HAMILTON, Canada, Jun 8 2020 (IPS) – Do migrants willingly choose to flee their homes, or is migration the only option available?

There is no clear, one-size-fits-all explanation for a decision to migrate — a choice that will be made today by many people worldwide, and by an ever-rising number in years to come because of a lack of access to water, climate disasters, a health crisis and other problems.


Data are scarce on the multiple causes, or “push factors,” limiting our understanding of migration. What we can say, though, is that context is everything.

UN University researchers and others far beyond have been looking for direct and indirect links between migration and the water crisis, which has different faces — unsafe water in many places, chronic flooding or drought in others.

The challenge is separating those push factors from the social, economic, and political conditions that contribute to the multi-dimensional realities of vulnerable migrant populations, all of them simply striving for dignity, safety, stability, and sustainably in their lives.

A new report, ‘Water and Migration: A Global Overview,’ (https://bit.ly/3gxDgE7) from UNU’s Institute for Water, Environment and Health, offers insights into water and migration interlinkages, and suggests how to tackle existing gaps and needs.

Its information can be understood easily by stakeholders and proposes ideas for better informed migration-related policymaking, including a three-dimensional framework applicable by scholars and planners at multiple scales and in various settings.

The Report also describes some discomforting patterns and trends, among them:

    • By 2050, a combination of water and climate-driven problems and conflicts will force 1 billion people to migrate, not by choice but as their only option;
    • Links to the climate change and water crises are becoming more evident in a dominant trend: rural-urban migration;
    • That said, there is a severe lack of quantitative information and understanding re. direct and indirect water and climate-related drivers of migration, limiting effective management options at local, national, regional, and global scales
    • Global agreements, institutions, and policies on migration are concerned mostly with response mechanisms. Needed is a balanced approach that addresses water, climate, and other environmental drivers of migration
    • Unregulated migration can lead to rapid, unplanned, and unsustainable settlements and urbanization, causing pressure on water demand and increasing the health risks and burdens for migrants as well as hosting states and communities
    • Migration should be formally recognized as an adaptation strategy for water and climate crises. While it is viewed as a ‘problem,’ in fact it forms part of a ‘solution’
    • Migration reflects the systemic inequalities and social justice issues pertaining to water rights and climate change adaptation. Lack of access to water, bad water quality, and a lack of support for those impacted by extreme water-related situations constitute barriers to a sustainable future for humankind.

Case studies in the report provide concrete examples of the migration consequences in water and climate troubled situations:

    • The shrinking of Lake Chad in Africa and the Aral Sea in Central Asia
    • The saga of Honduran refugees
    • The rapid urbanization of the Nile delta, and
    • The plight of island nations facing both rising seas and more frequent, more intense extreme weather events.

In addition, the added health burdens imposed on people and communities by water pollution and contamination create vicious cycles of poverty, inequality and forced mobility.

While the Sustainable Development Goals (SDGs) agenda does not include an explicit migration target, its mitigation should be considered in the context of SDGs that aim to strengthen capacities related to water, gender, climate, and institutions. These issues resonate even as the world deals with the COVID-19 pandemic.

Recent news stories have chronicled the plight of desperate migrant workers trapped in the COVID-19 crisis in India, and of displaced people in refugee camps where social distancing is unachievable, as is access to soap and water, the most basic preventive measure against the disease.

Add to that the stigma, discrimination, and xenophobia endured by migrants that continue to rise during the pandemic.

Even at this moment, with the world fixated on the pandemic crisis, we cannot afford to put migration’s long-term causes on the back burner.

While the cost of responses may cause concerns, the cost of no decisions will certainly surpass that. There may be no clear, simple solution but having up-to-date evidence and data will surely help.

On World Environment Day ( https://bit.ly/3dnKkks) last week (June 5), we were all encouraged to consider human interdependencies with nature.

