UNEP: Nations Must Step Up Adaptation—Starting with Bold Finance Action at COP 29

NAIROBI, Nov 7 2024 (IPS) – The United Nations Environment Programme’s (UNEP) 2024 Adaptation Gap Report has warned that adaptation actions are not keeping pace with the surging demands of a warming planet. Released ahead of the COP29 climate conference in Baku, Azerbaijan, the report—titled Come Hell and High Water—projected a bleak future where vulnerable communities bear the brunt of climate-induced hardships. 


It stresses that robust, well-funded adaptation strategies are vital to safeguarding those most at risk and calls for immediate, substantial global action in adaptation planning, finance, and implementation. With the surging demands of a warming planet. Released ahead of the COP 29 climate conference in Baku, Azerbaijan, the report—titled Come Hell and High Water—projects a bleak future where vulnerable communities bear the brunt of climate-induced hardships. 

It stresses that robust, well-funded adaptation strategies are vital to safeguarding those most at risk and calls for immediate, substantial global action in adaptation planning, finance, and implementation.

Wildfires, floods, and rising temperatures continue to inflict devastating impacts on people worldwide, especially the poor. UNEP Executive Director Inger Andersen has underlined the urgency of scaling up adaptation efforts: “The world is failing to adapt to current climate impacts, let alone those that will come if we do not cut greenhouse gas emissions decisively.

“It is time to treat adaptation as one of humanity’s top priorities, alongside emissions reduction. Those already facing the consequences deserve effective, fair adaptation actions that address their unique needs.”

Furthermore, the report stresses that the scale of climate impacts is moving faster than the world’s response.

“Adaptation is no longer a distant option; it is now a priority,” says UNEP’s Chief Scientific Editor Henry Neufeldt, summarizing the report’s call for urgent action. The report arrives at a time when nations are expected to boost their financial commitments for adaptation as part of the Glasgow Climate Pact.

This Pact urges developed countries to double adaptation finance to developing nations by 2025, a goal that aligns with the need for a New Collective Quantified Goal (NCQG) on climate finance, slated for negotiation at COP29.

Also, UNEP notes that adaptation finance reached only USD 28 billion in 2022, up from USD 22 billion the previous year. While this is a notable increase, it remains far below what is needed to address the vast scale of climate change impacts. According to UNEP, estimated global adaptation needs range between USD 215 billion and USD 387 billion per year through 2030, leaving a significant financing shortfall. Even doubling current financing flows would close only a small fraction of the adaptation finance gap.

“We can’t rely on one source alone. The financial burden is too great,” says Neufeldt. “We must pursue creative financing models and mobilize both public and private sectors to ensure resources reach those who need them most.”

According to the report, 87 percent of the world’s countries have at least one adaptation plan in place, though the quality and coverage vary significantly.

Out of the 197 UN member countries, 171 have established at least one national adaptation instrument, yet 10 nations—most grappling with internal conflict or political instability—are yet to initiate formal adaptation planning. Furthermore, many adaptation plans lack specific timeframes and budgets, undermining their effectiveness.

Anne Hammill from the International Institute for Sustainable Development, who co-authored a chapter on adaptation planning, writes in the report, “There’s a noticeable increase in awareness and preparation for adaptation planning globally. However, for some nations, fragility and limited capacity present obstacles to formulating and executing these plans.”

Moreover, UNEP finds that only 68 percent of countries with national adaptation plans align these strategies with their Nationally Determined Contributions (NDCs), the climate pledges under the Paris Agreement. This disconnect, as per the report, has resulted in overlapping efforts and inefficient resource use.

“When countries update their NDCs, they must ensure these are harmonized with adaptation plans,” Hammill notes. “This alignment is essential to avoid duplicated efforts and to streamline investments where they matter most.”

The uneven quality of adaptation plans means that even those countries with established strategies may struggle with execution. In many cases, adaptation projects—particularly those with international funding—don’t have long-lasting effects. For example, almost half of the projects evaluated were rated either unsatisfactory or unsustainable without continued external funding.

“Adaptation actions need long-term funding and local support to be effective. Temporary measures, while beneficial in the short run, often fail to address underlying vulnerabilities in the long term,” reads the report.

