COP29 Falls Short on Finance

LONDON, Dec 2 2024 (IPS) – COP29, the latest annual climate summit, had one job: to strike a deal to provide the money needed to respond to climate change. It failed.

This was the first climate summit dedicated to finance. Global south countries estimate they need a combined US$1.3 trillion a year to transition to low-carbon economies and adapt to the impacts of climate change. But the last-minute offer made by global north states was for only US$300 billion a year.


The agreement leaves vague how much of the promised target, to be met by 2035, will be in the form of direct grants, as opposed to other means such as loans, and how much will come directly from states. As for the US$1 trillion annual funding gap, covering it remains an aspiration, with all potential sources encouraged to step up their efforts. The hope seems to be that the private sector will invest where it hasn’t already, and that innovations such as new levies and taxes will be explored, which many powerful states and industry lobbyists are sure to resist.

Some global north states are talking up the deal, pointing out that it triples the previous target of US$100 billion a year, promised at COP15 in 2009 and officially reached in 2022, although how much was provided in reality remains a matter of debate. Some say this deal is all they can afford, given economic and political constraints.

But global north states hardly engaged constructively. They delayed making an offer for so long that the day before talks were due to end, the draft text of the agreement contained no numbers. Then they made a lowball offer of US$250 billion a year.

Many representatives from global south states took this as an insult. Talks threatened to collapse without an agreement. Amid scenes of chaos and confusion, the summit’s president, Mukhtar Babayev of Azerbaijan, was accused of weakness and lack of leadership. By the time global north states offered US$300 billion, negotiations had gone past the deadline, and many saw this as a take-it-or-leave it offer.

The negotiating style of global north states spoke of a fundamental inequality in climate change. Global north countries have historically contributed the bulk of cumulative greenhouse gas emissions due to their industrialisation. But it’s global south countries that are most affected by climate change impacts such as extreme weather and rising sea levels. What’s more, they’re being asked to take a different development path to fossil fuel-powered industrialisation – but without adequate financial support to do so.

These evident injustices led some states, angered by Babayev bringing talks to an abrupt end, to believe that no deal would have been better than what was agreed. For others, waiting another year for COP30 would have been a luxury they couldn’t afford, given the ever-increasing impacts of climate change.

Financing on the agenda

Far from being settled, the conversation around climate financing should be regarded as only just having begun. The figures involved – whether it’s US$300 billion or US$1.3 trillion a year – seem huge, but in global terms they’re tiny. The US$1.3 trillion needed is less than one per cent of global GDP, which stands at around US$110 trillion. It’s a little more than the amount invested in fossil fuels this year, and far less than annual global military spending, which has risen for nine years running and now stands at around US$2.3 trillion a year.

If the money isn’t forthcoming, the sums needed will be eclipsed by the costs of cleaning up the disasters caused by climate change, and dealing with rising insecurity, conflict and economic disruption. For example, devastating floods in Valencia, Spain, in October caused at least 217 deaths and economic losses of around US$10.6 billion. Research suggests that each degree of warming would slash the world’s GDP by 12 per cent. Investing in a transition that reduces greenhouse gas emissions and enables communities to adapt isn’t just the right thing to do – it’s also the economically prudent option.

The same problems arose at another recent summit on a related issue – COP16 of the Biodiversity Convention, hosted by Colombia in October. This broke up with no agreement on how to meet the funding commitments agreed at its previous meeting. The international community, having forged agreements to address climate change and protect the environment, is stuck when it comes to finding the funding to realise them.

What’s largely missing is discussion of how wealth might be better shared for the benefit of humanity. Over the past decade, as the world has grown hotter, inequality has soared, with the world’s richest one per cent adding a further US$42 trillion to their fortunes – less than needed to adequately respond to climate change. The G20’s recent meeting said little on climate change, but leaders at least agreed that ultra-wealthy people should be properly taxed. The battle should now be on to ensure this happens – and that revenues are used to tackle climate change.

