Taking Bangladesh to Zero-Leprosy, One New Case at a Time

DHAKA, Bangladesh, Dec 11 2019 (IPS) – Sandhya Mandal has never felt so vindicated. For the past four years, the 36-year-old community health worker from Meherpur – a rural district bordering India – has been traveling 50 km every day along dusty roads on an old motorbike, searching for leprosy patients who needed urgent treatment. But in her community, instead of compliments, neighbours and relatives raised questions about her work and her character. “They ask why I come home so late and what is this ‘work’ that I really do. Some even imply that I might be doing something like prostitution,” Mandal tells IPS.


However, Mandal – project manager at an NGO called Shalom, which works with the government to end leprosy, sat in an audience of diplomats, ministers and health experts from all over the country, listening to Sheikh Hasina – the prime minister of Bangladesh – at a national conference on leprosy. “Nobody can doubt me or my work now,” she says, proudly clutching the yellow invitation card she received from the organizers of the conference – her first to a national-level event.

Mandal has every reason to be in the conference: since 2015 she has searched and found over 300 new leprosy cases. In fact, in November this year, she found 10 new cases on a single day – the result of an intense door-to-door search in Gangni, a small town with a high rate of leprosy. “We opened our database of old patients and contacted each one of them individually. We asked them if they knew anyone around them who had leprosy. Nobody could give us any concrete information, so I went from one house to other and from morning to evening I covered 40 families,” she recalls the drill. It was hard and Mandal did not have any time to eat or drink. But by day-end, she had found eight adults and two children who had visible signs of leprosy. She arranged for all of them to visit the TB and Leprosy Clinic (TLC) in Meherpur, a facility run by the government.

Early detection in leprosy key

Early detection and early treatment are the key to complete cure for anyone affected by leprosy, tells Mujibur Rahaman – a doctor at the TLC Meherpur. “The treatment is free. We have enough medicines. But bringing the affected ones to the treatment facility remains the biggest challenge,” Rahman tells IPS. Bangladesh eliminated leprosy in 1998, but new cases continued to be detected. In 2018, 3 729 new leprosy cases were detected.

Earlier this week, in her opening speech at the national conference, Prime Minister Hasina asserted that Bangladesh was committed to become leprosy-free by 2030. According to Rahman, dedicated community workers like Sandhya Mandal are the key to realizing the zero-leprosy status.

“Identifying a new patient is one thing; convincing them to see a doctor is entirely different. It takes very different level of skills,” he adds.

Providing counseling services

Mandal throws a little light on that skill: every time she finds a villager with a suspicious white patch with numbness, she tells him that it is a skin disease that needs urgent medical attention. “I never tell him it’s leprosy because, only a doctor can declare that after a test and also, if I spoke of leprosy, it would shock the person as everyone is still afraid of the disease,” Mandal reveals.

Mandal also counsels and provides emotional support to the person after a doctor has confirmed his or her leprosy. “Women are more scared than men because they feel their husbands will abandon them if they find out about their sickness. They are also scared of how their community would react. I tell them that they must tell their husbands but explain that its curable. To the neighbours, they can say it is a skin disease. I hold their hands, spend time with them. It calms them and it also makes them feel confident,” she tells IPS.

Listening to the prime minister has been an inspiring experience, Mandal says. At present there are not enough community health workers on leprosy. For example, in her own NGO, there are just two health workers. So, to achieve zero-leprosy in the next 10 years, Bangladesh would need many more community health workers, she says. Equipping the field workers at the rural NGOs with a motorbike would also help, as transportation remains a huge challenge in the villages. If these gaps are plugged, there is no reason why Bangladesh could not be leprosy-free, she says.
For those doubting her work, Mandal now has an answer: “Even the prime minister has shown an interest in leprosy, in our collective work. If anyone still doesn’t know why I work on leprosy for such long hours, they can ask the prime minister!”

We need to empower young people to sustain our planet, and let peace and prosperity thrive says UN’s Resident Co-ordinator in Kenya, Siddharth Chatterjee speaks to IPS on reflections on the ICPD25 Summit.

NAIROBI, Kenya, Nov 15 2019 (IPS) Q: At ICPD25 we heard that women and girls are still waiting for the unmet promises to be met? DO you think this time around there is a commitment to ensure that these promises are met?

The Nairobi Summit is about the Future of Humanity and Human Prosperity.


