IUCN Congress to Push for Stronger Regulations against ‘Imported Deforestation’

BHUBANESWAR, India, Sep 2 2021 (IPS) – As Arti Prasad rode the Kuala Lumpur Pavilion mall escalator up to the third floor, a pair of luscious lips pouted down at her. Next to the towering and oversized lips, the vibrant red shades of lipstick on the giant screen immediately caught the 36-year-old Indian tourist’s fancy.


Prasad headed straight to the cosmetic outlet and bought all four of the advertised lipsticks. She, like many others, is oblivious to a baby Orangutan’s plight – orphaned when its forest home was burned down to grow the palm oil that went into these beauty products. Primary forest losses mean that only 10% of gorilla habitat will remain in the Congo Basin by 2032.

Deforestation, a significant threat to biodiversity and climate change, is accelerated by global demand for commodities. However, a considerable share of this agro-commodity production is intended for export – driving massive deforestation and conversion of natural ecosystems in the global south.

The Food and Agriculture Organization of the United Nations (FAO) estimates global forest areas declined by 129 million hectares between 1990-2015, equivalent in size to South Africa.

Data from satellite imagery released on Global Forest Watch in June 2020 recorded 3.75 million hectares of tree cover loss in humid primary forests in the tropics in 2019, an almost 3% increase from 2018 and the third-largest tropical forest loss since 2000. 

Consumption patterns of G7 countries (Canada, France, Germany, Italy, Japan, Britain, and the US) drive an average loss of 3.9 trees per person per year, over 15 years from 2001-2015, says a study published this year in Nature.

The International Union for Conservation of Nature (IUCN) will hold the IUCN World Conservation Congress in Marseille, France, from 3-11 September 2021. This premier conservation event will address global deforestation. More importantly, Congress motion 012 – the fight against imported deforestation – was co-sponsored by numerous IUCN Members and voted on and approved before Congress.

The IUCN Congress meets every four years to tackle the most pressing issues impacting people and the planet. This IUCN Congress in Marseille will drive action on nature-based recovery, climate change, and biodiversity for decades to come.

Congress motion 012 calls on countries to stop imported deforestation through several ambitious strategies, including imposing additional taxes on imported products that generate deforestation.
The aim is to recommend that private companies establish concrete action plans to guarantee supplies that did not result in deforestation.

The list of imported agricultural products contains, first and foremost, soy, palm oil, cacao, beef and its by-products, rubber, timber, and derived products that do not come from sustainably managed forests. Others include coffee, tea, or even cane sugar, which impact the deforestation and conversion of natural ecosystems.

“The most recent IPCC and IPBES reports show that we are now at the point where significant and permanent changes to consumption patterns and legislative regulation can no longer be delayed,” David Williams-Mitchell, Director of Communications, European Association of Zoos and Aquaria (EAZA) told IPS via email. Netherlands-based EAZA, an IUCN member, is one of the co-sponsors of Congress motion 012.

More than 50% of global forest loss and land conversion is attributable to the production of agricultural commodities, and forestry products are driven by consumer demand, as shown by a 2020 WWF study on Switzerland’s overseas footprint for forest-risk commodities.

To end deforestation, companies must eliminate 5 million hectares of conversion from supply chains each year.

“The concept of imported deforestation is still quite new to the public in Europe. For EAZA, the key issue is to establish understanding globally that imported deforestation is one of the root causes of climate change and biodiversity loss,” Williams-Mitchell said.

He cited examples of a hugely expanded meat industry leading to increases in greenhouse gases, carbon sink capacity loss, and biodiversity loss through habitat conversion.

In 2017 alone, the international trade of agricultural products was associated with 1.3 million hectares of tropical deforestation emitting some 740 million tonnes of carbon dioxide – this is equivalent to nearly a fifth of the EU28’s total greenhouse gas emissions that year.

“We need countries all over the world to participate in the fight against imported deforestation. We need to learn to use local resources and establish sustainable sources for exported products, especially without harming the forests,” says Jean-Pascal Guéry of Primate Conservation Trust. This France-based IUCN member also co-sponsors Congress motion 012.