Slow Implementation Leaves Vulnerable Communities Exposed
The report reveals that implementation of adaptation measures lags significantly behind planning efforts, leaving at-risk communities dangerously exposed to climate impacts. An analysis of data shows that adaptation implementation has not kept pace with the accelerating rate of climate change. Floods, wildfires, and extreme weather events increasingly affect millions, yet financial and institutional barriers stymie progress in implementing effective adaptation measures.

The report elaborates, “The data on adaptation implementation is concerning. Many countries start strong with initial adaptation projects, but sustaining them has proven challenging. This gap between planning and action often leads to severe consequences for vulnerable communities.”

In addition to the need for more robust financing mechanisms, UNEP underlines the importance of inclusive adaptation measures that integrate the voices of marginalized communities. Many of the most impacted groups, including women, indigenous peoples, and economically disadvantaged populations, are frequently excluded from the planning process.

“Adaptation must be inclusive and equitable,” Hammill says. “Vulnerable groups often face the worst climate impacts, yet their voices remain underrepresented in the adaptation process.”

The Adaptation Finance Gap: A Call for New Approaches
A central focus of the report is the persistent adaptation finance gap. Although public adaptation finance flows to developing countries saw a record year-on-year increase, UNEP stresses that even substantial gains fall far short of what is required. “Current financing levels are simply inadequate. Doubling the finance might reduce the gap by about 5%, but we need much more ambitious targets to meet the needs.”

To bridge the finance gap, the report advocates a shift from reactive, project-based funding to a more proactive, transformative approach. This requires financing for anticipatory and systemic adaptation actions, such as building climate-resilient infrastructure and enhancing social protection. According to UNEP, innovative financing instruments, such as resilience bonds, risk insurance, and payments for ecosystem services, could mobilize new sources of adaptation funding.

The report points out that the private sector has a key role to play. “While public funds are essential, we need private investments to scale up adaptation,” it explains, adding that in sectors such as agriculture, water, and infrastructure, private finance can be instrumental if de-risking measures are implemented. However, private finance is often inaccessible to the most vulnerable; there is a need for public-private partnerships and targeted government support.

Capacity-Building and Technology Transfer for Effective Adaptation
Beyond finance, UNEP’s report also calls for stronger investments in capacity-building and technology transfer. These efforts are vital to empowering developing nations to manage climate impacts effectively. According to the report, developing countries require additional support for building local adaptation capacity in sectors like agriculture, water management, and public health.

The report also highlights the importance of a multifaceted approach. “Capacity-building must go beyond technical solutions. It requires investing in human resources, policy frameworks, and long-term community engagement. While we see capacity needs highlighted in many national plans, a strategic, coordinated approach is still missing.”

The report indicates that sectors such as food and agriculture receive the most technology-related development finance, yet other crucial areas like coastal protection and disaster preparedness need more support. For example, developing countries face obstacles in adopting technologies like solar-powered irrigation due to high installation and maintenance costs, making widespread use challenging. It suggests that bridging this technology gap will require both public investment and private sector involvement.

Path Forward at COP 29 and Beyond
As COP 29 approaches, the 2024 Adaptation Gap Report has pinned the need for decisive action in Baku to secure global adaptation commitments. At the heart of these discussions is the establishment of a New Collective Quantified Goal (NCQG) on climate finance, a successor to the USD 100 billion annual goal set in 2010. This new target, UNEP argues, must prioritize adaptation and recognize the unique challenges faced by developing nations.

Andersen, who will lead UNEP’s delegation to COP 29, expresses hope that the international community will rally around adaptation as a central theme.

In addition to setting an ambitious finance goal, COP 29 will discuss mechanisms for better tracking adaptation actions, establishing loss and damage funding, and addressing the debt burdens that restrict developing nations from prioritizing adaptation investments. UNEP advocates for debt relief and restructuring as a way to free up funds for climate adaptation, particularly in nations where high debt costs eclipse adaptation funding.

How Blue Carbon Ecosystems are Saving the Philippines’ Sinking Islands

In the Philippines, a group of islands is rapidly sinking due to an unprecedented rise in sea levels. This blog dives into how these coastal communities are utilizing marine resources and ecosystems to find solutions and build resilience against climate risks.

