that the gap for women is vast and young minority women have limited exposure to education and economic opportunities.

A presentation by Durre Nayab from UNFPA & PIDE addressed the demographic dividend and gender perspective through National Transfer Accounts, revealing that “women are more involved in unpaid labor while men predominantly work in the paid economy,” stressing the need to recognize women’s contributions beyond market-based work.

A crucial session emphasized the need for gender-responsive policies to empower women to address climate change. Policymakers and experts discussed specific risks faced by women and girls, advocating for enhanced investment in women’s capabilities and private sector engagement to support a transition to green and blue economies.

Women’s Role in Strong Climate Policies Lauded

Dr. AbdelHady El Kasbey, an MP from Egypt, highlighted the importance of women’s leadership in environmental policies, stating, “Countries with more women in parliament often see stronger national climate change policies adopted, leading to lower emissions and more equitable governance of natural resources.”

He stressed the need for gender-responsive financing, noting that despite billions of dollars invested in environmental issues, “less than 1% of this market aligns with women’s empowerment goals.”

Mr. Abid Qaiyum Suleri, Executive Director of SDPI, called for gender-segregated data to support gender-responsive policies, emphasizing, “Decision-makers can utilize the power of women as agents of change to adopt pro-environmental practices and turn challenges around for us.” He highlighted the need for a credible baseline to empower women to address the effects of climate change.

Climate-Resilient Healthcare Systems

The spotlight then turned to healthcare systems that are both climate-resilient and equitable. Experts presented strategies for ensuring that health systems can withstand the impacts of climate change while providing accessible care to all, particularly women and marginalized communities.

Zeeshan Salahuddin, MP from Tabadlab, highlighted the overlooked impacts of climate-induced events, stressing the importance of integrating climate considerations into national policies. He remarked, “To address these issues, there is a need to strengthen provincial departments, improve climate health financing, and explore climate debt swaps to alleviate financial and climate burdens.”

Islamabad Declaration

The conference concluded with the adoption of the Islamabad Declaration, reaffirming the commitment of participating nations and organizations to advancing gender equality, women’s empowerment, and climate action. The declaration outlined key commitments, including reaffirming support for the ICPD Programme of Action and the 2030 Agenda for Sustainable Development, acknowledging the severe impacts of climate change on vulnerable countries, and emphasizing the importance of building resilience through investments in emergency preparedness and disaster risk reduction.

As the conference ended, participants left with a renewed sense of urgency and commitment to addressing the interconnected challenges of gender inequality and climate change. The event served as a powerful reminder that empowering women is not just a matter of social justice, but a critical strategy for building a more sustainable and resilient future for all.
