IDLIB, Syria, Feb 3 2025 (IPS) – When 42-year-old Amina al-Hassan’s family returned home after the fall of the Bashar al-Assad regime, her son stood on a landmine.

Hassan, from Kafranbel in southern Idlib countryside, sits beside her son’s bed in the hospital after his leg was amputated following the explosion on agricultural land near their home.


“After the fall of the Bashar al-Assad regime and the expulsion of its elements from our city, we went to check on our house, while my son went to inspect the agricultural land near the house. He did not notice a landmine planted among the weeds and plants, and it exploded, amputating his leg,” she told IPS.

Explosive remnants of war and landmines are scattered haphazardly across Syria, endangering the lives of civilians, hindering the return of displaced persons to their cities and villages, and obstructing their agricultural work. The frequency of explosions caused by unexploded ordnance and abandoned explosive ordnance has significantly increased following the collapse of the Bashar al-Assad regime and the fading of the frontlines between the regime and the opposition, where mines and unexploded ordnance are widely dispersed.

“When I heard the explosion, I ran as fast as lightning towards the source of the sound. When I reached the explosion site, I tried to take out my son myself, but the people present at the scene prevented me from doing so. One of the engineering team specialists took charge of removing the mines around him and took him out, then we rushed him to the nearest hospital in the city,” she said, her voice tinged with sorrow.

The United Nations Children’s Fund (UNICEF) confirmed on January 14 that the deadly legacy of landmines and other explosives left behind by years of conflict in Syria had killed more than 100 children in December alone, urging the international community to urgently support mine clearance projects across the country.

According to the Syria Response Coordinators team, the war remnants left by the former Syrian regime continue to claim the lives of Syrians. Since December 8, 2024, explosions of mines and cluster munitions in more than 108 locations in Syria have killed 109 people, including 9 children and 6 women. More than 121 others were injured, including 48 children and one woman.

Rowan al-Kamal (46), from the western Aleppo countryside, visited her home after Syria was liberated from the Assad regime. Unlike many others, she was fortunate, not because her house was intact, but because she noticed an unexploded shell near the house. She recounts, “I moved my children away and called the Syrian Civil Defense, who worked to dismantle it. We were saved from death or injury.”

Kamal adds, “I don’t know how I spotted it amidst the rubble. When I saw it, I was rushing to check what remained of the house. I think my eyes have become accustomed to recognizing shells, as we lived with them throughout the long years of war.”

She reveals that she won’t be able to return to her home due to the presence of landmines and unexploded ordnance, despite living in a makeshift camp with her family of seven and facing extremely harsh conditions, especially with the significant drop in temperatures and the inability of humanitarian organizations to provide the displaced with necessary supplies such as food and heating.

While Kamal and her family survived injury or death, Wael al-Ahmad (22), from Has town in southern Idlib, lost his life after his city was liberated. His mother, Fatima al-Ahmad, recounts, “My son was tending to the sheep on the outskirts of the town and stepped on a landmine without noticing it, causing him severe injuries. He passed away hours later due to his injuries.”

Ahmad calls for intensified efforts to remove these remnants to prevent further casualties and ensure the safe return of the displaced. “The war remnants planted by the Syrian regime and its allies represent a delayed death for Syrians, as they threaten lives and prevent civilians from returning to their homes and farms,” she says tearfully.

Mohammed al-Saeed (32), who works on a war remnants removal team at the Syrian Civil Defense, explains, “War remnants are unexploded munitions of all shapes and types that remain in an area after the end of a war.”

He adds, “War remnants pose a real threat to Syrians in various parts of the country. They are divided into unexploded ordnance such as bombs, rockets, and shells, in addition to landmines.”

Al-Saeed clarifies that the first type is easier to remove and avoid because it can be seen and is usually found above ground. However, the biggest challenge lies in landmines that people cannot see.

Saeed further explained that Syrian government forces planted hundreds of thousands of mines in various regions of Syria, particularly in agricultural lands, military barracks, and frontline areas between the regime and the opposition. He warned that anyone returning to their town, home, or land should be aware that there may be unexploded ordnance present.

According to Saeed, Syrian Civil Defense teams conducted 822 operations to dispose of unexploded ordnance in northwestern Syria between November 27, 2024, and January 3, 2025.

He urged residents to be cautious of strange objects, to avoid touching or moving them, and to report them immediately. Meanwhile, Civil Defense engineering teams continue to conduct daily technical surveys of land contaminated with war remnants and work to dispose of munitions.

