MILAN, Italy, Dec 3 2019 (IPS) – Global food systems are ripe for transformation if people are to be nourished and the planet sustainable, says Hilal Elver, Special Rapporteur of the Right to Food of the United Nations Human Rights Council.

Elver, told delegates at the 1oth International Forum on Food and Nutrition convened in Milan by the Barilla Centre, that the world needs food citizens who will act responsibly in promoting food equality and reducing food waste, which underlie global food and nutrition insecurity in the world today.

Food citizens are responsible for protecting the right to food through multi-actor actions including promoting a conducive environment that will secure food for all while promoting dialogue around food access, production and equitable distribution.

Citing the situation in Zimbabwe, Elver said the food crisis was a blot on the right to food that the world must respond to with urgency.

“The situation in Zimbabwe in mind boggling,” said Elver who has just returned from a mission to Zimbabwe to access the situation. “We need to know what is going as we talk about the need to diet, many in Zimbabwe eat once a day if they are lucky and food aid basically maize, just one meal a day. .. This is a very serious issue that we do not know it beyond the sustainable.”

Elver spoke with IPS on her mission to Zimbabwe. Excerpts of the interview:

IPS: You have just come back from Zimbabwe, what did you see?

Zimbabwe is an amazing country but if it facing a lot of challenges. It does not have basic public services and only four hours a day electricity and I understand that and government buildings, companies and some restaurants are using generators. But also you need fuel for the generators and for your car – if you have money to buy gas (fuel). The system is collapsing. People do not have time to work, because they either have to wait for gas for hours and hours and have to wait in front of the banks to get cash and 24 hours and transportation is very expensive. It is a vicious cycle and something should give in internally and externally because this has affected the food situation in the country too.

What has these challenges mean for the right to food?

That is a major problem. The root causes are a man-made journey to starvation. Every person in Zimbabwe has a responsibility to act. It did not come from drought. Yes drought is there. Other countries had a drought. Zambia had a drought, Mozambique had a drought and Cyclone Idai but Mozambique had huge aid from outside and Zimbabwe only got ten percent of it because of the sanctions.

What has been the impact of sanction on food security?

The intentional community should consider lifting the sanction because sanctions in the 20 years have had multiple impacts on the ordinary people’s lives. They talk about the targeted sanction but the sanctions are targeted by US, UK and EU, they are living perfectly fine and they do not travel a lot outside as they are high level government officials. It is okay for them but for the ordinary people it is not. They are suffering because all the international aid is blocked in one way or another. Investment is not coming. No one wants to invest in a country under sanctions.

Ask the IMF or World Bank why they cannot give the money to them. All the money they try to help Zimbabwe with goes to the NGOs and international organisations. If you are given $100 million, the people on the ground only get 20 percent of it. This is bad and this must change.

Is lifting sanctions everything to get Zimbabwe out of its challenges?

That is an important question. The government should make some democratic reforms, the freedom of speech, and freedom of association and give the opportunities to the people because the people are peaceful. The first thing is that the government should sit together with the opposition and all parties in a democratic manner and to think about how they can help their people together.

Land reform has been done in the last 20 years gradually here and there and there has been some kind of complaints as to why white farmers need compensation and black farmers are dysfunctional, these are myths going round. Black farmers are dysfunctional because they did not get any help from the government. You need first of all credit and you need technical help and you need seed and the government is in a terrible shape to give all these things. Of course there is disfunctionality but they cannot access resources there is land but they cannot do anything with it. If people find one square metres of land they just produce on it. The main problem is this corn based reliance. People are so obsessed with sadza, who brought maize to Zimbabwe? We should think about that.

Are you saying food diversification is a solution to the food problem?

Of course. The traditional food in Africa is very much good for the environmental conditions. Traditional small grains do to need too much water like maize and they should go back to this.

