UAYMA, Mexico , Apr 26 2022 (IPS) – Every other Tuesday at 5:00 p.m. sharp, a group of 26 Mexican women meet for an hour to discuss the progress of their work and immediate tasks. Anyone who arrives late must pay a fine of about 25 cents on the dollar.


The collective has organized in the municipality of Uayma (which means “Not here” in the Mayan language) to learn agroecological practices, as well as how to save money and produce food for family consumption and the sale of surpluses.

“We have to be responsible. With savings we can do a little more,” María Petul, a married Mayan indigenous mother of two and a member of the group “Lool beh” (“Flower of the road” in Mayan), told IPS in this municipality of just over 4,000 inhabitants, 1,470 kilometers southeast of Mexico City in the state of Yucatán, on the Yucatán peninsula.

The home garden “gives me enough to eat and sell, it helps me out,” said Petul as she walked through her small garden where she grows habanero peppers (Capsicum chinense, traditional in the area), radishes and tomatoes, surrounded by a few trees, including a banana tree whose fruit will ripen in a few weeks and some chickens that roam around the earthen courtyard.

The face of Norma Tzuc, who is also married with two daughters, lights up with enthusiasm when she talks about the project. “I am very happy. We now have an income. It’s exciting to be able to help my family. Other groups already have experience and tell us about what they’ve been doing,” Tzuc told IPS.

The two women and the rest of their companions, whose mother tongue is Mayan, participate in the project “Women saving to address climate change”, run by the non-governmental Ko’ox Tani Foundation (“Let’s Go Ahead”, in Mayan), dedicated to community development and social inclusion, based in Merida, the state capital.

This phase of the project is endowed with some 100,000 dollars from the Commission for Environmental Cooperation (CEC), the non-binding environmental arm of the North American Free Trade Agreement (NAFTA), formed in 1994 by Canada, the United States and Mexico and replaced in 2020 by another trilateral agreement.

The initiative got off the ground in February and will last two years, with the aim of training some 250 people living in extreme poverty, mostly women, in six locations in the state of Yucatán.

The maximum savings for each woman in the group is about 12 dollars every two weeks and the minimum is 2.50 dollars, and they can withdraw the accumulated savings to invest in inputs or animals, or for emergencies, with the agreement of the group. Through the project, the women will receive seeds, agricultural inputs and poultry, so that they can install vegetable gardens and chicken coops on their land.

The women write down the quotas in a white notebook and deposit the savings in a gray box, kept in the house of the group’s president.

José Torre, project director of the Ko’ox Tani Foundation, explained that the main areas of entrepreneurship are: community development, food security, livelihoods and human development.

“What we have seen over time is that the savings meetings become a space for human development, in which they find support and solidarity from their peers, make friends and build trust,” he told IPS during a tour of the homes of some of the savings group participants in Uayma.

The basis for the new initiative in this locality is a similar program implemented between 2018 and 2021 in other Yucatecan municipalities, in which the organization worked with 1400 families.

Unequal oasis

Yucatan, a region home to 2.28 million people, suffers from a high degree of social backwardness, with 34 percent of the population living in moderate poverty, 33 percent suffering unmet needs, 5.5 percent experiencing income vulnerability and almost seven percent living in extreme poverty.

The COVID-19 pandemic that hit this Latin American country in February 2020 exacerbated these conditions in a state that depends on agriculture, tourism and services, similar to the other two states that make up the Yucatán Peninsula: Campeche and Quintana Roo.

Inequality is also a huge problem in the state, although the Gini Index dropped from 0.51 in 2014 to 0.45, according to a 2018 government report, based on data from 2016 (the latest year available). The Gini coefficient, where 1 indicates the maximum inequality and 0 the greatest equality, is used to calculate income inequality.

The situation of indigenous women is worse, as they face marginalization, discrimination, violence, land dispossession and lack of access to public services.

Climate crisis, yet another vulnerability

Itza Castañeda, director of equity at the non-governmental World Resources Institute (WRI), highlights the persistence of structural inequalities in the peninsula that exacerbate the effects of the climate crisis.

“In the three states there is greater inequality between men and women. This stands in the way of women’s participation and decision-making. Furthermore, the existing evidence shows that there are groups in conditions of greater vulnerability to climate impacts,” she told IPS from the city of Tepoztlán, near Mexico City.

She added that “climate change accentuates existing inequalities, but a differentiated impact assessment is lacking.”

Official data indicate that there are almost 17 million indigenous people in Mexico, representing 13 percent of the total population, of which six million are women.

Of indigenous households, almost a quarter are headed by women, while 65 percent of indigenous girls and women aged 12 and over perform unpaid work compared to 35 percent of indigenous men – a sign of the inequality in the system of domestic and care work.

To add to their hardships, the Yucatan region is highly vulnerable to the effects of the climate crisis, such as droughts, devastating storms and rising sea levels. In June 2021, tropical storm Cristobal caused the flooding of Uayma, where three women’s groups are operating under the savings system.

For that reason, the project includes a risk management and hurricane early warning system.

The Mexican government is building a National Care System, but the involvement of indigenous women and the benefits for them are still unclear.

Petul looks excitedly at the crops planted on her land and dreams of a larger garden, with more plants and more chickens roaming around, and perhaps a pig to be fattened. She also thinks about the possibility of emulating women from previous groups who have set up small stores with their savings.

“They will lay eggs and we can eat them or sell them. With the savings we can also buy roosters, in the market chicks are expensive,” said Petul, brimming with hope, who in addition to taking care of her home and family sells vegetables.

Her neighbor Tzuc, who until now has been a homemaker, said that the women in her group have to take into account the effects of climate change. “It has been very hot, hotter than before, and there is drought. Fortunately, we have water, but we have to take care of it,” she said.