When it comes to corporations, few are richer than the fossil fuel industry. But the ‘polluter pays’ principle – that those who cause environmental damage pay to clean it up – seems missing from climate negotiations. The fossil fuel industry is the single biggest contributor to climate change, responsible for over 75 per cent of greenhouse gas emissions. It’s grown incredibly rich thanks to its destructive trade.

Over the past five decades, the oil and gas sector has made profits averaging US$2.8 billion a day. Only a small fraction of those revenues have been invested in alternatives, and oil and gas companies plan to extract more: since COP28, around US$250 billion has been committed to developing new oil and gas fields. The industry’s wealth should make it a natural target for paying to fix the mess it’s made. A proposed levy on extractions could raise US$900 billion by 2030.

Progress is needed, and fast. COP30 now has the huge task of compensating for the failings of COP29. Pressure must be kept up for adequate financing combined with concerted action to cut emissions. Next year, states are due to present their updated plans to cut emissions and adapt to climate change. Civil society will push for these to show the ambition needed – and for money to be mobilised at the scale required.

Confronting the Global Crisis of Land Degradation

The 16th session of the Conference of Parties (COP 16) of the United Nations Convention to Combat Desertification (UNCCD) will take place in Riyadh, Saudi Arabia, from 2 to 13 Dec. 2024

RIYADH Saudi Arabia, Dec 2 2024 (IPS) – A major new scientific report was launched December 1, a day ahead of the opening of the 16th meeting of the Conference of the Parties to the UN Convention to Combat Desertification (UNCCD COP16).


The report charts an urgent course correction for how the world grows food and uses land in order to avoid irretrievably compromising Earth’s capacity to support human and environmental wellbeing.

Produced under the leadership of Professor Johan Rockström at the Potsdam Institute for Climate Impact Research (PIK) in collaboration UNCCD, the report, titled Stepping back from the precipice: Transforming land management to stay within planetary boundaries, was launched as nearly 200 countries convene for COP16 starting on Monday, 2 December in Riyadh, Saudi Arabia.

The report draws on roughly 350 information sources to examine land degradation and opportunities to act from a planetary boundaries’ perspective. It underlines that land is the foundation of Earth’s stability and regulates climate, preserves biodiversity, maintains freshwater systems and provides life-giving resources including food, water and raw materials.

It outlines how deforestation, urbanization and unsustainable farming are causing global land degradation at an unprecedented scale, threatening not only different Earth system components but human survival itself.

The deterioration of forests and soils further undermines Earth’s capacity to cope with the climate and biodiversity crises, which in turn accelerate land degradation in a vicious, downward cycle of impacts.

“If we fail to acknowledge the pivotal role of land and take appropriate action, the consequences will ripple through every aspect of life and extend well into the future, intensifying difficulties for future generations,” said UNCCD Executive Secretary Ibrahim Thiaw.

According to the UNCCD, the global area impacted by land degradation – approx. 15 million km², more than the entire continent of Antarctica or nearly the size of Russia – is expanding each year by about a million square km.

Planetary boundaries
The report situates both problems and potential solutions related to land use within the scientific framework of the planetary boundaries, which has rapidly gained policy relevance since its unveiling 15 years ago.

“The aim of the planetary boundaries framework is to provide a measure for achieving human wellbeing within Earth’s ecological limits,” said Johan Rockström, lead author of the seminal study introducing the concept in 2009. “We stand at a precipice and must decide whether to step back and take transformative action, or continue on a path of irreversible environmental change,” he adds.

The planetary boundaries define nine critical thresholds essential for maintaining Earth’s stability. The report talks about how humanity uses or abuses land directly impacts seven of these, including climate change, species loss and ecosystem viability, freshwater systems and the circulation of naturally occurring elements nitrogen and phosphorus. Change in land use is also a planetary boundary.

Six boundaries have already been breached to date, and two more are close to their thresholds: ocean acidification and the concentration of aerosols in the atmosphere. Only stratospheric ozone – the object of a 1989 treaty to reduce ozone-depleting chemicals – is firmly within its “safe operating space”.