KUALA LUMPUR, Malaysia, Nov 6 2024 (IPS) – Imagine living with water up to your knees for half of the year, where homes are flooded, and people constantly fear that the sea might one day engulf the town and everyone in it.


This is the reality for the sinking islands in the Philippines—a cluster of four island barangays in Tubigon located in the south-central region of Bohol. Here, the sea level is rising at an alarming rate of 10.8 millimeters per year, three times faster than the global average. If this continues, these islands could disappear by 2100.

Tubigon sank by one meter after being hit by a 7.2 magnitude earthquake over a decade ago. While still recovering, the islands were devastated by a super typhoon in 2021, unleashing four-meter-high tidal waves that destroyed over 1.7 million homes and displaced more than 3 million people. This year, the islands were declared inhabitable by the government.

Existential Climate Threats to Coastal Communities

Coastal communities like the Philippines are severely threatened by accelerating sea level rise compounded by extreme weather events. Similar to small island developing states, also known as SIDS, low-lying coastal areas are the most vulnerable to climate change.

Their geographic location leaves them highly-exposed to natural disasters and hazards like cyclones and tidal flooding. These vulnerabilities exacerbate coastal communities’ unique development challenges.

The Intergovernmental Panel on Climate Change (IPCC) reports that with the current 1.5 degree temperature increase, global sea levels will continue to rise and low-lying coastal regions are to experience extreme sea events such as storm surges and massive tides annually by 2050.

SIDS, including Tuvalu and the Maldives, along with the sinking islands of Tubigon, are proof of the existential threats of climate change. These communities are at risk of vanishing unless urgent action is taken.

Bouncing Back from Climate Risks

While island communities are under threat, they are not powerless. Many of them have shown commitment to addressing climate-related risks in their national climate action plans. Their goal is to build climate resilience.

The term “resilience” is often mentioned in climate change discussions, but what does it really mean? It comes from the Latin verb resilire, meaning “to bounce back.” Resilience refers to the ability to recover from risks, which, in the context of climate change, is determined by the degree of vulnerability and exposure to climate-related threats.

For coastal communities and low-lying islands, rising sea levels pose a significant risk, so they must build resilience to endure and recover from climate-related hazards and disasters.

Turning to Blue Carbon Ecosystems for Solutions

Many SIDS set a good example in piloting measures to build resilience and adapt to the impacts of climate change. Similarly, the residents of Tubigon, many of whom are fisherfolks, have learned to adapt to the rising tides.

The local community has developed resilience strategies and initiatives to help them sustain their lives on the islands. One promising solution involves utilizing the sea and its resources, part of what is called the blue carbon ecosystem.

Blue carbon ecosystem is a collective term for natural marine resources such as mangroves, seagrasses, and marshes known for their ability to capture and store carbon dioxide from the atmosphere. Research shows that these coastal resources can transfer and store carbon ten times more effective than tropical forests.

These ecosystems also support fishery production, protect shorelines and reduce flooding, and provide habitats for wildlife and migratory species. Studies indicate that conserving blue carbon ecosystems is a timely and cost-effective strategy to help coastal communities adapt to climate change.

Harnessing Coastal Resources for Climate Change Adaptation

Tubigon and the Bohol region have long implemented measures to protect their blue carbon ecosystems, helping residents adapt to climate-related risks. Their strategy is two-fold: eliminating destructive fishing practices and conserving coastal resources particularly mangroves.

The local community has designated bantay dagat (which translates literally to sea protectors) to patrol its marine area spanning 156 hectares of coral reefs and 335 hectares of mangroves. These protectors report illegal fishing activities and safeguard the mangrove forests.

Over time, many locals have transitioned from destructive fishing methods, such as dynamite and cyanide use, to more sustainable aquaculture and alternative livelihoods, including crab and squid jigging, grouper farming, and ecotourism.

Moreover, particular focus is given to mangrove conservation. The vast mangrove area in Tubigon is considered a valuable blue ecosystem resource playing an important role in sequestering carbon. Experts estimate that a 4-decade mangrove plantation can store over 370 tons of carbon per hectare.

