THE HAGUE, Netherlands, Mar 19 2025 (IPS) – A new survey carried out by the EU System for an Enabling Environment (EU SEE) network exposes the impact of the US funding freeze on civil society organisations (CSOs) in over 50 countries. With 67% of surveyed organisations directly impacted and 40% of them losing between 25-50% of their budgets, the abrupt halt in funding is disrupting critical human rights, democracy, gender equality and health programs, leaving vulnerable communities without essential support.
– The decision by the US to reduce foreign aid funding has become an opportunity to further limit civic space. CSOs are increasingly facing public attacks fuelled by misinformation and negative narratives, along with restrictive regulatory frameworks and heightened scrutiny, according to the new data.
– 67% of surveyed CSOs by EU SEE are directly affected, with 40% of them losing 25-50% of their budgets, forcing them to reduce programs, cut staff or close operations.
– Human rights, democracy and gender equality programs face the most severe disruptions with a real risk of setting the world decades behind.
– Many organisations lack alternative funding sources and risk shutting down permanently.
“Across the world, the immense contributions of civil society to democracy, the rule of law, good governance, policy making and in advancing the rights of excluded voices continue to be undermined by actions that constrain their enabling environment. The time is now for joint action with civil society to push back on these restrictions by advocating for open spaces and progressive laws that promote and protect rights for all,” says David Kode, Global Programme Manager EU SEE.
What Needs to Happen?
The EU SEE network urges governments, donors and policymakers to take immediate action in the following ways:
– Emergency financial support to stabilize affected CSOs – Stronger donor coordination to ensure sustained support for democracy, human rights, and media freedom programmes. – Flexible and sustainable funding mechanisms that allow CSOs to adapt. – Support civil society organisations to develop stronger advocacy & communication strategies to counter narrative backlash.
“If we don’t act now, vital programs which are the direct result of civil society’s impact, supporting democracy, human rights, and communities will disappear,” warns Sarah Strack, Forus Director.
A message echoed by Gina Romero, UN Special Rapporteur on the Rights to Freedoms of Peaceful Assembly and of Association, in an interview with CIVICUS: “These measures are a stake in the heart of the right to freedom of association, especially because of the way the decision is made: radical, surprising, with no possibility of gradual action, with little transparency and zero participation of the affected actors.” CIVICUS has also conducted a survey on the impact of the changing global funding landscape for civil society among its members around the world.
The US funding freeze, along with the insecurities and “unknowns” it is triggering, is already having far-reaching consequences, and its long-term effects could be even more devastating. The data is clear: civil society is at risk, and the time to act is now.
SORIA, Spain, Mar 17 2025 (IPS) – The slashing of US aid funding by Donald Trump and Elon Musk, and cuts or planned cuts in international support by several European states, threaten to cut off the oxygen supply to a civil society already in a critical condition. At CIVICUS, the global civil society alliance, activists and grassroots groups have shared with us time and again that shifting and volatile donor priorities are one of the top funding challenges they face, alongside limited resources for strategy and restricted funding.

Local civil society in the global south is most affected by these challenges. Funding disruptions are no temporary matter. They reflect systemic failures and deep power and funding inequalities between the global north and global south. They undermine trust, shift power away from the communities most affected by global challenges and force local organisations into a reactive survival mode rather than enabling them to drive strategic action.
This is a critical moment for philanthropy to step up and put locally led development principles into practice. This means channelling more resources directly to local civil society, advocating for the meaningful participation of a diverse local civil society in policy spaces at all levels, ensuring their financial, legal and security resilience, and reimagining the role of philanthropy as being not just a funder, but an investor, catalyser and collaborator. As a starting point, philanthropic funders should do the following.
1. Commit to immediate, flexible, and sustained financial support
Local civil society is on the frontlines of addressing some of the world’s most pressing issues. Yet it’s often the first to feel the impact of funding disruptions. Philanthropy must act quickly to provide immediate, flexible and emergency grants to help local organisations survive funding gaps, including by increasing flexibility in existing grants to allow for operational reallocation to cover urgent needs, such as security-related expenses, salaries and insurance.