Saeed emphasized the need for the international community to work with the new Syrian government and coordinate with it to remove mines by providing funding to expand the Civil Defense’s capacity, hire more personnel, purchase more equipment, and operate in wider areas.

‘The former Syrian regime and its allied militias deliberately planted mines in vital areas, aiming to inflict the maximum number of civilian casualties. This long-term crime represents another facet of their brutal practices,” says Saeed.

Antisemitism On The Rise Among Younger Generations

UNITED NATIONS, Jan 28 2025 (IPS) – The United Nations (UN) held the annual Holocaust Memorial Ceremony on January 27 with the theme “Holocaust Remembrance for Dignity and Human Rights”. This year – 2025 – marks the 80 year anniversary of the end of World War II and the liberation of Nazi concentration camps that resulted in the deaths of over 6 million Jews. This event included testimonies from Holocaust survivors, underscoring the importance of understanding and remembrance. With Holocaust denial and attacks on Jews on the rise, it is important to take meaningful steps as a society to combat racism and antisemitism.


The opening remarks at this ceremony was delivered by UN Secretary-General Antonio Guterres, in which he emphasized the vast scale of minorities who were targeted by the Nazi party as well as the UN’s commitment to remember and honor these victims.

“Every year on this day, we come together to mark the liberation of Auschwitz-Birkenau. We mourn the six million Jews murdered by the Nazis and their collaborators as they sought to destroy an entire people. We grieve the Romani Sintis, people with disabilities, LGBTQIA+ people, and all those enslaved, persecuted, tortured, and killed. We stand alongside victims, survivors, and their families. And we renew our resolve to never forget the atrocities that so outraged the conscience of humankind,” said Guterres.

Guterres went on to elaborate on the importance of remembrance. Although survivors of the Holocaust have continued to share their stories, it is a societal responsibility to fight for justice. “Remembrance is not only a moral act , remembrance is a call to action. To allow the Holocaust to fade from memory would dishonor the past and betray the future,” he said.

The UN Deputy Representative for the United States Dorothy Shea also spoke at this conference, underscoring that Holocaust remembrance is especially important as of today with antisemitism on the rise again, especially among younger generations. “Holocaust denial and distortion are also on the rise. They are a form of antisemitism and are often coupled with xenophobia.  History shows, as hatred directed at Jews rises, violence and attacks on the foundations of democracy are not far behind…The data also highlights a troubling increase in antisemitic attitudes among younger demographics, with significant implications for future societal dynamics,” she said.

On January 14, the Anti Defamation League (ADL) released the Global 100 Survey, a study that analyzes trends of antisemitic beliefs around the world. The survey studied around 58,000 people in 103 countries to represent the 94 percent of the entire adult population. It found that approximately 46 percent of adults worldwide harbor some form of antisemitic beliefs, equal to roughly 2.2 billion people. These numbers are nearly double the amount recorded in ADL’s 2014 survey and mark the highest level on record since the beginning of ADL’s surveys.

Additionally, the survey found that approximately 20 percent of the studied population had not heard about the Holocaust. Roughly 48 percent believe in the Holocaust’s historical accuracy, with this percentage being even lower, at an alarming 39 percent among 18-34 year olds. Furthermore, 50 percent of respondents younger than 35 years of age reported elevated levels of antisemitic beliefs.

ADL surveyors also analyzed a possible link between worldwide levels of antisemitism and the Israeli Defense Forces’ (IDF) extensive acts of brutality against Palestinians during the Israel-Hamas War. Approximately 23 percent of respondents indicated support for Hamas.

Overall, sentiments towards Israel were relatively mixed, with 71 percent of respondents believing that their nation should have diplomatic relations with Israel and 75 percent believing that their nation should welcome tourism from Israeli people. Additionally, about 67 percent of respondents believed that their nations should not boycott Israeli goods.

“Antisemitism is nothing short of a global emergency, especially in a post-October 7 world. We are seeing these trends play out from the Middle East to Asia, from Europe to North and South America,” said Jonathan A. Greenblatt, ADL’s CEO. According to the report, the highest levels of antisemitism are concentrated in the Middle East and North Africa, with the western world harboring relatively lower levels.

The global resurgence of antisemitism is particularly alarming as it has resulted in increased levels of hate crimes and discrimination. “Antisemitic tropes and beliefs are becoming alarmingly normalized across societies worldwide. This dangerous trend is not just a threat to Jewish communities—it’s a warning to us all. Even in countries with the lowest levels of antisemitic attitudes globally, we’ve seen many antisemitic incidents perpetrated by an emboldened small, vocal and violent minority,” said Marina Rosenberg, ADL Senior Vice President for International Affairs.