Additionally, mangroves act as natural seawalls, reducing wave energy and shielding residents from rising sea levels and tidal flooding. By investing in the preservation of blue carbon ecosystems, coastal communities like Tubigon tap into an essential resource that supports their livelihoods and enhances their resilience to the effects of climate change.

Turning the Tide

The islands of Tubigon stay afloat amidst the intensifying battle against climate threats. Most recently, the Philippines joined an alliance to build the resilience of coastal communities. It was also selected as the host of a fund dedicated to supporting countries to respond to loss and damage, enabling them to recover and rebuild from the adverse effects of the climate crisis.

Allowing islands to sink and entire communities to disappear is unimaginable, especially when we have the resources and tools to address the planet’s most significant crisis. Time is running out, but there is still hope to turn the tide.

DHAKA, Oct 22 2024 (IPS) Global warming has far-reaching effects, and certain countries, particularly those with low lying coastal regions, are more vulnerable than others. Bangladesh, the largest delta in the world, is at the forefront of the global warming crisis. Its coastal areas are increasingly exposed to rising sea levels, natural disasters, and salinization, all of which have devastating effects on its population.

The rise in natural calamities, such as cyclones and tidal surges, worsens the already fragile ecosystem. In this context, Bangladesh serves as a case study of how climate change disproportionately affects some regions, despite their minimal contribution to global emissions.

Bangladesh’s vulnerability to global warming is linked to its geography and socioeconomic structure. The nation’s low-lying coastal regions are particularly vulnerable to sea level rise, which cyclones and tidal floods exacerbate. Two significant cyclones, Sidr in 2007 and Aila in 2009, ravaged Bangladesh’s coastal zones, including the districts of Satkhira, Barguna, Patuakhali, Khulna, and Bagerhat. These events highlighted the urgent need for climate action.

Cyclone Aila, which struck on May 27, 2009, serves as a stark reminder of the destructive potential of climate-induced disasters. The cyclone claimed 330 lives and left over 8,000 missing. It caused extensive destruction in the coastal district of Satkhira, particularly in the village of Gabura, which was near the Sundarbans mangrove forest. Aila displaced over 1 million people, destroyed natural resources, and wiped out crucial infrastructure. Moreover, a deadly outbreak of diarrhea followed, infecting over 7,000 people, with fatalities reported within days of the cyclone.

The economic cost of Cyclone Aila was staggering. The total damage was estimated at USD 552.6 million. The cyclone also exposed the vulnerability of Bangladesh’s public health infrastructure, with millions at risk of post-disaster diseases due to inadequate resources and medical attention.

One of the long-term effects of climate change in Bangladesh is the rising sea levels, which are already encroaching on the country’s coastal areas. As sea levels rise, Bangladesh’s coastal regions face increased salinity in both soil and water. The reduced flow of freshwater from upstream rivers during the dry season exacerbates this issue.

Saline water now reaches as far as 240 kilometers inland, rendering agricultural activities increasingly difficult. Farmers, once able to produce several crops per year, are struggling to sustain their livelihoods as crop productivity plummets.

Floodwaters seeped into supplies used for drinking and washing, and latrines were washed away, allowing raw sewage to increase the threat to diseases such as cholera. Livelihoods have also been lost: freshwater with sewage and saltwater, and seawater continues to flood farmlands at high tide two years on, making it impossible to grow crops.

The saline intrusion has also led to a shift in the region’s economy, with shrimp farming becoming one of the few viable industries. Shrimp farming, however, brings its own set of environmental challenges, as it requires large-scale land conversion and disrupts natural ecosystems, further trapping seawater in agricultural lands. The transformation of agricultural lands into shrimp farms has also altered the social fabric, contributing to food insecurity and economic hardship.

The Sundarbans, the largest tidal halophytic mangrove forest in the world, play a crucial role in protecting Bangladesh’s coastal communities from climate-induced disasters. Sixty percent of the forest lies within Bangladesh, primarily in the districts of Khulna and Satkhira, while the rest extends into West Bengal, India. The Sundarbans act as a natural buffer, absorbing the impact of cyclones and tidal waves. Despite its protective function, the forest is under threat from both environmental degradation and human activities.