Unsustainable agricultural practices
Conventional agriculture is the leading culprit of land degradation according to the report, contributing to deforestation, soil erosion and pollution. Unsustainable irrigation practices deplete freshwater resources, while excessive use of nitrogen- and phosphorus-based fertilizers destabilize ecosystems.

Degraded soils lower crop yields and nutritional quality, directly impacting the livelihoods of vulnerable populations. Secondary effects include greater dependency on chemical inputs and increased land conversion for farming.

Climate change
Meanwhile, climate change – which has long since breached its own planetary boundary – accelerates land degradation through extreme weather events, prolonged droughts, and intensified floods. Melting mountain glaciers and altered water cycles heighten vulnerabilities, especially in arid regions. Rapid urbanization intensifies these challenges, contributing to habitat destruction, pollution, and biodiversity loss.

The report also states that land ecosystems absorbed nearly one third of human-caused CO₂ pollution, even as those emissions increased by half. Over the last decade, however, deforestation and climate change have reduced by 20% the capacity of trees and soil to absorb excess CO₂.

Transformative action
According to the report, transformative action to combat land degradation is needed to ensure a return to the safe operating space for the land-based planetary boundaries. Just as the planetary boundaries are interconnected, so must be the actions to prevent or slow their transgression.

Principles of fairness and justice are key when designing and implementing transformative actions to stop land degradation, ensuring that benefits and burdens are equitably distributed.

Agriculture reform, soil protection, water resource management, digital solutions, sustainable or “green” supply chains, equitable land governance along with the protection and restoration of forests, grasslands, savannas and peatlands are crucial for halting and reversing land and soil degradation.

From 2013 to 2018, more than half-a-trillion dollars were spent on agricultural subsidies across 88 countries, a report by FAO, UNDP and UNEP found in 2021. Nearly 90% went to inefficient, unfair practices that harmed the environment, according to that report.

New technologies
The report also recognizes that new technologies coupled with big data and artificial intelligence have made possible innovations such as precision farming, remote sensing and drones that detect and combat land degradation in real time. Benefits likewise accrue from the precise application of water, nutrients and pesticides, along with early pest and disease detection.

It mentions the free app Plantix, available in 18 languages, that can detect nearly 700 pests and diseases on more than 80 different crops. Improved solar cookstoves can provide households with additional income sources and improve livelihoods, while reducing reliance on forest resources.

Numerous multilateral agreements on land-system change exist but have largely failed to deliver. The Glasgow Declaration to halt deforestation and land degradation by 2030 was signed by 145 countries at the Glasgow climate summit in 2021, but deforestation has increased since then.

Some key findings include:
Land degradation is undermining Earth’s capacity to sustain humanity;
Failure to reverse it will pose challenges for generations;
Seven of nine planetary boundaries are negatively impacted by unsustainable land use, highlighting land’s central role in Earth systems;
Agriculture accounts for 23% of greenhouse gas emissions, 80% of deforestation, 70% of freshwater use;
Forest loss and impoverished soils drive hunger, migration and conflicts;
Transformation of land use critical for humanity to thrive within environmental limits

The COP is the main decision-making body of UNCCD’s 197 Parties – 196 countries and the European Union. UNCCD, the global voice for land, is one of three major UN treaties known as the Rio Conventions, alongside climate and biodiversity, which recently concluded their COP meetings in Baku, Azerbaijan and Cali, Colombia respectively.

Coinciding with the 30th anniversary of UNCCD, COP 16 will be the largest UN land conference to date, and the first UNCCD COP held in the Middle East and North Africa region, which knows first-hand the impacts of desertification, land degradation and drought. COP 16 marks a renewed global commitment to accelerate investment and action to restore land and boost drought resilience for the benefit of people and planet.

BAKU, Nov 21 2024 (IPS) – As Brazil gears up to host COP30 in Belém next year, Moisés Savian, the country’s Secretary of Land Governance, Territorial and Socio Environmental Development, outlined the event’s significance in showcasing Brazil’s environmental policies and fostering global collaboration.


In an interview with IPS, Savian highlighted Brazil’s progress under President Lula’s administration and outlined the country’s aspirations for the upcoming climate conference.