Let us also acknowledge that water and climate-related disasters, ecological degradation and other environmental burdens causes economic, health and wellbeing disparities for migrants and populations living in vulnerable settings.

Citizen Action is Central to the Global Response to COVID-19

NEW YORK and MANILA, Apr 22 2020 (IPS) – The coronavirus (COVID-19) pandemic has created an unprecedented human and economic crisis. Governments are taking strong actions, enforcing quarantines to reduce contagion, testing populations, building emergency intensive care units. Governments have also launched large fiscal stimulus plans to protect jobs and the economy, as well as temporary social protection programs such as income/food support, subsidies to utilities and care services.

But in many countries, even stronger actions are needed if we are to protect lives and jobs. States must respond adequately to this public emergency. Citizens must question if the measures implemented by their governments are sufficient and adequate.

The following are important issues for citizens and civil society organizations (CSOs) to watch out at the country level:

    1. It is time to invest in universal public health, not only emergency support. Given COVID-19, governments are advised to ramp up public health expenditures. Indeed, respirators, tests and masks are necessary, but countries need more than just emergency support. There is a risk that, as governments will become indebted, they continue with austerity cuts and privatizations that have been eroding public health systems in recent years, returning to a situation where millions are excluded from healthcare.
    2. Stimulating the economy and employment. This is much necessary to support job-generating enterprises during the COVID-19 lockdown. However, citizens need to be vigilant that fiscal stimulus do not go to the wrong hands, to large corporations avoiding taxes, to cronies, to the untaxed financial sector. If public funds are given to companies, it should be with strict conditions to stop tax evasion and share buybacks, undergo adequate regulation, cut obnoxious management bonusses, pay living wages and preserve employment.
    3. Providing social protection, income and food support to people. These measures are extremely urgent if people are to be quarantined and are unable to telework. In developing countries, most work precariously in the informal economy and isolation is not possible, households will suffer hunger with no income. Given the low living conditions in most developing countries, policymakers should consider the need for universal social protection floors.
    4. Governments need more executive powers to implement these measures. States and public policies have been weakened over the last decades by deregulations, privatizations and budget cuts. Better planning, better resources and better public policies for all citizens are needed, but it is important to ensure that far right and authoritarian leaders do not use the need for decisive executive action to grab more power for their own ends (eg. Brazil, Hungary, India, Philippines, US).

Additionally, it is important for citizens and CSOs to push for the following measures at the global level:

    5. Support for global public health, at stake is the survival of the planet. The coronavirus pandemic has revealed the weak state of global public health systems – generally overburdened, underfunded and understaffed because of earlier austerity policies and privatizations. There is urgent need to improve the global governance of health, including the strengthening the WHO and UN agencies that support the extension of public health systems, as well as CSOs monitoring progress.
    6. Put pressure on the international financial institutions such as the IMF and the development banks, so their policies support universal public health systems, jobs and social protection floors at present as well as after the COVID-19 emergency, including resources and fiscal space to finance them.
    7. Given high sovereign debt levels, continue lobbying for debt forgiveness or radical debt relief to ensure that countries get the needed financing; or at least a debt moratoria, and later debt restructuring/relief.
    8. Watch out that new debt and fiscal deficits created to respond to COVID-19 do not result in a new round of austerity cuts with negative social impacts that will undermine public health systems, jobs and social protection.
    9. Ensure capital controls. Capital is flying North to safety, to the US, to Europe. Developing countries are going to be hard hit, not only because of the capital drain but also from the fall of commodity prices and others. Capital controls are easy to implement, with immediate results.
    10. A Global Marshall Plan, or a Global Green New Deal. Global problems require global solutions; after the WW2, the US implemented a Marshall Plan to rebuild Europe. This time, no country alone can or should finance a global plan, it can be built as part of a progressive multilateralism. There are many ways to finance it, solidarity taxes to wealth may well be a best way to reduce inequalities and even up world’s development. It can be complemented by other measures such as issuing more Special Drawing Rights (SDRs) at the international organizations.

