HAMILTON, Canada, Jun 8 2020 (IPS) – Do migrants willingly choose to flee their homes, or is migration the only option available?

There is no clear, one-size-fits-all explanation for a decision to migrate — a choice that will be made today by many people worldwide, and by an ever-rising number in years to come because of a lack of access to water, climate disasters, a health crisis and other problems.


Data are scarce on the multiple causes, or “push factors,” limiting our understanding of migration. What we can say, though, is that context is everything.

UN University researchers and others far beyond have been looking for direct and indirect links between migration and the water crisis, which has different faces — unsafe water in many places, chronic flooding or drought in others.

The challenge is separating those push factors from the social, economic, and political conditions that contribute to the multi-dimensional realities of vulnerable migrant populations, all of them simply striving for dignity, safety, stability, and sustainably in their lives.

A new report, ‘Water and Migration: A Global Overview,’ (https://bit.ly/3gxDgE7) from UNU’s Institute for Water, Environment and Health, offers insights into water and migration interlinkages, and suggests how to tackle existing gaps and needs.

Its information can be understood easily by stakeholders and proposes ideas for better informed migration-related policymaking, including a three-dimensional framework applicable by scholars and planners at multiple scales and in various settings.

The Report also describes some discomforting patterns and trends, among them:

    • By 2050, a combination of water and climate-driven problems and conflicts will force 1 billion people to migrate, not by choice but as their only option;
    • Links to the climate change and water crises are becoming more evident in a dominant trend: rural-urban migration;
    • That said, there is a severe lack of quantitative information and understanding re. direct and indirect water and climate-related drivers of migration, limiting effective management options at local, national, regional, and global scales
    • Global agreements, institutions, and policies on migration are concerned mostly with response mechanisms. Needed is a balanced approach that addresses water, climate, and other environmental drivers of migration
    • Unregulated migration can lead to rapid, unplanned, and unsustainable settlements and urbanization, causing pressure on water demand and increasing the health risks and burdens for migrants as well as hosting states and communities
    • Migration should be formally recognized as an adaptation strategy for water and climate crises. While it is viewed as a ‘problem,’ in fact it forms part of a ‘solution’
    • Migration reflects the systemic inequalities and social justice issues pertaining to water rights and climate change adaptation. Lack of access to water, bad water quality, and a lack of support for those impacted by extreme water-related situations constitute barriers to a sustainable future for humankind.

Case studies in the report provide concrete examples of the migration consequences in water and climate troubled situations:

    • The shrinking of Lake Chad in Africa and the Aral Sea in Central Asia
    • The saga of Honduran refugees
    • The rapid urbanization of the Nile delta, and
    • The plight of island nations facing both rising seas and more frequent, more intense extreme weather events.

In addition, the added health burdens imposed on people and communities by water pollution and contamination create vicious cycles of poverty, inequality and forced mobility.

While the Sustainable Development Goals (SDGs) agenda does not include an explicit migration target, its mitigation should be considered in the context of SDGs that aim to strengthen capacities related to water, gender, climate, and institutions. These issues resonate even as the world deals with the COVID-19 pandemic.

Recent news stories have chronicled the plight of desperate migrant workers trapped in the COVID-19 crisis in India, and of displaced people in refugee camps where social distancing is unachievable, as is access to soap and water, the most basic preventive measure against the disease.

Add to that the stigma, discrimination, and xenophobia endured by migrants that continue to rise during the pandemic.

Even at this moment, with the world fixated on the pandemic crisis, we cannot afford to put migration’s long-term causes on the back burner.

While the cost of responses may cause concerns, the cost of no decisions will certainly surpass that. There may be no clear, simple solution but having up-to-date evidence and data will surely help.

On World Environment Day ( https://bit.ly/3dnKkks) last week (June 5), we were all encouraged to consider human interdependencies with nature.

Let us also acknowledge that water and climate-related disasters, ecological degradation and other environmental burdens causes economic, health and wellbeing disparities for migrants and populations living in vulnerable settings.