Tradition and Technology Take Centre Stage at BCFN Food Forum

MILAN, Italy, Dec 3 2019 (IPS) – A coffee producer will receive a cent and a half from a $2.50 cup of coffee. This one stark fact stood out as scientists, researchers, activists and grappled with solutions for change in food and nutrition practises, which would benefit the greater community.


While the solutions are many – slow food to artificial intelligence – it was clear that the delegates were united around one idea: Key to the solution is to ensure that the solutions need to be put in the hands of the broad community – not just in the hands of the powerful.

This also needs the commitment of every sector of society – from multi-national businesses to small scale local farmers.

This message was reinforced by Guido Barilla, founder of the Barilla Centre for Food and Nutrition at the 10th International Forum on Food and Nutrition. The forum had the theme of Fostering Business and Innovation while preserving Mother Earth.

He urged all stakeholders come together and educate on the importance of sustainable and virtuous food systems.

Professor Angelo Riccaboni agreed – cooperation between institutions, corporations, NGOs, philanthropic institution and academia was crucial for changing the trajectory.

Ertharin Cousin reminded delegates that biologist Paul Ehrlich once predicted large scale famines, particularly in India – but through innovation in the agricultural sector and community of actors involved in the Green Revolution, these grim visions were overcome.

Even so, she said the challenges are huge – and research suggests that by 2030 half the world’s population would suffer from some form of malnutrition, whether from a shortage of food or micronutrient deficiency.

Jeremy Oppenheim, founder of Systemiq, who used the example of the cup of coffee pointed out how starkly pointed out how unequal the chain of production, processing, distribution, consumption and the way it is disposed of requires a radical overall.

The mixed signals were unhelpful, he said.

“We’re sending all these mixed signals, every single day to people … In the next in the run up to Christmas again in the UK, food companies, and retailers will spend, 100 billion pounds – advertising largely unhealthy food.”

Mattia Galletti , IFAD Technical specialist, pointed out 70 million people in the world belong to different indigenous people and in studies in the Amazon, for example, where indigenous farming is practised there was no deforestation.

Carlo Petrini, Founder and President, Slow Food International, agreed. Local communities had the solution in their “DNA” and had essential answers to the critical problems of climate change.

“The biggest challenge today is climate change, and politicians are still ridiculing youth asking for climate justice,” says Petrini.

However, he warned that the economy needed to change – one that was rooted in local communities and not in the hands of a few. It was only then that sustainable development could be achieved. Any other solution was just “blah, blah, blah”, he warned.

However, Galina Peycheva-Miteva suggested that the “idea of farming” had to change.

“Farming is not considered prestigious by the young generation. We have to modernize and digitize farming. We have to make farming attractive again.”

If the return to traditional technologies and systems was a big discussion, so too was the use of modern technologies and artificial intelligence as a solution to food security and diet. The technology could be harnessed for everything from testing the soil, to encouraging people, through the use of Apps, to follow healthy diets.

What is clear, though, is that there needs to be a shared agenda for the future.

“We need everyone to work together, we must travel the same road. We need lawmakers to enact clear rules,” Barilla concluded.

EXTREMA, Brazil, Nov 29 2019 (IPS) – “They called me crazy” for fencing in the area where the cows went to drink water, said Elias Cardoso, on his 67-hectare farm in Extrema, a municipality 110 km from São Paulo, Brazil’s largest metropolis.


“I realized the water was going to run out, with cattle trampling the spring. Then I fenced in the springs and streams,” said the 60-year-old rancher. “But I left gates to the livestock drinking areas.”

Cardoso was a pioneer, getting the jump on the Water Conservancy Project, launched by the local government in 2005 with the support of the international environmental organisation The Nature Conservancy and the Forest Institute of the southeastern state of Minas Gerais, where Extrema, population 36,000, is located at the southern tip.

The project follows the fundamentals of the National Water Agency‘s Water Producer Programme, which focuses on different ways to preserve water resources and improve their quality, such as measures to conserve soil, preventing sedimentation of rivers and lakes.