For his part, Torre underscored the results of the savings groups. The women “left extreme poverty behind. The pandemic hit hard, because there were families who had businesses and stopped selling. The organization gave them resilience,” he said.

In addition, a major achievement is that the households that have already completed the project continue to save, regularly attend meetings and have kept producing food.

China’s Entry into the Muslim World

ISLAMABAD, Pakistan, Apr 7 2022 (IPS) – The retrenchment of American power in the Middle East and the larger Muslim world, coupled with the war in Ukraine, has provided a geopolitical breather for China. Beijing is effectively deploying this to make strategic inroads into the region, given this vacuum and focus on Europe.


The recent invitation to Chinese Foreign Minister Wang Yi to address the Organisation of Islamic Cooperation (OIC) conference in Islamabad is a ‘historic first,’ and a significant breakthrough for Chinese diplomacy. For the first time, the foreign minister of the Peoples Republic of China was invited to address the most representative platform of the 57-member body representing the 1.5 billion Muslims.

During his speech at the OIC conference in Islamabad on the 22nd March 2022, Foreign Minister Wang Yi talked about the “long standing relationship between China and the Muslim world” and reaffirmed that China would continue supporting Muslim countries in their quest for political independence and economic development.

Historically, China has always been etched in the Muslim consciousness as a country with a great civilisation based on knowledge, learning and development. For example, there is a famous saying of the Holy Prophet Mohammad (Peace Be Upon Him), 1,400 years ago, which urged Muslims to “seek knowledge, even if you have to go to China,” implying that although China was physically far away from Arabia, it was a land of learning.

Soon after the end of the Cold War in the 1990s, a professor of the prestigious American university Harvard, Prof. Samuel Huntington, talked of a ‘clash of civilisations’ in which he implied that Western civilization would be at odds with both the Islamic and the Confucian civilisations. Interestingly, he also talked of a united front of the Islamic and Confucian civilisations.

During his speech at the conference on Dialogue among Civilisations, held in Beijing in May 2019, Chinese President Xi Jinping mentioned the contribution of the Islamic civilisation to “enrich the Chinese civilisation” and also referred to the Holy Mosque in Makkah (Mecca) as well as the travels to China of the Muslim explorer, Ibn Batuta, who wrote favourably on China and the Chinese people.

China has a longstanding relationship with the Muslim world. After the Chinese revolution in 1949, Pakistan was the first country in the Muslim world to recognise the People’s Republic of China in May 1950. The first institutional interaction between China and the Muslim countries took place at the 1955 Afro-Asian Summit in Bandung, Indonesia.

It was hosted by the world’s largest Muslim country, Indonesia and Pakistan and China were among the countries attending this historic summit. China shares a border with 14 countries, five of which are members of the OIC and none of these have border disputes with China.

In January 1965, when the Palestine Liberation Organisation (PLO), was formed, China was among the first countries who recognised it. And in the 1960s and early 70s, China also provided material support and aid to various Muslim countries that were facing economic and political pressures, including Pakistan, Nigeria, Indonesia, South Yemen and Egypt.

As a permanent member of the United Nations Security Council, China also has been in the forefront of countries that have a proactive approach to the Muslim world. China, for example, presented a Middle East peace plan and it was unveiled during visits to China in May 2013 by the President of the Palestinian Authority, Mehmood Abbas, and the Prime Minister of Israel, Benjamin Netanyahu.

During his meeting with the two leaders, President Xi Jinping presented the 4-point peace plan that called for an independent Palestine State alongside Israel, based on the 1967 borders, with East Jerusalem as its capital. While recognising Israel’s right to exist in security, the Chinese peace plan also called for an end to building Jewish settlements in the occupied territories of Palestine, cessation of violence against civilians and termination of the Israel blockade of Gaza.

The peace plan also called for resolving the issue of Palestinian prisoners in Israeli jails and sought more humanitarian assistance for the Palestinians, while underlining that these are “necessary for the resumption of peace talks between Israel and Palestinian Authority.”

China also has been principled on the issue of Syria urging an end to both interference in Syrian affairs and an end to the Syrian civil war. In January 2022, China invited Syria to be part of the Belt & Road Initiative (BRI).

China today is the largest importer of crude oil in the world and almost 50% of that oil comes from the Muslim countries of the Middle East, especially Saudi Arabia, Iran and the UAE. Saudi Arabia has also invited President Xi Jinping to visit the Kingdom and there have been media reports that China and Saudi Arabia are engaged in discussions to have their oil trade done partially in Yuan or the RMB, the Chinese currency.

Defence cooperation between China and the Muslim world is also expanding and the Chinese advanced jetfighter J10C is now in use in countries like Pakistan and the UAE. In January 2022, China and Iran signed a comprehensive Strategic Accord which will run for 25 years, worth well over $400 billion dollars.

The centre piece of China’s relationship with the Muslim world today is the BRI. Interestingly, the BRI was launched in two phases by President Xi Jinping, with two important speeches in two different Muslim countries. In September 2013, during the speech in Astana, capital of Kazakhstan, President Xi Jinping announced the launch of the Silk Road Economic Belt.

During another speech in Jakarta, capital of Indonesia, in November 2013, President Xi Jinping announced the launch of the Maritime Silk Road, both pillars of the BRI. And during his speech at the OIC conference on the 22nd March, Foreign Minister Wang Yi said that “China is investing over 400 billion dollars in nearly 600 projects across the Muslim world under the BRI.”