To effectively combat antisemitism on a global scale, it is imperative for governments, humanitarian organizations, and social media platforms to establish new measures that encourage more diverse and understanding attitudes. This requires action from all individuals to achieve societal progress in eliminating hateful beliefs.

It’s clear that we need new government interventions, more education, additional safeguards on social media, and new security protocols to prevent antisemitic hate crimes. This fight requires a whole-of-society approach – including government, civil society and individuals and now is the time to act,” said Greenblatt.

UN Claims to Strengthen Battle Against Racism in Workplace—Amid Reservations

UNITED NATIONS, Jan 16 2025 (IPS) – As the United Nations plans to commemorate its 80th anniversary later this year, it is “reflecting on the steps taken to advance implementation of the Secretary-General’s Strategic Action Plan for addressing racism in the UN Secretariat.

The UN’s Anti-Racism Office, which was created in 2023, has hosted several online events that reached over 13,500 participants and generated 2,000 comments, and welcomed 2,700 visitors to its iSeek page (accessible only by staffers)—possibly a reflection of the rising complaints and concerns of UN staffers.


In a circular to staffers, the Office claims it has “collaborated closely with other UN entities and a growing global network of Anti-Racism Advocates, to foster a workplace that is safe, inclusive and equitable for all UN personnel, regardless of their race”

Together with the Office of Human Resources (OHR) and the Department of Operational Support (DOS), the Anti-Racism Office has been working on increasing fairness in recruitment processes through projects such as strengthening “blind hiring” practices and requiring diversity on hiring panels, which will be fully implemented in 2025.

Ian Richards, former President of the Coordination Committee of International Staff Unions and Associations (CCISUA), representing over 60,000 UN staffers, told IPS some of the practices being proposed, such as “blind hiring” and “mixed panels”, make sense. The unions have been requesting this for years. Although defining racial diversity in a legal manner may prove challenging.

At the same time, he pointed out, there are many competing Diversity, Equity, and Inclusion, (DEI) initiatives right now: Anti-racism, gender parity, disability inclusion, LGBTQIA, regional diversity, age diversity.

Each has their own office, coordinator, focal point network, action plan, policy, task force, ICSC agenda item, quota system or communication strategy. And each response to a legitimate grievance, said Richards, an economist specializing in digital business environments at the Geneva-based UNCTAD.

However, some of these conflict with each other, and HR officers and staff in general are finding it a bit hard to keep up.

“For any of this to be really effective, there needs to be some consolidation and prioritisation. Hopefully the SG can have a strategic think about this so we have the best outcome for all”, he declared.

A survey by the UN Staff Union in New York in 2021 was equally revealing.

According to the findings, 59% of the respondents said “they don’t feel the UN effectively addresses racial justice in the workplace, while every second respondent noted they don’t feel comfortable talking about racial discrimination at work”.

Meanwhile, the UN Secretariat in New York, faltered ingloriously, as it abruptly withdrew its own online survey on racism, in which it asked staffers to identify themselves either as “black, brown, white., mixed/multi-racial, and any other”.

But the most offensive of the categories listed in the survey was “yellow” – a longstanding Western racist description of Asians, including Japanese, Chinese and Koreans.

A non-apologetic message emailed to staffers read: “The United Nations Survey on Racism has been taken offline and will be revised and reissued, taking into account the legitimate concerns expressed by staff.”

Meanwhile the UN Special Adviser for Addressing Racism in the Workplace, Mojankunyane Gumbi of South Africa, has been “actively visiting different UN duty stations worldwide, holding town hall meetings with staff and leadership from various departments to discuss and address issues related to racism within the organization”.

The Special Adviser, who as appointed January 2023, has been providing “strategic advice to the Secretary-General on addressing racism and racial discrimination, as well as oversee the implementation of the long-term Strategic Action Plan adopted by the Organization in 2022 to address racism in the workplace.

Following the adoption of the Strategic Action Plan, every Secretariat entity was asked to develop and implement its own action plan, while an Implementation Steering Group under the leadership and stewardship of the Special Adviser will monitor and guide corporate-level actions to implement the Strategic Action Plan.

An Anti-Racism Team has been established to support the Special Adviser.

Dr Palitha Kohona, a former Chief of the UN Treaty Section, told IPS the Secretary-General’s Strategic Action Plan is a welcome initiative.