But at the core of the project is the Payments for Environmental Services (PES), which in the case of Extrema compensate rural landowners for land they no longer use for crops or livestock, to restore forests or protect with fences.

The “Water Conservator” (Conservador das Águas) began operating in 2007, with contracts offered by the PES to farmers who reforest and protect springs, riverbanks and hilltops, which are numerous in Extrema because it is located in the Sierra de Mantiqueira, a chain of mountains that extends for about 100,000 square km.

“Then everyone jumped on board,” Cardoso said, referring to the project in the Arroyo das Posses basin, where he lives and where the environmental and water initiative began and had the biggest impact.

In the 14 years since it was launched, the project has only worked fully in three basins, where two million trees were planted and close to 500 springs were protected. It is now being extended to seven other watersheds.

“The goal is to reach 40 percent of forest cover with native species” in the municipality and “so far we already have 25 percent covered, and 10 percent is thanks to the Water Conservator,” said Paulo Henrique Pereira, promoter of the project as Environment Secretary in Extrema since 1995.

“Planting trees is easy, creating a forest is more complex,” the 50-year-old biologist told IPS, stressing that it’s not just about planting trees to “produce” and conserve water.

The project began with the prospecting of areas and the training of technicians, after the approval of a municipal PES statute, since there is no national law on remunerated environmental services.

“The bottleneck is that there is no skilled workforce” to reforest and implement water conservation measures, Pereira said.

The project now has its own nursery for the large-scale production of seedlings of native tree species, to avoid the past dependence on external acquisitions or donations, which drove up costs and made planning more complex.

The success of Extrema’s project, which has won dozens of national and international good practice awards, “is due to good management, which does not depend on the continuity of government,” said the biologist, although he admitted that it helped that he had been in the local Secretariat of the Environment for 24 years and that the mayors were of the same political orientation.

“It is a well-established project that is not likely to suffer setbacks,” he said.

The fact that the project offers both environmental and economic benefits helps keep it alive.

“My grandfather, who spent his life deforesting his property, initially rejected the project. It didn’t make sense to him to plant the same trees he had felled to make pasture for cattle,” said Aline Oliveira, a 19-year-old engineering student who is proud of the quality of life achieved in Extrema.

“When I was a girl, I didn’t accept the idea of protecting springs to preserve water either. I thought it was absurd to plant trees to increase water, because planting 200 or 300 trees would consume a lot of water. That was how I used to think, but then in practice I saw that springs survived in intact forest areas,” she said.

Later, when the PES arrived in the area, her grandfather gave in and more than 10 springs on the 112-hectare farm were reforested and protected. The payment is 100 municipal monetary units per hectare each year, currently equivalent to about 68 dollars.

“The PES is a secure income, while milk prices have dropped, and everything has become more expensive than milk in the last 10 years. In addition, there were losses due to lack of transportation, since there is no major dairy processing plant within 50 km,” she told IPS.

Thanks to the municipal payments, “we were able to invest in cows with better genetics, buy a milking parlor and improve health care for the cattle, thus increasing productivity,” which compensated for the reduction in pastures, added the student, who works for the project.

The programme coincided with a major improvement in the economy and quality of life in Extrema. “I was born in Joanópolis, where there were better hospitals than in Extrema. But now it’s the other way around” and people from there come to Extrema, 20 km away, for heath care, Oliveira said.

This is also due to the industrialisation experienced by Extrema in recent decades, which becomes evident during a walk around the town, where many new industrial plants can be seen.

The water conservation project has also contributed to the water supply for a huge population in the surrounding area.

The Jaguari River, which crosses Extrema, receives water from fortified streams and increases the capacity of the Jaguari reservoir, part of the Cantareira system, which supplies 7.5 million people in greater São Paulo, one-third of the total population of the metropolis.