He underlined that “China is ready to work with Islamic countries to promote a multi-polar world, democracy in international relations and diversity of human civilisation, and make unremitting efforts to build a community with a shared future for mankind”. On the issue of Palestine and Kashmir, Wang Yi said that “China shares the same aspirations as the OIC, seeking a comprehensive and just settlement of these disputes.”

Another example of close ties between China and the Muslim world was the February 2022 Beijing Winter Olympics, where a majority of Muslim countries like Pakistan, Egypt, Saudi Arabia, UAE and Qatar had a high level of representation, despite the boycott called by certain Western countries. Also, only last week, on the 30th March, China hosted an important conference, the Meeting of Foreign Ministers of Afghanistan’s Neighboring Countries, which was well attended.

China has also received support from Muslim countries on the issue of Xinjiang at the UN Human Rights Council. In fact, in July 2019, when a group of 22 nations led by the West sent a letter to the UN Human Rights Council criticising China on Xinjiang, not a single Muslim country was a signatory of that letter, while another group of 37 countries submitted a letter on the same issue defending Chinese policies.

These countries included all the six Gulf countries plus Pakistan, Algeria, Syria, Egypt, Eritrea, Nigeria, Somalia, and Sudan — all Muslim countries.

Given the changing geopolitical scenario, where there is a shift in the global balance of economic and political power, away from West and toward the East, followed by calls for a New Cold War, China’s thrust for cooperation and connectivity, given the common threat of the Coronavirus pandemic and the need for connectivity through BRI, has a broad resonance in the Muslim world.

The Muslim countries see their relations with China as a strategic bond to promote stability, security and economic development in the Muslim world and the BRI has become the principal vehicle in the promotion of such an approach.

In the coming years, China’s partnership with the Muslim world is likely to be strengthened, given the mutuality of interests and the convergence of worldviews in upholding a world order based on International Law, the UN Charter and the Five Principles of Peaceful Coexistence.

Ironically, thirty years after enunciating the Huntington thesis on the ‘clash of civilisations,’ which talked of the Islamic and Confucian Civilisations co-existence with each other but possible confrontation with Western Civilisation, recent developments may be pointers to a self-fulfilling prophecy!

SANTIAGO, Mar 9 2022 (IPS) – Chile could change the course of its history and become a diverse and multicolored country this year with a “plurinational and intercultural state” that recognizes and promotes the development of the native peoples that inhabited this territory before the Spanish conquest.


By 112 votes in favor and 32 against, the constitutional convention approved this proposal which now forms part of the draft constitution that Chilean voters will approve or reject in an August or September referendum.

The constitutional convention is debating and drafting a new constitution which is the result of the work of 155 constituents – half men and half women, with 17 indigenous members – elected by popular vote in October 2020 who began the task on Jul. 4, 2021. They have until Jul. 4 to finish their work.

In the country’s last census, in 2017, 2.18 million Chileans self-identified as indigenous people.

In other words, 12.8 percent of the 17.07 million inhabitants of Chile at that time (today the population stands at 19.4 million) were recognized as belonging to one of the indigenous peoples distributed throughout this long narrow South American country: the Mapuche (the largest native group), followed by the Aymara, Rapa Nui, Diaguita, Atacameño, Quechua, Colla, Kawesqar and Yagan.

Domingo Namuncura, a Mapuche social worker and professor at the Catholic University of Valparaíso, told IPS that “we are facing a very important historic event. The declaration of a plurinational State has always been a dream of the indigenous peoples of Chile.”

The creation of the constitutional convention was the response to months of protests and social unrest in 2019, the repression of which tainted the second term of right-wing President Sebastián Piñera, a businessman who had already governed the country between 2010 and 2014, and who will be succeeded as of Mar. 11 by the leftist Gabriel Boric, winner of the December elections.

Chile has been governed since 1980 by the constitution imposed by the dictatorship of General Augusto Pinochet (1973-1990), who used legislation to put in place a neoliberal and authoritarian economic and political regime, which democratic governments have only been able to partially dismantle since 1990.

The result is a country with a dynamic economy based on exports of mining and agricultural products, but with one of the most unequal societies in the world, which was at the basis of the 2019 demonstrations, as was the failure to fulfill promises of change, such as a new constitution, the reform of the educational system or improvements in social rights.

Arguments of the constituents

No previous Chilean constitution has mentioned indigenous people and their rights, by contrast with other Latin American constitutions that have emerged since 1980. And the only precedent of declaring a “plurinational state” is that of neighboring Bolivia, which did so in its 2009 constitution.

They are erased from the constitution because they were made invisible socially, culturally, economically, politically and militarily,” said Namuncura.

Adolfo Millabur, Chile’s first Mapuche mayor, elected in 1996 in the southern town of Tirúa, resigned from his post to become a member of the constitutional convention, to occupy one of the seats reserved for Mapuche representatives. He maintained that “if Chile is transformed and defines itself as a plurinational state, what changes is its democratic vocation.”

“By acknowledging the peoples that lived here prior to the creation of the Chilean State, a collective actor is given value. Different forms of relations should begin to be established, especially in the area of political definition and participation,” he told IPS.

Lawyer Tiare Aguilera, a member of the constitutional convention from the Rapa Nui people, believes that “the most important thing is to reach the referendum with a citizenry that is informed about plurinationality and its implications.”

In her view, “through plurinationality, our country will finally be able to advance towards reparations for the native peoples of Chile.

“There is a great deal of ignorance among the public. If we correctly inform and educate the public about their meanings and implications, we believe that the changes in the definition of the State will be understood,” she told IPS.

Jaime Bassa, a member of the constitutional convention who was its vice-president until January, said “the normative proposals approved in commissions and in the plenary on plurinationality speak to us of a sense of reality, of accepting ourselves in legitimate diversity and coexistence, of recognizing our historical roots, of valuing ourselves based on our cultural identity.