The 2025 UN Climate Change Conference (UNFCCC COP30) is scheduled for November 2025 in Belém, Brazil. This event will feature the 30th session of the Conference of the Parties (COP30), the 20th Meeting of the Parties to the Kyoto Protocol (CMP20), and the seventh Meeting of the Parties to the Paris Agreement (CMA7). Additionally, it will include the 63rd sessions of the Subsidiary Body for Scientific and Technological Advice (SBSTA63) and the Subsidiary Body for Implementation (SBI63).

A Moment to Shine

“The next COP is a significant opportunity for Brazil. Our nation is blessed with immense natural resources, diverse ecosystems, and cultural richness. Hosting this event allows us to highlight our environmental policies and contribute meaningfully to the global dialogue on climate action.”

Savian said that past COPs held in nations like Dubai and Azerbaijan were remarkable in their own right but Brazil’s edition will be distinct.

“Brazil’s unique societal fabric, comprising contributions from people across the globe, coupled with its vast ecological diversity—from the Amazon to the Cerrado—will add an unparalleled dynamism to COP30,” he said.

Achievements in Environmental Protection

Savian says that under President Lula’s administration, Brazil has made significant strides in reducing deforestation and transitioning toward sustainable agriculture. “In the past year alone, we have reduced deforestation by 30 percent in the Amazon and 25 percent in the Cerrado. These achievements reflect our commitment to protecting our vital biomes.”

In the agricultural sector, Brazil is heavily investing in an ecological transition to reduce emissions. 

In 2023, Brazil revised its Nationally Determined Contribution (NDC) and enhanced its climate ambitions, committing to a 53 percent reduction in emissions by 2030. The country aims to position itself as the first G20 nation to achieve net-zero emissions while fostering job creation and economic prosperity. Brazil is also finalizing its 2035 emissions reduction targets, focusing on combating deforestation, promoting sustainable agriculture, decarbonizing industries, implementing nature-based solutions, expanding renewable energy sources, advancing sustainable transportation, and developing the bioeconomy. However, despite these initiatives, Brazil’s climate plans have received only a fraction of the necessary funding to meet its ambitious goals.

According to Savian, focusing on traditional and indigenous populations, ensuring their rights and territories are preserved is extremely important. “We are formulating a specific national plan for family farming, which constitutes the majority of our rural population. These communities are often the most affected by climate extremes, so targeted public policies are essential.”

Global Responsibility and Support

Savian also addressed the role of developed nations in supporting climate adaptation and mitigation in countries like Brazil. He outlined four key areas where global cooperation is essential.

Financing Climate Action- Developed countries must deliver on their promises to fund climate initiatives. Technological Support- Advanced technologies from these nations can aid in decarbonizing economies like Brazil’s. Sustainable Consumption- A focus on low-carbon products and sustainable supply chains is crucial. And Knowledge Exchange-Collaboration in research and capacity-building is vital for global progress.

“Less than 1 percent of global climate financing currently reaches family farmers and traditional communities. This needs to change. While funding is critical, so too are clear criteria for its allocation and ensuring it reaches those who need it most.”

Challenges and Priorities for COP29

Commenting on COP29, Savian expressed concerns about slow progress in implementing commitments. He stressed the need for tangible outcomes in three key areas Climate Financing—establishing actionable frameworks and ensuring funds reach grassroots communities; finalizing regulations to operationalize carbon trading and monitoring mechanisms, including setting up indicators to track progress and results.

“Without a focus on family farming and food system transformation, there can be no just transition,” he said.

Brazil’s Vision for COP30

Savian expressed confidence in Brazil’s readiness to host COP30, acknowledging the logistical challenges posed by Belém, a city of 1.5 million people.

“Despite these hurdles, we are committed to showcasing Amazon to the world. This will be a chance for global leaders and citizens to engage with the heart of Brazil’s environmental efforts.”