As agricultural lands diminish, more people are forced into the forest to collect honey, firewood, and other resources, putting them at greater risk of attacks by wildlife, including the Royal Bengal Tigers. Additionally, pirates and illegal loggers roam the forest, further endangering the livelihoods of those who depend on the Sundarbans for survival.

The impacts of climate change in Bangladesh have forced many coastal inhabitants to migrate in search of safer living conditions and economic opportunities. These displaced individuals, often referred to as “climate refugees,” migrate to urban centers or across international borders, particularly into India. The migration is mostly unregulated, leading to significant challenges for both migrants and the host communities.

The story of the coastal communities of Bangladesh reflects a grim reality: climate change has not only stripped them of their homes and livelihoods but also made life increasingly unbearable. As the fairy tale of the king and his daughter suggests, life without salt is flavorless, but for these climate refugees, salt—in the form of increased salinity—is the bitter reality of their lives. The same salt that infiltrates their lands also fills their tears.

Despite the severity of the crisis, it is not too late to take meaningful action to mitigate the effects of climate change on Bangladesh and other vulnerable nations. International cooperation is essential, as the effects of climate change transcend borders. Developed countries, which are historically responsible for the majority of greenhouse gas emissions, must provide financial and technical support to countries like Bangladesh. Without adequate assistance, the human and economic toll of climate change will continue to rise.

Efforts to combat climate change must focus on both mitigation and adaptation. Coastal defenses, improved infrastructure, and sustainable agricultural practices can help protect vulnerable populations. Additionally, international policies must prioritize climate-induced migration, ensuring that displaced persons are treated with dignity and provided with the resources they need to rebuild their lives.

Bangladesh’s experience with climate change serves as a stark reminder of the global implications of environmental degradation. The country with its vulnerable coastal areas is emblematic of the challenges that face many developing nations as they struggle to adapt to rising sea levels, increased salinity, and more frequent natural disasters. International cooperation and policy reforms are critical to ensuring that Bangladesh and other nations can withstand the growing pressures of climate change.

UNITED NATIONS, Oct 18 2024 (IPS) – Last month, world leaders gathered at the time of the UN General Assembly in New York and agreed on a pioneering Pact for the Future. This global accord has implications across a broad range of issues that affect every country. It offers much hope for the poorest and most vulnerable countries on the planet, known as Least Developed Countries (LDCs).


The world’s 45 LDCs are home to a billion people who face systemic underdevelopment marked by poverty, inadequate health systems, poor infrastructure and limited access to education and technology.

While some progress has been made during the last decade, less than a fifth of the Sustainable Development Goals (SDGs) are on track to be met. For example, only around 60% of children in least developed countries complete primary school despite improving literacy rates across the globe. Healthcare disparities are also stark, with maternal mortality rates averaging 430 deaths per 100,000 live births in low-income countries compared to 13 per 100,000 in wealthier nations.

The Pact for the Future, along with its two annexes, the Global Digital Compact and the Declaration on Future Generations, offers an inclusive roadmap aimed at accelerating progress towards the SDGs. By also leveraging advancements in science, technology and innovation, the framework seeks to dislodge decades of stagnation and inequality.

Bridging the massive digital divide, which is most pronounced in poor and indebted countries, will be critical for accelerated progress. Only 36 percent of people in LDCs are connected online, and buying a smartphone costs 95 percent of an average monthly income. In general, low-income countries also have a lower level of educational attainment and fewer trained professionals in science, technology, engineering and mathematics.

The Pact for the Future outlines several key commitments: On digital cooperation, the Global Digital Compact presents targeted actions for a safer, more inclusive, more equitable digital world by closing the digital divide and expanding inclusion in the digital economy.

On sustainable development and financing for development, the Pact reaffirms the 2030 Agenda and places the eradication of poverty at the centre of efforts to achieve it. Amongst the proposed actions, it pledges to close the SDG financing gap and strengthen efforts to address climate change, which is disproportionately impacting LDCs.

On financial reform, the Pact seeks an overhaul of global financial systems, including by granting developing countries a greater voice in decision-making. It seeks to mobilize additional financing for the SDGs and generally making finance more readily available. The Pact also addresses the unsustainable debt burdens of many LDCs.