“In comparative experiences, plurinationalism and multilingualism have brought about interesting cultural changes that have led to innovative and sustainable development alternatives,” he told IPS.

In his opinion, “the growth and development model we are moving towards within the framework of the constituent process that is underway should promote ethics and inter-territorial solidarity, care for the environment and sustainability, as foundations for political equality, and to ensure collaborative, resilient contexts of respect for rights that allow us to broaden and deepen our democracy.”

Bassa said the constitutional convention “is working on a proposal for a plurinational and decentralized legislative power in which there is equality, which would give rise to representation for the different territories, that would participate in the process of law-making, effectively representing the peoples and nations that coexist within the State.”

The regulation approved on Feb. 17 states that “Chile is a regional, plurinational and intercultural State made up of autonomous territorial entities, within a framework of equity and solidarity among all of them, preserving the unity and integrity of the State.”

According to Namuncura, who was the first Mapuche to serve as a Chilean ambassador, to Guatemala, “Chile has always been plurinational because it is constituted on the basis of different native populations that were already in this territory and that joined as native peoples or nations, by force or otherwise, in the construction of the national State.

“From the Aztec, Mayan, Inca and Mapuche cultures, before the arrival of the Spaniards, America was already a plurinational continent populated by more than 1,200 indigenous nationalities that were formed many centuries ago,” he pointed out.

The convention is also discussing other norms for indigenous peoples, such as their own courts of justice in coordination with the national justice system, a parliament with indigenous representation and a regime governing natural resources located in their territories.

Business leaders unhappy

This process is of great concern to the business leaders grouped in the Confederation of Production and Commerce (CPC), whose board, headed by Juan Sutil, met several times with Mapuche representative Elisa Loncón, who was president of the convention until January, and her successor, María Elisa Quinteros.

The CPC was behind numerous Popular Standards Initiatives seeking to include its positions in the debate. It invited everyone to support these initiatives “that defend the values of freedom of thought and free enterprise,” among others, in order to achieve “a robust democracy” with public-private collaboration.

The CPC gathered 507,852 signatures and was able to submit 16 initiatives with its views on the constituent process. Three of them have already been rejected: “Free enterprise”, “Economic model, freedom of entrepreneurship and promotion of small and medium-sized enterprises”, and “Water for all”. One more is still being processed: “Towards sustainable mining for Chile”.

Business leaders have raised the tone of their opposition to the convention, which they accuse of distancing itself from the real Chile and from the work for a constitution for all.

“I am concerned that the constitution that is being drafted is not generating the proper balances and will not be a constitution that takes into account the sensibilities of all Chileans,” said Sutil.

Those sensitivities, he said, are especially from “a minority sector, which could be the center right, the right and even people from the center within the convention itself who are not being taken into consideration at all,” he told a local radio station.

“Chile is much more than what the constitutional convention reflects. The correlation of forces is very different in the real Chile than what is happening in the convention,” he argued.

According to Sutil, criticism of the convention is widespread and “this is bad not only because it jeopardizes the process, but also because it jeopardizes the future of the country from an institutional point of view, and from the point of view of its development and growth.”

Forestry companies own approximately 1.9 million hectares in an enormous area in the south, across three of the country’s regions. A significant part of these hectares are the ancestral lands of indigenous peoples.

Precedents of a truth commission

The Historical Truth and New Deal with Indigenous Peoples Commission, created by then president Ricardo Lagos in 2001 and composed of 24 members with cross-cutting representation, found that 500,000 hectares were awarded to indigenous peoples between 1884 and 1929. This was verified after reviewing 413 titles issued in that time span.

The purpose of the Commission was to “correct the historical invisibility of native peoples, recognize their identity, repair the damage done to them and contribute to the preservation of their culture.”

In its final report, in 2003, the Commission proposed a hundred measures. In the area of land, it called for protecting lands belonging to indigenous peoples, demarcating and titling ancestral lands of native communities, and establishing a land reclamation mechanism.

Regarding natural resources, it proposed recognizing the indigenous peoples’ right of ownership, use, administration and benefit, the preferential right in State concessions, and the right of use, management and conservation.

So far, the greatest gesture by the State for the mistreatment of indigenous peoples was made by the current United Nations High Commissioner for Human Rights Michelle Bachelet, who as president of Chile (2006-2010 and 2014-2018) apologized in June 2017 to the Mapuche in a solemn official act for “the errors and horrors” committed against them.

Namuncura believes that a pending task is “to reach a political agreement with the large forestry companies so that a part of these lands, which today are their property, are returned to the indigenous peoples through a long-term political and financial commitment, with the possibility of considering the value of this restitution.”

The wording already approved for the first draft will now be analyzed by the Harmonization Commission, which will ensure “the concordance and coherence of the constitutional norms approved by the plenary.”

The version that emerges from that process will be voted by the plenary which, by two thirds, will define the text to be voted on by all Chileans in the referendum.

A Tale of Two Refugee Crises

GENEVA, Mar 7 2022 (IPS) Russia’s brutal and devastating invasion of Ukraine has triggered the largest and fastest refugee movement in Europe since World War II. After only a single week, more than one million people had already fled the country.


The UN High Commissioner for Refugees (UNHCR) initially predicted that as many as four million people would flee; the UN now thinks that some 10 million will eventually be displaced.

While the EU calls this the largest humanitarian crisis that Europe has witnessed in “many, many years,” it is important to remember that it was not so long ago that the continent faced another critical humanitarian challenge, the 2015 refugee “crisis” spurred by the conflict in Syria.