The coronavirus pandemic has provided stark evidence of the weaknesses and extreme injustices of our world. We must not return to “normality”, a world where half of its population is living below the poverty line of $5.50 a day. We must move away from an inequitable model based on unregulated finance and corporate power, blind to harmful social and environmental impacts. We must back away from a system that disregards the work of health staff, cleaners, garbage collectors, farmers, and instead reward with huge salaries corporate managers, football players, and others who do not perform any essential activity. Now citizens have the opportunity to move forward.

As countries and enterprises recuperate from the crisis, they will have to rethink their economic model, including fewer links with global supply chains, and more links closer to home. It will be an important time for citizens and CSOs to press for “deglobalization”, making the domestic market again the center of gravity of the economy by preserving local production with decent jobs and green investments, and question global supply chains based on taking advantage of cheaper wages, lesser taxes and environmental regulations elsewhere.

Now is the time for citizens to ensure that world leaders forcefully respond to the COVID-19 crisis, in accordance with human rights. This time it cannot be like many earlier crisis experiences, where insufficient support was provided, or ended in the wrong hands, bailing out banks not the population. Citizens and CSOs have a very important role to play to ensure that governments respond to people.

MEXICO CITY, Apr 21 2020 (IPS) – As the high season for agricultural labour in the United States approaches, tens of thousands of migrant workers from Mexico are getting ready to head to the fields in their northern neighbour to carry out the work that ensures that food makes it to people’s tables.


But the SARS-CoV-2 (COVID-19) pandemic, of which the U.S. has become the world’s largest source of infection, threatens to worsen the already precarious conditions in which these workers plant, harvest, process and move fruits and vegetables in the U.S.

Exposed to illegal charges for visa, transport and accommodation costs, labour exploitation, lack of access to basic services and unhealthy housing, Mexican seasonal workers driven from their homes by poverty must also now brave the risk of contagion.

Evy Peña, director of communications and development at the non-governmental Centro de los Derechos del Migrante (Migrant Rights Centre – CDM), told IPS from the city of Monterrey that the COVID-19 pandemic is exacerbating violations of the rights of migrant workers.

“Temporary visa programmes are rife with abuse, from the moment workers are recruited in their communities. They suffer fraud, they are offered jobs that don’t even exist in the United States. It’s a perverse system in which recruiters and employers have all the control. There are systemic flaws that will become more evident now,” the activist said.

In 1943, the United States created H2 visas for unskilled foreign workers, and in the 1980s it established H-2A categories for farm workers and H-2B categories for other work, such as landscaping, construction and hotel staff.

In 2019, Washington, which had already declared them “essential” to the economy, granted 191,171 H-2A and 73,557 H-2B visas to Mexican workers, and by January and February of this year had issued 27, 058 and 6,238, respectively.

Two emergencies converge

Now, the two countries are negotiating to send thousands of farmworkers within or outside of the H2 programme, starting this month, to ensure this year’s harvest in the U.S. The Mexican government has polled experts to determine the viability of the plan, IPS learned.

The migrant workers would come from Michoacan, Oaxaca, Zacatecas and the border states. The plan would put leftist President Andres Manuel López Obrador in good standing with his right-wing counterpart, Donald Trump; generate employment for rural workers in the midst of an economic crisis; and boost remittances to rural areas.

For his part, Trump, forced by a greater need for rural workers in the face of the pandemic and under pressure from agriculture, abandoned his anti-immigrant policy and on Apr. 1 even issued a call for the arrival of Mexican migrant workers.

“We want them to come in,” he said. “They’ve been there for years and years, and I’ve given the commitment to the farmers: They’re going to continue to come.”

U.S. authorities can extend H-2A visas for up to one year and the maximum period of stay is three years. After that, the holder must remain outside U.S. territory for at least three months to qualify for re-entry with the same permit.

