New Caledonia: Time to Talk about Decolonisation

LONDON, Jun 20 2024 (IPS) – The violence that rocked New Caledonia last month has subsided. French President Emmanuel Macron has recently announced the suspension of changes to voting rights in the Pacific island nation, annexed by his country in 1853. His attempt to introduce these changes sparked weeks of violence.


Colonial legacies

Scattered around the world are 13 territories once part of the French Empire that haven’t achieved independence. Their status varies. Some, such as Guadeloupe and Martinique, have the same legal standing as French mainland regions. Others have more autonomy. New Caledonia is in a category of its own: since the 1998 Nouméa Accord, named after New Caledonia’s capital, France agreed to a gradual transfer of power. Currently, France determines New Caledonia’s defence, economic, electoral, foreign and migration policies.

The Accord came in response to a rising independence movement led by Kanak people, the country’s Indigenous inhabitants. Kanaks make up around 40 per cent of the population, with the rest being people of European descent and smaller groups of Asian, Oceanian and mixed heritage. Kanaks experienced severe discrimination under French colonial rule, and for a period were confined to reservations.

An independence movement formed after a fresh wave of Europeans arrived in the 1970s to work in the nickel-mining industry. New Caledonia is the world’s fourth-largest producer of nickel, a key ingredient in stainless steel and, increasingly, electric vehicle batteries. The nickel boom highlighted the divide in economic opportunities. Unrest lead to worsening violence and, eventually, the Nouméa Accord.

A downturn in the industry has deepened economic strife, exacerbating the poverty, inequality and unemployment many Kanaks experience. Today, around a third of Kanaks live in poverty compared to nine per cent of non-Kanaks.

Multiple referendums

The Accord created different electoral rolls for voting in mainland France and in New Caledonian elections and referendums, where the roll is frozen and only people who lived in the country in 1998 and their children can vote. These limitations were intended to give Kanak people a greater say in three independence referendums provided for in the Accord.

Referendums took place in 2018, 2020 and 2021, and the pro-independence camp lost every time. The 2020 vote was close, with around 47 per cent in favour of independence. But the December 2021 referendum was held amid a boycott by pro-independence parties, which called for a postponement due to the COVID-19 pandemic: an outbreak that began in September 2021 left 280 people dead, most of them Kanak. Independence campaigners complained the vote impinged on traditional Kanak mourning rituals, making it impossible to campaign.

Almost 97 per cent of those who voted rejected independence, but the boycott meant only around 44 per cent of eligible people voted, compared to past turnouts of over 80 per cent.

France viewed this referendum as marking the completion of the Nouméa Accord. Macron made clear he considered the issue settled and appointed anti-independence people to key positions. The independence movement insisted that the vote, imposed by France against its wishes, wasn’t valid and another should be held.

Since the Accord was agreed, the far right has risen to prominence in France, as seen in the recent European Parliament elections. French politics and its politicians have become more racist, with mainstream parties, including Macron’s, tacking rightwards in response to the growing popularity of the far-right National Rally party. The ripple effect in New Caledonia is growing polarisation. As French politicians have promoted a narrow understanding of national identity, New Caledonia’s anti-independence movement has become more emboldened.

China’s push for closer ties with Pacific countries has also raised Oceania’s strategic importance. The US government and its allies, including France, have responded by paying renewed attention to a long-neglected region. France may be less willing to tolerate independence than before, particularly given the growing demand for electric vehicles.

State of emergency

The immediate cause of the protests was the French government’s plan to extend the franchise to anyone who has lived in New Caledonia for more than 10 years. For the independence movement, this was a unilateral departure from the Nouméa Accord’s principles and a setback for prospects for decolonisation and self-determination. Tens of thousands took part in protests against the change, approved by the French National Assembly but pending final confirmation.

On 13 May, clashes between pro-independence protesters and security forces led to riots. Rioters burned down hundreds of buildings in Nouméa. Communities set up barricades and people formed defence groups. Eight people are reported to have died.

France declared a state of emergency and brought in around 3,000 troops to suppress the violence, a move many in civil society criticised as heavy-handed. French authorities also banned TikTok. It was the first time a European Union country has made such a move, potentially setting a dangerous precedent.

Dialogue needed

Macron, who paid a brief visit once violence had subsided, has said the electoral changes will be suspended to allow for dialogue. His decision to gamble on early elections in France in the wake of his European election defeat has bought him some time.