The world’s forests absorb 2.4 billion tons of carbon dioxide (CO2) per year, one-third of the annual CO2 released from burning fossil fuels. Forest destruction emits further carbon into the atmosphere, with 4.3–5.5 gigatons of total anthropogenic Green House Gas (GHG) emissions per year, generated annually mainly from deforestation and forest degradation, according to Cameroon-based NGO Environment and Rural Development Foundation (ERuDeF).

IUCN Member ERuDeF, co-sponsor of Congress motion 012, estimates that half of the tropical forests worldwide have been destroyed since the 1960s. Every second, more than one hectare of tropical forest is destroyed or drastically degraded.

“Deforestation and conversion-free supply chains must protect not only forests, but all the terrestrial natural ecosystems threatened by the expansion of commodity production and trade including savannahs, grasslands, and peatlands among others,” Romain Deveze, WWF Switzerland’s senior manager, sustainable commodities & markets and co-author of the WWF 2020 study told IPS.
“It is vital that people understand that their choices and the frameworks that allow them to make those choices are at the heart of the solution,” Williams-Mitchell concurs.

“As governments, science engagement institutions, schools, and other providers and facilitators of education, we need to act to ensure this level of understanding at all levels of society,” Williams-Mitchell says, explaining why EAZA is sponsoring the motion.

Guéry is critical of some of the efforts to combat deforestation.

“There is awareness (too late, in our opinion) in certain European countries of the deleterious effects of this imported deforestation, and the French initiative to establish a national strategy to combat imported deforestation is commendable, but it lacks ambition and does not set binding and short-term goals,” he said.

“The assessments of companies including distributors, manufacturers, operators, rely too much on self-assessment rather than establishing an independent external certification,” Guéry said.

WWF also mentions that despite more initiatives to halt deforestation, including certification, corporate commitments, and market incentives, the rate of commodity-driven land use doesn’t appear to be declining. This means the negative impacts on local people and nature continue.

In a study earlier this year, Greenpeace said that “certification is a weak tool to address global forest and ecosystem
destruction.”

By certifying their products as ‘sustainable,’ some certification schemes can help guide consumption choices and have a positive impact locally, “but it is (largely) greenwashing destruction of ecosystems and violations of Indigenous and labour rights.”

So, while buyers think they are making the right ethical choice, they might still buy products linked to abuse and destruction.

However, WWF’s Deveze says, “certification and legality are critical to halt deforestation at scale. A hectare of conversion is just equally as harmful to people and nature whether or not it is done legally.”

Ranece Jovial Ndjeudja, Greenpeace Africa’s campaign manager in Cameroon, told IPS in a Zoom interview, “the limitations to the policy effectiveness for the IUCN Congress motion on imported deforestation is increased taxation aimed at deterring forest clearing. This, however, cannot always prevent deforestation.”

“Companies would just increase production to compensate for the tax hikes,” Ndjeudja said, speaking from Yaoundé, where Cameroonians rallied in early August to demand EU stop deforestation for rubber production.
“It is industrial logging and industrial agriculture which is the problem. Are these industrial productions really bringing in a large revenue to the exporting governments? No. If it did, Cameroon and Congo would not be so poor. A small group gets rich. While Cameroon’s natives lose access to food, health, and their culture,” Tal Harris, Greenpeace Africa’s international communications coordinator, told IPS from Dakar, Senegal.

The Democratic Republic of the Congo (DRC) hosts the second-largest contiguous tract of tropical forests globally, including roughly 60 percent of the Congo Basin rainforest. It is home to plants and animals found nowhere else on earth.

“A government cannot work out of a capital city thousands of miles distant from such extensive forests,” Harris said. “Devolution of power to the local population is necessary.”

Local communities play a vital role in wildlife conservation and environment protection. Comprising less than 5 percent of the world’s population, indigenous communities protect 80 percent of global biodiversity, says ERuDeF.

Cameroon’s Ndjeaudja echoes this. To ensure trees are not cut, there is the need to work with local communities because, for generations, they have been living with forests and have the knowledge of their sustainable management.

“We have a lot to learn from them and must allow indigenous communities to share this knowledge,” he said.

Deveze concluded: “Economic and technical incentives are required to shift producer behaviour. At an international policy level, go for differentiated custom tariffs based on sustainability requirements and due diligence processes. Compensation mechanisms to support farmers in protecting high conservation value areas should be amplified.”