We all have an opportunity to repeat the message that women’s empowerment will move at snail-pace unless we bolster reproductive health and rights across the world. This is no longer a fleeting concern, but a 21st century socio-economic reality.

We can choose to take a range of actions, such as empowering women and girls by providing access to good health, education and job training. Or we can choose paths such as domestic abuse, female genital mutilation and child marriages, which, according to a 2016 Africa Human Development Report by UNDP, costs sub-Saharan Africa $95 billion per year on average due to gender inequality and lack of women’s empowerment.

Fortunately, the world has made real progress in the fight to take the right path. There is no lack of women trailblazers in all aspects of human endeavour. It has taken courage to make those choices, with current milestones being the result of decades of often frustrating work by unheralded people, politics and agencies.

Leaders like the indefatigable Dr. Natalia Kanem the Executive Director of UNFPA and her predecessors, are pushing the global change of paradigm to ensure we demolish the silo of “women’s issues” and begin to see the linkages between reproductive rights and human prosperity.

Numerous studies have shown the multi-generation impact of the formative years of women. A woman’s reproductive years directly overlap with her time in school and the workforce, she must be able to prevent unintended pregnancy in order to complete her education, maintain employment, and achieve economic security.

Denial of reproductive health information and services places a women at risk of an unintended pregnancy, which in turn is one of the most likely routes for upending the financial security of a woman and her family.

As the UN Resident Coordinator to Kenya, I am privileged to serve in a country, which has shown leadership to advance the cause of women’s right-from criminalizing female genital mutilation to stepping up the fight to end child marriage and pushing hard on improving reproductive, maternal and child health.

Q: At ICPD25 we heard that innovative partnerships are needed to ensure commitments to women and girls. 25 years on do you think this will happen? Can you site an example in Kenya or Africa on this?

Achieving the SDGs will be as much about the effectiveness of development cooperation as it will be about the scale and form that such co-operation takes. There is a lot of talk about partnership, but not enough practical, on-the-ground support to make partnerships effective in practice, especially not at scale.

Under the leadership of the Government of Kenya therefore, the UN System in Kenya in 2017 helped to spearhead the SDG Partnership Platform in collaboration with development partners, private sector, philanthropy, academia and civil society including faith-based stakeholders.

The Platform was formally launched by the Government of Kenya at the UN General Assembly in 2017 and has become a flagship initiative under Kenya’s new UN Development Assistance Framework 2018-2022 (UNDAF). As the entire UNDAF, the Platform is geared to contribute to the implementation of Kenya’s Big Four agenda in order to accelerate the attainment of the Country’s Vision2030.

In 2018, the Platform has received global recognition from UNDCO and the Dag Hammarskjold Foundation as a best practice to accelerate SDG financing. This clearly implies that we are on the right track, and as you can read in this report are developing a blueprint for how 21st Century SDG Partnerships can be forged and made impactful, but much more needs to be done.

Primary Healthcare (PHC) – in the SDG 3 cluster – has been the first SDG Partnership Platform window contributing to the attainment of the Universal Health Coverage as a key pillar of the Big Four agenda. We are living in a day and age where we have the expertise, technology and means to advance everyone’s health and wellbeing. It is our moral obligation to support Kenya in forging partnerships, find the right modalities to harness the potential out there and make it work for everyone, everywhere.

With leadership as from my co-chairs, Hon. Sicily Kariuki, Cabinet Secretary for Health in Kenya, and H.E Kuti, Chair of the Council of Governors Health Committee and Governor of Isiolo, and the strong political commitment, policy environment, and support of our partners we have in Kenya, I am convinced that Kenya can lead the way in attaining UHC in Africa, and accelerate the implementation of the ICPD25 agenda.

Q: Funding remains a crucial challenge- do you think there is a commitment to fund the initiatives?

Yes, there is a clear commitment to fund the ICPD Plan of Action.

I applaud partners whom have been doing so for long as the governments of Denmark, Netherlands, Sweden, Finland, Norway, and UK, and Foundations as the Bill and Melinda Gates Foundation.

But increasingly there is also the recognition that we cannot reach our ambitions through aid and grants.

At the global scale we need to let better regulation evolve for advancing greater equality and support to those furthest left behind.

Especially within middle-income-countries / emerging economies, our ICPD25 funding models need to be underpinned by shared-value approaches, and financed through domestic and blended financing.