This novel Pact for the Future has the potential to give a push to the development agenda across the developing world, but especially so in LDCs. However, for success, there are some prerequisites. Firstly, there is the matter of financing.  It is good to see the welcome emphasis on boosting financing for developing countries and making it more accessible.  With finance, the possibilities are unlimited. Without finance, progress will once more be stymied. Therefore, the international community must match words with action.

Secondly, the role of business as an essential partner is key. A government-centric approach on its own cannot and will not work. More specifically, there must be attention to the micro, small and medium-scale enterprises sector, which accounts for the majority of businesses and generates the bulk of employment in most developing countries. Systematic support for digitalisation, innovation and the application of technology to this sector will create jobs and opportunities whilst boosting inclusive growth.

Thirdly, multilateralism is vital. The Pact for the Future has enormous potential, with the power to materially shift the dial for least-developed countries. However, it will require international cooperation, sustained political will and strong accountability mechanisms. If realised, this bold initiative could become the catalyst for new technological investments that can help shape an equally bold future for the world’s poorest.

At its core, the UN’s Pact for the Future is a blueprint for renewed cooperation in a fragmented world and offers much hope. There may not be another such opportunity. Let us seize the moment.

TURIN, Italy, Oct 8 2024 (IPS) – Edward Mukiibi, President of Slow Food, champions agroecology as a transformative answer to the world’s most pressing crises: food insecurity, climate change, and violent conflicts.


In a world where these challenges intersect, Mukiibi called for an urgent rethink of our approach to food systems. 

Agroecology, a practice already embraced by millions of farmers worldwide, is emerging as a sustainable alternative to the industrialized agriculture model that dominates today. It emphasizes biodiversity, environmental stewardship, and equitable livelihoods—elements that Mukiibi insists are key to addressing the multifaceted crises facing our planet.

Speaking ahead of the highly anticipated Terra Madre 2024 event in Turin, Mukiibi called for immediate global action to end the misuse of food as a weapon in war-torn regions like Gaza and Ukraine, where food scarcity is exacerbating human suffering.

“Slow Food strongly advocates for an end to all violence in the ongoing conflicts, from the Gaza Strip to Sudan, from Lebanon to the Democratic Republic of Congo, from Ukraine to Yemen, and opposes the use of food as a weapon of war, said Mukiibi, calling for immediate negotiations to achieve a just solution that ensures the dignity of all people and fosters a peaceful future for everyone.

With global crises growing more complex, Mukiibi stresses that agroecology is not just about farming techniques—it is a framework for building more resilient societies.

The Power of Agroecology

As climate change accelerates, its devastating impacts—melting glaciers, rising sea levels, extreme weather events, and shifting ecosystems—are becoming harder to ignore. Mukiibi linked these environmental crises directly to our food systems, calling industrial agriculture a “leading culprit.” He argues that agroecology offers a path toward resilience, citing its ability to regenerate soil health, reduce social inequality, and provide local communities with economic opportunities.

Mukiibi’s call for change comes as 3,000 international delegates convene at the biennial Terra Madre event to explore solutions for sustainable food systems. He argues that agroecology not only regenerates soil fertility and promotes environmental health but also strengthens local economies, reduces social inequalities, and builds resilience against climate-induced disasters.

“As climate change intensifies, agroecology offers a path to more resilient and equitable food systems,”  Mukiibi declared. “This situation compels us to reflect on the transformation needed if we want to achieve a food system that feeds all people well, regenerates and protects the environment, and allows local cultures to survive and prosper.”

A Call for Global Food System Reset

Carlo Petrini, the founder of Slow Food, echoed Mukiibi’s sentiments, calling for nothing less than a complete reset of the global food system.

“The current global food system is not only unfair but is criminal because it destroys our mother earth, it destroys biodiversity and is based on waste and it has turned food into a price, not into a value,” said Petrini. “We need to restore the value of food because food represents our common good; with food we can establish relations with each other, we can establish reciprocity.”

Petrini emphasized the political significance of food in shaping our future, asserting that the fight for sustainable food systems is inherently tied to larger social and environmental battles.

Petrini also condemned multinational corporations that prioritize profit over the health of the planet, calling on them to stop polluting ecosystems through unsustainable food production methods. He called for an ecological transition.