Unrestricted funding is also critical. Local groups need autonomy to allocate resources where they’re most needed, including for financial, legal and digital protection. Philanthropic funders should prioritise high-quality support – funding that is flexible, predictable and for core work – to support local civil society’s agency and autonomy and avoid orientation around donor priorities. Philanthropy must recognise that trust in local leadership is both the right and strategic thing to do.
2. Strengthen local civil society’s governance through collaboration and promote trust and support
Local leadership isn’t just about financial support; it’s about co-creating the systems and structures that enable local groups to thrive. Philanthropy can play a pivotal role in supporting local groups to strengthen their governance, risk management and compliance systems by fostering collaboration and innovation rather than imposing external standards. Support should be tailored, context specific and co-designed.
One key step is providing direct support to local groups to develop systems that prioritise accountability while trusting them to manage resources. This requires funders to move away from overly prescriptive conditions and toward models of support that acknowledge the leadership and agency of local civil society.
Philanthropy must also recognise that compelling narratives and ambitious policies are needed to stimulate trust and support local civil society. Progressive philanthropic funders can encourage others to follow suit.
3. Invest in infrastructure enabling diverse local civil society groups to collectively organise, share resources and strengthen resilience
In an increasingly interconnected world, the ability of local civil society groups to connect, collaborate and share resources is more important than ever. Investments in infrastructure can enable civil society to bravely defend and promote civic freedoms. Investment will facilitate collective influencing and knowledge-sharing networks, ensuring organisations are better prepared for further funding instability.
Philanthropic funders can earmark funds for emergency response, including for legal defence, audits and unforeseen security threats. Security in the digital sphere is also a critical need, and support can be provided for digital communications infrastructure, encrypted platforms and security audits.
Support for protection of civic space and promotion of civil society participation in decision-making will help enable strategic resistance against rollbacks of hard-won rights and gender, racial and social justice gains.
It’s also crucial to recognise that progressive local civil society groups and leaders are key enablers of locally led development and strengthen civil society’s support infrastructure. Investments in these infrastructures ensure that local groups have the necessary space, resources, agency and autonomy to shape and implement solutions that best fit their contexts.
CIVICUS’s Local Leadership Labs initiative addresses the political, technical and behavioural barriers that hinder governments, donors and other stakeholders from fully embracing and resourcing diverse civil society groups as legitimate participants in development. These labs support radically inclusive spaces, where local civil society groups can drive the development of policies and solutions, together with decision-makers and other key players. This cultivates spaces for collaboration, allowing diverse civil society groups and multi-stakeholder initiatives to share knowledge, reflect and strategise together.
A call to reaffirm commitment to locally led development
Philanthropic funders have unique convening authority, networks and partnerships that can be leveraged to advocate for locally led development. This isn’t just about funding; it’s about using influence to shift narratives and create an enabling environment where local civil society can thrive. Philanthropist must publicly reaffirm their commitment to the Donor Statement on Supporting Locally-Led Development and take real steps to put these principles into action.
The challenges are immense, but so too are the opportunities. By fostering an environment where local civil society has the resources, autonomy and trust to lead, philanthropy can move beyond financial transactions and become a transformative partner.

PRAYAGRAJ, India, Feb 18 2025 (IPS) – Despite a blazing sun and growing heat, Pavitra Nandagiri sits on a cot smiling. Clad in a saffron robe and headgear with her forehead painted with turmeric and vermillion, Nandagiri is a Mahamandaleshwar—one of the highest-ranking monks of the Kinnar Akhada (Transgender Arena) at the Maha Kumbh, the world’s largest religious gathering currently underway in northern India.
As a steady stream of visitors pours in to touch her feet, Nandagiri raises her right hand and touches their heads in a gesture of accepting their respect and blesses them.
Just a few hours ago, she had taken part in the special, ceremonial snan (bathing) in the Sangam—a place with mythological significance where three holy rivers—Ganga, Jamuna and Saraswati—are believed to have met. Taking a dip in the confluence of these rivers is considered by Hindus as the most sacred act of one’s lifetime.
The ceremonial bathing is led by the most important of the living Hindu saints and godmen who follow a strict order of hierarchy. On Wednesday morning (February 12), the fourth ceremonial bathing of the 45-day Maha Kumbh was held. Fifteen transgender spiritual leaders, including Nandagiri, marched along with the Naga Sadhus and Aghoris—the legendary saints with ash-covered bodies, matted hair, and minimalistic clothing. Together, they bathed in the river with the holy chant of “Har har Mahadev” (Hail Shiva) while saints of other sects waited for their turn.