I feel encouraged therefore by the Private Sector committing eight (8) billion fresh support to the acceleration of the ICPD Plan of Action.

Considering the trillions of dollars being transacted however by the private sector, this should be only the start and we should continue to advocate for bigger and better partnership between public and private sector targeting the communities furthest left behind to realize ICPD25.

Q: What do you think should be done to ensure young people’s participation?

Africa’s youth population is growing rapidly and is expected to reach over 830 million by 2050. Whether this spells promise or peril depends on how the continent manages its “youth bulge”.

Many of Africa’s young people remain trapped in poverty that is reflected in multiple dimensions, blighted by poor education, access to quality health care, malnutrition and lack of job opportunities.

For many young people–and especially girls– the lack of access to sexual and reproductive health services is depriving them of their rights and the ability to make decisions about their bodies and plan their families. This is adversely affecting their education and employment opportunities.

According to UNDP’s Africa Human Development Report for 2016, gender inequalities cost sub-Saharan Africa US$ 95 billion annually in lost revenue. Women’s empowerment and gender equality needs to be at the top of national development plans.

Between 10 and 12 million people join the African labour force each year, yet the continent creates only 3.7 million jobs annually. Without urgent and sustained action, the spectre of a migration crisis looms that no wall, navy or coastguard can hope to stop.

Africa’s population is expected to reach around 2.3 billion by 2050. The accompanying increase in its working age population creates a window of opportunity, which if properly harnessed, can translate into higher growth and yield a demographic dividend.

In the wake of the Second World War, the Marshall Plan helped to rebuild shattered European economies in the interests of growth and stability. We need a plan of similar ambition that places youth employment in Africa at the centre of development.

In the meantime, the aging demographic in many Western and Asian Tiger economies means increasing demand for skilled labour from regions with younger populations. It also means larger markets for economies seeking to benefit from the growth of a rapidly expanding African middle class.

Whether the future of Africa is promising or perilous will depend on how the continent and the international community moves from stated intent to urgent action and must give special priority to those SDGs that will give the continent a competitive edge through its youth.

The core SDGs of ending poverty, ensuring healthy lives and ensuring inclusive and equitable quality education all have particular resonance with the challenge of empowering youth and making them effective economic citizens.

Many young people in Africa are taking charge of their futures. There is a rising tide of entrepreneurship sweeping across Africa spanning technology, IT, innovation, small and medium enterprises.

They are creating jobs for themselves and their communities.

We need to empower young people to sustain our planet, and let peace and prosperity thrive.

Q: Lastly, we heard strong commitments from President Uhuru Kenyatta on the issue of FGM- do you think it will really happen by 2022?

President Uhuru Kenyatta needs to be lauded for his strong commitment to ending FGM.

Despite being internationally recognized as a human rights violation, some 200 million girls and women alive today have undergone FGM, and if current rates persist, an estimated 68 million more will be cut between 2015 and 2030.

We cannot accept this any longer and should step up for this cause.

Without leaders as H.E Kenyatta championing the fight to address cultural harmful practices as FGM – rapid strides will never be made.

NAIROBI, Kenya, Nov 8 2019 (IPS) – As we count down the remaining days to the opening of the Nairobi Summit or the International Conference for Population and Development(ICPD), I am confounded by how much humanity has managed to simultaneously empower more women than at any other time in history, while at the same time failing to see that ‘women’s issues’ are actually ‘everyone’s issues’.


That countdown evokes memories of my own grandmother, who followed a common trend in India at the time, dropping out of school to get married and give birth to her first child at age 11. In many parts of the world, girls have over the years faced unthinkable obstacles while trying just to get an education, often jeopardizing their personal safety and risking being ostracized by their families and communities.

It wasn’t until a mere 25 years ago at the ICPD in Cairo that the world agreed that population and economic development issues must go hand in hand, and that women must be at the heart of our efforts for development.

Back then, governments, donors, civil society, and other partners made commitments to reduce infant and child mortality, reduce maternal mortality, ensure universal education, and increase access to sexual and reproductive health and rights, amongst many others. These commitments were a massive step forward for the rights of women and girls.

A lot has been achieved since the years of my grandmother, when girls were expected to be demure and remain in the background. In many places the current teenage girl believes that every door is open to them; they can rise to any heights.