This time should be used to build bridges and address the evident fact that many Kanak people don’t feel listened to. This goes beyond the question of the franchise. There are deep and unaddressed problems of economic and social exclusion. Many of those involved in violence were young, unemployed Kanaks who feel life has little to offer.

As a consequence of recent developments, New Caledonia is now more divided than it’s been in decades. The question of independence hasn’t been settled. Many Kanak people feel betrayed. For them, before there can be any extension of the franchise, France must agree to complete the unfinished process of decolonisation.

BONN, Jun 13 2024 (IPS) – As the technical session of the global climate negotiations enters the final stretch in Bonn, Germany, climate activists from Africa have expressed fears that negotiators from the developed world are dragging their feet in a way to avoid paying their fair share to tackle the climate crisis.

“I think we will be unfair to the snail if we say that the Bonn talks have all along moved at a snail pace,” quipped Mohammed Adow, the Director, Power Shift Africa.


“Ideally, there will be no climate action anywhere without climate finance. Yet what we have seen is that developed countries are frustrating the process, blocking the UAE annual dialogues, which were agreed upon last year in Dubai, to focus on the delivery of finance so as to give confidence to developing countries to implement climate actions,” said Adow.

According to the UN Framework Convention on Climate Change (UNFCCC), the United Arab Emirates (UAE) dialogue was created to focus on climate finance in relation to implementing the first Global Stoke Take (GST-1) outcomes, with the rationale of serving as a follow up mechanism dedicated to climate finance, ensuring response to and/or monitoring of, as may be appropriate and necessary, all climate finance items under the GST

The two-week Bonn technical session of Subsidiary Bodies (SB60) was expected to develop an infrastructure for the New Collective Quantified Goal (NCQG), a climate change funding mechanism to raise the floor of climate finance for developing countries above the current $100 billion annual target.

In 2009, during the 15th Conference of Parties (COP15) of the UNFCCC in Copenhagen, developed countries agreed that by 2020, they would collectively mobilize $100 billion per year to support priorities for developing countries in terms of adaptation to climate crisis, loss and damage, just energy transition and climate change mitigation.

When parties endorsed the Paris Agreement at COP 21 in 2015, they found it wise to set up the NCQG, which has to be implemented at the forthcoming COP 29, whose agenda has to be set at the SB60 in Bonn, providing scientific and technological advice, thereby shaping negotiations in Azerbaijan.

However, activists feel that the agenda being set in Bonn is likely to undermine key outcomes of previous negotiations, especially on climate finance.

“We came to Bonn with renewed hope that the NCQG discussions will be honest and frank with all parties committed to seeing that the finance mechanism will be based on the priorities and needs of developing countries and support country-driven strategies, with a focus on Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs),” said Memory Zonde-Kachambwa, the Executive Director, FEMNET.

“Seeing the devastation climate change is causing in our countries in terms of floods, storms, and droughts, among other calamities, it was our hope that the rich countries would be eager and willing to indicate the Quantum as per Article 9.5 of the Paris Agreement so as to allow developing countries to plan their climate action,” she said.

So far, negotiators from the North have been pushing for collective “mobilization of financial resources,” which African activists believe is merely the privatization of climate finance within NCQG, thus surrendering poor countries to climate-debt speculators and further impoverishing countries clutching onto debt.

Also in the spotlight was the Global Goal on Adaptation (GGA), where the activists feel that the means of implementation is being vehemently fought by the parties from developed countries.

“Adaptation must be funded from public resources and must not be seen as a business opportunity open to private sector players,” said Dr. Augustine Njamnshi, an environmental policy and governance law expert and the Executive Secretary of the African Coalition for Sustainable Energy and Access. “Without clear indications on the means of implementation, GGA is an empty shell and it is not fit-for-purpose.”

According to Ambassador Ali Mohammed, the incoming Chair for the African Group of Negotiators (AGN), the SB60 is an opportunity to rebuild trust in the principle of common but differentiated responsibilities and respective capabilities.

“That trust can only be rebuilt if we come out of Bonn with a quantum that adequately covers the needs of the continent,” he said, noting that the figure Africa is asking for, which is to be part of the agenda for COP29, is USD 1.3 trillion per year by 2030.