Housing is Both a Prevention & Cure for COVID-19

NAIROBI, Kenya, May 13 2020 (IPS) – Public health officials are calling the “stay home” policy the sacrifice of our generation. To flatten the curve of COVID-19 infections, this call of duty is now emblazoned on t-shirts, in street art and a celebrity hashtag.


But for the 1.8 billion people around the world living in homelessness and inadequate shelter, an appeal to “stay home” as an act of public health solidarity, is simply not possible. Such a call serves to highlight stark and long-standing inequalities in the housing market. It underscores that the human right to shelter is a life or death matter.

Throughout this global pandemic, governments are relying on access to adequate housing to slow the viral spread through self-isolating or social distancing policies. Yet, living conditions in poor or inadequate housing actually create a higher risk of infection whether from overcrowding which inhibits physical distancing or a lack of proper sanitation that makes regular hand-washing difficult.

At the most extreme, people experiencing homelessness must choose between sleeping rough or in shelters where physical distancing and adequate personal hygiene are almost impossible. Homeless populations and people living in inadequate housing often already suffer from chronic diseases and underlying conditions that make COVID-19 even more deadly.

It is now clear, housing is both prevention and cure – and a matter of life and death – in the face of COVID-19. Governments must take steps to protect people who are the most vulnerable to the pandemic by providing adequate shelter where it is lacking and ensuring the housed do not become homeless because of the economic consequences of the pandemic.

These crucial measures include stopping all evictions, postponing eviction court proceedings, prohibiting utility shut-offs and ensuring renters and mortgage payers do not accrue insurmountable debt during lockdowns.

In addition, vacant housing and hotel rooms should be allocated to people experiencing homelessness or fleeing domestic violence. Basic health care should be provided to people living in homelessness regardless of citizenship status and cash transfers should be established for people in urgent need.

Steps should be quickly taken to establish emergency handwashing facilities and health care services for at-risk and underserved communities and informal settlements.

In many cities and countries, emergency measures are already moving in this direction.

Berlin opened a hostel to temporarily house up to 200 homeless people, catering to all nationalities. The Welsh government pledged GBP10 million to local councils for emergency homeless housing by block booking empty lodging like hotels and student dormitories.

In South Africa where under half of all households have access to basic handwashing facilities and in Kenya, where it is under a quarter of households, governments are increasing access to water for residents living in rural areas and informal settlements by providing water tanks, standpipes, and sanitation services in public spaces.

Many jurisdictions, such as Canada’s province of British Columbia, have suspended evictions. The eviction ban means landlords cannot issue a new notice to end a tenancy for any reason and existing orders will not be enforced.

Spain, France, the United Kingdom and the United States have announced mortgage postponements in an effort to curb potential defaults.

National and local governments are also working with the private sector to tackle housing issues. For example, Singaporean firms with government backing are providing accommodation for Malaysian workers who had been commuting to Singapore daily.

And as they are no tourists in Barcelona, the city has agreed with the Association of Barcelona Tourist Apartments to allocate 200 apartments for emergency housing for vulnerable families, homeless people and those affected by domestic violence.

Some cities are leveraging citizen solidarity. Residents of Los Angeles are making hand-washing stations for homeless people living in a depressed area known as Skid Row which are installed and maintained by a local community centre.

All of these urgent measures and more are desperately needed and demonstrate the way in which housing is inherently connected to our collective public health. These successful interventions also show concrete ways that governments and communities can effectively tackle the pre-existing global housing crisis – a crisis which affected at least 1.8 billion people worldwide, even before the pandemic.

In 2018 the European Federation of National Organisations Working with the Homeless reported that homelessness had skyrocketed across the continent. In the United States, 500,000 people are currently homeless, 40 per cent of whom are unsheltered.

In April last year, the Organization for Economic Cooperation and Development (OECD) warned that rent is currently the biggest expense for households accounting on average for one-third of their income. In the last two decades, housing prices have grown three times faster than incomes.