Yet in a lot of other countries, girls are up against a system that seems rigged against them for the long-term. These are countries where greater leadership and the right policies are sorely missing; where women and girls are robbed of the education they deserve and the jobs they need to lift themselves and their families out of poverty; where they are victims of sexual and physical abuse in their own homes or sold into child marriage.

As the UN Resident Coordinator to Kenya, I am privileged to serve in a country, which is hosting this very important conference. It has shown leadership to advance the cause of women’s right-from criminalizing female genital mutilation to stepping up the fight to end child marriage and pushing hard on improving reproductive, maternal and child health.

When the ICPD opens in Nairobi on 12 November 2019, I wonder how my grandmother’s life might have been different if she had been able to learn how to read and write and achieve her full human potential, but also appealing to all Governments to work towards giving half the world population the final and absolute control over their own bodies.

Austerity, the “New Normal”

WASHINGTON DC, Oct 11 2019 (IPS) – While this week Ministers of Finance and economists meet in Washington to confront global economic challenges at the IMF and World Bank Annual Meetings, the majority of the world population lives with austerity cuts and see their living standards deteriorating. World leaders must reverse this trend.

Since 2010, most governments in both high income and developing counties have been implementing austerity policies, cutting public expenditures. Surprisingly, this trend is expected to continue at least until 2024, according to a global study just published by the Initiative for Policy Dialogue at Columbia University, global trade unions and civil society organizations. Austerity has become “the new normal.”

Based on IMF fiscal projections, the study finds that a new fiscal adjustment shock will start in 2020. By 2021, government expenditures as a share of GDP will be declining in 130 countries, nearly three-fourths of which are in the developing world. The reach of austerity is staggering: nearly 6 billion persons will be affected by 2021.

How are governments cutting their budgets and implementing austerity reforms? In practice, the most commonly considered adjustment measures in 2018-19 include: pension and social security reforms (in 86 countries); cutting or capping the public sector wage bill, including the number and salaries of teachers, health workers and civil servants delivering public services (in 80 countries); labor flexibilization reforms (in 79 countries); reducing or eliminating subsidies (in 78 countries); rationalizing and/or further targeting social assistance or safety nets (in 77 countries); increasing regressive consumption taxes, such as sales and value added taxes (in 73 countries); strengthening public-private partnerships (PPPs) (in 60 countries); privatizing public assets/services (in 59 countries); and healthcare reforms (in 33 countries).

All of these measures have negative social impacts. As a result, in many countries older persons have lower pensions; there are not sufficient teachers, medical and care staff, and the quality of public services suffers; there are less jobs, and people work under more precarious conditions; prices increase while wages are stagnant; and the low and middle classes are squeezed and under pressure.

In perspective, the macroeconomic and fiscal choices made by governments over the last decade are alarming. The G20 alone committed US$10 trillion to support the financial sector in response to the global financial crisis, and then passed the costs of adjustment to populations, with millions of people being pushed into poverty and lower living standards.

The worldwide drive toward austerity or fiscal consolidation can be expected to aggravate the growth and employment crisis and diminish public support at a time of high development needs, soaring inequalities and social discontent.

Austerity is also being used as a trojan horse to induce “Washington Consensus” policies to cut back on public policies and the welfare state. Once budgets are contracting, governments must look at policies that minimize the public sector and expand private sector delivery, including PPPs. There are clear winners and losers from this renewed Washington Consensus, and governments must effectively assess and question these policies.

Austerity and budget cuts do not need to be “the new normal.” There are alternatives, even in the poorest countries. Governments can find additional fiscal space to fund public services and development policies through at least eight options, which range from increasing progressive tax revenues, cracking down on illicit financial flows, improving debt management and using fiscal and foreign exchange reserves, to adopting more accommodative macroeconomic frameworks, reprioritizing public expenditures and -for lower income countries- lobbying for greater aid. All these options are endorsed by the United Nations and the international financial institutions.

It is time for world leaders to abandon the myopic scope of macroeconomic and fiscal policy decisions that benefit few and, instead, look for new fiscal space and financing opportunities to foster a robust global recovery and the achievement of long-term global prosperity for all.

HYDERABAD, TELANGANA, India, Sep 20 2019 (IPS) – As companies begin to focus on hiring people with disabilities, we need to shape how they think and act on this interest.


In the first decade of this century, Andhra Pradesh had several self-help groups (SHGs)–women who were saving, borrowing, and generating livelihood opportunities for themselves as well as their communities.