Later, inside the Kinnar Akhada, trans gurus receive visitors while some are seen performing some rituals and meditating along with Aghori ascetics. Asked how the partnership between the third highest order of the religious saints and the trans leaders came to be, Nandagiri says that it had been in the making since 2015 and culminated in a functioning collaboration during this year’s Maha Kumbh, which happens once every 12 years. She, however, does not share other details except that perhaps what brought together the two sects is their shared denouncement of worldly pleasure and embracing of a life free from its wealth and other complexities.
Transgender-Inclusive Kumbh: Conditions Apply
At the Kumbh, Akharas are organized into various sects, primarily categorized based on their philosophical orientation and the deity they worship. The two main sects are Shaiva Akharas, dedicated to Lord Shiva, and Vaishnava Akharas, devoted to Lord Vishnu. Each Akhara operates under a hierarchical structure, typically led by a Mahant (chief) or Acharya (spiritual leader) who oversees the spiritual and administrative functions.
The inclusion of the transgender Acharyas in the Kumbh, especially as a part of the highly revered Juna Akhada of the group of the Naga Sadhus, however, has not been completely free of controversies. Some have disputed their claim of embracing a minimalistic life and accused them of indulging in a game of power and authority considered unbefitting for true sainthood.
On January 24, the community ushered in a former film actress called Mamta Kulkarni as one of its top leaders, which led to protests by many both from within the trans community and leaders of other Hindu sects, who described it as a public relations stunt. Baba Ramdev—a well-known yoga guru—called it a violation of the Hindu religious ethos. Some gurus went as far as threatening to boycott the next Kumbh—to be held in 2037—if the Kinnar Akhada is not excluded from the ritual bathing.
Kalyani Nandagiri—another top-ranking trans guru who opposed the actress’s inclusion—was physically attacked by unidentified assailants on February 12.

Despite these deep divisions and acts of violence, Pavitra Nanndgiri remains hopeful of the community’s future.
“People say a lot of things; some wrongs also happen. But such small issues should not be highlighted much. We are here today, and we will be here then (in the next Kumbh),” she says, sounding more like a peace advocate.
A Different Picture
While inside the Kinnar Akhada, trans gurus are busy receiving and blessing visitors; outside, on the street, a small crowd of men is seen surrounding a young trans man dancing to the fast beats of music.
“This is Launda Naach,” says Ajeet Bahadur—a local theater artist. “It’s a common form of rural entertainment here, performed typically by cross-dressing trans men.”
The audience of Launda Naach is typically male. It is said to have started at a time when women were not allowed to dance in public because of orthodox social norms. However, today the moves of a Launda Naach performer are often sleazy and according to Ajeet Bahadur, the dancers are often sexually exploited, and their performance is rarely seen as art.
“Their lives are unbelievably miserable; there is little respect for their art, all eyes are on their bodies and exploitation and poverty are a constant part of their lives,” says Bahadur, who has studied the lives of Launda Naach performers for some time.
Aside from Launda Naach performers, thousands of other trans men and women in India struggle to earn a living. They are usually seen begging on the street and inside public transport, while many are also often accused of extorting money from small businesses such as shopkeepers in local markets. Not surprisingly, the presence of a trans person in India usually evokes a mix of fear and contempt instead of the deep respect that is on display in the Kinnar Akhada of the Kumbh. Will the elevated status of the gurus here lead to any change in the social status of the common trans people?
Priyanka Nandagiri, a transgender monk, says that it cannot be guaranteed. “Broadly, the transgender community in India is divided into two groups: the Sanatani and the Deredaar. We are the members of the Sanatani group who have always been immersed in religious activities, while the Deredaar are the ones who have chosen a different lifestyle, such as performing dances on the street and at social events like weddings, etc. So, we have always been following separate paths,” she explains.
Dwita Acharya and Mohini Acharya—two other trans monks—nod in agreement: “It will depend on what life they choose,” they say in unison.
”If they want to follow our path (the Sanatani), they will get that recognition but if they want to continue with their usual Deredaar lifestyle, then people will continue to view them accordingly.”