“If the watersheds are deforested, degraded and sedimented, merely building reservoirs solves nothing,” said Arlindo Cortês, the head of environmental management at Extrema’s Secretariat of the Environment.

Extrema’s efforts have translated into local benefits, but contributed little to the water supply in São Paulo, partly because it is over 100 km away, said Marco Antonio Lopez Barros, superintendent of Water Production for the Metropolitan Region at the local Sanitation Company, Sabesp.

“No increase in the capacity of the Cantareira System has been identified since the 1970s,” he said in an interview with IPS.

“Thousands of similar initiatives will be necessary” to actually have an impact in São Paulo, because of the level of consumption by its 22 million inhabitants, he said, adding that improvements in basic sanitation in cities have greater effects.

São Paulo experienced a water crisis, with periods of rationing, after the 2014 drought in south-central Brazil, and faces new threats this year, as it has rained less than average.

Extrema also felt the shortage. “Since 2014 we have only had weak rains,” said Cardoso. The problem is the destruction of forests by the expansion of cattle ranching in the last three decades.

“The creek where I used to swim has lost 90 percent of its water. The recovery will take 50 years, the benefits will only be felt by our children,” he said.

EL CÓNDOR, Argentina, Nov 14 2019 (IPS) – In Argentina’s Puna region, at 4,000 metres above sea level, the color green is rare in the arid landscape, which is dominated by different shades of brown and yellow. In this inhospitable environment, daily life has improved thanks to a system of piping water downhill from rock glaciers to local communities.


“When I was a girl we would walk an hour or two to fetch water from the hills. Since we didn’t have jerry cans or buckets, we carried it in sheepskin bags,” Viviana Gerónimo, a 50-year-old Kolla indigenous woman, tells IPS.

“We also built dams, to retain rainwater. We used it for ourselves and for our animals,” she adds. Gerónimo, a married mother of five, lives in Hornaditas de la Cordillera, an indigenous hamlet of just 15 families in the province of Jujuy in northwest Argentina, a few kilometres from the Bolivian border.

The Puna highlands region is a desert where only a few shrubs grow to less than half a metre in height and where it hardly ever rains – the average is around 200 millimetres a year, almost all of which falls in the southern hemisphere summer: December to March.

These high plateaus located above 3,000 metres altitude in the Andes mountains cover not only northwest Argentina but also northern Chile and southern Bolivia and Peru.

Local inhabitants in the Puna region depend mainly on livestock, although they cannot raise cows due to the poor quality of the pastures.

Geronimo’s family has 80 llamas and 120 sheep – the domestic species that best adapt to the climate of the Puna, although the profit margins are slim. In fact, the local indigenous people rarely shear them anymore because the wool fetches such low prices. They raise them for their own consumption and to sell the surplus meat.

The Kolla are the largest of the dozen or so indigenous peoples in Jujuy, where 7.8 percent of the population was recognised as native in the last national census in 2010 – more than three times the national figure of only 2.4 percent. Officially, there are 27,631 members of the Kolla people, although the real number is probably much higher, as there are more than 100 Kolla communities in the Puna.

Water brings change

The water collection system benefits the indigenous communities of Hornaditas de la Cordillera, Escobar Tres Cerritos and Cholacor, and the town of El Condor, the municipal seat, which has a primary and secondary school and first aid clinic.

El Cóndor is an hour’s drive from La Quiaca, the main Argentine city on the border with Bolivia. It has about 400 inhabitants, while the communities of the rest of the municipality number less than 100 people in all.

Climate change also seems to be playing its part in exacerbating the scarcity of water. “Although the biggest problem here has always been water, our grandparents said it used to rain more,” says 53-year-old Ricardo Tolaba, another resident of Hornaditas.

“In the past, the ponds, where underground water comes to the surface, dried up in June or July, after the summer rains. Now they dry up in March or April,” he told IPS.

The most important resource are the so-called rock glaciers: moving ice in the mountains covered in rocks and debris which keep them from melting; invisible but strategic water reserves.