Food and Humanity

Pope Francis, head of the Catholic Church, also weighed in, highlighting the spiritual and cultural dimensions of food.

In a message to the Terra Madre network, the Pope criticized the commodification of agriculture, noting that it is being manipulated for profit at the expense of both the environment and human dignity.

The Pope praised Terra Madre for fostering a movement that respects the integrity of both food and culture. He argued that only through recognizing the value of food and promoting food education can humanity move towards a future of universal fraternity—a future where diversity is celebrated rather than a cause of division.

The Food Revolution

Launched 20 years ago, Terra Madre has sparked a global food revolution. Over the past two decades, it has united small-scale producers, farmers, and consumers committed to creating a better, cleaner, and fairer food system.

Mukiibi said Terra Madre 2024 serves as a reflection point, a moment to assess the progress made and chart a course for the future.

Coinciding with Terra Madre, the G7 Agriculture Ministers met in Sicily, where Slow Food has urged governments to place food at the center of global political agendas. The call is clear: food must be recognized as a cornerstone of fundamental rights and environmental sustainability.

Mukiibi underscored that millions of farmers around the world are already practicing agroecology, ensuring food sovereignty, food security, and healthy diets. He emphasized the need to build on these successes by expanding the Slow Food network and empowering more farmers to take up agroecological practices.

Agroecology is a path forward for resilient local food systems, Mukiibi noted, explaining that Slow Food was building a network of Slow Food Farms to empower farmers and make them central to future sustainable food systems.

A Hopeful Vision for the Future

Mukiibi’s message is agroecology is not just a farming method—it’s a movement with the potential to tackle some of the most profound challenges of our time.

“Agroecology is the solution, not just for a more sustainable food system, but for addressing inequality, social injustice, and the global environmental crisis.”

As the world grapples with the devastating impacts of climate change, violent conflict, and food insecurity, the vision laid out by Slow Food offers a hopeful path forward—one where food is not a weapon, but a source of unity, resilience, and renewal.

Prostitution an ‘Egregious Violation of Human Rights’—UN Special Rapporteur

UNITED NATIONS, Oct 3 2024 (IPS) – Reem Alsalem, the UN Special Rapporteur on Violence Against Women and Girls, calls prostitution a “system of violence” that does not benefit society at all, especially the women and girls forced into this system.


Alsalem spoke at the Roosevelt Public Policy House in New York on Wednesday, October 2, to discuss her special report in which she posits that prostitution is a form of violence against women and girls. The report was first made public in June 2024, where it was presented to the Human Rights Council in Geneva. Over 60 member states endorsed the report and its findings, including but not limited to Ghana, South Africa, Egypt, Norway, Sweden, Colombia, France, Bangladesh, India, and Nigeria.

Alsalem received over 300 submissions for the report from multiple stakeholders, including civil society groups, academia, experts, policymakers, and, importantly, women from around the world with lived experience.

Across the world, the exploitation of women and girls through prostitution and sex trafficking is a pervasive issue that threatens their safety and rights. Alsalem remarked that many systems of prostitution are built on patriarchal norms that position the abuse of power at the hands of mostly men, who are largely the ‘buyers’ or the profiteers in the sex trade. Deeper economic inequalities and the complexities of emergency humanitarian situations have only further displaced women and girls from systems that would have protected and empowered them.

Alsalem remarked that efforts to normalize or recognize prostitution as a form of labor, such as referring to it as “sex work,” do more harm by gaslighting the women who have experienced it, and it fails to consider the serious human rights violations that can occur within the system, such as the physical and psychological harm they experience under this umbrella of “labor.”

Pornography should also be classified as a form of prostitution and violence against women at large, according to Alsalem. She noted that its proliferation has only normalized acts of violence and harmful attitudes towards women and girls. Alsalem told IPS that the online platforms that host pornographic material only further incentivize and promote these acts and other forms of coercive and nonconsensual sexual acts.

Regardless of the platform, how it is branded or how one enters the trade, the system of prostitution is based on the commodification of the body to undergo physical activity and under that there cannot be consent, Alsalem argues.