The current global housing system treats housing as a commodity. In times of crisis, the inefficiencies of the market are clear with the public sector expected to absorb liabilities.

This is not sustainable and many cities are struggling to find shelter for their citizens. COVID-19 has brought into sharp relief the housing paradox – in a time when people are in n desperate need for shelter, apartments and houses sit empty. This market aberration needs correcting.

Governments are at a crossroads. They can treat COVID-19 as an acute emergency and address immediate needs without grappling with hard questions and fundamental questions about the global housing system.

Or they can take legislative and policy decisions to address immediate needs, while also addressing the present housing system’s structural inequalities, putting in place long term ‘rights-based’ solutions to address our collective right to adequate shelter. Housing must be affordable, accessible and adequate.

COVID-19 is unlikely to be the last pandemic or global crisis that we face. What we do now will shape the cities we live in, and how resilient we will be in the future.

The Role of Civil Society in Times of Crisis

What is the role of civil society in this massive national exercise to ensure that every citizen of the country has food to eat, quality health services, and livelihood opportunities? I believe there is plenty we can do

RAJASMAND, RAJASTHAN, India, May 8 2020 (IPS) – The ongoing COVID-19 pandemic has shown us something that most of us haven’t seen in our lifetimes: Large numbers of people unable to have two meals a day. 


The tragedy is that the government has enough and more foodgrains to feed people during this time; the real issue is of distribution—both in terms of broken supply chains, as well as the insistence of the government to limit distribution to beneficiaries under the National Food Security Act (NFSA), ie, priority ration card holders. This approach is flawed because the NFSA has many exclusions, with some of the poorest of the poor, nomadic or Adivasi communities, and the urban poor being left out. Moreover, ration cards are of no use to migrant workers stuck outside their home state.

How much attention we pay to the millions who have been worst affected by COVID-19 and the lockdown will determine whether or not we come out of this crisis

There are similar issues of exclusion in other services as well, such as livelihoods and healthcare. This is where civil society must step in—to put pressure on the government to universalise these services.

We, at the Mazdoor Kisan Shakti Sangathan (MKSS) and through many networks, have been petitioning the government to distribute foodgrains to everyone, and we need to apply this kind of pressure at a larger scale. We’ve seen this work in the past, in the case of programmes such as NFSA (that focuses on food security) and the Mahatma Gandhi National Rural Employment Guarantee Act (NREGA)—both these were a result of consultative processes between the government and civil society. In fact, these rights-based legislations are providing us with the framework for public service delivery during this crisis, and they need to be effectively enhanced.

Therefore, if the government does not listen, we have to make them listen. I believe the people of this country know how to engage with the government—even when we disagree with our leaders, or they don’t listen to us. We live in a constitutional democracy, and the mantle therefore lies with citizens and civil society organisations to put pressure on the government, and to recreate society on the principles of equality, respect, and solidarity. In the short term, this means that we need to build a national movement to ensure that everyone gets access to food, livelihood, and healthcare.

But how can we do this, given the urgency of the situation and the restrictions that have come with it? What is our role in this massive national exercise to ensure that every citizen of the country has food to eat, quality health services, and livelihood opportunities? I believe there is plenty we can do.

Build a network of civil society

Civil society will have to build a network that cuts across the country. We will need to map the different organisations and groups providing relief in every district, block, and down to every village. We can do this because we have volunteers and workers—from field staff of nonprofits to government school teachers—all over the country, and we know whom we can contact for any information or assistance at any place.

The strength of civil society lies in knowing and being the small, decentralised units that have taken responsibility for their entire area—identifying the number of people in the area, the relief needed, the gaps in government relief, the challenges on the ground, and so on. By bringing them together and forming a network, we can enable these units to call upon each other for assistance, such as procuring material or rebuilding supply chains. Most importantly, the network can have a voice at the national-level that says everyone is entitled to benefits, even if they are not ration card holders or active workers under NREGA.