As these groups grew, the government began to notice that the aspirations of children were different from their SHG-member mothers, who were mostly marginal farmers or weavers. The state felt that they needed to do something to fulfil these aspirations and from this was born the Employment Generation and Marketing Mission (EGMM)–a skilling mission under the Department of Rural Development in undivided Andhra Pradesh.

EGMM started in 2004 with a pilot–a Rural Retail Academy was set up in Warangal for youth who were 10th and 12th standard dropouts; local school teachers were taught to train them on customer-facing skills, and after six months they were ready to be placed.

Kishore Biyani of the Future Group was the first one to hire these young people, and him doing so changed the way India looked at rural youth. It made people realise that: a) you didn’t need graduates with degrees for customer service, and b) rural youth, if skilled right, could get formal private sector jobs.

Prior to the establishment of the EGMM, government skilling programmes didn’t think of job placement as something they were responsible for. All of them did skilling for skilling’s sake. Now placement has become the norm in every skilling programme offered by either the government or the private sector.

EGMM was also able to demonstrate innovation at scale. However, it’s relatively easy to achieve scale when you are sitting inside the government. When I thought of what to focus on after rural youth, it was important for me to enter a space where there wasn’t an existing model for scale, and to prove that it could be done outside of the government as well. Disability was that space.

Moving to disability

The statistics around disability are alarming–80 percent of the world’s disability population is in developing countries like India. Despite this, a decade ago, little was being done about it.

Cities with a booming IT industry like Bangalore and Delhi, had organisations training and placing disabled people in jobs, but this was limited to 30 people a year at best. And, most of them were urban and educated. However, 69 percent of the disabled youth in India live in the villages–and at the time, in 2012, nobody was focusing on less-educated rural youth with disability. 

There were many challenges

When we went to the villages, we faced several obstacles:

  • Getting youth to join: Disabled youth who lived in rural areas were doubly disadvantaged: they were cut off from the job market because of their rural location, and they (and their families) didn’t believe that they could ever get a job.
  • Finding trainers: We were also faced with a shortage of people who could train these youth. Disability is one word but within that word there are different kinds of disability–speech impaired, visually challenged, physical disabilities, and so on–and each one of them has different needs. Even when we did find trainers who could work with disabled youth–sign language instructors, for example–they were ill-equipped to train in the short-term training formats that we had developed.
  • Providing them job opportunities: Companies came with a lot of mindsets. They would ask us “Can you give us youth who look like you and me? Will it be expensive to hire and manage them? Will my other employees have a problem if I hire your youth?”

There is a gap in the urban disabled space as well

As we started working with the corporates, some multinational companies started asking us, “Where are the youth with English, the ones who are educated?” The perception is that if the disabled youth are educated, they will perhaps get jobs on their own.

However, in most cases, educated youth with disability have low skill levels. They qualify as engineers, have an engineering certificate and so their aspirations are to get into the well-known global and Indian tech companies. However, their technical knowledge is poor since colleges don’t have special educators to guide them.

The market is beginning to think about disability more actively

We are hearing companies talk about focusing on disability. So, while the timing is right, we need to shape how companies think and act on their interest.

Here are a few approaches that skilling organisations that work with disabled youth can adopt to ensure that larger numbers of corporates hire and retain these young people and that they do it in the right manner.

1. Try to place youth with disability in customer-facing roles

When they have to interact with customers, awareness about the issue of disability goes up automatically; you don’t have to work on that separately. We piloted this hypothesis by placing a speech- and hearing-impaired individual in a cashier’s job, with some simple workplace adaptations.

Three months later the retailer ran a survey to ask their customers for feedback and 95 percent of the respondents said that having ‘silent’ cashier had led to faster service. This insight–higher efficiencies, near-zero errors in an industry where margins are small–opened up almost 50,000 cashiering jobs for disabled youth in the retail sector.

2. Create a sensitive ecosphere

Hiring youth with disabilities is not just about matching profiles to jobs. We do sensitisation workshops, low cost adaptations, accessibility audits, going as far as to sync companies’ existing software to ensure that hired youth are productive. Otherwise, it merely reiterates the myth that youth with disabilities cannot work.

3. Build up jobs sector by sector

We did this with the automotive industry. We started with one company–Valeo–and hardwired all our best practices over there. More importantly, their HR director and I started talking about these innovations and the value provided by these youth at conferences and forums. As a result, 15 more auto companies started hiring disabled youth.