The province of Jujuy has 255 rock glaciers, according to the National Glacier Inventory published by the Argentine government in 2018.

With government support, the local communities built a system of underground pipes that run down the slopes for 33 kilometres, using the force of gravity to pipe water to different villages.

“Back in 2007 we began to talk to the communities about how we could build a solution to the lack of water,” says agronomist Julio Sardina, a technician with the Secretariat of Family Agriculture who has worked with the indigenous settlements of Jujuy for more than 20 years.

“The problem was that people in the lower-lying areas didn’t have water for their animals. And some wanted to plant crops but couldn’t because of the lack of water,” he adds during his tour with IPS through the different communities participating in the project, which are precariously connected by dirt roads in poor condition.

Sardina explains that the Secretariat of Family Agriculture provided the materials to build the system, thanks to funding from the Socioeconomic Inclusion in Rural Areas Project (Pisear), a national government programme.

From the outset, it was stipulated that the work had to be carried out by the members of the beneficiary communities.

“The project, besides bringing water to the villages, helped the communities organise and forge closer ties, since the families were isolated from each other,” says Sardina.

The system benefits some 600 people in an area where families are often nomadic, moving around to find the best pastures. Many Kolla Indians have communal land titles, which is not common among native peoples in Argentina.

When it reaches the communities, the water is stored in a tank. It is also piped to some of the houses and to water troughs for livestock.

But the greatest impact of the project was on agriculture, which has always been limited in the Puna region by the lack of water.

David Quiquinte, also from Hornaditas, proudly relates that “a 40-centimetre-deep ditch was dug, where the pipe was buried to prevent freezing,” since in the wintertime temperatures in the Puna region can drop to 25 degrees Celsius below zero.

“For nearly six months, the entire community threw its effort into this work… except for one or two people,” the 40-year-old local resident told IPS, without concealing his irritation with those who didn’t help out.

During meetings with technicians from the Secretariat of Family Agriculture, the indigenous communities in Jujuy’s Puna region raised their concern about the growth of the population of vicuñas, a wild South American camelid native to the Andean highlands.

The vicuña came close to extinction in the 1960s, but recovered thanks to protection measures agreed by the countries of the Puna ecoregion.

“We needed water, especially because there wasn’t enough for the animals. And in the meetings about the water system project, many people complained that the vicuñas were eating the grass needed by the llamas and sheep,” Luis Gerónimo, 30, who lives in the community of Escobar Tres Cerritos, told IPS.

That is how the idea arose for training for the “chaccu”, an ancestral practice that the Kolla Indians have taken up again, as have other indigenous communities in Bolivia and Peru, which consists of capturing, shearing and releasing wild vicuñas.

“We’ve been practicing the chaccu for five years and people no longer see vicuñas as a problem. Today they are taken care of. The llamas and sheep graze in the lowlands and the hills are left to the vicuñas,” says Luis Gerónimo.

The chaccu and the water project pursue the same ultimate goal: to enable people from the communities to stay in Jujuy’s Puna region instead of migrating to the cities.

“I am one of the people who went to work in different parts of Argentina and came back. And I’m convinced that we have the resources to keep young people in the Puna,” says Tolaba.

He points out that “the main need in the Puna has always been water. Walking for hours to fetch water or to take the animals to drink are things we’ve been used to since we were kids here.”

But “with this project, things have begun to change,” he adds.

India Promotes South-South Cooperation, but Key Questions Unaddressed

At his speech at the United Nations Convention to Combat Desertification (UNCCD) summit in Delhi, Prime Minister Narendra Modi emphasised South-South cooperation and technology solutions, but issues of land ownership dog the ongoing negotiations.

As the second week of the UNCCD Conference of Parties (COP) kicked off in Delhi, Indian Prime Minister Narendra Modi highlighted South-South cooperation and issues of land degradation.