BEIRUT, Lebanon, Feb 12 2025 (IPS) – Efforts to end child marriage in Iraq are facing a serious threat, with the Iraqi Council of Representatives’ approval of amendments to Iraq’s Personal Status Law raising grave concerns that it risks permitting child marriage for girls.
These legal amendments would grant religious authorities in Iraq greater control over family matters such as marriage, divorce, inheritance, and the care of children by allowing clerics in Islamic Courts to rule on these in accordance with the clerics’ interpretations of Islamic law.
This includes permitting the marriage of minors according to the specific religious sect under which the marriage contract is conducted, meaning that the minimum age of marriage could be lowered below 18, and could vary between different religious denominations.
If this goes ahead, it would be a profound violation of human rights and risks undermining legal protections for women and girls, in direct contravention of international human rights commitments, including the Convention on the Rights of the Child, to which Iraq is a signatory.
It is important to note that these changes have not yet been made to Iraq’s personal status law. The amendment passed by the Iraqi Council of Representatives on January 21, 2025, only granted religious authorities the ability to interpret and potentially modify the law, but the alterations have not been implemented yet.
On February 4, Iraq’s Federal Supreme Court suspended implementation of the controversial bill after a number of members of parliament filed a complaint on the grounds that the voting process was illegal. This provides a crucial opportunity for continued advocacy, with the persistent efforts of civil society organizations already having a positive impact.
Now is a critical moment to join together in action to help safeguard and strengthen the rights of women and girls in Iraq, and prevent their fundamental human rights from being further eroded.
Child marriage puts girls at greater risk of harm
If the amendment is implemented, it could end a ban on the marriage of children under the age of 18 that has been in place In Iraq since 1959 – although this did include a provision allowing a child to be married with a judge’s consent.
In 2022, UNICEF reported that 28% of girls in Iraq were married under the age of 18, and 7% were married before they turned 15. Child marriage rates vary across different Iraqi regions, with the highest prevalence found in Missan (43.5%), Najaf (37.2%), and Karbalah (36.8%).
Legalizing child marriage under any pretext sets a dangerous precedent. It is not a cultural or religious necessity but a harmful practice that perpetuates cycles of poverty, illiteracy, and gender-based violence.
Marrying girls while they are still children puts them at greater risk of exploitation and is associated with higher rates of early and forced pregnancy, physical and sexual abuse, psychological trauma, and limited access to education, employment, and financial independence.
Women and girls need greater protection in personal status laws
Personal status laws govern some of the most intimate aspects of family relationships, such as marriage, divorce, child custody, inheritance, and property ownership. In many countries, these laws are deeply rooted in discriminatory traditions that prioritize the rights of men and boys over women and girls.
As a result, women and girls in Iraq, and in many other countries, continue to face significant challenges due to sex discrimination written into personal status laws.
Reforming this type of legislation has proved to be one of the most intractable areas of legal change because laws governing family relationships are deeply intertwined with beliefs about religion, tradition, and culture.
The weakening of legal protections for women and girls in Iraq reflects a disturbing global trend. Around the world, efforts to roll back laws that protect women’s and girls’ rights are gaining momentum, putting millions at risk of child and forced marriage, sexual and gender-based violence, and forced pregnancy due to curtailed access to reproductive healthcare.
Collaborating to protect women’s and girls’ legal rights
The proposed amendments to Iraq’s Personal Status Law threaten to normalize harmful practices like child marriage, potentially undermining decades of progressive reform that established greater safeguards for women and girls and helped unify the country’s family law provisions.
As the United Nations in Iraq has highlighted in its statement released in response to recent developments, legal reforms must “align with Iraq’s international human rights commitments, particularly in relation to safeguarding the rights and well-being of women and children, in a way that meets the aspirations of the Iraqi people and preserves the country’s historic achievements and gains.”
Women’s rights supporters are united in opposition to harmful legal reforms that endanger the rights of women and girls across the Middle East and North Africa (MENA). Local advocates in Iraq are collaborating alongside leading MENA women’s rights organizations as part of the Hurra Coalition, which seeks to reform family laws at national and regional levels in compliance with international human rights standards.