Biodiversity Meetings in Nairobi End, All Eyes Are Now on COP16

NAIROBI, Jun 3 2024 (IPS) – Regions struggling to revise and update their National Biodiversity Plans aligning them with the Global Biodiversity Framework adopted at COP15, will now be given the technical and scientific support to develop and submit their plans on time.

This was one of the key decisions of the 4th meeting of the Subsidiary Body on Implementation (SBI)—the crucial pre-COP meetings of the United Nations Convention on Biodiversity (UNCBD)—to review the status and challenges of implementing the Global Biodiversity Framework (GBF), which started on May 22 and ended in Nairobi late in the evening of May 29, 2024.


More than 1000 participants from 143 countries gathered for the nine-day meeting, which UNCBD referred to as one of the “largest SBI meetings ever,” to discuss a variety of issues pertaining to the timely implementation of the GBF. As the meeting ended, the participants came up with a list of recommendations that will be presented for nations to consider at the next Biodiversity COP (COP16), scheduled to be held in October in Cali, Colombia.

IPS provided coverage of the twin meetings of SBI and the Subsidiary Body on Scientific, Technical, and Technological Advisors (SBSTTA), which took place earlier on May 13–18.  In this article, we bring you the key issues that topped the agenda of the SBI and the biggest recommendations that were made.

National Biodiversity Strategic Action Plans

In December 2022, at the COP15, parties agreed to revise and update their national biodiversity plans (NBSAP), aligning the targets with the global biodiversity framework that was adopted at the COP. These updated plans are to be submitted to UNCBD by or before the next COP, scheduled to be held in October.

However, as earlier reported by IPS, despite being just five months away from the next COP, only 11 countries have submitted their NBSAPs, while the majority of the countries have not, citing various reasons, including a lack of capacity and resources.

The top agenda item of the SBI has been reviewing these reasons and recommending steps that can help countries close this gap and complete the task of submitting their plans on time.

Capacity Building

After the nine-day discussions, delegates at the SBI decided that it would be necessary to provide all countries with specific technical and scientific support that can help them develop their NBSAPs and submit them on time. To provide this support, SBI decided that a network of technical and scientific support centers would be set up at regional and sub-regional level.

According to Chirra Achalender Reddy, Secretary, National Biodiversity Authority, India, and the chair of the SBI-4 meeting, the recommendation to set up these support centers was one of the key decisions made at the meeting.

“I thank the parties for their commitment to implementation of the Convention, as demonstrated by their engagement during the negotiations this week.  While we have many issues to resolve at COP16, the foundation is laid for our discussions in Cali, Colombia, later this year,” said Reddy.

Elaborating further on the decision, David Cooper, Acting Executive Director of the UNCBD, said that 18 regional organizations have been selected worldwide as the support centers. “They will foster and facilitate technical and scientific cooperation as countries harness science, technology and innovation to help halt and reverse biodiversity loss by 2030.”

Cooper also expressed hope that, in the future, these 18 organizations could create more such support centers, expanding the network from regional and sub-regional to national level.

“These subregional support centers will also promote technology transfer among countries, including through joint research programs and joint technology development ventures, acting as “one-stop service centers” offering wide-ranging resources to help meet Biodiversity Plan targets.  The centers are expected to help expand, scale up, and accelerate efforts such as the existing Bio-Bridge initiative,” Cooper added.

Resource Mobilization

In the Global Biodiversity Framework, the financial ambitions set out include investing USD 200 billion a year from both public and private sources until 2030. In addition, the goal also includes saving another USD 500 billion by ending subsidies that are harmful to biodiversity yet are still practiced by countries. This will bring the total available finance for biodiversity conservation to USD 700 billion per year until 2030, the deadline to achieve all GBF targets.

At the SBI, there was an intense discussion on resource mobilization. Several countries complained that, despite being signatories to the GBF, they had not been able to access any resources meant for biodiversity conservation, especially the Global Biodiversity Framework Fund (GBFF), which was launched last year and is managed by the Global Environment Facility.

Delegates from Syria, who spearheaded this discussion, revealed that their country had not been able to receive any money and suggested that the final document prepared by the CBD Secretariat reflect this. Syria’s voice was amplified by Russia, which said that Syria’s inability to access resources should be interpreted as a denial of resources.

Almost all the governments also discussed their own parameters for national biodiversity finance plans, the role of multilateral development banks, existing UN initiatives, and private finance.