The UN has always prided itself of its inclusive approach to hiring but, in reality, many staff harbour, often publicly unexpressed but privately discussed, reservations that race and gender influence hiring and promotions, he said.

“Unfortunately, it is widely felt that political considerations influence recruitment and promotions. Some countries have made lobbying a fine art, said Dr Kohona a former Permanent Representative of Sri Lanka to the UN, and until recently Ambassador to the People’s Republic of China

Some of those who were responsible for staff management, he pointed out, tended to be influenced by considerations that were not necessarily consistent with the clearly stated principles of the United Nations, especially in sensitive areas, often conceding to external pressures.

“While equitable geographical distribution must be a guiding principle, staff recruitment, promotions and placements must be done transparently and with due emphasis on merit. Today, this is not too difficult a goal to achieve given the ready availability of talent from most countries of the world. In fact, the steady flow of talent from developing countries to the developed world is an acknowledged reality.”

The goals of the Organisation will be best served if recruitment, placements and promotions occur transparently and relevant information is disseminated as widely as possible through the media, in particular, the social media, he pointed out.

Vacancies, he said, should be advertised in the languages widely used/accessed by applicants around the world. The offices processing applications should also be constituted by geagraphically representative officers.

“The UN must also proactively address the concern that the recruitment of General Staff tends to be biased in favour of certain nationalities,” he declared.

Speaking strictly off-the-record, a senior UN staffer told IPS the official statement outlines the Anti-Racism Office’s efforts within the UN Secretariat, but it lacks a critical examination of the concrete impact of these initiatives.

While the creation of the office and its collaboration with other UN entities is a positive step, there is limited transparency regarding the actual outcomes of these actions. The implementation of “blind hiring” and diversity on hiring panels are mentioned as key initiatives, however, the statement does not provide any data, including status quo, or specific examples showing how these changes have improved or will improve fairness or representation within the Secretariat, he said.

“To effectively evaluate progress, it is essential to highlight measurable results and ongoing challenges in these areas together with the baseline data.

Additionally, while the Special Adviser’s visits and town halls with staff are commendable, the statement fails to address whether the concerns raised during these engagements by staff have led to substantive changes or policy adjustments”.

The numbers of participants and visitors to online events and iSeek are notable, but without demonstrating how these interactions have directly influenced policy changes, decision-making or led to tangible outcomes, the impact remains unclear, he noted.

“It would be more effective to provide specific examples of changes that have resulted from the efforts by the Anti-Racism Office such as improve hiring diversity, more inclusive workplace policies, or shifts in organizational culture, in particular, how the mandate of the Anti-Racism Office has impacted in addressing racism and racial discrimination within the UN”.

To truly advance its mission of fostering an inclusive and equitable workplace, he said, the Anti-Racism Office must go beyond activity metrics such as the number of participants to its virtual events, but focus on outcomes in order to achieve the goals and objectives set in the Secretary-General’s Strategic Action Plan, that was launched four years ago in 2021.

In a circular to UN staffers, Catherine Pollard Under-Secretary-General for Management Strategy, Policy and Compliance Chair of the Task Force on Addressing Racism and Promoting Dignity for All in the United Nations Secretariat, said “the Secretary-General has called upon us to condemn racism wherever we see it, without reservation, hesitation or qualification”.

“This includes looking into our own hearts and minds. The global outcry in 2020 caused us all to look inward and recognize that, in order to fight racism, we have to be proactively anti-racist.”

“As an organization, we were founded on the principles of the dignity and worth of the human person, proclaiming the right of everyone to enjoy all human rights and fundamental freedoms, without distinctions of race, colour or national origin. We have always recognized the prevalence of racism and racial discrimination in society and played a key role in supporting Member States in the development of legal instruments to address this scourge”.

“I want to urge all personnel, of every race, colour, descent, or national or ethnic origin, to come together in the spirit of human decency and collegiality to educate ourselves on how racism may operate in society and in the workplaces of the Organization. I encourage all of you to participate in the ongoing dialogue and awareness campaigns to gain insight into how racism manifests at the workplace and how we can prevent it and support those who experience such behaviour.”

Ultimately, progress in addressing racism and racial discrimination will require unwavering commitment from senior leaders and the full participation of United Nations personnel to ensure that everyone has an equal opportunity to participate in the work of the Organization and is treated with respect and dignity. Let us stand in solidarity against racism, she declared.