But the starkly different responses that Europe has directed at these two situations—in addition to its draconian response to ongoing African migration across the Mediterranean—provide a cautionary lesson for those hoping for a more humane, generous Europe.

These differences also help explain why some of those fleeing Ukraine—in particular, nationals from Africa, Asia, and the Middle East—are not receiving the same generous treatment as the citizens of Ukraine.

Ukraine’s neighbours have thus far responded with an outpouring of public and political support for the refugees. Political leaders have said publicly that refugees from Ukraine are welcome and countries have been preparing to receive refugees on their borders with teams of volunteers handing out food, water, clothing, and medicines.

Slovakia and Poland have said that refugees fleeing the war in Ukraine will be allowed to enter their countries even without passports, or other valid travel documents; other EU countries, such as Ireland, have announced the immediate lifting of visa requirements for people coming from Ukraine.

Across Europe, free public transport and phone communication is being provided for Ukrainian refugees. On 3 March, the EU voted to activate the Temporary Protection Directive, introduced in the 1990’s to manage large-scale refugee movements during the Balkans crisis.

Under this scheme, refugees from Ukraine will be offered up to three years temporary protection in EU countries, without having to apply for asylum, with rights to a residence permit and access to education, housing, and the labour market.

The EU also proposed simplifying border controls and entry conditions for people fleeing Ukraine. Ukrainian refugees can travel for 90 days visa-free throughout EU countries, and many have been moving on from neighbouring countries to join family and friends in other EU countries. Throughout Europe, the public and politicians are mobilizing to show solidarity and support for those fleeing Ukraine.

This is how the international refugee protection regime should work, especially in times of crisis: countries keep their borders open to those fleeing wars and conflict; unnecessary identity and security checks are avoided; those fleeing warfare are not penalized for arriving without valid identity and travel documents; detention measures are not used; refugees are able to freely join family members in other countries; communities and their leaders welcome refugees with generosity and solidarity.

But we know that this is not how the international protection regime has always operated in Europe, particularly in those same countries that are now welcoming refugees from Ukraine.

Public discourse in Poland, Hungary, Slovakia, and Romania is often tainted by racist and xenophobic rhetoric about refugees and migrants, in particular those from Middle Eastern and African countries, and they have adopted hostile policies like border push-backs and draconian detention measures.

A case in point is Hungary: The country has refused to admit refugees from non-EU countries since the 2015 “refugee crisis.” Prime Minister Victor Orbán has described non-European refugees as “Muslim invaders” and migrants as “a poison,” claiming that Hungary should not accept refugees from different cultures and religions to “preserve its cultural and ethnic homogeneity.”

In May 2020, The European Court of Justice found that Hungary’s arbitrary detention of asylum seekers in transit zones on its border with Serbia was illegal.

Hungary was not alone in its harsh response to the 2015 “crisis.” In their book Immigration Detention in the European Union: In the Shadow of the “Crisis” (Springer 2020), Global Detention Project (GDP) researchers detailed the evolution of the detention systems of all EU Members States before, during, and after the 2015 refugee crisis.

Among their key findings: During the years leading up to 2015, migration-related detention had largely plateaued across the EU, but refugee pressures spurred important increases in detention regimes across the entire region, which remained in place long after the “crisis” had subsided.

Fuelling these increases was anti-migrant rhetoric that spread from Brussels across the entire continent, abetted by EU-wide migration directives that allowed for lengthy detention periods. Then-European Council President Donald Tusk argued at that time that all arriving refugees could be detained for up to 18 months, in line with the limits in EU directives, while their claims were processed.

More recently, in late 2021, the terrible treatment of migrants and asylum seekers, most of them from Iraq and Afghanistan, trapped on Belarus’s borders with Poland and Lithuania sparked outrage across Europe. Belarus was accused of weaponizing the plight of these people, luring them to Belarus in order to travel on to EU countries as retaliation against EU sanctions.

Polish border guards were brutal in their treatment of these refugees and migrants, many of whom sustained serious injuries from Polish and Belarussian border guards. Thousands were left stranded in the forests between the two countries in deplorable conditions with no food, shelter, blankets, or medicines: at least 19 migrants died in the freezing winter temperatures.

In response to this situation, Poland sent soldiers to its border, erected razor-wire fencing, and started the construction of a 186-kilometre wall to prevent asylum seekers entering from Belarus. It also adopted legislation that would allow it to expel anyone who irregularly crossed its border and banned their re-entry.

Even before the stand-off between Poland and Belarus, refugees in Poland did not receive a warm welcome. Very few asylum seekers were granted refugee status (in 2020 out of 2,803 applications, only 161 were granted refugee status) and large numbers of refugees and migrants were detained: a total of 1,675 migrants and asylum seekers were in detention in January 2022, compared to just 122 people during all of 2020.

With this recent history as backdrop, the double standards and racism inherent in Europe’s refugee responses are glaring. There are no calls from Brussels today to detain refugees fleeing Ukraine for up to 18 months.

Why? Because, as Bulgarian Prime Minister Kiril Petkov said recently about people from Ukraine: “These are not the refugees we are used to. … These people are Europeans. … These people are intelligent, they are educated people. … This is not the refugee wave we have been used to, people we were not sure about their identity, people with unclear pasts, who could have been even terrorists.”

Similarly, Hungary’s Orban has said that every refugee coming from Ukraine will be “welcomed by friends in Hungary,” adding that one doesn’t have to be a “rocket scientist” to see the difference between “masses arriving from Muslim regions in hope of a better life in Europe” and helping Ukrainian refugees who have come to Hungary because of the war.