 

NDC Partnership: Supporting a Global Network of Youth Climate Advocates

UNITED NATIONS, Aug 19 2021 (IPS) – Just over six months after launching its Youth Engagement Plan, the NDC Partnership, the coalition assisting governments with their climate action plans, has brought together youth climate advocates for its inaugural NDC Global Youth Engagement Forum.


NDCs, or Nationally Determined Contributions, refer to governments’ commitments to reduce greenhouse gas emissions, an integral part of the Paris Climate Agreement. NDCs are scheduled for revision every five years and are expected to be increasingly ambitious to tackle the climate crisis effectively.

Countries and the NDC Partnership want to ensure that, as agents of implementation, young people have platforms for engagement and a say in national climate action.

The Partnership recently brought youth together in 3 regional groupings: Africa, the Middle East, and Europe, Asia and the Pacific, and Latin America and the Caribbean. The young people engaged with representatives of partners such as the Food and Agriculture Organization (FAO) and the United Nations Children’s Emergency Fund (UNICEF) through sessions like ‘agriculture and climate change,’ and ‘equipping young people to engage in the NDC process.’

The participants say the teaching element was bolstered by the opportunity to be heard, as the organizers asked for their input in areas that include NDC enhancement, structures needed to strengthen youth involvement, and ways young people are already impacting climate action.

For youth like Natalia Gómez Solano of Costa Rica, the forum provided a space to share experiences and ideas.

“Working for a more resilient and a more just, low-emissions world moves us, and that is why we are here today,” she told the virtual event.

“We are already experiencing the impacts of climate change, and they are worsening. We need increased adaptation and mitigation action, and the NDCs are the key instruments to achieve that. The NDCs are the roadmaps for climate ambition in which young people are key in bringing new climate solutions to the conversations and to raise action.”

Jamaica’s Permanent Secretary in the Ministry of Housing, Urban Renewal, Environment, and Climate Change, Dr Alwin Hales, told the Latin America and Caribbean forum that the virtual event and Youth Engagement Plan hope to leverage the ‘leadership and power’ of youth into NDC implementation and enhancement.

“Today’s children and young people are caught in the center of climate change, for it is they who have to live with and manage its consequences,” he said.

“The NDC Partnership launched the Youth Engagement Plan (YEP). It aims is to build young people’s capacity on climate change matters and engage the youth in global NDC partnership activities. This is in direct support of our mission to increase alignment, coordination, and access to resources to link needs with solutions.”

The forum was proposed by the NDC Partnership’s Youth Task Force but is a priority of the NDC Partnership’s Steering Committee and Co-Chairs, Jamaican Minister of Housing, Urban Renewal, Environment, and Climate Change Pearnel Charles Jr. and U.K. Minister Alok Sharma, who also serves as President of COP 26.

Noting that young people are vital to effective action on climate change, NDC Partnership Global Director Pablo Vieira Samper reminded them that their input also ensures that action is inclusive.

“We want to hear about what capacity or technical support is still needed and what learning you are eager to share with your peers,” he said.

“The Youth Engagement Plan was the starting point for greater action for youth engagement in NDCs. Today the NDC Partnership is thrilled to be turning this plan into concrete steps for more meaningful engagement and bringing new ideas to this framework to inspire action. We look forward to your insights as we collaborate across the Partnership to build a low carbon, climate-resilient future by supporting sustainable development.”

The youth attending the forum have described it as an important platform for highlighting the challenges faced by young climate activists.

“It is important to increase climate finance to support projects that are led by children and youth and integrate a rights-focused education curriculum in schools and universities,” said Xiomara Acevedo, the Founder and Chief Executive of Barranquilla+20, an NGO run by young people who empower their peers to tackle issues of biodiversity, sustainability, policy inclusion, and climate change.

Acevedo’s NGO has reached over 2,000 young people. She says it is clear that youth have a unique role to play in climate activism.

“We have seen that involving young people at the local and subnational level has also helped to ensure that a lot of citizens are seeing that climate action is not something beyond their territories, or is not only a topic that is managed at the national level. They can relate our message to their narrative, to their realities. We engage climate action as an important topic in the local agendas,” she said.