Malala: ‘Honest Conversations on Girls’ Education Start by Exposing the Worst Violations’

KARACHI, Pakistan, Jan 13 2025 (IPS) – “She was at her brilliant best, speaking fearlessly and boldly about the treatment of women by the Afghan Taliban, robbing an entire generation of girls their future, and how they want to erase them from society,” said educationist and one of the speakers, Baela Raza Jamil, referring to the speech by Nobel Laureate and education activist Malala Yousafzai.

Malala addressed the second day of a two-day international conference organized by the Pakistan Ministry of Federal Education and Professional Training (MoFE&PT) on January 11 and 12, to discuss the challenges and opportunities for girls’ education in Muslim communities.

“They are violators of human rights, and no cultural or religious excuse can justify them,” said Malala. “Let’s not legitimize them.”

Pop singer and education activist Shehzad Roy was equally impressed.

Roy said, “When she speaks, she speaks from the heart.”

It has been a little over three years since the Taliban banned secondary education for girls in Afghanistan on September 17, shortly after their return to power in August 2021. In 2022, the Taliban put a ban on women studying in colleges, and then in December 2024, this was extended to include women studying nursing, midwifery and dentistry.

In October 2012, at 15, Malala survived a Taliban assassination attempt for advocating girls’ education in Mingora, Pakistan. She was flown to England for treatment and has since settled there with her family while facing continued Taliban threats.

Dr. Pervez Hoodbhoy, a university professor and columnist, acknowledged that the treatment of girls and women in Afghanistan was essentially “primitive and barbaric,” but emphasized that “before the Pakistani government takes on the mantle of being their [Afghan women’s] liberator, there are laws relating to women (in Pakistan) that need to be changed and anti-women practices that need to be dismantled.”

Dismantling many of the colonial laws and legal systems that perpetuate gender inequality at both personal and societal levels was also pointed out by Jamil, who spoke about the important role women can play in peacebuilding. But that was only possible, she said, when society can promote education and lifelong learning without discrimination.

“In Malala, we have a living example of a contemporary young student’s lived experience of responding to deadly violence by becoming a unique peacebuilder,” said Jamil in her speech to the conference.

This high-profile conference deliberately kept low-key till the last minute for “security reasons gathered 150 delegates, including ministers, ambassadors, scholars, and representatives from 44 Muslim and allied countries, as well as international organizations like UNESCO, UNICEF, the World Bank, and the Saudi-funded Muslim World League.

Hoodbhoy, however, said the summit was “solely purposed to break Pakistan’s isolation with the rest of the world and shore up a wobbly government desperate for legitimacy.”

While some Indian organizations were represented, Afghanistan, despite being invited, was conspicuously absent.

This did not go unnoticed.

“The silence of the Taliban, the world’s worst offender when it comes to girls’ education, was deafening,” pointed out Michael Kugelman, director of the Washington D.C.-based Wilson Center’s South Asia Institute. Given the strained relationship between Pakistan and Afghanistan, he said the former may have wanted this conference to bring attention to the Taliban’s horrific record on girls’ education.

“And it has succeeded, to a degree, especially with an iconic figure like Malala using the conference as a platform to condemn gender apartheid in Afghanistan under the Taliban.”

Yusafzai was glad that the conference was taking place in Pakistan. “Because there is still a tremendous amount of work that is ahead of us, so that every Pakistani girl can have access to her education,” she said, referring to the 12 million out-of-school girls.

Kugelman credited Pakistan as the host for not trying “to hide its own failures” on the education front. “It was important that Prime Minister Sharif acknowledged the abysmal state of girls’ education in Pakistan in his conference speech,” he said.

With 26 million out-of-school children in Pakistan, 53 percent of whom are girls, the summit seemed to be in line with Prime Minister Shehbaz Sharif’s declaration of an education emergency in Pakistan last year, vowing to “bring them [unschooled children] back to school.”

“The PM is rightly worried about out-of-school kids, but I’m more worried about those who complete ten years of education and fail to develop critical thinking,” said Roy, commenting on the summit. The pop singer has been a very vocal education activist for over two decades.

Hoodbhoy had similar thoughts. “Had there been serious intent to educate girl children, the more effective and far cheaper strategies would be to make coeducation compulsory at the primary and early secondary levels to increase school availability and design curriculum to educate and inform girls (and boys) rather than simply brainwash,” he said.

Roy stated that Yousafzai has consistently emphasized the importance of quality education. With just 150 government training institutions in Pakistan, he said there was an urgent need for reform through public-private partnerships. He also noted that many private schools hire unqualified teachers and advocated for a teaching license, like medical licenses.