On Apr. 15, Washington announced temporary changes allowing workers to switch employers and to stay longer than three years.

The most numerous jobs are in fruit harvesting, general agricultural work such as planting and harvesting, and on tobacco plantations, according to the U.S. Department of Labor.

Migrant workers traditionally come from Mexican agricultural and border states and their main destinations are agricultural areas where there is a temporary or permanent shortage of labourers.

Jeremy McLean, policy and advocacy manager for the New York-based non-governmental organisation Justice in Motion, expressed concern about the conditions in which migrants work.

The way the system works, “it’s not going to be easy to follow recommendations for social distancing. Hundreds of thousands of people are going to come and won’t be able to follow these recommendations, and they will put themselves at risk. It could spell another wave of infection and transmission,” he warned IPS.

“This population group has no health services and no medical insurance. If they fall ill in a remote area, what help can they get?” he said from New York.

On Mar. 26, the U.S. Embassy in Mexico reported that it would process without a personal interview the applications of those whose visas had expired in the previous two years or who had not received them in that time, under pressure from U.S. agribusiness.

Trapped with no way out

The migrant workers’ odyssey begins in Mexico, where they are recruited by individual contractors – workers or former workers of a U.S. employer, fellow workers, relatives or friends, in their hometowns – or by private U.S. agencies.

Although article 28 of Mexico’s Federal Labour Law, in force since 1970 and overhauled in 2019, regulates the provision of services by workers hired within Mexico for work abroad, it is not enforced.

It requires that contracts be registered with the labour authorities and that a bond be deposited to guarantee compliance. It also holds the foreign contractor responsible for the costs of transport, repatriation, food for the worker and immigration, as well as the payment of full wages, compensation for occupational hazards and access to adequate housing.

In addition, it states that Mexican workers are entitled to social security benefits for foreigners in the country where they are offering their services.

Although the Mexican government could enforce article 28 of the law in order to safeguard the rights of migrant workers who enter and leave the United States under the visa programme, it has failed to do so.

In its recent report “Ripe for Reform: Abuse of Agricultural Workers in the H-2A Visa Program”, the bi-national CDM organisation reveals that migrant workers experience wage theft, health and safety violations, discrimination, and harassment as part of a human trafficking system.

Recruitment without oversight

For Mayela Blanco, a researcher at the non-governmental Centre for Studies in International Cooperation and Public Management, the problem is the lack of monitoring or inspections of recruiters and agencies.

“In Mexico there are still many gaps in the mechanisms for monitoring and inspecting recruitment. There is still fraud,” she told IPS. “How often do they inspect? How do they guarantee that things are working the way they’re supposed to?”

There are 433 registered placement agencies in the country, distributed in different states, according to data from the National Employment Service. For the transfer of labour abroad, there are nine – a small number considering the tens of thousands of visas issued in 2019.

For its part, the U.S. Department of Labor reports 239 licenced recruiters in that nation working for a handful of U.S. companies.

Data obtained by IPS indicates that Mexico’s Ministry of Labour only conducted 91 inspections in nine states from 2009 to 2019 and imposed 12 fines for a total of around 153,000 dollars. Some states with high levels of migrant workers were never visited by inspectors.

Furthermore, the records of the federal labour board do not contain any reports of violations of article 28.

Mexico is a party to the Fee-Charging Employment Agencies Convention 96 of the International Labour Organisation (ILO), which it violates due to non-compliance with the rights of temporary workers.

Peña stressed that there is still a gap between the U.S. and Mexico in labour protection and said workers are being left behind because of that gap.

“Countries like Mexico see temporary visas as a solution to labour migration and allow the exploitation of their citizens. The H2 programme is about labour migration and governments forget that bilateral solutions are needed,” she said.

In response to the pandemic and its risks, 37 organisations called on the U.S. government on Mar. 25 for adequate housing with quarantine facilities, safe transportation, testing for workers before they arrive in the United States, physical distancing on farms and paid treatment for those infected with COVID-19.