According to UNICEF, including youth in climate change action is important to achieving Sustainable Development Goals 13,2 which urges urgent action to combat climate change and its impacts; 16,3 which calls for the promotion of peaceful, inclusive societies for sustainable development and 17,4 with its target of assistance to developing countries in attaining debt sustainability.

The United Nations Framework Convention on Climate Change (UNFCCC) released its NDCs scorecard in February. It applauded countries for strengthening their commitments to the Paris Agreement but encouraged them to further step up their mitigation pledges, adding that greenhouse gas emissions targets were falling ‘far short’ of what is required to achieve the Agreement’s goals.

Young people like Natalia Gómez Solano say as custodians of the planet, youth must be mobilized, and their voices amplified to arrive at the deep emissions reductions needed in the NDCs.

“We need to integrate more voices and reach more places. As the Latin America and Caribbean Region, we need to keep working, keep asking, keep demanding, and doing more. Not all youth know how to be involved in climate action, and we need to work with more young people, for example, in the rural areas,” she said.

The delegates at the NDC Partnership’s inaugural Youth Engagement Forum say they are hoping for more opportunities at the table.

They say it takes persistence, organization, time, and passion to achieve climate goals. It also takes an empowered, well-connected, and financed global network of youth.

Time to End Generational Injustice with a ‘Global Blue New Deal’ to Protect Oceans

PARIS, Jun 8 2021 (IPS) – Increasingly, youth are rising up to declare that they’ve had enough of the cyclical exploitation of the environment that jeopardizes their own future.


Youth activism through the Global Climate Strikes and Fridays For Future protests have helped spur revolutionary policy frameworks, like the Green New Deal championed by U.S. Congresswoman Alexandria Ocasio-Cortez.

International organizations and sovereign governments have now interpreted the Green New Deal into frameworks and policies of their own; it’s clear that environmental policy led by youth has energized the discussion on global decarbonization and the social impacts of climate change.

However, the Green New Deal only mentioned the ocean once. We need to insert more Blue into the green transition.

Earth’s vast oceans are humanity’s single most important climate regulation tool. As governments coalesce around plans to quite literally save our species, we must recognize that there is no future without understanding the role the ocean has to play.

Beyond human life support, the ocean economy contributes to ecosystem services, jobs, and cultural services valued at USD 3-6 trillion, with fisheries and aquaculture alone contributing USD 100 billion per year and 250+ million jobs.

Our ocean, however, is overfished, polluted with plastic, and exploited for non-renewable resources like minerals and fossil fuels. This perpetuates a cycle of generational injustice and leaves youth to inherit an increasingly degraded environment with less and less time to restore it. Not only is this detrimental to progress at large, but our most vulnerable global communities, who contribute the least to global emissions, will feel the effects of our degraded environment the most severely.

Youth not only need to be proactive advocates for the SDGs, we need to hold the global community accountable to commitments they have made between nations and to youth as the greatest stakeholders in the future health of our environment.

Creating the “Global Blue New Deal”

In 2019, the Sustainable Ocean Alliance distributed surveys across its network to identify the key youth policy priorities for a healthy ocean and just future. We received 100+ responses from 38 countries in 5 languages.

Over the past year, SOA’s Youth Policy Advisory Council synthesized these into a youth-led, crowdsourced ocean policy framework: the Global Blue New Deal.

The first public draft of our Global Blue New Deal is being launched now, at the dawn of the UN’s Decade of Ocean Science for Sustainable Development, which aims to gather global ocean stakeholders behind a common framework to deliver “the ocean we need for the future we want.”

Youth want to contribute to the success of the Ocean Decade and call on the international community to recognize our policy suggestions as part of the solutions our planet needs.

The vision of the Global Blue New Deal is to “outline an ocean policy framework that integrates crowdsourced youth priorities that will be proposed to governments on international, national, and local scales for implementation.”

It is organized under four pillars, each containing specific ocean policy solutions.

Studying Marine Life’s Brief Break from Human Noise

NEW YORK, Apr 15 2021 (IPS) – Travel and economic slowdowns due to the COVID-19 pandemic have combined to brake shipping, seafloor exploration, and many other human activities in the ocean, creating a unique moment to begin a time-series study of the impacts of sound on marine life.


Our community of scientists has identified more than 200 non-military ocean hydrophones worldwide and hopes to make the most of the unprecedented opportunity to pool their recorded data into the 2020 quiet ocean assessment and to help monitor the ocean soundscape long into the future.