He also highlighted Brazil’s track record of successfully hosting major international events under President Lula’s leadership. “We aim to make COP30 a transformative experience that advances climate goals and deepens global appreciation for Brazil’s biodiversity and environmental stewardship,” Savian said.

As delegates at COP29 stroll through the venue in Baku, Azerbaijan, many pause to marvel at the stunning portraits of animals and birds adorning the pavilion walls. These 16 captivating images, showcasing Azerbaijan’s rich biodiversity, are more than just art—they’re a call to action.

Visitors, from diplomats to environmental activists, can often be seen snapping selfies with these majestic portraits, drawn to their lifelike intensity. Behind this collection is Brad Wilson, an American photographer whose mission is to “bridge the gap between humans and the natural world.” 

Wilson spoke to the IPS on his artistic journey and the philosophy underpinning his work.

“My name is Brad Wilson,” he begins. “I’m an American photographer specializing in classical portraits of animals.”

Classical portraits—usually a domain of human subjects—take on a unique depth when applied to animals.

“I aim to elevate animals to a higher level, presenting them as equals to humans—different but equal. Looking into their eyes through these photographs should invoke a sense of responsibility for their lives because we all share the same planet.”

For Wilson, animals represent a poignant connection to the natural world. “They are our closest relatives living in the wild,” he says. “They serve as a bridge, reminding us of our roots in nature.”

Process: A Dance of Patience and Precision

Creating these portraits is no simple task. Wilson describes the meticulous setup required for his work.

“All the portraits are done in a studio. I set up the studio close to where the animals live—often in sanctuaries or ranches. Then we bring them in for two or three hours,” he says. But those hours yield just fleeting moments of magic.

“I’m lucky if I get two or three good seconds with each animal. But that’s all I need—a single moment of connection that resonates.”

“My photo shoots are like meditations amidst organized chaos,” he says. Amid bustling activity, Wilson remains quiet and still, waiting for the animal to relax. “What I aim to capture is something uncommon—a glimpse of the animal’s soul, if you will. That’s what I hope viewers experience—a moment of connection.”

“I want people to understand that we are part of this planet’s biodiversity. We’re not separate from these creatures. It’s only been about 12,000 years—since the advent of farming and permanent settlements—that we began seeing ourselves as separate from the natural world. That’s a mistake. These animals remind us of our place in the web of life.”

“When we talk about climate action, it’s not just about saving the earth—it’s about saving humanity and the animals that share this planet with us. The earth will endure, but we might not.”

Behind the Scenes at COP29

Wilson’s collection at COP29 was commissioned by the Haydar Aliyev Centre in Baku.

“They brought me here in August to photograph animals in Baku and Shamaki,” he says. The project celebrates Azerbaijan’s biodiversity, showcasing species native to the region while promoting conservation awareness.

The portraits have been a hit among COP29 attendees, sparking conversations about the intersection of art, biodiversity, and climate action. Wilson hopes the images inspire policymakers and the public alike to take meaningful action.

“Climate change is already a massive problem, and it’s only going to worsen. We need to get serious about tackling it.”

Advice for Aspiring Photographers

For those inspired to follow in Wilson’s footsteps, he offers this advice: “Start with humans. I spent 15 years photographing people in New York City before transitioning to animals. That experience taught me about connection and emotion—skills that translate well to wildlife photography.”

Methane Mitigation at COP-29—Pathways to Climate Action

BAKU, Nov 18 2024 (IPS) – Methane emissions have emerged as a focal point of discussion as global leaders congregate at COP29 in Baku to tackle the escalating climate crisis.


In an exclusive interview with IPS, Roland Kupers, a lead architect at the United Nations Environment Programme’s (UNEP) International Methane Emissions Observatory, outlined actionable strategies to curb methane emissions by 2030, the challenges ahead, and the crucial role of international cooperation.

The Methane Problem: Sectoral Challenges and Opportunities

“Methane emissions are not a singular issue but rather a collection of problems spanning five key sectors: oil and gas, coal, waste, rice, and livestock,” Kupers said.  He adds that each sector requires tailored solutions.

“UNEP has prioritized the oil and gas industry due to its substantial potential for reduction.”