Since forming the Zindagi Trust in 2003, Roy has been advocating for better quality education in public schools. He has also adopted two government girl’s schools in Karachi and turned them around, providing meals to nursery children and teaching chess and musical instruments, both unheard of in public schools, especially for girls.

The Prime Minister acknowledged that enrolling 26 million students in school was a challenging task, with “inadequate infrastructure, safety concerns, as well as deeply entrenched societal norms” acting as barriers, and stated that the real challenge was the “will” to do it.

For 34 years, Jamil has raised questions about the design and process of education in Pakistan through annual reports. She believes that bringing 26 million children back to school is less challenging than ensuring “foundational learning” for those already enrolled. “Forty-five percent of children aged 5-16 fail in reading, comprehension, and arithmetic,” she told IPS. Along with improved funding and well-equipped school infrastructure, Jamil was also concerned about what she termed a runaway population.

Lamenting on a “lack of imagination to solve the education crisis” within the government, she said there was potential to achieve so much more. Jamil’s own organisation’s 2018 Syani Saheliyan project helped nearly 50,000 adolescent girls (ages 9-19) in South Punjab who had dropped out of school. It provided academics, life skills, vocational training, and technology-driven support to reintegrate them into education. The project was recognized by HundrEd Innovation in 2023.

Even Dr. Fozia Parveen, assistant professor at Aga Khan University’s Institute for Educational Development, would like the government to think outside the box and find a “middle ground” by including local wisdom in modern education.

“Instead of western-led education in an already colonial education system, perhaps a more grassroots approach using local methods of education can be looked into,” she suggested, adding: “There is so much local wisdom and knowledge that we will lose if we continue to be inspired by and adopt foreign systems. An education that is localized with all modern forms and technologies is necessary for keeping up with the world,” she said.

Further, Parveen, who looks at environmental and climate education, said “more skill-based learning would be needed in the times to come, which would require updated curriculum and teachers that are capacitated to foster those skills.”

The two-day International Conference on Girls’ Education in Muslim Communities ended with the signing of the Islamabad Declaration, recognizing education as a fundamental right protected by divine laws, Islamic teachings, international charters, and national constitutions. Muslim leaders pledged to ensure girls’ right to education, “without limitations” and “free from restrictive conditions,” in line with Sharia. The declaration highlighted girls’ education as a religious and societal necessity, key to empowerment, stable families, and global peace, while addressing extremism and violence.

It condemned extremist ideologies, fatwas, and cultural norms hindering girls’ education and perpetuating societal biases. Leaders committed to offering scholarships for girls affected by poverty and conflict and developing programs for those with special needs to ensure inclusivity.

The declaration concluded by affirming “it will not be a temporary appeal, an empty declaration, or simply a symbolic stance. Rather, it will represent a qualitative transformation in advocating for girls’ education—bringing prosperity to every deprived girl and to every community in dire need of the contributions of both
its sons and daughters equally”.

A permanent committee was urged to oversee the implementation of these outcomes.

Erratic Sales and Government Apathy Hurt Telangana Weavers

SIDDIPET, POCHAMPALLY & KOYALAGUDDEM, India, Jan 8 2025 (IPS) – The southern Indian state of Telangana has always been home to exquisite cotton and silk weaves. But in recent years, lack of market access, expensive inputs, and government apathy have taken their toll on the weaving community. As a result, the younger generation is refraining from pursuing this traditional occupation and opting for more lucrative pursuits.


This is evident when one visits the weaving towns of the state. Take Siddipet, which is about 100 km from the metropolitan city of Hyderabad. Siddipet has always been known for its exquisite cotton saris and stoles. But today, only about a hundred wizened individuals, spread over seven handloom cooperatives, still weave.

Srivikailasam is a renowned middle-aged weaver who was honoured by the Chief Minister with the Konda Laxman Bapuji Award. His saris, dupattas and stoles are prized items in the export market. Yet none of his children—a son and two daughters—want to inherit his craft.

Another weaver, known as Ilaiyah, has been weaving for the past 60 years, since he turned 15. Yet his children have turned their backs to weaving.

Yadagiri has also been weaving for the past 60 years, like his fellow weavers. But neither his son nor daughter are interested in learning to weave.

Master weaver Mallikarjun Siddi, who also owns a marketing outlet in Siddipet, followed his father, renowned weaver Buchaiah Siddi, into the profession. But his children have opted out of this traditional occupation.

However, Siddi defends the youngsters.