Our aim is a network of 500 hydrophones capturing the signals of whales and other marine life while assessing the racket levels of human activity. Combined with other sea life monitoring methods such as animal tagging, the work will help reveal the extent to which noise in “the Anthropocene seas” impacts ocean species, which depend on sound and natural sonar to mate, navigate and feed across the ocean.

Sound travels far in the ocean and a hydrophone can pick up low frequency signals from hundreds, even thousands of kilometres away.

Assessing the risks of underwater sound for marine life requires understanding what sound levels cause harmful effects and where in the ocean vulnerable animals may be exposed to sound exceeding these levels.

In 2011, experts began developing the International Quiet Ocean Experiment (IQOE), launched in 2015 with the International Quiet Ocean Experiment Science Plan. Among our goals: to create a time series of measurements of ambient sound in many ocean locations to reveal variability and changes in intensity and other properties of sound at a range of frequencies.

The plan also included designating 2022 “the Year of the Quiet Ocean.” Due to COVID-19, however, the oceans are unlikely to be as quiet as they were in April, 2020 for many decades to come.

COVID-19 reduced sound levels more than we dreamed possible. IQOE, therefore, is focusing project resources to encourage study of changes in sound levels and effects on organisms that occurred in 2020, based on observations from hundreds of hydrophones worldwide in 2019-2021.

Of the 231 non-military hydrophones identified to February 2021, the highest concentrations are found along the North American coasts — Atlantic, Pacific and Arctic — Hawaii, Europe, and Antarctica, with some scattered through the Asia-Pacific region.

Several have agreed to their geographic coordinates and other metadata being shown on the IQOE website (https://www.iqoe.org/systems).

Sparse, sporadic deployment of hydrophones and obstacles to integrating measurements have narrowly limited what we confidently know.

We are therefore creating a global data repository with contributors using standardized methods, tools and depths to measure and document ocean soundscapes and effects on the distribution and behavior of vocalizing animals.

New software, MANTA (at https://bit.ly/3cVNUox), developed by researchers across the USA and led by the University of New Hampshire, will help standardize ocean sound recording data from collaborators, facilitating its comparability, pooling and visualization.

As well, an Open Portal to Underwater Sound (OPUS), is being tested at Alfred Wegener Institute in Bremerhaven, Germany to promote the use of acoustic data collected worldwide, providing easy access to MANTA-processed data. The aggregated data will permit soundscape maps of entire oceans.

Meanwhile, scientists over the past decade have developed powerful methods to estimate the distribution and abundance of vocalizing animals using passive acoustic monitoring.

The fledgling hydrophone network contributes to the Global Ocean Observing System (GOOS), a network of observing assets monitoring currents, temperature, sea level, chemical pollution, litter, and other concerns worldwide.

Precious chance

Seldom has there been such a chance to collect quiet ocean data in the Anthropocene Seas. COVID-19 drastically decreased shipping, tourism and recreation, fishing and aquaculture, naval and coast guard exercises, offshore construction, port and channel dredging, and energy exploration and extraction. The concurrent price war that caused oil prices to dive to zero further quieted maritime energy activities.

The last comparable opportunity followed the terrorist attacks on the United States in September 2001, which disrupted not just air travel; they also led to a shipping slowdown and ocean noise reduction, prompting biologists to study stress hormone levels in endangered North Atlantic right whales in the Bay of Fundy.

With their 2001 data, research revealed higher September stress hormone levels over the next four years as the whales prepared to migrate to warmer southern waters where they calve, suggesting that the industrialized ocean causes chronic stress of animals.

We are on the way to timely, reliable, easily understood maps of ocean soundscapes, including the exceptional period of April 2020 when the COVID virus gave marine animals a brief break from human clatter.

Let’s learn from the COVID pause to help achieve safer operations for shipping industries, offshore energy operators, navies, and other users of the ocean.

SAN LUIS LA HERRADURA, El Salvador, Mar 31 2021 (IPS) – Salvadoran villager Maria Luz Rodriguez placed the cheese on top of the lasagna she was cooking outdoors, put the pan in her solar oven and glanced at the midday sun to be sure there was enough energy for cooking.