Stand in solidarity with those delivering essential services

COVID-19 is a high-risk disease, and we need to be very careful; but we cannot simply lock ourselves in our homes, because then those who are most vulnerable will not survive. Essential services absolutely have to continue. We have to build systems and mechanisms for safe delivery of services, and public servants have to be motivated, and given economic and moral support. Even though this has to be primarily done by the government, civil society organisations have a huge role to play as well.

For instance, we need to stand in solidarity with those who are currently delivering these services—frontline health workers, sanitation workers, people running ration shops and kirana stores, those making home deliveries of goods, and so on. We have to understand their problems and put pressure on the government to support them. The Delhi government recently announced insurance of INR 1 crore for frontline workers. That is the kind of security we should demand for every individual delivering services in this period. We have to build a movement around them.

These essential jobs could also be the answer to protecting the livelihoods of the poor during this time, by creating a fallback public works programme, unprecedented in scale. Civil society can demonstrate this model to the government. We need to chart the vital services required today, such as delivering rations and caregiving, and show to the government how people can be employed in these roles. This will not only help communities affected by the pandemic, but the mechanism of doing so might help others in turn.

Continue social movements in innovative ways

We might not be able to organise rallies or protests during the lockdown, but social movements must not stop finding ways to mobilise public opinion. When the lockdown first happened, we filed a case in the Supreme Court to say that all active workers under NREGA should be given wages for all 21 days. The case is being heard via video conferencing. So, we have to explore all options that help put pressure on the government.

We can engage with the state, send press notes, exchange information within our networks of civil society organisations, and document what’s happening on the ground. This way, we can raise issues at the state- and national-level. There are restrictions everywhere, but we cannot stop. We have to be innovative.

Civil society leaders and activists must also continue writing for newspapers and alternative media to highlight the situation of the most vulnerable, and do it in a more organised way, by taking the unheard voices and disseminating them using our networks. These must not just be confined to stories of suffering, but include positive stories and creative practices as well—of people working together despite socio-economic differences. Civil society can also help advocate that best practices in one state be replicated in others.

This is an opportunity for civil society to highlight the plight of migrant labourers that existed even before the pandemic—their work and living conditions, the insecurity of work, and the fact that they have no real social support from the state. We’ve heard people say that they didn’t realise that the migrant workforce is the backbone of our economy. Therefore, in addition to looking after their welfare and security, we must recognise their contribution, and build respect for them and their work—not as a favour, but as a means to empower them.

Many civil society organisations have been working with domestic workers, industrial workers, mine workers, street vendors, or other informal sector workers, but we haven’t managed to get them together and build them into the potent, powerful force that they could be. Perhaps now is the time for us to do that.

This is also an opportunity for civil society to counter the communal narrative that took over the country a few weeks ago. By taking the lead in organising multifaith relief efforts and highlighting positive stories of unity across religious lines, we have to show that the only way to overcome this crisis is by working together. We need to demonstrate compassion and care at this time, and shift the focus of politics to those values.

Work with the government

The role of civil society does not stop at putting pressure on the government. There are many areas that the government is unable to reach; we have to reach there. We have to use our transparency and accountability mechanisms to monitor the government’s work and make sure state resources are well-used. We also need to proactively find the gaps, and help fill those gaps.

The government structure is working well in some areas and not working in others. In some of those places, the government is itself asking for our help. Given the enormity of the intervention required, the government cannot do it on its own, and civil society cannot replace the vast role of the government in facing this crisis. While civil society organisations can take responsibility for one area and fully ensure the well-being of the people there, we must also work with local governments, help people access relief measures down to every rural and urban ward, and fill the gaps in the government’s response. Panchayats and local self-governments also have a very big role to play in this effort.