Blanco emphasised the lack of justice and reparation mechanisms. “The more visas issued, the greater the need for oversight. Mexico is perceived as a country of return or transit of migrants, but it should be recognised as a place of origin of temporary workers. And that is why it must comply with international labour laws,” she said.

McLean raised the need for a new U.S. law to guarantee the rights of migrant workers, who are essential to the economy, as underscored by the demand reinforced by the impact of COVID-19.

“We pushed for a law to cover all temporary visa programmes so that there would be more information, to avoid fraud and wage theft. But it is very difficult to get a commitment to immigration dialogue in the United States today,” he said.

But the ordeal that migrant workers face will not end with their work in the U.S. fields, because in October they will have to return to their hometowns, which will be even more impoverished due to the consequences of the health crisis, and with COVID-19 in all likelihood still posing a threat.

Coming Down the Davos Mountain with a Gender Lens

NEW YORK, Feb 15 2020 (IPS) – In a recent report by World Economic Forum (WEF) shows women suffer a “triple whammy” in the workplace. Without drastic action, gender parity will take more than a lifetime to achieve. This is the challenge that Katja Iversen, President and CEO of Women Deliver is staring down.


“We know that achieving gender equality is not a women’s issue. It is a societal issue. To be successful … boys and men must be involved at all levels and all ages,” said Iversen.

Iversen’s involvement WEF 2020 annual meeting in Davos increased the spotlight on gender equality. She was involved in a myriad of discussions, conversations, panel debates, midnight huddles and a social media drive. As the woman who heads leading global advocate for gender equality, health and rights of girls and women her role at the annual forum was clear cut.

“We provoked discussions using our ‘gender lens’ – a small magnifying glass. We gave this to leaders and influencers to bring down the mountain and apply to their businesses, governments, and lives,” Iversen said in an exclusive interview with IPS.

“Along with our partners, Promundo and Unilever/Dove Men+Care, we released a series of recommendations on male engagement in gender equality, condensed in a catchy infographic.”

Iversen went on to emphasise how “everybody – including the men and women in Davos – must apply a gender lens to every aspect of life, from leadership, to health systems, to schools, the workplace, and at home. That is an important step to change systems, to change harmful norms, and drive progress.”

This may seem a momentous task. The WEF report, released in December 2019, highlighted the factors that fuel the economic gender gap. This included a noticeably low level of women in leadership positions, wage stagnation, labour force participation and income.

The report highlights what it terms a ‘Triple Whammy’ for women in the workplace. Women, the report said, are highly represented in many of the roles that have been hit hardest by automation.

Moreover, not enough women are entering technology-driven professions where wage growth is more profound. This puts women into the middle to low wage categories that have been stagnant since the financial crisis in 2009.

Thirdly, a lack of access to capital prevents them from pursuing entrepreneurial activities, another key driver for income.

WEF aims to close the gender gap by setting up coalitions between relevant ministries and the largest employers to increase female labour force participation, increase women in leadership positions, close wage gaps and prepare women for jobs of the future. Additionally, the global business commitment on Hardwiring Gender Parity in the Future of Work mobilises businesses to commit to hiring 50% women for their five highest growth roles between now and 2022.

Iversen said women must be involved in the development and growth of Artificial Intelligence (AI) and ubiquitous digital technology for them to benefit.

“We know that innovation and technology hold a lot of power and can be used for good – but only if it works for girls and women and identifies the bias that holds them back,” she said.

While there was potential for digital technologies, like AI, to unlock better health access and information, new employment and leadership opportunities, and greater economic security for women – it could “just as likely leave big parts of the population behind and exacerbate existing inequalities”.

This was why the gender lens in the development and implementation of AI and other tech solutions is so critical, said Iversen. Having women involved in the growth of digital technology “can ensure technology is more representative and can eliminate unconscious bias in hiring, promotion, and recruitment”.