“Hopefully it won’t get too cloudy later,” Maria Luz, 78, told IPS. She then checked the thermometer inside the oven to see if it had reached 150 degrees Celsius, the ideal temperature to start baking.

She lives in El Salamar, a coastal village of 95 families located in San Luis La Herradura, a municipality in the central department of La Paz which is home to some 30,000 people on the edge of an impressive ecosystem: the mangroves and bodies of water that make up the Estero de Jaltepeque, a natural reserve whose watershed covers 934 square kilometres.

After several minutes the cheese began to melt, a clear sign that things were going well inside the solar oven, which is simply a box with a lid that functions as a mirror, directing sunlight into the interior, which is covered with metal sheets.

“I like to cook lasagna on special occasions,” Maria Luz said with a smile.

After Tropical Storm Stan hit Central America in 2005, a small emergency fund reached El Salamar two years later, which eventually became the start of a much more ambitious sustainable development project that ended up including more than 600 families.

Solar ovens and energy-efficient cookstoves emerged as an important component of the programme.

The project was financed by the Global Environment Facility‘s (GEF) Small Grants Programme, and El Salamar was later joined by other villages, bringing the total number to 18. The overall investment was more than 400,000 dollars.

In addition to solar ovens and high-energy rocket stoves, work was done on mangrove reforestation and sustainable management of fishing and agriculture, among other measures. Agriculture and fishing are the main activities in these villages, in addition to seasonal work during the sugarcane harvest.

While María Luz made the lasagna, her daughter, María del Carmen Rodríguez, 49, was cooking two other dishes: bean soup with vegetables and beef, and rice – not in a solar oven but on one of the rocket stoves.

This stove is a circular structure 25 centimetres high and about 30 centimetres in diameter, whose base has an opening in which a small metal grill is inserted to hold twigs no more than 15 centimetres long, which come from the gliridicia (Gliricidia sepium) tree. This promotes the use of living fences that provide firewood, to avoid damaging the mangroves.

The stove maintains a good flame with very little wood, due to its high energy efficiency, unlike traditional cookstoves, which require several logs to prepare each meal and produce smoke that is harmful to health.

The rocket stove can cook anything, but it is designed to work with another complementary mechanism for maximum energy efficiency.

Once the stews or soups have reached boiling point, they are placed inside the “magic” stove: a circular box about 36 centimetres in diameter made of polystyrene or durapax, as it is known locally, a material that retains heat.

The food is left there, covered, to finish cooking with the steam from the hot pot, like a kind of steamer.

“The nice thing about this is that you can do other things while the soup is cooking by itself in the magic stove,” explained María del Carmen, a homemaker who has five children.

The technology for both stoves was brought to these coastal villages by a team of Chileans financed by the Chile Fund against Hunger and Poverty, established in 2006 by the government of that South American country and the United Nations Development Programme (UNDP) to promote South-South cooperation.

The Chileans taught a group of young people from several of these communities how to make the components of the rocket stoves, which are made from clay, cement and a commercial sealant or glue.

The use of these stoves “has reduced carbon dioxide (CO2) emissions by at least 50 percent compared to traditional stoves,” Juan René Guzmán, coordinator of the GEF’s Small Grants Programme in El Salvador, told IPS.

Some 150 families use rocket stoves and magic stoves in 10 of the villages that were part of the project, which ended in 2017.

“People were given their cooking kits, and in return they had to help plant mangroves, or collect plastic, not burn garbage, etc. But not everyone was willing to work for the environment,” Claudia Trinidad, 26, a native of El Salamar and a senior studying business administration – online due to the COVID pandemic – at the Lutheran University of El Salvador, told IPS.

Those who worked on the mangrove reforestation generated hours of labour, which were counted as more than 800,000 dollars in matching funds provided by the communities.

In the project area, 500 hectares of mangroves have been preserved or restored, and sustainable practices have been implemented on 300 hectares of marine and land ecosystems.

Petrona Cañénguez, from the town of San Sebastián El Chingo, was among the people who participated in the work. She was also cooking bean soup for lunch on her rocket stove when IPS visited her home during a tour of the area.

“I like the stove because you feel less heat when you are preparing food, plus it’s very economical, just a few twigs and that’s it,” said Petrona, 59.