An important discussion that took place was about setting up a new Global Biodiversity Fund, separate from the current Global Biodiversity Framework Fund (GBFF).

Gender and Indigenous Peoples

One of the most interesting developments that took place on the sidelines of the SBI meeting was the launch of a training module by Women4Biodiversity, a group that advocates for gender mainstreaming across all 23 targets of the GBF and participates in the meetings as an observer.

Titled “Training Module on Advancing Women’s Rights and Gender Equality in the Implementation of the Kunming Montreal-Global Biodiversity Framework,” the document was prepared in collaboration with World Wildlife Fund (WWF).

Speaking to the press about the training module, Alejandra Duarte, Policy Associate at Women4Biodiversity, said the main objective of the publication was to serve as a source of information for decision-makers, negotiators, indigenous peoples and local communities, women, youth, civil society, businesses, and the whole of society who are engaged in the planning, monitoring, and implementation of the Biodiversity Plan.

Mrinalini Rai, Director of Women4Biodiversity, also explained that the module was created to be understood by all and customized as per the context, community, or country.

Supporting Rai’s comments, Cristina Eghenter, senior global governance policy expert at WWF, said, “I hope that the module will help understand the gaps and what needs to be done for women to be a part of the Biodiversity Plan.”

Rodah Rotino, an indigenous community leader and President of the Pastoral Communities Empowerment Programme (PACEP), a Kenya-based women-led NGO, highlighted the contribution of indigenous women to biodiversity conservation across the world, including Africa.

“In my community, we have started a seed bank that preserves indigenous tree seeds. We plant indigenous plants that help preserve and conserve the local biodiversity and help community members benefit from their many uses, as they have done for centuries,” Rotino said, citing the example of her own community in West Pokot County, where women have started several initiatives. “We even promote the use of our traditional food systems, including the use of traditional indigenous crops, fruits, and vegetables, and we are seeing that after using these, our people, especially women and children, have many health improvements and quick recovery from some ailments. In short, we are going ahead with using our indigenous knowledge without even waiting for the formal implementation of the GBF.”

What’s Next

In Cali, Colombia, the CBD secretariat will present the decisions of the SBI-4 and the SBSTTA to the nations for their consideration and adoption.

However, just before the COP begins, yet another SBI meeting (SBI-5) will be held in Cali. The sole focus of that meeting will be to review the latest status of the national biodiversity plans and the plans that will be submitted between now and the COP.

“Right now, countries are in various stages of developing their NBSAPs and by October, we expect most of them to complete and make the submissions. The SBI-5 will review the plans and the status then,” Cooper explained.

Why Protection & Participation of Children Must be Elevated at the UN Summit of the Future

KATHMANDU / NAIROBI, May 31 2024 (IPS) – The United Nations will hold the Summit of the Future on September 22—23 this year, during its annual General Assembly. Heads of state and government and their representatives will gather at the UN headquarters in New York, to discuss, agree on, and endorse a multilateral, action-oriented “Pact for the Future” intended to “protect and enshrine the rights of future generations”.


With the draft document of the pact already detailing fifty-two sets of actions around sustainability, peace and security, science and technology, youth, and governance, the Summit is being called a “once-in-a-generation opportunity.”

Indeed, with post-pandemic political, economic, security, and social dynamics (and realignments) redefining world order, torpedoing trust in multilateral organizations and exposing the limits of international law, urgent action is needed to put humanity on a path to justice and equity.

The world is at a tipping point and multilateralism — the very vehicle of the Pact for the Future — is at risk of being ditched for expediency.

As advocates for a better world for children, including through interfaith collaboration, we applaud the worthy intentions behind both the Summit and the pact. However, the current draft of the pact leaves much to be desired. Children — the very essence of the future — are acknowledged only tangentially or conflated with young people, youth, and future generations.

The pact focuses squarely on adults, youth and young people. The protection and wellbeing of the most vulnerable infants and young children who are unable to articulate their unique needs and rights are not prioritized explicitly.

The fact that children make up a third of the world’s population and that 4.2 billion children are expected to be born over the next 30 years, ought to make it self-evident that protecting their rights and promoting their wellbeing must be at the very heart of any pact aimed at ensuring a better future humanity.