Sadly, these double standards have reared in the response to non-Ukrainians fleeing the war in Ukraine. There are a growing number of accounts of students and migrants from Africa, the Middle East, and Asia who have faced racist treatment, obstruction, and violence trying to flee Ukraine.

Many described being prevented from boarding trains and buses in Ukrainian towns while priority was given to Ukrainian nationals; others described being aggressively pulled aside and stopped by Ukrainian border guards when trying to cross into neighbouring countries.

There are also accounts of Polish authorities taking aside African students and refusing them entry into Poland, although the Polish Ambassador to the UN told a General Assembly meeting on 28 February that assertions of race or religion-based discrimination at Poland’s border were “a complete lie and a terrible insult to us.”

He asserted that “nationals of all countries who suffered from Russian aggression or whose life is at risk can seek shelter in my country.” According to the Ambassador, people from 125 different nationalities have been admitted into Poland from Ukraine.

Several African leaders have strongly criticized the discrimination on the borders of Ukraine, saying everyone has the same right to cross international borders to flee conflict and seek safety.

The African Union stated that “reports that Africans are singled out for unacceptable dissimilar treatment would be shockingly racist and in breach of international law,” and called for all countries to “show the same empathy and support to all people fleeing war notwithstanding their racial identity.”

Similar messages were shared by the UN Secretary General, Antonio Guterres, who said in a Tweet: “I am grateful for the compassion, generosity and solidarity of Ukraine’s neighbours who are taking in those seeking safety. It is important that this solidarity is extended without any discrimination based on race, religion or ethnicity,” and the UN High Commissioner for Refugees who stressed that “it is crucial that receiving countries continue to welcome all those fleeing conflict and insecurity—irrespective of nationality and race.”

The Ukraine refugee crisis presents Europe with not only an important opportunity to demonstrate its generosity, humanitarian values, and commitment to the international refugee protection regime; it is also a critical moment of reflection: Can the peoples of Europe overcome their widespread racism and animosity and embrace the universalist spirit of the 1951 Refugee Convention?

As Article 3 of the Convention holds, all member states “shall apply the provisions of this Convention to refugees without discrimination as to race, religion or country of origin.”

CUZCO, Peru , Dec 22 2021 (IPS) – “When I was a little girl we didn’t suffer from water shortages like we do now. Today we are experiencing more droughts, our water sources are drying up and we cannot sit idly by,” Kely Quispe, a small farmer from the community of Huasao, located half an hour from Cuzco, the capital of Peru’s ancient Inca empire, told IPS.


She is one of the 80 members of the Agroecological School of the Flora Tristan Peruvian Women’s Center, a non-governmental institution that has worked for the recovery of water sources through traditional techniques known as seeding and harvesting water in this part of the southern Andean region of Cuzco.

Muñapata, Huasao and Sachac are the three rural Quechua-speaking communities in the province of Quispicanchi, located between 3150 and 3800 meters above sea level, that have so far benefited from the project. The feminist-oriented institution promotes solutions based on nature and community work to address the problem of water scarcity and inadequate water use practices.

“We want to boost water security as well as gender equality because they are two sides of the same coin,” Elena Villanueva told IPS. On Dec. 14 she presented in this city the results of the initiative whose first phase was carried out in 2020 and 2021, with the support of the Basque Development Cooperation Agency and Mugen Gainetik, an international association for cooperation with countries of the developing South also based in Spain’s northern Basque region.

According to the National Water Authority (ANA), Peru is the eighth country in the world in terms of water availability, with a rich hydrodiversity of glaciers, rivers, lakes, lagoons and aquifers. However, various factors such as inefficient management of water and uneven territorial distribution of the population, in addition to climate change, make it impossible to meet consumption demands.

“The lack of water severely affects families in rural areas because they depend on small-scale agriculture for their livelihoods. The melting of glaciers as well as the increase in the frequency and intensity of droughts due to climate change are reducing water availability,” Villanueva explained.

This impact, she said, is not neutral. Because of the gender discrimination and social disadvantages they face, it is rural women who bear the brunt, as their already heavy workload is increased, their health is undermined, and their participation in training and decision-making spaces is further limited.

“Moreover, although they are the ones who use water to ensure food, hygiene and health, and to irrigate their crops, they are not part of the decision-making with regard to its management and distribution,” she stressed.

The expert said that precisely in response to demand by the women farmers at the Agroecological School, where they receive technical and rights training, they are focusing on reviving water harvesting techniques used in ancient Peru, while promoting the equal participation of women in rural communities in the process.

She said that approximately 700 families living in poverty, some 3,500 people – about 11 percent of the population of the three communities – will benefit from the works being carried out.

Harvesting water

So far, these works are focused on the afforestation of 15 hectares and the construction of six “cochas” – the name for small earthen ponds, in the Quechua language – and an infiltration ditch, as part of a plan that will be expanded with other initiatives over the next two years.

The ditch, which is one kilometer long in 10-meter stretches, 60 centimeters deep and 40 centimeters wide and is located in the upper part of the community, collects rainwater instead of letting it run down the slopes.

The technique allows water to infiltrate slowly in order to feed natural springs, high altitude wetlands or small native prairies, as well as the cochas.

In their communal work, villagers use local materials and greenhouse thermal blankets to help retain water. In addition, they have used extracted soil to raise the height of the ditch, to keep rainwater from running over the top.

Although the ditch has been receiving rainwater this month (the rainy season begins in November-December), the ecosystem impact is expected to be more visible in about three years when the cocha ponds have year-round water availability, helping villagers avoid the shortages of the May-October dry season.

Several community members explained to IPS that they will now be able to harvest water from the ditch while at the same time caring for the soil, because heavy rain washes it away and leaves it without nutrients. Some 150 agricultural plots will also benefit from a sprinkler irrigation system, thanks to the project.