“The oil and gas industry could achieve a 75 percent reduction in methane emissions by 2030. It’s not only affordable but also feasible, given the industry’s access to technology, capital, and expertise,” Kupers said, adding that the waste sector also presents significant opportunities, although organizing mitigation measures in this sector poses logistical challenges.

UNEP’s approach includes creating detailed programs to address emissions in high-impact industries like oil, gas, and steel.

“Methane emissions account for a third of the climate footprint of steel production, yet they can be eliminated at a cost of less than 1% of steel’s production price.”

Data: A Cornerstone for Action

Kupers also underlined the critical role of accurate data in driving methane mitigation efforts.

“Data is essential for human agency. Without precise, measurement-based data, it’s impossible to identify and address the specific sources of emissions effectively.”

According to him, many existing datasets rely on emission factors derived from outdated studies. UNEP advocates transitioning to real-time, site-specific measurements to better target interventions.

“When you gather accurate data, you often find emissions in unexpected places, stressing the need for precise monitoring.”

Systemic Shifts in the Energy Sector

To align with the 2030 climate goals, Kupers argues for a fundamental transformation of the global energy system.

“While mitigating methane emissions is crucial, it’s not a substitute for decarbonization. The ultimate objective must be to eliminate fossil fuels entirely.”

He also highlighted the health benefits of reducing methane emissions.

“Methane, both directly and through incomplete combustion, contributes to significant local health hazards.”

The Financial Perspective

While climate discussions often center around the financial challenges of adaptation and mitigation, Kupers believes that addressing methane emissions, particularly in the oil and gas sector, is not a financial burden.

“The oil and gas industry is highly profitable and well-resourced. It has no excuse for not addressing its methane emissions,” Kupers said, adding that even oil and gas operations in developing countries operate in highly sophisticated, well-funded environments.

Responsibilities of Developed Nations

The methane issue differs from broader climate equity debates, Kupers explained.

“For methane emissions in oil and gas, the responsibility to act is universal. Whether in Nigeria, Argentina, or Indonesia, the industry operates with the same high standards and capabilities as in developed countries.”

This universality makes methane mitigation a “climate good news story,” as it bypasses some of the equity challenges seen in broader decarbonization debates.

Barriers to Progress

Despite decades of climate discussions, significant hurdles remain in addressing global warming. He attributes the slow progress to a lack of prioritization and awareness about methane’s role.

“Methane has only recently gained prominence on the global agenda. The science highlighting its importance has emerged in the past decade,” Kupers said. Policymakers are often unaware of methane’s substantial climate footprint or the cost-effective solutions available.

Key COP-29 Objectives

“UNEP has established ambitious goals for methane mitigation. The Oil and Gas Methane Partnership (OGMP 2.0), a UNEP-led initiative, currently includes companies responsible for 42 percent of global oil and gas production. Kupers urged more companies to join, with the aim of achieving 80 percent participation,” Kupers said.

Another critical initiative is the Methane Alert and Response System (MARS), which integrates data from a dozen satellites to identify significant emission sources. UNEP then notifies governments and companies of these emissions.

“Over the past year, we’ve sent 1,200 notifications to governments, but the response rate has been dismal—just 1 percent,” Kupers said, a disappointing lack of engagement that points to the need for stronger accountability measures at COP29.

The Stakes: Why Methane Matters

Human-induced methane emissions are responsible for a third of the current warming. Unlike CO2, which is often a byproduct of energy use, methane emissions are largely waste streams. This makes them easier to address and a critical opportunity for climate action.

“Methane mitigation is not just an environmental necessity but a low-hanging fruit. It’s a solvable problem, and we must seize this opportunity,” Kupers said.

BAKU, Nov 16 2024 (IPS) – As COP29 negotiations continue in Baku, agricultural leaders are pitching the need for climate-resilient and data-driven solutions to support marginalized farmers and low-income communities.


In an exclusive interview with Inter Press Service (IPS), Ismahane Elouafi, Executive Managing Director of the Consortium of International Agricultural Research Centers (CGIAR), discusses the impact of digital tools, precision agriculture, and low-emission food systems on achieving a sustainable and equitable food future. 