Through evidence-based advocacy and survivor-centered approaches, Hurra Coalition members are building a regional movement to protect girls’ rights within the family, their safety, and autonomy over their futures.
This includes calling for comprehensive family law reforms that uphold and advance equality, ensure safety, and guarantee access to justice for all, without discrimination. We urge the global community to support the human rights of Iraqi women and girls by amplifying advocacy and promoting their protection.
Governments, lawmakers, and global institutions must stand firm in upholding the legal rights of women and girls to safeguard them from harm in Iraq and in all countries around the world.

UNITED NATIONS, Jan 28 2025 (IPS) – The United Nations (UN) held the annual Holocaust Memorial Ceremony on January 27 with the theme “Holocaust Remembrance for Dignity and Human Rights”. This year – 2025 – marks the 80 year anniversary of the end of World War II and the liberation of Nazi concentration camps that resulted in the deaths of over 6 million Jews. This event included testimonies from Holocaust survivors, underscoring the importance of understanding and remembrance. With Holocaust denial and attacks on Jews on the rise, it is important to take meaningful steps as a society to combat racism and antisemitism.
The opening remarks at this ceremony was delivered by UN Secretary-General Antonio Guterres, in which he emphasized the vast scale of minorities who were targeted by the Nazi party as well as the UN’s commitment to remember and honor these victims.
“Every year on this day, we come together to mark the liberation of Auschwitz-Birkenau. We mourn the six million Jews murdered by the Nazis and their collaborators as they sought to destroy an entire people. We grieve the Romani Sintis, people with disabilities, LGBTQIA+ people, and all those enslaved, persecuted, tortured, and killed. We stand alongside victims, survivors, and their families. And we renew our resolve to never forget the atrocities that so outraged the conscience of humankind,” said Guterres.
Guterres went on to elaborate on the importance of remembrance. Although survivors of the Holocaust have continued to share their stories, it is a societal responsibility to fight for justice. “Remembrance is not only a moral act , remembrance is a call to action. To allow the Holocaust to fade from memory would dishonor the past and betray the future,” he said.
The UN Deputy Representative for the United States Dorothy Shea also spoke at this conference, underscoring that Holocaust remembrance is especially important as of today with antisemitism on the rise again, especially among younger generations. “Holocaust denial and distortion are also on the rise. They are a form of antisemitism and are often coupled with xenophobia. History shows, as hatred directed at Jews rises, violence and attacks on the foundations of democracy are not far behind…The data also highlights a troubling increase in antisemitic attitudes among younger demographics, with significant implications for future societal dynamics,” she said.
On January 14, the Anti Defamation League (ADL) released the Global 100 Survey, a study that analyzes trends of antisemitic beliefs around the world. The survey studied around 58,000 people in 103 countries to represent the 94 percent of the entire adult population. It found that approximately 46 percent of adults worldwide harbor some form of antisemitic beliefs, equal to roughly 2.2 billion people. These numbers are nearly double the amount recorded in ADL’s 2014 survey and mark the highest level on record since the beginning of ADL’s surveys.
Additionally, the survey found that approximately 20 percent of the studied population had not heard about the Holocaust. Roughly 48 percent believe in the Holocaust’s historical accuracy, with this percentage being even lower, at an alarming 39 percent among 18-34 year olds. Furthermore, 50 percent of respondents younger than 35 years of age reported elevated levels of antisemitic beliefs.
ADL surveyors also analyzed a possible link between worldwide levels of antisemitism and the Israeli Defense Forces’ (IDF) extensive acts of brutality against Palestinians during the Israel-Hamas War. Approximately 23 percent of respondents indicated support for Hamas.
Overall, sentiments towards Israel were relatively mixed, with 71 percent of respondents believing that their nation should have diplomatic relations with Israel and 75 percent believing that their nation should welcome tourism from Israeli people. Additionally, about 67 percent of respondents believed that their nations should not boycott Israeli goods.
“Antisemitism is nothing short of a global emergency, especially in a post-October 7 world. We are seeing these trends play out from the Middle East to Asia, from Europe to North and South America,” said Jonathan A. Greenblatt, ADL’s CEO. According to the report, the highest levels of antisemitism are concentrated in the Middle East and North Africa, with the western world harboring relatively lower levels.