No future without children

We live in a world of incredible scientific breakthroughs, tremendous economic prosperity, and greater gender equality than ever before. Yet the number of children globally who are hungry, displaced and in desperate need of protection, has never been higher.

According to UNICEF, nearly one billion children live in multidimensional poverty with another 333 million children living in extreme poverty. These shocking, historically unprecedented figures are being exacerbated by growing inequality, the COVID-19 pandemic, devastating food and energy crises, a climate emergency, and new and protracted conflicts.

In the last year alone, more than 10.5 million children were forced to flee their homes mainly due to conflict and violence. The number of displaced children around the world is now estimated to be over 50 million, while the number of those living in conflict zones exceeds 460 million.

Even in supposedly “normal,” stable, and peaceful settings, children are routinely exposed to the dangers of a rapidly expanding digital environment, discrimination, inequality, abuse, and exploitation, some of it in the name of religion.

Without explicit mention of children in the Pact for the Future, their specific rights and unique perspectives risk being forgotten. As the former Chairperson of the Committee on the Rights of the Child emphasized in February, “If the UN is truly committed to becoming a more inclusive multilateral platform for partnership and solidarity having people at center (…) – children cannot be excluded from the process for the Summit of the Future (…). Children should be both subjects of the Summit and the resulting Pact for the Future, and active participants before, during and after the Summit.”

The child is calling

Shortly after the UN Summit for the Future, leaders from major world faiths and spiritual traditions and representatives of governments and international organizations will convene in Abu Dhabi, United Arab Emirates, from 19 to 21 November for the Sixth Forum of the Global Network of Religions for Children.

Hosted by the Interfaith Alliance for Safer Communities, the forum will amplify the voices and rights of children — the architects of the future — as it tackles the issues of building a safe, secure, and sustainable world for children from an interfaith perspective.

With the greatest tragedy in recent memory involving children unfolding in Gaza, there could not be a more fitting theme or a more appropriate place for the world’s religious and secular leaders to congregate, offer prayers and catalyze action to “never again” allow the senseless killing and maiming of children we are witnessing today.

The forum’s ‘building a safe world’ theme will cover the dignity of the child in the digital world; role of families and collaborative communities; building resilience; and strengthening mental health in the face of global shocks, emerging crises, and pandemics.

Under ‘building a secure world’, the forum will address the root causes of conflicts, wars, xenophobia, hate crimes, and extremism; building resilience to conflict; the impact of conflict and war on children; and building a peaceful and inclusive world for children. The last theme – ‘building a sustainable world’ – will tackle responsible lifestyles; hunger, child poverty, and inequality; ethical values and education; and climate-conscious stewardship.

The forum is expected to foster intergenerational dialogue, mutual understanding, collaboration, and adaptive capacity to advocate for and with children for a future where children can grow and thrive without fear or limitation, regardless of their faith, cultural, racial, economic, or social backgrounds.

If we fail to put the rights and voices of children at the heart of the Pact for the Future, we will be failing one-third of the world’s population today and billions of children who are born in the future. The child is calling! We must unite our efforts, intensify our actions, and put the child’s voice at the center as we all come together to build a safe, secure, sustainable, and hopeful world for all.

Billions will Vote this Year – LGBTIQ+ People Must not be Excluded

UNITED NATIONS, May 20 2024 (IPS) – This year has been called the ‘super election’ year, with 3.7 billion people potentially going to the polls. This historic political moment is also an opportunity to reflect on what these billions of voter experiences will look like. Who will vote, who can run for office and who might be excluded from the political process?


It goes without saying and is enshrined in the Universal Declaration of Human Rights, that everyone should have the right to participate in the political processes in their country, and huge strides have been made in recent years to recognize and advocate for LGBTIQ+ rights. But the reality for LGBTIQ+ people is often very different.

Because despite progress, one third of countries maintain laws that make same-sex relationships illegal. For the LGBTIQ+ people living in these countries, what is their experience with elections, as voters or as candidates?

Consider the transgender person who faces harassment whenever they leave their home and is ultimately excluded from their community. Or the LGBTIQ+ groups that are receiving constant online hate because of a wave of social media disinformation. To what extent are they free to express their political views, without fear of discrimination, hate speech or even physical violence?

These experiences do not exist in a vacuum. They are the result of a vast swathe of anti-LGBTIQ+ laws and policies, which in some countries are continuing to gather momentum, compounded by the pervasive stigma and discrimination many LGBTIQ+ people face in their everyday lives.