It is critical that women’s education, especially in the field of technology, is enhanced, enabling them to participate in future workforce equally.

“We also need to make sure we are investing in women’s lifelong education and training, particularly in science, technology, engineering, and math. It is key to their professional and financial security in the workforce of tomorrow.”

Investment in women and their participation in the economy has a ripple effect.

“Evidence and common sense confirm that when leadership and the workforce represent the population and include women, it leads to better economic, social, and political cohesion and puts us on a better, more sustainable path.”

The Secretary-General of the United Nations, António Guterres, noted in his speech at WEF 2020 that while problems were global, the responses were fragmented.

“If I had to select one sentence to describe the state of the world, I would say we are in a world in which global challenges are more and more integrated, and the responses are more and more fragmented, and if this is not reversed, it’s a recipe for disaster,” he warned.

Iversen explains that by putting the gender lens at the centre of the solutions, it would enhance society’s ability to achieve its Sustainable Development Goals. It would also mitigate the ‘fragmented responses’ to global challenges.

“Gender is cross-cutting, it is essential to progress and to achieving the Sustainable Development Goals. Conservation of our planet; eradicating poverty and ensuring health; education; peace, and prosperity for all need to be integrated. This requires putting a gender lens to the entire development agenda,” Iversen said.

“One of the reasons the world is facing so many challenges right now, including trade wars, conflict, climate change, and growing inequality, is that girls, women, and marginalised groups are prevented from accessing power, both political and financial. Big egos, narrow interests, and profit over people and planet have been, mistakenly, prioritised, and we are paying the price for that.”

Women Deliver’s President was emphatic that “development actors from across the spectrum must abandon siloed approaches. It was essential to work together to drive progress for the people and planet, including girls and women, both through financial investment and multi-sector partnerships.”

Iversen is confident. WEF was “good start to the Decade of Action for the Global Goals and the 2020 Generation Equality push, demanding women’s equal participation in political life and decision-making in all areas of life.”

Involving the younger generation was also paramount to achieving the Sustainable Development Goals.

“What was also clear coming down the Davos mountain is that any efforts to push the development agenda over the finish line will fail if they don’t involve young people. Because youth not only have a stake in reaching our ambitious development goals by 2030, they are also well-suited to identify solutions right now.”

To address and improve gender equality, Iversen emphasised that it required a global effort. The private sector has a vested interest and a significant role to play in advancing gender equality. “We want governments and business leaders to use the gender lens in all they do. They should complete a concrete analysis of what progress they have made and what gender gaps remain,” Iversen said.

Both should ask themselves: What policies and procedures are inhibiting or promoting progress? What gender norms are prevalent and need to be addressed? What investments in gender equality could be made?

“And once that analysis is complete – get to work!”

Women Deliver has been relentless in that message and in bringing the evidence to bear with great partners. “And in recent years we have seen that the world – including at WEF – has started to catch on. Our challenge now is to move from talking to mobilising dedicated action.”

Women Deliver continues to be serious advocates, speaking up for girls and women in every setting.

“We’ll continue to advise committees for big corporations and international agencies. We’ll continue to elevate the voices of young advocates and local organisations around the world. We will continue to push back on the pushback to protect our gains and drive further progress,” Iversen said.

“We will continue to communicate from podiums, in boardrooms and hallways of major summits, on the pages of major newspapers, on (television) screens and social media – with the clear message: In a gender-equal world, everybody wins.”

IPS asked about the trend of women participating as policy-makers at WEF. Just how prominent is women’s role? Iversen replied that “24% of the 2,700 formal WEF participants were women. While that is an improvement from previous years, it’s still way too small. WEF has pledged to double female participation by 2030, and we are ready to help to speed it up.”

“We have a long way to go, but I saw progress at WEF,” said Iversen, adding, “More and new world leaders – in business and government – are picking up the gender lens. There is still so much to be done, and progress is slow for an impatient optimist like myself. But I came down the Davos mountain more hopeful than I went up, and more ready than ever to power progress for girls, women and gender equality in the Super Year ahead.”