Inter Press Service: How helpful are digital tools in supporting marginalized farmers?

Ismahane Elouafi: Digital tools offer immense potential, especially in bridging the knowledge gap between agricultural experts and rural farmers who often lack access to information. Over the past few decades, funding for traditional extension services has dwindled, so digital solutions in local languages can fill this void. Imagine a farmer receiving real-time advice on managing water, soil fertility, or disease in a language they understand—this could revolutionize small-scale farming. Additionally, precision agriculture, which tailors input needs to specific locations and soil compositions, allows for highly customized farming strategies that optimize both resources and yields.

IPS: Can you explain how precision agriculture works in practical terms?

Elouafi: Precision agriculture allows us to deliver exact inputs—water, nutrients, or fertilizers—needed for a specific plot. This approach minimizes waste and environmental impact, and it’s especially useful in regions where resources are scarce. For instance, if a plant needs 20 milliliters of water in one square meter but only 10 milliliters a few kilometers away, precision agriculture ensures we don’t overuse resources. Ultimately, the goal is to increase productivity sustainably, producing more output per hectare with fewer inputs, especially in a time where climate pressures demand we be mindful of environmental impacts.

IPS: How essential is biodiversity to resilient farming systems?

Elouafi: Resilience means that after a shock—a drought, flood, or even conflict—farmers can bounce back and continue production. CGIAR’s focus is to provide tools, technology, and genetic resources that make this possible. We’ve developed rice varieties that survive flooding and maize that tolerates drought, helping farmers maintain productivity despite climatic stressors. Another key factor is small-scale irrigation, which allows farmers to respond to drought by providing supplemental water, ensuring resilience and food security.

IPS: You mentioned low-emission food systems. How can agriculture contribute to climate goals?

Elouafi: Agriculture is responsible for about 33 percent of global greenhouse gases. By shifting to low-emission practices, we can greatly reduce methane and other emissions. For example, traditional rice paddies release large amounts of methane. However, alternative wetting and drying practices can cut methane emissions by 30 percent while boosting productivity by 33 percent. In livestock, using specific forages and studying animal gut microbiomes can reduce methane emissions by up to 60 percent. Agriculture is uniquely positioned to sequester carbon through practices like cover cropping and biodiversity, which is crucial in mitigating climate change.

IPS: Could internet and data use enhance climate security?

Elouafi: Absolutely. Digital access and internet coverage in rural areas can provide timely climate information, like rainfall predictions, which empowers farmers to make better planting decisions. With projects like Elon Musk’s nanosatellite network expanding internet access, marginalized farmers can increasingly leverage climate data. CGIAR also focuses on producing accurate data for the Global South, as existing climate models often rely on data from the Global North, which doesn’t reflect realities in places like Sub-Saharan Africa or South Asia. Our data can inform region-specific, actionable climate strategies.

IPS: How does CGIAR support innovations and resilience in vulnerable regions?

Elouafi: CGIAR operates the largest publicly funded international agricultural research network, with a strong focus on least-income countries. Our goal is to close the yield gap between high- and low-income nations by providing bundles of innovations: drought-resistant varieties, small-scale irrigation, processing improvements, and access to markets. By helping farmers integrate these innovations, we ensure they’re more resilient and have a steady income. Additionally, our research helps policymakers design better frameworks to support smallholders and incentivize sustainable agri-food systems.

IPS: What do you hope COP29 will achieve in advancing agricultural and climate agendas?

Elouafi: COP29 must carry forward the momentum from COP28, where the UAE’s Declaration on Sustainable Agri-Food Systems was endorsed by 160 countries. Agriculture, food, and water systems need to be central to climate discussions. As we look to COP30 in Brazil, with its expertise in regenerative and climate-smart agriculture, I hope we continue viewing agriculture not as part of the climate problem but as an essential solution to it. Climate adaptation in agriculture is non-negotiable—lives and livelihoods depend on it.