Since agriculture is the main livelihood of the families and this activity depends on rainwater, the main impact will be the availability of water during the increasingly prolonged dry periods to irrigate their crops, ensure harvests and avoid hunger, for both villagers and their livestock.

Eucalyptus and pine, huge consumers of water

The mayor of the Sachac community, Eugenio Turpo Quispe, told IPS that this is the first time that water seeding and harvesting practices have been carried out in his area. “We had not had the opportunity before; these works have begun thanks to the women who proposed forestation and the construction of cochas and ditches,” he said.

The local leader lamented that due to misinformation, two decades ago they planted pine and eucalyptus in the highlands of his community. “They have dried up our water sources, and when it rains the water disappears, it does not infiltrate. Now we know that out of ten liters of rain that falls on the ground, eight are absorbed by the eucalyptus and only two return to the earth,” he explained during the day that IPS spent in the community.

Turpo Quispe said they had seen forestation and construction of cochas and ditches in other communities, but did not know how to replicate them, and that only through the Flora Tristán Center’s project have they been able to implement these solutions to tackle the serious problem of shrinking water sources.

In Sachac, the three techniques have been adopted with the participation of women and men in communal work that began at six in the morning and ended at four in the afternoon. “Side by side we have been planting native plants, digging ditches and hauling stones for the cochas,” the mayor said proudly.

In this community, 9,000 seedlings of queuñas (Polylepis) and chachacomos (Escallonia Resinosas) – tree species that were used in the times of the ancient Inca empire – were planted. “These trees consume only two liters of rainwater and give eight back to Pachamama (Mother Earth),” Turpo Quispe said. As part of the project, the community has built fences to protect crops and has relocated grazing areas for their animals.

“We have planted seedlings and in 10 or 15 years our children and grandchildren will see all our hills green and with living springs so that they do not suffer a lack of water,” the mayor said.

Kely Quispe from the community of Huasao is equally upbeat: “With water we can irrigate our potatoes, corn and vegetables; increase our production to have enough to sell and have extra money; take care of our health and that of the whole family, and prevent the spread of covid.”

“But just as we use water for life, it is also up to us to participate on an equal footing with men in irrigation committees and community councils to decide how it is distributed, conserved and managed,” she added.

The decade of water security

Villanueva of the Flora Tristán Center said it was important for the country’s local and regional authorities to commit to guaranteeing water security in rural areas within the framework of the Sustainable Development Goals (SDGs).

The International Decade for Action: Water for Sustainable Development was declared for 2018-2028 by the United Nations and SDG6 is dedicated to water and sanitation, to ensure universal and equitable access for all, protect and restore water-related ecosystems, and support the participation of local communities in improving management and sanitation.

“At the national level, public policies aimed at seeding and harvesting water should be strengthened because they revive the communities’ ancestral knowledge, involving sustainable practices with low environmental impact that contribute to guaranteeing the food security of families,” she said.

However, Villanueva remarked, in order to achieve their objectives, these measures must not only promote equal participation of men and women, but must also be accompanied by actions to close the gender gap in education, access to resources, training and violence that hinder the participation and development of rural women.

SANTIAGO, Dec 10 2021 (IPS) – Camps made up of thousands of tents and shacks have mushroomed in Chile due to the failure of housing policies and official subsidies for the sector, aggravated by the rise in poverty, the covid-19 pandemic and the massive influx of immigrants.


“Three years ago we were about to be evicted and when my children would head off to school they never knew if our little house would be there when they got home. One morning we were going to school and the carabineros (militarized police) were coming. Many times I had to go home early from work. It was chaotic, difficult and distressing,” Melanni Salas told IPS during a visit to the site.

Salas, 33, presides over Senda 23, one of the five camps that bring together 300 families who occupied public land in Cerro 18, in the municipality of Lo Barnechea, on the east side of Santiago. They have been building shacks with wood and other materials within their reach, which they are gradually trying to improve.

The threat of eviction ceased at the start of the covid pandemic, but the shadow still hangs over their heads because the municipality “built us a septic tank and gave us gifts for Christmas, but has said nothing about housing,” she said.

The community activist previously lived for 19 years as an “allegada”, the name given in Chile to people or families who share a house with relatives or friends, in overcrowded conditions. In 2016 she occupied the land where she and her husband Jorge built the precarious dwelling where she now lives with her three children aged 15, 13 and five years old.

“This used to be a garbage dump and now it is clean and there are houses,” said Salas. “Mine gets a little wet inside when it rains because it is made of wood and because of the strong wind. But I have drinking water, electricity and sewerage thanks to my mother-in-law who lives further up. The neighboring family has neither water nor sewage. They are a couple with three children and one of them, Colomba, was born a week ago.”

She explains that her neighbors “use the bathroom at their brother’s place who lives nearby, but during the pregnancy she went back to her mother’s house.”

Hundreds of homeless tents now line the main avenues of Santiago de Chile.

Explosive situation

“Every day more than 10 families come to live in an encampment in Chile,” says Fundación Techo Chile, a social organization dedicated to fighting against housing exclusion in the cities of this South American country.

The problem is also seen along the avenues and in the parks where hundreds of men and women set up tents to sleep, cook, wash and live together in full view of passers-by who have become accustomed to the scene.

In the last two years, the number of families living in 969 of these camps with almost no access to water, energy and sanitation services has increased to 81,643, a survey by the Fundación Techo Chile found.

In Chile, the term “campamentos” or camps has also come to refer to slums or shantytowns known traditionally as “callampas”, such as the one where Salas lives, which are built on occupied land and consist of houses made of light materials, although the neighborhoods are sometimes later improved and upgraded, but still lack basic services.