4. Teach portable skills and not specific job skills

Typically, skilling organisations give youth job-specific training–like say a three-day training in folding clothes. However, the danger with this approach is that if the folding clothes process stops, so does their job. It is important therefore, irrespective of the sector, to teach English, communications, and life skills–skills that they can take across jobs. This allows them to be mobile across jobs and capitalise on the opportunities available.

5. Encourage companies to measure impact

An executive from a multinational company that we at Youth4Jobs work with said that our alumni manage 75 forms a day versus their average of 45-50. Once companies experience the business case and see the results, their senior executives become champions for the programmes.

6. Prepare companies to be ready for changes in the law

It is likely that one day, a particular state might suddenly decide to make hiring of disabled youth mandatory in sync with the Right to PwD Act 2016 which speaks to the right of disabled to education and employment. And if that happens, other states will follow. It is important that companies are ready for it when it happens.

Disaster Risk Resilience: Key to Protecting Vulnerable Communities

BANGKOK, Thailand, Aug 28 2019 (IPS) – The past five years have been the hottest on record in Asia and the Pacific. Unprecedented heatwaves have swept across our region, cascading into slow onset disasters such as drought. Yet heat is only part of the picture. Tropical cyclones have struck new, unprepared parts of our region and devastatingly frequent floods have ensued. In Iran, these affected 10 million people this year and displaced 500,000 of which half were children. Bangladesh is experiencing its fourth wave of flooding in 2019. Last year, the state of Kerala in India faced the worst floods in a century.

This is the new climate reality in Asia and the Pacific. The scale of forecast economic losses for the region is sobering. Including slow-onset disasters, average annualised losses until 2030 are set to quadruple to about $675 billion compared to previous estimates. This represents 2.4 percent of the region’s GDP. Economic losses of such magnitude will undermine both economic growth and our region’s efforts to reduce poverty and inequality, keeping children out of schools and adults of work. Basic health services will be undermined, crops destroyed and food security jeopardised. If we do not act now, Asia-Pacific’s poorest communities will be among the worst affected.

Four areas of Asia and the Pacific are particularly impacted, hotspots which combine vulnerability to climate change, poverty and disaster risk. In transboundary river basins in South and South-East Asia such as the Ganges-Brahmaputra-Meghna river basin, floods alternate with prolonged droughts. In South-East Asia and East and North-East Asia earthquakes, tsunamis and landslides threaten poor populations in the Pacific Ring of Fire. Intensifying sand and dust storms are blighting East, Central and South-west Asia. Vulnerable populations in Pacific Small Islands Developing States are five times more at risk of disasters than a person in South and South-East Asia. Many countries’ sustainable development prospects are now directly dependent on their exposure to natural disasters and their ability to build resilience.

Yet this vicious cycle between poverty, inequalities and disasters is not inevitable. It can be broken if an integrated approach is taken to investing in social and disaster resilience policies. As disasters disproportionately affect the poor, building resilience must include investment in social protection as the most effective means of reducing poverty. Conditional cash transfer systems can be particularly effective as was shown in the aftermath of Typhoon Haiyan in the Philippines. Increasing pre-arranged risk finance and climate risk insurance is also crucial. While investments needed are significant, in most countries these are equivalent to less than half the costs forecast to result from natural disasters.

The use of technological innovations to protect the region from natural disasters must go hand in hand with these investments. Big data reveal patterns and associations between complex disaster risks and predict extreme weather and slow onset disasters to improve the readiness of our economies and our societies. In countries affected by typhoons, big data applications can make early warning systems stronger and can contribute to saving lives and reducing damage. China and India are leading the way in using technology to warn people of impending disasters, make their infrastructure more resilient and deliver targeted assistance to affected farmers and citizens.

Asia and the Pacific can learn from this best practice and multilateral cooperation is the way to give scale to our region’s disaster resilience effort. With this ambition in mind, representatives from countries across the region are meeting in Bangkok this week at the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) to explore regional responses to natural disasters. Their focus will include strengthening Asia-Pacific’s Disaster Resilience Network and capitalising on innovative technology applications for the benefit of the broader region. This is our opportunity to replicate successes, accelerate drought mitigation strategies and develop a regional sand and dust storm alert system. I hope the region can seize it to protect vulnerable communities from disaster risk in every corner of Asia and the Pacific.