And they directly impact our political processes by silencing people, limiting the extent to which they can have a voice in their societies and in the decisions which affect them, and entrenching structural discrimination.

UNDP has been working for decades to help break these barriers and to strengthen laws, policies and programmes that respect the human rights of all individuals. This demands we work with a broad range of global partners and advocates, recognizing that LGBTIQ+ people are a diverse group and face multiple and intersecting forms of discrimination.

But with estimates suggesting about half of the global population may vote this year, it does throw into sharp focus the need to ensure that the people determining the leadership and political direction of their countries, truly reflects the full diversity of the world we live in.

We have reason to be hopeful that they will. Because with the steadfast support of partners like Luxembourg, UNDP has been supporting global efforts, including LGBTIQ+ organizations and activists, to help transform LGBTIQ+ rights.

For instance, last October, UNDP launched its global publication ‘Inclusive Democracies: A guide to strengthening the participation of LGBTI+ persons in political and electoral processes,’ in a jointly cohosted event with the LGBTI intergroup of the European Parliament.

Its aim is to provide policymakers, electoral management bodies, legislators, civil society and other stakeholders a clear set of tools to work towards a more equal exercise of civic and political rights, freedom of expression and association, and access to public services. The publication, informed by UNDP’s work globally, includes best practices from over 80 countries, mainly from the Global South.

At the same time, UNDP is working in 72 countries and all regions of the world to integrate LGBTIQ+ people and issues in development efforts.

This includes working with young key populations in Southern Africa – which includes young gay men and other men who have sex with men, lesbian, gay, bisexual, transgender and intersex people – to help challenge some of the negative stereotypes appearing in mainstream media, and to change the negative narratives.

Support has focused on organizing media skills training for young people to build their journalistic skills and enhance the use of digital platforms for advocacy on issues affecting them.

But digital platforms also have the power to do great harm, and LGBTIQ+ individuals often face disproportionate online harassment, posing a threat to their equal political participation. With support from Luxembourg, UNDP has been able to prioritize combating dangerous online speech that targets individuals based on gender, sexual orientation or ethnicity.

For example, the Cabo Verde Free and Equal Campaign, part of UNDP’s efforts, focuses on fighting gender stereotypes and eliminating prejudices through legal and communication channels.

The global efforts to address LGBTIQ+ rights are having an impact. The recent HIV Policy Lab report – produced jointly by Georgetown University’s O’Neill Institute, UNDP and the Global Network of People Living with HIV (GNP+) shows a clear and ongoing trend toward decriminalization of consensual same-sex sex around the world, with more countries removing punitive laws in 2022 than in any single year in the past 25 years.

These advances are part of a collective effort, because building inclusive and equitable societies means building a coalition of partners. At UNDP, the importance of partners like Luxembourg in helping to fund this vital work, and shining a light on the injustices LGBTIQ+ people face, is never underestimated.

This is important because investments in human rights are investments in our societies. And thanks to Luxembourg and our core donors, UNDP has been able to help people, whoever and wherever they are, to have a voice in shaping their societies.

This year, the stakes have never been higher. The decisions made in the elections taking place will set the course for how societies develop, and to what extent human rights are respected. Which is why we must also use this moment to recognize our partners and to renew our commitments to the LGBTIQ+ community.

The world’s attention will be focused on the election winners and losers. But the outcome is only one piece of the puzzle. Ensuring the political processes taking place are inclusive, credible and peaceful is how we ultimately build a world where everyone can vote, anyone can run for office, and most importantly, where no one will be silenced.

Solomon Islands: A Change More in Style than Substance

LONDON, May 16 2024 (IPS) – There’s change at the top in Solomon Islands – but civil society will be watching closely to see whether that means a government that’s grown hostile will start doing things differently.


Jeremiah Manele is the new prime minister, emerging from negotiations that followed April’s general election. He’s part of OUR Party, led by outgoing four-time prime minister Manasseh Sogavare. The party came first, winning 15 of 50 constituencies, but several incumbents who stood for it lost their parliamentary seats, and Sogavare only narrowly held his. Weakened, Sogavare stood aside to allow Manele to prevail as the consensus candidate of the post-election coalition his party stitched together.