The global resurgence of antisemitism is particularly alarming as it has resulted in increased levels of hate crimes and discrimination. “Antisemitic tropes and beliefs are becoming alarmingly normalized across societies worldwide. This dangerous trend is not just a threat to Jewish communities—it’s a warning to us all. Even in countries with the lowest levels of antisemitic attitudes globally, we’ve seen many antisemitic incidents perpetrated by an emboldened small, vocal and violent minority,” said Marina Rosenberg, ADL Senior Vice President for International Affairs.
To effectively combat antisemitism on a global scale, it is imperative for governments, humanitarian organizations, and social media platforms to establish new measures that encourage more diverse and understanding attitudes. This requires action from all individuals to achieve societal progress in eliminating hateful beliefs.
It’s clear that we need new government interventions, more education, additional safeguards on social media, and new security protocols to prevent antisemitic hate crimes. This fight requires a whole-of-society approach – including government, civil society and individuals and now is the time to act,” said Greenblatt.

KARACHI, Pakistan, Jan 13 2025 (IPS) – “She was at her brilliant best, speaking fearlessly and boldly about the treatment of women by the Afghan Taliban, robbing an entire generation of girls their future, and how they want to erase them from society,” said educationist and one of the speakers, Baela Raza Jamil, referring to the speech by Nobel Laureate and education activist Malala Yousafzai.
Malala addressed the second day of a two-day international conference organized by the Pakistan Ministry of Federal Education and Professional Training (MoFE&PT) on January 11 and 12, to discuss the challenges and opportunities for girls’ education in Muslim communities.
“They are violators of human rights, and no cultural or religious excuse can justify them,” said Malala. “Let’s not legitimize them.”
Pop singer and education activist Shehzad Roy was equally impressed.
Roy said, “When she speaks, she speaks from the heart.”
It has been a little over three years since the Taliban banned secondary education for girls in Afghanistan on September 17, shortly after their return to power in August 2021. In 2022, the Taliban put a ban on women studying in colleges, and then in December 2024, this was extended to include women studying nursing, midwifery and dentistry.
In October 2012, at 15, Malala survived a Taliban assassination attempt for advocating girls’ education in Mingora, Pakistan. She was flown to England for treatment and has since settled there with her family while facing continued Taliban threats.
Dr. Pervez Hoodbhoy, a university professor and columnist, acknowledged that the treatment of girls and women in Afghanistan was essentially “primitive and barbaric,” but emphasized that “before the Pakistani government takes on the mantle of being their [Afghan women’s] liberator, there are laws relating to women (in Pakistan) that need to be changed and anti-women practices that need to be dismantled.”

Dismantling many of the colonial laws and legal systems that perpetuate gender inequality at both personal and societal levels was also pointed out by Jamil, who spoke about the important role women can play in peacebuilding. But that was only possible, she said, when society can promote education and lifelong learning without discrimination.
“In Malala, we have a living example of a contemporary young student’s lived experience of responding to deadly violence by becoming a unique peacebuilder,” said Jamil in her speech to the conference.
This high-profile conference deliberately kept low-key till the last minute for “security reasons gathered 150 delegates, including ministers, ambassadors, scholars, and representatives from 44 Muslim and allied countries, as well as international organizations like UNESCO, UNICEF, the World Bank, and the Saudi-funded Muslim World League.

Hoodbhoy, however, said the summit was “solely purposed to break Pakistan’s isolation with the rest of the world and shore up a wobbly government desperate for legitimacy.”
While some Indian organizations were represented, Afghanistan, despite being invited, was conspicuously absent.
This did not go unnoticed.
“The silence of the Taliban, the world’s worst offender when it comes to girls’ education, was deafening,” pointed out Michael Kugelman, director of the Washington D.C.-based Wilson Center’s South Asia Institute. Given the strained relationship between Pakistan and Afghanistan, he said the former may have wanted this conference to bring attention to the Taliban’s horrific record on girls’ education.
“And it has succeeded, to a degree, especially with an iconic figure like Malala using the conference as a platform to condemn gender apartheid in Afghanistan under the Taliban.”

Yusafzai was glad that the conference was taking place in Pakistan. “Because there is still a tremendous amount of work that is ahead of us, so that every Pakistani girl can have access to her education,” she said, referring to the 12 million out-of-school girls.