“Why would youngsters want to adopt a profession that pays so little? A weaver earns Rs 1000 (USD 11.82) a day here, and it takes three full days to weave a sari. A job in the IT hub of HiTech City in Hyderabad fetches a lot more.”

Worse, the Telangana government does not subsidize electricity; this has resulted in the Siddipet weavers continuing to use handlooms instead of switching to powerlooms, making their work even more tedious and hard. Electricity is Rs 10 (USD 0.12) a unit. If subsidized, the cost comes down to Rs 1 (US$ 0.012) per unit. Power loom machinery is expensive, ranging from Rs 1.5 lakh to 6 lakh (USD 1773.5 to USD 7101). With electricity subsidy, a weaver can bear the burden. Otherwise, it is not possible. Hence, even today, you see only handlooms here,” explains Siddi.

Marketing the product is also tough. The government buys the product at higher rates but does so lackadaisically. “Their representatives come only once a year, and although the payment is higher, it is not immediate. Private parties come regularly, and often, pay immediately,” say weavers.

The story is hardly any different in Pochampally, world-renowned for its ikat silk weaves. Ikat here can be either single ikat or double ikat, with the second being even more expensive. The yarn has to be initially soaked and then dyed before weaving. Since ikat weaves require every thread of the yarn to be dyed separately, a power loom can never be used. Thus, ikat weaves, whether cotton or silk, must be woven on a handloom, as master weaver Laxman Tadaka points out. The silk yarn comes from Bengaluru and is priced at Rs 4500 (USD 53.20) per kilogram. A weaver needs an average of 6 kg of yarn to weave seven saris a month. To bear the cost of inputs and the effort, a weaver must make enough sales. “The 15 percent subsidy extended by the government can hardly suffice,” Tadaka points out.

Rudra Anjanelu, manager of the Pochampally Handloom Weavers Cooperative Society, says they are dependent on subsidies.

“Our silk saris are expensive. But we cannot afford to give discounts unless the government supports us. A major problem is the 5 percent Goods and Services Tax (GST) that has now been imposed by the central government. It makes saris and other silk products even more expensive.”

In the past, the state government used to render marketing support through its outlets, offering the products to customers at discounted prices, especially during the festive season, while subsidizing weavers. This is not forthcoming anymore, making it tough for weavers.

Most weavers have to rely on the Telangana State Handloom Weavers Cooperative Society Limited (TSCO), their apex cooperative, to sell their product.

“We had suggested a method to jack up our sales. The Telangana government has a Kalyanalakshmi scheme, wherein parents of girls are given Rs 1 lakh (USD 1182.32) for their daughter’s wedding. Along with the money, the government could easily provide a sari worth Rs 10,000 (USD 118.23) for the bride. This will help us weavers too, while helping the parents with the bridal trousseau,” Anjanelu says.

Besides, most weavers are not happy with the quality of the subsidized yarn provided by the government through the National Handloom Development Corporation.

Muralikrishnan, a weaver from Koyalaguddem, a village renowned for its cotton ikat, laments, “The yarn provided by the government is of inferior quality and this, in turn, can affect the quality of our end product. It is unlike what we get from private traders.”

Moreover, as Anjanelu points out, “Yarn has to be paid for. When sales are down, how can weavers buy any yarn?”

A big challenge for handloom weavers remains the flooding of markets by printed duplicates, which sell at a fraction of the price of handloom fabric.

On hindsight, though, it is not as if nothing was done for weavers by the Telangana government. However, if weavers have not experienced long-term benefits, could this be attributed to the outcome of the ballot?

The previous Chandrashekhar Reddy (state) government, for instance, introduced a 36-month savings-cum-insurance scheme for weavers termed the Thrift Scheme, wherein the government contributed an amount matching the investment made by an individual.

In Pochampally, land was also sanctioned for a handloom institute, and a handloom park was set up on the outskirts of the town. However, with a new Chief Minister getting elected, the plans came to naught. The Handloom Park too suffered from bad planning. Weavers who had set up shop at the park now have to market their products from their homes.

It is ironical that the weavers of Pochampally, Koyalaguddem and Siddipet find it tough to sell their exquisite weaves, despite being located in the vicinity of metropolitan Hyderabad, which boasts of an upwardly mobile population with high disposable income.

Notwithstanding the problems faced, there are a few who have found a solution. Dudyala Shankar and Muralikrishnan of Koyalaguddem have diversified their range of products to include ikat fabric and bedsheets, alongside traditional saris, dupattas, and stoles. Muralikrishnan has been accessing markets all over India through the internet, from his dusty little village.