Apart from this, each one of us needs to think hard of the ways in which we can contribute. As individuals, we can immediately start looking at those around us—in our villages and our localities. Some of us can provide economic resources to plug the government’s gaps; others can take up the job of distribution. Individuals can also devote their time and join campaigns. There needs to be a concerted campaign for instance, to use the excessive foodgrain stocks to universalise the PDS, at least for the next few months. We also need to support the demand for an enhanced employment guarantee programme for rural and urban areas. We don’t realise how powerful the middle-class, English-speaking elite in India is; if they raise their voice enough, we will see improved situations around us.

And lastly, let us not forget democracy at this time—the right to speak, the right to challenge, the right to argue—because today, the only thing millions of poor people have is a voice. We need to amplify that voice to ensure that the most vulnerable get the most support, and those who are affluent only get something if it helps the most vulnerable. How much attention we pay to the millions who have been worst affected by COVID-19 and the lockdown will determine whether or not we come out of this crisis.

Martin Khor, Third Worldist

PENANG, Apr 3 2020 (IPS) – Martin Khor Kok Peng passed away just after the end of the first quarter of 2020. He leaves behind an unusually rich legacy. Atypically for people mainly working in the worldideas, he was also a very practical and pragmatic activist who successfully built and sustained several important initiatives which will live on after him.

Martin was widely well known,both in Malaysia and internationally,and will be remembered for his commitment to a variety of causes perhaps best summed up by the concept of sustainable development, adopted by world leadersat Rio in 1992, and reaffirmed in Johannesburg in 2002, Rio again in 2012 and, most recently, through the Sustainable Development Goals declared in 2015.

Born in 1951, Martin’s passing,less than a year after the demise of his mentor and close collaborator, the nonagenarian Mahathir contemporary, S M Mohammed Idris, suggests the end of an era, not only in Malaysia, but also beyond.

Already there are many pronouncements about the end of the Third World, of the solidarity of the global South, and most recently, about the related demise of multilateralism, especially as it was transformed in the 1970s when the United Nations committed to a New International Economic Order, thanks to the G77 caucus of developing countries at the UN.

Paths not taken
Reflecting on Martin’s career path, one cannot but be struck by the choices he made, and by paths not taken. Leaving his hometown of Penang, Martin wasa pre-university classmate of current Prime Minister Lee Hsien Loong in Singapore, before going to Cambridge together.

Later, after a few months in Singapore’s civil service during 1974-1975, which almost surely would have led him to a cabinet position in Lee’s cabinet, Martin ‘broke his bond’ to return to Malaysia to start teaching for a pittance at the Science University of Malaysia (USM).

From there, he began his lifelong engagement with the Consumers Association of Penang (CAP) and Friends of the Earth, Malaysia (SAM), collaborating closely with Haji Idris, to wage efforts to protect Penang, and later the countryagainst ecological and other disasters in the name of development.

From local to global
Followingan international civil society solidarity conference in 1984,Third World Network (TWN) was born and rapidly developed by Martin to promote collective solidarity to protectdeveloping countries’ national interests as the global South came under siege with the neoliberal ascendance of the 1980s.

The South Summit in Kuala Lumpur in 1986 established the South Commission worked under former Indian Prime Minister Manmohan Singh which recommended establishing the South Centre as an intergovernmental policy research and analysis institution for developing countries headquartered in Geneva and chaired by Tanzanian President Julius Nyerere. Years later, Martin took over the South Centre in 2009, strengthening its finances, capacities and impact, by creatively mobilizing resources.

The personal is political
Martin’s widow, Meenakshi Raman was a victim of Malaysian political repression in 1987. But without personal rancour, Martin worked closely with the Mahathir and subsequent Malaysian administrations, especially on internationalcauses, includingtrade, intellectual property, biopiracy and climate change.

Martin touched many, inspiring all by his tireless commitment. He was often more than happy for others to getcredit for his discreet efforts behind the scenes with relevant research and skilled drafting. His persistence was legendary, but everyone knew his efforts were not for personal gain.

Martin waswell known for his indefatigable energy and meticulousness in preparing policy and advocacy briefs on many key matters of concern to developing countries, often working late into the night as necessary. This reputation gained him access to many government and other leaders.