Kugelman credited Pakistan as the host for not trying “to hide its own failures” on the education front. “It was important that Prime Minister Sharif acknowledged the abysmal state of girls’ education in Pakistan in his conference speech,” he said.
With 26 million out-of-school children in Pakistan, 53 percent of whom are girls, the summit seemed to be in line with Prime Minister Shehbaz Sharif’s declaration of an education emergency in Pakistan last year, vowing to “bring them [unschooled children] back to school.”
“The PM is rightly worried about out-of-school kids, but I’m more worried about those who complete ten years of education and fail to develop critical thinking,” said Roy, commenting on the summit. The pop singer has been a very vocal education activist for over two decades.
Hoodbhoy had similar thoughts. “Had there been serious intent to educate girl children, the more effective and far cheaper strategies would be to make coeducation compulsory at the primary and early secondary levels to increase school availability and design curriculum to educate and inform girls (and boys) rather than simply brainwash,” he said.

Roy stated that Yousafzai has consistently emphasized the importance of quality education. With just 150 government training institutions in Pakistan, he said there was an urgent need for reform through public-private partnerships. He also noted that many private schools hire unqualified teachers and advocated for a teaching license, like medical licenses.
Since forming the Zindagi Trust in 2003, Roy has been advocating for better quality education in public schools. He has also adopted two government girl’s schools in Karachi and turned them around, providing meals to nursery children and teaching chess and musical instruments, both unheard of in public schools, especially for girls.
The Prime Minister acknowledged that enrolling 26 million students in school was a challenging task, with “inadequate infrastructure, safety concerns, as well as deeply entrenched societal norms” acting as barriers, and stated that the real challenge was the “will” to do it.
For 34 years, Jamil has raised questions about the design and process of education in Pakistan through annual reports. She believes that bringing 26 million children back to school is less challenging than ensuring “foundational learning” for those already enrolled. “Forty-five percent of children aged 5-16 fail in reading, comprehension, and arithmetic,” she told IPS. Along with improved funding and well-equipped school infrastructure, Jamil was also concerned about what she termed a runaway population.
Lamenting on a “lack of imagination to solve the education crisis” within the government, she said there was potential to achieve so much more. Jamil’s own organisation’s 2018 Syani Saheliyan project helped nearly 50,000 adolescent girls (ages 9-19) in South Punjab who had dropped out of school. It provided academics, life skills, vocational training, and technology-driven support to reintegrate them into education. The project was recognized by HundrEd Innovation in 2023.
Even Dr. Fozia Parveen, assistant professor at Aga Khan University’s Institute for Educational Development, would like the government to think outside the box and find a “middle ground” by including local wisdom in modern education.
“Instead of western-led education in an already colonial education system, perhaps a more grassroots approach using local methods of education can be looked into,” she suggested, adding: “There is so much local wisdom and knowledge that we will lose if we continue to be inspired by and adopt foreign systems. An education that is localized with all modern forms and technologies is necessary for keeping up with the world,” she said.
Further, Parveen, who looks at environmental and climate education, said “more skill-based learning would be needed in the times to come, which would require updated curriculum and teachers that are capacitated to foster those skills.”
The two-day International Conference on Girls’ Education in Muslim Communities ended with the signing of the Islamabad Declaration, recognizing education as a fundamental right protected by divine laws, Islamic teachings, international charters, and national constitutions. Muslim leaders pledged to ensure girls’ right to education, “without limitations” and “free from restrictive conditions,” in line with Sharia. The declaration highlighted girls’ education as a religious and societal necessity, key to empowerment, stable families, and global peace, while addressing extremism and violence.
It condemned extremist ideologies, fatwas, and cultural norms hindering girls’ education and perpetuating societal biases. Leaders committed to offering scholarships for girls affected by poverty and conflict and developing programs for those with special needs to ensure inclusivity.
The declaration concluded by affirming “it will not be a temporary appeal, an empty declaration, or simply a symbolic stance. Rather, it will represent a qualitative transformation in advocating for girls’ education—bringing prosperity to every deprived girl and to every community in dire need of the contributions of both its sons and daughters equally”.
A permanent committee was urged to oversee the implementation of these outcomes.