Speaking at the opening ceremony of the high level segment, he said that it was increasingly accepted that climate change impacts were leading to a loss of land, plants and animal species, and that it was causing, “land degradation of various kinds (including) rise of sea levels, wave action, and erratic rainfall and storms”.

All of these issues have a significant impact on India, and other developing countries, and as such, the Prime Minister advocated, “greater South-South cooperation in addressing climate change, biodiversity and land degradation.”

He said India would act both internally and externally on this. Domestically, he said that India was increasing its commitment to restore 21 million hectares of land by 2030 to 26 million hectares, an increase of 5 million hectares. The co-benefit of this would be that it would help create a carbon sink for 2.5-3 billion tonnes of carbon through increased tree cover.

On external action, he said that India was, “happy to help other friendly countries cost-effective satellite and space technologies,” and that it would be creating a Centre for Excellence at the Indian Council for Forestry Research and Education in Dehradun to promote South-South cooperation, where other countries could access technology and training.

Hard questions

Nevertheless, this avoids some of the hard questions that have been dogging the UNCCD COP. Who owns the land? Who is responsible when the land is no longer able to support a livelihood, and a farmer is forced to migrate?

These are not questions anyone thought about when they launched the UNCCD 25 years ago. But since degradation of land due to a variety of reasons precedes desertification, these questions are increasingly worrying policymakers, especially from developing countries. At the ongoing New Delhi summit, the issues have come to the fore, and have divided governments along the lines of developed and developing nations, a process familiar to observers of UN climate negotiations.

Despite Narendra Modi’s speech at the high level segment, these issues remained unresolved, with bureaucrats awaiting instructions from the 100-odd ministers gathered at the Indian capital.

The NGOs who work on farming issues are clear that land degradation cannot be halted unless farmers around the world have guaranteed rights over the land on which they grow food for everyone. This may sound like a no-brainer, but estimates show that globally only around 12% of all farmers can claim legal rights over the land they till. To this, experts would like to add the land held in various forms of community ownership, sometimes by indigenous communities. But few countries have strong laws to protect such ownership.

In the first week of the New Delhi summit, developing country governments have wanted this issue of land tenure being discussed at the UNCCD forum, and developed countries – led by the US delegation – have opposed the inclusion. The industrialised countries say it is an issue of different laws in different countries, and discussing it in the UN is not going to help.

Land tenure

But, with land degradation being inextricably tied up with climate change and biodiversity, the urgency of the situation may force UNCCD to discuss land tenure in this and future meetings, and to come up with possible solutions.

The solutions are not always as straightforward as they may seem, warned UNCCD chief scientist Baron Orr in a conversation with thethirdpole.net. Think of what a farmer – especially a smallholder farmer – is likely to do if offered a high price for land. Most of them are likely to sell, as evidenced by the mushrooming malls, offices and homes all around the current summit venue, which was all farmland just about a decade ago. And what happens to our food supply if this replicated globally?

Land tenure is important to halt degradation because people naturally provide better protection to land they own. But it is not enough. A farmer faced with competitors using chemical fertilisers and pesticides is not going to move to organic farming just because that is better for the soil.

Most farmers cannot afford to do that. They need help, as was seen in India when the state of Sikkim pledged to do only organic farming. Sikkim is a relatively small state – replicating that kind of help on a global or even national scale may need far more money than is available for the purpose, as Orr pointed out.

Land tenure is also an area where women face discrimination in a big way. Data journalism site IndiaSpend reported that 73.2% of the country’s rural women workers are farmers, but have only 12.8% of India’s land holdings.

Migration: the hot potato

Farmers being forced to migrate because their farms can no longer support them due to land degradation and climate change is the hottest potato of them all. Developed countries are united in opposing this major “push” factor in migration, insisting that people migrate only due to “pull” factors such as better economic opportunities. Developing countries, especially those from the Sahel belt stretching from the western to the eastern coast of Africa, point to numerous instances where farmers are forced off land gone barren, and insist on this issue being discussed by UNCCD.