In memoriam ‒ Martin Khor

GENEVA, Apr 3 2020 (IPS) We are greatly saddened by the passing of Martin Khor, a long-time friend and colleague, an undaunted fighter for the poor and underprivileged, a passionate believer in a more balanced and inclusive multilateralism, a rare intellectual and eloquent orator, an icon of the Global South worthy of veneration, greatly respected for his struggle for justice and fairness against the dominance and double-standards of big economic powers.   


Martin was born in 1951 in colonial Malaysia, still under British rule, to a family of journalists. After his primary and secondary education in Malaysia, he left for the UK in 1971 to study at the University of Cambridge, where he obtained his B.A Hons and M.A. in economics, before completing his second Masters in Social Sciences at the University of Science, Malaysia in 1978. 

There are increasing warnings of an imminent new financial crisis, not only from the billionaire investor George Soros, but also from eminent economists associated with the Bank of International Settlements, the bank of central banks.

In his Master’s thesis, he grappled with the changing nature of external dependence and surplus extraction in Malaysia as it moved from colonial to post-colonial status, with a view to its implications for the scope and limits of industrialization and development; a study which left an indelible mark on his subsequent engagement and activities in a world characterised by increasingly asymmetric power relations.  

He started his professional career as an Administrative Officer at the Ministry of Finance, Singapore before joining the University of Science, Malaysia as lecturer in Economics in 1975.   

He became the Research Director of The Consumers’ Association of Penang in 1978, an independent non-profit international research and advocacy organization on issues related to development.

The Third World Network (TWN) was created in 1984 at an international Conference on “The Third World: Development and Crisis” organized by the Consumers’ Association of Penang.   In 1990, Martin became the Director of the TWN, perhaps the most important NGO from the developing world with operations globally, both in the North and the South, through offices, secretariats and researchers, including in Penang, Kuala Lumpur, Geneva, Beijing, Delhi, Jakarta, Manila, New York, Montevideo and Accra.  

Martin’s approach to advancing progressive solutions on all these fronts was always one of quiet determination driven by a passionate commitment to strengthening the voice of developing countries.

He had an envious ability to synthesise and explain complex negotiating issues to a broad audience and in a way that could bring on board activists and policy makers alike

Martin held both positions at the Consumers’ Association of Penang and the TWN until 2009 when he became the Executive Director of the South Centre in Geneva, an intergovernmental organization of developing countries established in 1995 to undertake research in various national and international development policy areas and provide advice and support to developing countries in a variety of international negotiating fora. 

Under his leadership, the South Centre became an important voice in discussions on international trade and investment, intellectual property, health, global macroeconomics, finance, sustainable development, and climate change.

During his tenure, the Centre extended significantly the scope and quality of its policy research and advice, building an enhanced reputation and level of trust among developing countries in the struggles to protect and promote their interests.   After leaving the South Centre in 2018, Martin returned to Penang, already suffering from cancer, and acted as Chairman of the Board of TWN until his death on April 1, 2020.

Martin was a staunch multilateralist but not an advocate of globalization, at least in the neo-liberal guise it acquired from the early 1980s.   On the one hand, he was well aware that individually developing countries could not obtain fair deals with major (and minor) developed countries in the international economic system. 

On the other hand, he knew that multilateral rules and practices were unbalanced, designed to subject developing countries to the discipline of unfettered international markets shaped by transnational corporations and self-seeking policies of dominant powers in the North, denying them the kind of policy space they themselves had enjoyed in the course of their industrialization.  His efforts focussed on reshaping multilateral rules and practices as a way to bring about systemic changes in the service of development.     

Martin did this on three frontsFrom the mid-1980s he focussed mainly on international trade issues, particularly those raised by negotiations during the Uruguay Round, and subsequently in the WTO and the proliferating free trade agreements and bilateral investment treaties that accompanied the shift to a neo-liberal international economic order.