Iversen remains optimistic. “Ultimately, we want to work ourselves out of a job. Then sit back and see a world where gender inequality is a thing of the past, where it is something people make fun of like the ‘old days’. Where people say, ‘I can’t believe we didn’t do this sooner’.”

NAIROBI, Kenya, Dec 31 2019 (IPS) – Happy New Year, Kenya. 2020 marks a decade of action towards the realization of the Sustainable Development Goals by 2030.

Peace and development are inextricably linked, with each making the achievement of the other far more likely. This puts the conflict-prevention and development work of the UN at the heart of the agenda in East Africa, but in a multi-agency and programme environment, making meaningful progress is challenging.


Aware of this, the UN began a process of structural reforms led by the UN Secretary-General António Guterres who made reforms of the United Nations, a priority at the very beginning of his term in January 2017. The aim being to deliver better results through cooperation, collaboration and integration. 2019 was the year that the impact of these reforms became real and nowhere more than in the peace, conflict-prevention and development pillars of the UN’s work.

At the country level, that shift towards a nimble, 21st century UN challenges deeply entrenched practices and operations. In a country team with over 23 individual agencies, funds and programmes, the reform process can be complicated, even messy.

To the credit of the Kenya country team, we overcame the challenges of ceding long-held agency interests for the collective good and achieved some ground-breaking milestones in our partnership with governments, civic organizations and the private sector.

The most outstanding was our venturing out to confront challenges that transcend borders. East Africa faces major threats to peace and development across multiple fronts, and respective UN country teams have, in a remarkable show of teamwork, sought to harmonize their responses to these threats. Internecine border conflicts and the effects of climate change together make a formidable challenge that brought together UN teams from Kenya and Uganda, in a pact that seeks to bring sustainable development to the Karamoja triangle.

This pact follows from another successful regional collaboration project on the Kenya-Ethiopia border where communities accustomed to recurrent hostilities are now reaching out to each other to find solutions to common socio-economic challenges.

We believe that our regional surge towards prevention, peacemaking and diplomacy will have a particular impact on the youth, who suffer an enduring sense of being neglected and ignored. This narrative is a breeding ground for extremism and radicalization, so addressing such concerns was a key point of deliberation during last July’s African Regional High-Level Conference on Counter-Terrorism and the Prevention of Violent Extremism in Nairobi.

The same regional approach was behind the initiative by Kenya, Uganda, Tanzania, Ethiopia and Somalia to sign the Declaration and Action Plan to End Cross-border FGM in April 2019. This was the first time multiple countries had come together to tackle this pernicious cross-border crime.

But there remain many in the region still left behind by development, and we continue to stand up for them through our UN Development Assistance Framework 2018-2022. The framework’s gender equality and rights focus is unmistakable, because in too many communities, the simple fact of being born female shatters one’s chances of living in full human dignity.

Our focus on giving a leg-up to those left farthest behind has attracted a positive response from our partners in national and county governments. By staying in lockstep with national priorities on issues such as health, agriculture and housing, the common thread of messages from our partners is that we are staying effective and responsive to the ambitions of Kenyans.

As 2020 beckons, the decade of action starts and it has to be a sprint to deliver on the SDGs, the UN team in Kenya is rolling up its sleeves with greater urgency, ambition and innovation. We will enhance regional cooperation and private-public partnerships as we work with the Government towards lifting millions of the citizens of this region out of poverty and upholding their human rights.

We are re-imagining ways of delivering development in ways such as the co-creation of an SDG innovation lab between the Government of Kenya, the Centre for Effective Global Action at the University of California in Berkeley, the Rockefeller Foundation, and the UN. The SDG Lab will kick off with support for the delivery of Kenya’s Big Four agenda by harnessing, big data, technology and innovation to achieve scale and impact.