Former UNCCD chief Monique Barbut has said almost all Africans trying to move to Europe are doing so due to land degradation and drought. Without putting it in words that strong, current UNCCD chief Ibrahim Thiaw has backed the inclusion of migration in the conference agenda.

As host government and conference president, India may have to use all its diplomatic skills if this knot is to be untied during this summit – an especially tricky manoeuvre because India has consistently refused to accept that immigrants from Bangladesh are entering this country because their farms can no longer support them.

And it is not just migration across countries. At a meeting organised on the sidelines of the summit by local government organisation ICLEI, mayor after mayor got up to say farmers are coming into their cities in increasing numbers due to land degradation and climate change, but they have no budget to provide any housing, water, electricity, roads or any form of livelihood to these millions of immigrants.

Still, developed country delegations insist UNCCD is not the right forum to discuss migration. What all 196 governments and the European Union agree upon in the next day or two remains to be seen.

Human efforts

Prakash Javadekar, India’s Minister of Environment, Forests and Climate Change and the conference president, had said at the opening, “If human actions have created the problems of climate change, land degradation and biodiversity loss, it is the strong intent, technology and intellect that will make (the) difference. It is human efforts that will undo the damage and improve the habitats. We meet here now to ensure that this happens.” This foreshadowed what the Prime Minister said today.

He pointed out that 122 countries, among them Brazil, China, India, Nigeria, Russia and South Africa, which are among the largest and most populous nations on earth, “have agreed to make the Sustainable Development Goal of achieving land degradation neutrality a national target.”

Thiaw drew attention to the warnings sounded by recent scientific assessments and the growing public alarm at the frequency of weather-related disasters such as drought, forest fires, flash floods and soil loss. He urged delegates to be mindful of the opportunities for change that are opening up, and take action. The response of governments from developed countries will decide how useful the current summit will be.

The world is in trouble otherwise. The current pace of land transformation is putting a million species at risk of extinction. One in four hectares of this converted land is no longer usable due to unsustainable land management practices. These trends have put the well-being of 3.2 billion people around the world at risk. In tandem with climate change, this may force up to 700 million people to migrate by 2050.

NEW DELHI, Sep 4 2019 (IPS) – Expectations are high, perhaps too high, as the 14th Conference of the Parties (CoP 14) of the United Nations Convention to Combat Desertification (UNCCD), now into the third day of its two-week session, is being held outside the smog-filled Indian capital of New Delhi.


At the inauguration on Monday, India’s minister for environment, forests and climate change, Prakash Javadekar, soon after ceremonies to mark his taking over as president of the Convention for the next two years, said he would be happy if CoP 14 could achieve consensus on such difficult issues as drought management and land tenure.

Other issues on the agenda of CoP14, themed ‘Restore land, Sustain future’ and located in Greater Noida, in northern Uttar Pradesh state, include negotiations over consumption and production flows that have a bearing on agriculture and urbanisation, restoration of ecosystems and dealing with climate change.

According to Ibrahim Thiaw, executive secretary of the Convention, CoP14 negotiations would be guided by, its own scientific papers as well as the Special Report on Climate Change and Land of the U.N. Intergovernmental Panel on Climate Change (IPCC), released in August.

The IPCC report covered interlinked, overlapping issues that are at the core of CoP14 deliberations — climate, change, desertification, and degradation, sustainable land management, food security and greenhouse gas fluxes in terrestrial ecosystems.

“Sustainable land management can contribute to reducing the negative impacts of multiple stressors, including climate change, on ecosystems and societies,” the IPCC report said. It also identified land use change as the largest driver of biodiversity loss and as having the greatest impact on the environment.

Javadekar said he saw hope in the fact that of the 196 parties to the Convention 122, including some of the most populous like Brazil, China, India, Nigeria, Russia and South Africa have agreed to make the U.N. Sustainable Development Goal of achieving land degradation neutrality (LDN) targets by 2030 as national objectives.