Martin was instrumental in bringing the attention of policy makers and activists to the implications of new trade rules for the industrialization and development of the Global South arising from more demanding obligations on tariff and non-tariff measures, industrial subsidies, investment and intellectual property rights. 

He made several proposals for reform in these areas to remove imbalances and constraints over industrialization, and economic diversification more generally, in the Global South. He opposed free trade agreements with developed countries on the grounds that, by simultaneously curtailing the policy space available to governments while expanding the space for abusive practices by the large international firms that dominate international trade, they posed an even greater threat to development than the earlier generation of trade rules under the GATT.

In the aftermath of the Marrakech agreement, Martin was a prominent figure blocking efforts by OECD countries to push for a multilateral investment agreement, to extend the neo-liberal agenda at the first WTO ministerial in Singapore and subsequently at the third meeting in Seattle and to water down the Doha Development Agenda at the Cancun Ministerial in 2003.

The second front concerned the issues around the operations of the Bretton Woods Institutions, notably debt and development finance.  Martin had been a long-time critic of the Washington Consensus, and in particular, the use of policy conditionalities attached to lending by the IFIs which sought to push a series of damaging measures on developing countries in the name of efficiency, competitiveness and attracting foreign investors.

But he started to pay greater attention to these after the 1997 Asian financial crisis, arguing against austerity, advocating capital controls, orderly debt work-out mechanisms, multilateral discipline over exchange rates and financial policies of major advanced economies and global regulation and supervision of systemically important international financial firms.

He was a particularly strong advocate of these positions in his role as a member of the Helsinki Group on Globalisation and Democracy.  Martin took the helm of the South Centre just before the 2009 Global Financial Crisis hit and was quick to provide substantive assistance to developing countries during the 2009 UN Conference on the World Financial and Economic Crisis and its Impact on Development, identifying the key issues for them and working to ensure their insertion in the Outcome Document.

He continued to push hard on these issues through the research output from the Centre while adding the related areas of illicit financial flows and international tax issues to its workload as developing countries sought support on these matters.

The third, and increasingly prominent, front was climate change and sustainable development which gained added importance in international discussions in the new millennium. Environmental issues had always been part of Martin’s work as head of TWN and as a member of the Commission on Developing Countries and Global Change. 

But this widened significantly after the UN Conference on the Environment and Development in 1992 in Rio de Janeiro. Subsequently, Martin became a member of the Consultative Group on Sustainable Development and a regular attendee at the UN Climate Change Conferences that began in 1995 playing a particularly important role in the Copenhagen COP in 2009 where the neglect of the development dimension by advanced economies, their reluctance to acknowledge common but differentiated responsibilities and their naïve belief in market-friendly solutions to the climate challenge led to acrimonious discussions and the eventual collapse of the conference.

While he clearly recognized the need to reduce the pace of emissions and protect the environment, Martin was wary that the measures promoted by industrial countries could become instruments to stem development in the Global South.  Under his leadership an important part of the work in the South Centre focussed on this issue.

During this time Martin was a strong critic of tighter intellectual property rights, particularly through trade agreements, that restricted the transfer of the technologies developing countries needed to help in the fight against rising global temperatures and to mitigate the climate damage they were already experiencing.

This work had a parallel in Martin’s fight to ease the burden of TRIPs on developing countries in dealing with public health emergencies which, thanks to a successful civil society coalition where Martin was a pivotal figure, eventually succeeded in a permanent amendment to the TRIPs agreement in 2017.

Martin’s support to developing countries in the climate change negotiations, carried out through the South Centre and TWN, fostered greater coordination among developing countries in protecting and promoting their development policy space in the climate negotiations, highlighting equity, and stressing the international obligation of advanced economies to provide support to developing countries.

Martin’s approach to advancing progressive solutions on all these fronts was always one of quiet determination driven by a passionate commitment to strengthening the voice of developing countries.

He had an envious ability to synthesise and explain complex negotiating issues to a broad audience and in a way that could bring on board activists and policy makers alike. He became a trusted advisor to policy makers and diplomats across the developing world.