“It is the only way out,” he tells me.

Indeed, the World Wide Web can certainly fill in where humans cannot. Product diversification and market access translating into sales may ultimately wean back the younger generation to keep the weaving tradition alive in Telangana and prevent it from dying out.

African Public Transport Struggles To Match Urban Growth

BULAWAYO, Dec 18 2024 (IPS) – As the population in African cities grows, governments are struggling to provide sustainable public transport solutions, conditions that have led to gridlock in major business districts.


Projections show rapid growth of urban populations across the continent, and town planners are hard-pressed for time on how new spaces and infrastructure will be created for efficient public transport.

A growing number of cities are expected to hit a population of more than 10 million people by 2035, but social services are failing to match the overload on existing infrastructure, with public transport being one of the major sticking points.

In countries such as Zimbabwe, where government-owned transport utilities have been overtaken by thousands of illegal taxi operators, local authorities are fighting an uphill battle to bring order out of the urban chaos.

In the country’s two major cities, Harare and Bulawayo, municipalities have put in place measures to decongest the public transport sector, but these have fallen flat as both registered and unregistered operators have routinely ignored the decrees to work from designated points.

For example, in 2015, the city of Bulawayo awarded a multimillion-dollar contract for the construction of what was hoped to be a futuristic public transport terminus, but operators have shunned it, claiming its positioning in the central business district is bad for business.

While the Egodini Mall Taxi Rank and Informal Traders Market was also expected to provide trading space for vendors in anticipation of business from travelers, it is marked by empty vending bays, with traders preferring crowded CBD sidewalks instead.

City mayor David Coltart has conceded that the project risks becoming a white elephant, and construction of the next phase of the project has been halted to deal with these challenges, highlighting the challenge growing cities face in their efforts to modernise amenities.

Zimbabwe’s public transport headaches come against the backdrop of the Second World Sustainable Transport Day this November, where policymakers and agencies rethink urban mobility.

Other pertinent issues include ways of incorporating public transport into the broader improvement of “safety and security, reducing pollution and CO2 emissions while increasing the attractiveness of urban environments,” according to a United Nations Economic Commission for Africa (UNECA) briefing during the 2023 World Sustainable Transport Day.

According to UN Habitat, the day was declared by the UN General Assembly “in recognition of the important role of safe, affordable, accessible, and sustainable transport systems for all in supporting sustainable economic growth, improving the social welfare of people, and enhancing international cooperation and trade among countries.”

However, to achieve this, UNECA says African governments must put in place “remedial measures” that will ensure the continent’s transportation systems are more sustainable and environmentally friendly.

“African governments must prioritize inclusive urban planning,” said Atkeyelsh Persson, chief of the Urbanization and Development Section at the Economic Commission for Africa.

“Key areas of focus should include upgrading infrastructure such as roads and utilities,” Persson told IPS.

This comes as Zimbabwe and other regional countries seem to be going backwards in realising UNECA’s goals as they are struggling to cope with rapid urbanisation and provide sustainable urban transport solutions for city dwellers.

During last year’s inaugural World Sustainable Transport Day, UNECA said the continent was in urgent need of developing sustainable and resilient public transport infrastructure if Africa is to “optimise the development of interconnected highways, railways, waterways, and airways.”

The agency noted that Africa’s rapid urbanisation was also a call to escalate sustainable urban transport solutions, but with government cuts in public spending and also the drying up of private investors in the sector, public transportation has only deteriorated.

“Despite this growth in urban populations, the rate of growth in housing, infrastructure, and basic amenities has not kept pace with this urban growth,” said Nyovani Madise, a demographics professor and President of the Union for African Population Studies.

“This has resulted in mushrooming of urban informal settlements, waste and pollution, congestion on the roads and overcrowding,” Madise told IPS.

While UNECA has called for the optimisation of interconnected transportation, Zimbabwe’s once thriving railways has become virtually nonexistent, with the National Railways suspending its passenger train service citing operational challenges.

As part of desperate efforts to deal with the shrinking space for public transport, the Bulawayo municipality is planning to take over parking space at the National Railways of Zimbabwe train station for use as a long-distance bus terminus.

The unusual move was triggered by an increasing number of long-distance buses in Bulawayo who have joined smaller pirate taxis picking up passengers in undesignated points.

These developments have further highlighted the difficulties some African countries face in balancing urban population growth and public transport needs, which could be a missed opportunity towards UNECA’s proposed “socially inclusive, environmentally sustainable, and well-governed continent.”