But the difficulty of seeing results on the ground can be gauged from India’s own difficult situation. Nearly 30 percent of India’s 328 million hectares, supporting 1.3 billion people, has become degraded through deforestation, over-cultivation, soil-erosion and wetland depletion, according to a satellite survey conducted in 2016 by the Indian Space Research Organisation.

A study, conducted last year by The Energy and Resource Institute (TERI), an independent think-tank based in New Delhi, estimates India’s losses from land degradation and change in land use to be worth 47 billion dollars in 2014—2015.

The question before CoP14 is how participating countries can slow down loss of land and along with it biodiversity threatening to impact 3.2 billion people across the world. “Three out of every four hectares have been altered from their natural states and the productivity of one every four hectares of land has been declining,” according to UNCCD.

Running in parallel to CoP14 is the 14th session of UNCCD’s committee on science and technology (CST14), a subsidiary body with stated objectives — estimating soil organic carbon lost as a result of land degradation, addressing the ‘land-drought nexus’ through land-based interventions and translating available science into policy options for participating countries.

On Tuesday, as CoP4 launched into substantive business, the participants at the CST and other subsidiary bodies began to voice real apprehensions and demands.

Bhutan representing the Asia Pacific group, highlighted the need for cooperation at all levels to disseminate and translate identified technologies and knowledge into direct benefits for local land users.

Bangladesh pointed out that LDN targets are sometimes linked to transboundary water resources and also called for mobilising additional resources for capacity building.

Colombia, speaking for the Latin America and Caribbean group, appreciated the value of research by the scientific panels, but urged introduction of improved technologies and mitigation strategies to reduce the direct impacts of drought on ecosystems, starting with soil  degradation.

Russia, on behalf of Central and Eastern Europe, mooted the establishment of technical centres in the region to support the generation of scientific evidence to prevent and manage droughts, sustainable use of forests and peatlands and monitoring of sand and dust storms.

Civil society organisations, led by the Cape Town-based Environmental Monitoring Group, were also critical of the UNCCD for putting too much emphasis on LDN and demanded optimisation of land use through practical solutions that would ensure that carbon is retained in the soil.

“Retaining carbon in the soil is of particular value to India and its neighbouring countries, which presently have the world’s greatest rainwater runoffs into the sea,” says Himanshu Thakkar, coordinator, South Asia Network on Dams, Rivers and People (SANDRP), a New Delhi based NGO, working on the water and environment sectors.

“What South Asian countries need to do urgently is to improve the rainwater harvesting so as to recharge groundwater aquifers and local water bodies in a given catchment so that water is available in the post-monsoon period that increasingly see severe droughts,” Thakkar tells IPS. “This is where governments can be supportive.”

Benefits such as preventing soil degradation and consequent landslides that have become a common feature in South India, Sri Lanka and Bangladesh.

A study published in May said half of the area around 16 of India’s 24 major river basins is facing  droughts due to lowered soil moisture levels while at least a third of its 18 river basins has become non-resilient to vegetation droughts.

Responding to the suggestions and demands the Secretariat highlighted  recommendations to ensure mainstreaming of LDN targets in national strategies and action programmes, partnerships on science-policy to increase awareness and understanding of LDN and collaborations to assess finance and capacity development needs.

In all, the delegates, who include 90 ministers and more than 7,000 participants drawn from among government officials, civil society and the scientific community from the 197 parties will thrash out 30  decision texts and draw up action plans to strengthen land-use policies and address emerging threats such as droughts, forest fires, dust storms and forced migration.

“The agenda shows that governments have come to CoP14 ready to find solutions to many difficult, knotty and emerging policy issues,” said Thiaw at the inaugural session. The conference ends with the parties signing a ‘New Delhi Declaration’ outlining actions to meet UNCCD goals for 2018-2030.