But Martin was equally comfortable engaging in a productive debate with policy makers from advanced countries and in mainstream institutions.   His was a uniquely calming but authoritative voice for increasingly anxious times, one that has been silenced too soon and at a moment when his commitment to building a fairer and more resilient world was needed more than ever.

Our Message at Davos: Water & Sanitation Are a Critical Line of Defence Against Climate Change

LONDON, Jan 31 2020 (IPS) – There was only one topic on everyone’s lips at Davos this year – climate change. The headlines focused on the cold war between Greta Thunberg and Donald Trump, but there was much greater consensus among those gathered for the annual meeting of the World Economic Forum (WEF).


The Forum itself updated its manifesto for responsible business – with climate right at its core.

Among those calling for urgent action was WaterAid’s own president, His Royal Highness the Prince of Wales. It’s more than 30 years since he last attended Davos and, as he reminded the audience, 50 years since he made his first speech on the environment.

His message was stark, and his call to action challenging: the climate emergency requires nothing less than an overhaul of the current economy, with a new deal for people and planet.

The mood is slowly shifting towards the scale of action needed, given that climate change will affect every part of the economy. This cannot be truer than for water – the WEF has ranked water crises in its top five global risks in terms of likelihood or impact every year since 2012.

The climate crisis is a water crisis, and a threat multiplier

Throughout the forum I had one consistent message: for the world’s poorest, the climate crisis is a water crisis. Yes, it has long-term implications for your businesses and economies. But, first and foremost, it is a question of survival, dignity and justice, with climate change already having devastating impacts on the lives of the people who did least to cause it.

Flooding, storms and droughts, which all impact on how and if people can get clean water, are becoming more frequent and extreme, and these trends are predicted to rise as the climate continues to change. This will undermine the already precarious access to water for billions around the world.

Climate change acts as a huge threat multiplier, worsening existing barriers to these services and rolling back progress already made.

As people living in climate-vulnerable areas experience changing weather patterns, less predictable rainfall, salt water intrusion and increased exposure to disease, water and sanitation become a critical line of defence.

If your water supply comes from a shallow aquifer that fills with sea water, then you can no longer drink it. But if the person designing your water supply has thought of this threat and factored it in, perhaps by drawing on deeper aquifers, then you can carry on living in your neighbourhood.

If your toilets and sanitation systems are constructed to withstand flooding, then your community does not suffer the same level of contamination after flooding as if human waste had been spread by the high waters.

The water and sanitation sector could become a leader in climate adaptation

But we currently lack the level of public and private sector investment and innovation required to deliver the sustainable water services that would benefit poverty reduction, industry and economic development.

This is a huge blind spot for business leaders and politicians, and a missed opportunity for creating a more sustainable future.

Rather than lagging behind, the water and sanitation sector could become a leader in delivering the kind of green infrastructure, services and jobs urgently required to enable adaptation to the worst impacts of climate change.

Water, sanitation and hygiene are core to a sustainable future

Leaving Davos last year, I was frustrated. I felt that too few understood or discussed the impact climate change would have on the already grave state of the world’s water and sanitation, and the devastating consequences for education, health, productivity and development.

This year, I sensed a greater understanding of the interlinked challenges we face, and with that an air of urgency and proactivity. Businesses are looking for solutions – not just raising concerns.

That is why WaterAid will be one of the organisations working closely with HRH the Prince of Wales as part of his 2020 year of action.

In March, in London, we will bring together the public, private and philanthropic sectors for a high-level summit that will position water, sanitation and hygiene at the forefront of the fight against climate, and work on the solutions that will ensure a sustainable future for all.

And we will continue that work across the WaterAid federation throughout the year, including at the Commonwealth Heads of Government Meeting in Kigali in June, and at the UN Climate Change Conference, COP 26, in Glasgow in November, to help build momentum for decisive action.

In this way we hope WaterAid can play its part in shifting the global trajectory in the coming decade, resulting in a fairer world for the poorest and most marginalised people.