As a UN country team, we got off the blocks in 2019 in pursuit of UN Deputy Secretary General Amina Mohammed’s challenge to “flip the orthodoxy” for the repositioning of the UN. We have dared to go beyond the typical and will do whatever it takes to respond effectively to the challenges faced by Kenya’s people, now and in the future.

Carbon Markets Can Provide a Crucial Part of the Solution to the Climate Crisis

SEOUL, South Korea, Dec 18 2019 (IPS) – One of the main discussions at the COP25 climate change talks was Article 6, which is designed to provide financial support to emerging economies and developing countries to help them reduce emissions by using global carbon markets. Carbon pricing is an essential piece of the puzzle to curb emissions. Without a value on carbon, there is less incentive to make positive changes, especially in the private sector. The most efficient way to carry this forward is to allow trading of carbon both nationally and internationally, which will ensure the lowest cost of mitigation for participants globally.

The COP25 negotiations in Madrid have largely been dominated by Article 6 negotiations on potential carbon markets as they are perceived by many, including businesses, as a way to generate financial flows to emerging economies and developing countries, and to reduce emissions at the lowest possible cost. Thus, it’s crucial to adopt decisions on Article 6 as rules need to be set to show how such markets will operate – this is the guidance the Article 6 rulebook will create. The sooner the better, overall mitigation in global emissions (OMGE) will be possible under the Paris Agreement through international carbon trading with aspects such as corresponding adjustments, which were lacking under the Kyoto Protocol. Carbon markets are a way to not only manage mitigation emissions cuts, but help to find the lowest cost and therefore a strong motivator for implementing international efforts.

The Global Green Growth Institute (GGGI), a Seoul-based treaty-based international, inter-governmental organization that supports emerging economies and developing country governments transition to a model of economic growth that is environmentally sustainable and socially inclusive, is already involved in several programs, funded by developed country governments such as Norway and Sweden. GGGI is working with the Norwegian Ministry of Climate and Environment on wider policy approaches, which have been made possible under Article 6 of the Paris Agreement through cooperative approaches. This program looks at helping its member and partner governments to identify areas above their Nationally Determined Contribution (NDC) targets, where emissions reductions directly resulting from policy interventions are quantified and transacted. This creates a flow of carbon finance, in exchange for the transfer of the resultant internationally transferred mitigation outcomes (ITMOs). These programs will not only create ITMO transactions but also set up the lasting infrastructure needed for countries to be able to govern and properly account for future transfers, ensuring environmental integrity and transparency.

GGGI has a key role to play. A further good example is GGGI’s recent collaboration with the Swedish Energy Agency (SEA). The two organizations will work together to catalyze international trading of mitigation outcomes in support of the increased climate ambitions needed under the Paris Agreement. Through a joint cooperation, SEA and GGGI will identify and structure mitigation activities and support the establishment of governance frameworks within host countries as required under the developing rulebook of Article 6 of the Paris Agreement, with the goal of completing ITMO transactions.

Although specific rules related to cooperative approaches under Article 6 have yet to be codified, Article 6 aims at supporting the authorization of international emissions trades while avoiding double counting and ensuring environmental integrity, permitting the movement of the related emission reductions between registries, and better linking national emission trading schemes, project-level transactions, and cooperative approaches.

What next? Carbon markets can and should be seen as an opportunity to lower the cost of cutting greenhouse gas emissions and enabling countries to commit to more ambitious targets. At next year’s Glasgow climate change conference, countries need to come forward with more ambitious Nationally Determined Contributions. GGGI’s work on pioneering designs for international carbon transactions over 2020 will help shape how the carbon markets can contribute to this increased ambition. It has also made the 2020 NDCs a priority in support of its Members and will ensure that there is strong support to deliver this next year. We need to come to Glasgow with concrete plans and steps. However, tackling climate change cannot be solved by one government alone. There needs to be high-level political commitment and collective action – these are a must.