China in the spotlight

Voters had to wait to have their say. The election was supposed to be held in 2023 but the government postponed it. It claimed it couldn’t afford to hold the election and host the Pacific Games in the same year, and temporarily suspended constitutional provisions through a parliamentary vote. The opposition accused Sogavare of a power grab and questioned his commitment to democracy.

Political debate in recent years has been dominated by the government’s relations with China, a major funder of the 2023 Pacific Games. Sogavare pivoted towards China shortly after becoming prime minister for the fourth time in 2019. Until then, Solomon Islands was among the small number of states that still recognised Taiwan instead of China. The move was controversial, made with no consultation after an election in which it hadn’t been an issue.

Sogavare then signed a series of agreements with China, including a highly secretive security cooperation deal. For civil society, this raised the concern that Solomon Islands police could be trained in the same repressive techniques used in China, and Chinese security forces could be deployed if unrest broke out. The country has experienced several bouts of conflict, including ethnic unrest and violent protests started by young unemployed men, with some violence targeting people of Chinese origin. Such conflict followed controversial post-2019 election manoeuvres that returned Sogavare to power, and surged again in 2021 over the government’s relations with China. Sogavare blamed ‘foreign powers’ for the 2021 unrest.

China is making extensive economic diplomacy efforts to encourage states to switch allegiance and has developed a keen interest in Pacific Island nations, long neglected by western powers. Its efforts are paying off, with Kiribati and Nauru also abandoning Taiwan in recent years. The Pacific Islands cover a vast oceanic territory, and a major Chinese foreign policy objective is to break up the island chains it sees as encircling it and constraining its reach. It’s long been suspected of coveting a naval base in Solomon Islands.

Further, while the populations may be small, each state has an equal vote in the United Nations, and the more allies China has, the more it can shield itself from criticism of its many human rights violations.

China didn’t just help pay for the Games. It provides direct funding to pro-government members of parliament, and has been accused of outrightly trying to bribe politicians. Daniel Suidani, a strong opponent of deals with China, claims to have been offered bribes to change his position. Suidani was premier of Malaita Province, until 2023, when he was ousted in a no-confidence vote following the central government’s apparent intervention. Police then used teargas against protesters who supported him.

China’s attempts to exert influence extend to the media. Last year, it was reported that the Solomon Star newspaper had received funding from the Chinese state in return for agreeing to publish pro-China content.

Disinformation favourable to China also circulated during the campaign. A Russian state-owned news agency falsely reported that the US government was planning what it called an ‘electoral coup’, a lie repeated by the Chinese Communist Party’s Global Times newspaper. During the campaign, Sogavare also doubled down on his support for China, heaping praise on its political system and suggesting that democracy might open the door to same-sex marriage, which he portrayed as incompatible with his country’s values.

At the same time as China’s media influence has grown, the Solomon Islands government has gained a reputation for attacking media freedoms. It took full control of the public broadcaster, the Solomon Islands Broadcasting Corporation, giving itself the power to directly appoint the broadcaster’s board, and made an attempt to vet all of its news and current affairs programmes, which it dropped after backlash. Following an investigation of relations with China by Australia’s public broadcaster, the government threatened to bar foreign journalists from entering the country if they run stories it deems ‘disrespectful’, accusing media of spreading ‘anti-China sentiments’.

Following criticism, the government also threatened to investigate civil society and accused civil society organisations of fraudulently receiving funds. It’s clear that the other side of the coin of closer relations with China has been growing hostility towards dissent.

Looking forward

China was far from the only issue in the campaign, and many voters emphasised everyday concerns such as the cost of living, the state of education, healthcare and roads, and the economy. Some criticised politicians for spending too much time talking about foreign policy – and will be judging the new government by how much progress it makes on these domestic issues.

The good news is that the vote appears to have been competitive, and so far there’s been no repeat of the post-election violence seen after the 2019 vote. That’s surely a positive to build on.

But Sogavare isn’t gone from politics, taking a new position as finance minister. Meanwhile, Manele, foreign minister in the old government and viewed as another pro-China figure, is unlikely to take a new foreign policy direction. But there’s some hope, at least for civil society, that he’ll be a less polarising and more conciliatory politician than Sogavare. The first test will be how the new government handles its relations with civil society and the media. The government should prove it isn’t in China’s pocket by respecting civic freedoms.