These slums are mainly in Santiago and Valparaíso, 120 kilometers north of the capital, in central Chile. But they are also found in the northern cities of Arica and Parinacota and the southern city of Araucanía.

They are home to 57,384 children under the age of 14 and some 25,000 immigrants, mostly Colombians, Venezuelans and Haitians. “Today, families live there who six months or two years ago were ‘allegados’ living in overcrowded, informal, precarious or abusive conditions. That is what is understood as a housing deficit,” Fundación Techo Chile’s executive director, Sebastián Bowen, told IPS.

“The 81,000 families living in camps are the most visible part of the problem, but the housing deficit, covering all the families who do not have access to decent housing, exceeds 600,000,” he said.

The State provides some 20,000 social housing solutions each year, a figure that is highly insufficient to meet the current need.

According to Bowen, “if we want to solve the problem of the camps, we must structurally change our housing policy to guarantee access to decent housing, especially for the most vulnerable families.”

This explosion coincided with the social protests that began in October 2019 and with the arrival of coronavirus in the country in March 2020.

According to the National Socioeconomic Characterization Survey (Casen), 10.8 percent of Chileans currently live in poverty, which means more than two million people, although social organizations say the real proportion is much higher.

Chile, with a population of 19 million people, is considered one of the most unequal countries in the world, as reflected by the fact that the 10 percent of households with the highest incomes earn 251.3 times more than the 10 percent with the lowest income.

The new constitution holds out hope

Benito Baranda, founder of the Fundación Techo, an organization that now operates in several Latin American countries, believes that the housing policy failed because it focuses on “market-based eradication, forming housing ghettos on land where people continue to live in a segregated manner.”

This policy is also based on a structure of subsidies “born during the dictatorship and which has remained in place because housing is not a right recognized in the constitution,” Baranda, now a member of the Constitutional Convention that is drafting a new constitution, which will finally replace the one inherited from the 1973-1990 military dictatorship of General Augusto Pinochet, told IPS.

“The decision of where people are going to live was handed over to the market. Not only the construction of housing. And the land began to run out and the available and cheap places were in the ghettos,” he explained.

Baranda criticized the policy of “eradication”, “which created ghettos and generated much greater harm for people,” referring to the forced expulsions of slumdwellers and their relocation to social housing built on the outskirts of the cities, a policy initiated during the Pinochet dictatorship and which crystallized social segregation in the capital.

According to Baranda, “in the last four governments there has been the least construction of housing for the poorest families.”

Baranda was elected to the constituent assembly in a special election in May and proposes “to generate a mechanism that will progressively reduce the waiting times for housing, which today can stretch out to 20 years.”

Privatization of social housing

Isabel Serra, an academic at the Diego Portales University Faculty of Architecture, believes that “the housing issue in Chile will be solved in some way through family networks…There is a lot of overcrowding here and small families are becoming the norm,” she told IPS.

According to Serra, the mushrooming of camps “clearly has to do with the influx of immigrants and this has grown especially in cities that are also functional or productive or extractivist hubs.”

She criticized the subsidy policy because these “are transferred to the private sector and what they do is drive up housing prices… and most of them are not used because they are not in line with the price of land and housing.”

“A highly financialized private market has made housing a tool for economic speculation…investors have decided to put their funds into the real estate market,” she said.

The problem has already reached the 155-member Constitutional Convention, which has been functioning since Jul. 4 and has a 12-month deadline to draft the new constitution, which must then be ratified in a plebiscite.

In September Melanni Salas and representatives of eight organizations met with Elisa Loncón, president of the Convention, to present her with the book “Constitution and Poverty”, which includes proposals to guarantee the right to housing.

“I hope they include this in the new constitution. The proposals were made by 25,000 excluded people…this document seeks to ensure that we are not left on the sidelines as always,” the community organizer explained.

A human right

Baranda said “in the constituent assembly we are working to get this enshrined as a right and to get the State to assume a leading role, not in the construction of housing itself, but in determining where people are going to live and creating the land bank that people have been demanding for so long.”

“We need the policies, by making land available and expropriating property that is not owned by the State, to create housing projects in places where there is social inclusion,” he stressed.

Serra agreed that “when the issue of housing is discussed in the constituent assembly, it will have to look at how the State buys and sells land.

“Housing is a basic human right and should be enshrined in the constitution, with all the parameters that are established for decent housing,” she argued.

Serra also called for “modernizing the instruments and the institutional framework dedicated to the provision of housing” because, she said, “currently the role of housing provision is clearly played by the market.”

She said it would require “a great deal of political will because land issues in general are political issues, very difficult to implement because there are many economic interests involved.”

Celia “Charito” Durán lives in the Mesana camp on Mariposas hill in the port city of Valparaíso, along with 165 other families, and counting.

The municipality delivers 3,000 liters of water per week to each house, using tanker trucks.

Durán said, however, that the priority is access “because if there is no road, we are cut off from everything: firefighters, water, ambulances.”

In Mesana there is no sewage system, only “cesspools, septic toilets and pipes through which people dump everything into the creek,” she told IPS by telephone.

On the hilltop the wind is very strong and every winter roofs are blown off and houses leak when it rains.

Durán, 56, has lived there since she was 37. She is confident that a solution to the social housing deficit will come out of the constituent assembly, after participating in meetings with Jaime Bassa, vice-president of the Constitutional Convention.

“We have the hope and expectation that the right to housing will be included. So, if tomorrow it is not fulfilled, you could go to the authorities with the right to protest about it,” she said.

“We want to be part of the city and not be segregated and forced to return to the camps,” Durán said.