“Trying to pretend that there is somehow consent in prostitution, that women want to do this, is actually meaningless in context like prostitution because the concept of consent is actually not relevant when there are systems of exploitation and violence,” she said. “And when the term of consent is being weaponized while we fully know that whatever notions of agreement that women may have—or at least some of them—is extorted through physical coercion, manipulation, and violence.”

When it comes to the legal frameworks around prostitution, this also reveals the contradictions within countries on the letter of the law versus its regulation in practice. The report indicates that under certain approaches, little is actually done to de-incentivize “buyers” or “organizers” in engaging in prostitution systems.

Criminalizing prostitution is more likely to punish the prostituted persons through persecution and incarceration, social ostracization, and even further abuse at the hands of law enforcement. In fact, under this approach, it is rare that the ‘buyers’ are punished or that the third parties are held accountable. Under the regulation approach, legal prostitution ensures control to the state through commercial establishments and federal or national laws, including tax laws that they profit from, often at the expense of the sex workers. Decriminalizing prostitution allows for all parties to operate without the fear of persecution; however, this has also resulted in an increased demand, and it does not stop exploitative parties from profiting off vulnerable women and girls and leading them into the sex trade.

The report speaks in favor of the abolition approach, otherwise known as the “Equality model” or the “Nordic model.” Under this model, third parties (the ‘organizers’) and the buyers are criminalized for engaging in the buying and promotion of sex, while the sex workers do not face criminal persecution. Instead, more investments are made in exit pathways for sex workers to ensure alternative work, economic stability, housing, and support to address trauma and even substance abuse where needed. In the report, Alsalem notes that the Nordic model maintains the international standard on sexual exploitation and trafficking in persons by criminalizing third parties, and that it recognizes the majority of prostitutes are women and girls.

This approach could have its limitations, however, as one report from the London School of Economics (LSE) notes that sex trade legislation still varies across the different countries that implement this model, the safety of sex workers remains uncertain and they still face the risk of policing. For migrant sex workers, their status prevents them from accessing social protections, and under immigration laws, prostitution can be grounds for deportation.

The issues present in the current legal models for prostitution reflect some of the institutional structures that maintain the status quo where sex workers are exploited and left unprotected. At the same time, they also reflect a wider cultural issue on how prostitution, and more broadly, sex, is discussed and perceived.

“In addition to being a human rights violation that needs legal solutions, what is mentioned very clearly in the report is that we are dealing with a cultural issue,” said Taina Bien-Aimé, Executive Director of Coalition Against Trafficking in Women. She added that other acts of violence against women, such as intimate partner violence, sexual violence, and harassment, are now recognized as forms of abuse.

“But for some reason, because money is exchanged in prostitution, somehow it is seen outside of the context of male violence and discrimination, particularly against women and girls.”

In her report, Alsalem offers recommendations to governments on how they can reshape their legislation and policies on prostitution towards a direction that is more conscionable of human rights and that centers the experiences of the women and girls who are forced to participate. Governments also need to take measures to address the root causes behind prostitution and the factors that leave women and girls at a higher risk of it.

“The importance of this report is in its recommendations as well, where the Special Rapporteur is asking jurisdictions and member states around the world to find legislative and policy solutions to this egregious human rights violation,” said Bien-Aimé.

When asked to elaborate on the steps that need to be taken by international actors like the United Nations, Alsalem referred to the recommendation that UN agencies should also adopt a rights-based approach to prostitution. Alsalem commented that she had reached out to several UN agencies. In particular, she is having “continuous conversations” with the World Health Organization (WHO) and the International Labour Organization (ILO), on her recommendation for these agencies to conduct studies into the wider impacts of prostitution on survivors within their focus of health and labor.

Nongovernmental organizations (NGOs) such as the Frontline Women’s Fund, and local civil society groups play an important role in spotlighting the issue. Alsalem told IPS that they need to come together to listen to the survivors of prostitution, as well as engage with all actors working on the matter.

“We see that in decision-making places, including governments, parliaments, whenever the issue is discussed, the law is being prepared or the policy is being revised, some have privileged access to these decision-making places, and that can be those that are advocating for full legalization of all aspects. Whereas those that are advocating for the abolition model… cannot get the same access, and that includes survivors.”