The bean soup, a staple dish in El Salvador, would be ready in an hour, she said. She used just under one kilo of beans, and the soup would feed her and her four children for about five days.

However, she used only the rocket stove, without the magic stove, more out of habit than anything else. “We always have gliridicia twigs on hand,” she said, which make it easy to use the stove.

Although the solar oven offers the cleanest solution, few people still have theirs, IPS found.

This is due to the fact that the wood they were built with was not of the best quality and the coastal weather conditions and moths soon took their toll.

Maria Luz is one of the few people who still uses hers, not only to cook lasagna, but for a wide variety of recipes, such as orange bread.

However, the project is not only about stoves and ovens.

The beneficiary families also received cayucos (flat-bottomed boats smaller than canoes) and fishing nets, plus support for setting up nurseries for blue crabs and mollusks native to the area, as part of the fishing component with a focus on sustainability in this region on the shores of the Pacific Ocean.

Several families have dug ponds that fill up with water from the estuary at high tide, where they raise fish that provide them with food in times of scarcity, such as during the lockdown declared in the country in March 2020 to curb the spread of coronavirus.

The project also promoted the planting of corn and beans with native seeds, as well as other crops – tomatoes, cucumbers, cushaw squash and radishes – using organic fertiliser and herbicides.

The president of the Local Development Committee of San Luis La Herradura, Daniel Mercado, told IPS that during the COVID-19 health emergency people in the area resorted to bartering to stock up on the food they needed.

“If one community had tomatoes and another had fish, we traded, we learned to survive, to coexist,” Daniel said. “It was like the communism of the early Christians.”

Could the Finance Sector Hold the Key to Ending Deforestation?

OXFORD, UK, Nov 23 2020 (IPS) – At the beginning of 2020, there were hopes that this would be a ’super year for nature’. It has not turned out that way. Tropical forests, so crucial for biodiversity, the climate and the indigenous communities who live in them, have continued to be destroyed at alarming rates. In fact, despite the shutdown of large parts of the global economy, rates of deforestation globally have increased since last year.


The market forces driving deforestation are baked deep into the system of global trade. Agricultural expansion for commodities such as soy and palm oil accounts for two thirds of the problem worldwide. And forests are also being cleared to make way for mining, and for infrastructure to link once remote areas to the global markets they supply.

Coal mining is estimated to affect 1.74 million hectares of forest in Indonesia alone, with as much as nine percent of the country’s remaining forests at risk from permits for new mines. And the threat to forests from road building is significant, with 25 million kilometres of roads likely to be built by 2050, mainly in developing countries.

Underpinning these industries is over a trillion dollars a year in financing from financial institutions around the world. This investment and lending is the fuel that keeps the deforestation fires alight.

Six years ago, governments, companies and civil society signed the New York Declaration on Forests, setting a goal to end global deforestation by 2030. Each year, an independent civil society network led by Climate Focus and including Global Canopy provides a progress assessment. This year, it focuses on the NYDF goals of reducing deforestation from mining and infrastructure by 2020 (goal 3), and supporting alternatives to deforestation for subsistence needs (goal 4).

The findings are an urgent wake-up call. The threat to forests worldwide from these activities is growing, and indigenous people and local communities continue to bear a devastating cost.

But the report also highlights opportunities for progress. A growing number of governments are facing up to this issue and some companies are waking up to the risks of inaction. The same is true of the finance sector, which could become a driver of transformational change.

The opportunity for finance

Financial institutions do not, it must be recognised, have a great track record on these issues. Global Canopy’s annual Forest 500 assessment of the most influential financial institutions in agricultural and timber forest-risk supply chains has consistently found that the majority do not publicly recognise a need to engage on the issue of deforestation.

Fewer still publish clear information about how they will deal with deforestation risks identified in their portfolios, and none of the 150 financial institutions assessed in 2019 had policies across all relevant human rights issues. As a result, investment and lending has largely continued to flow to companies linked to land grabs and deforestation.

Nearly 87% of indigenous territories in the Amazon are recognised in Brazilian law, yet government concessions for mining and oil extraction overlap nearly 24% of recognised territories. This infringement of the communities’ rights is being overlooked by the companies involved, and by the financial institutions that finance them.

Yet there are signs of change. In June this year a group of 29 investors requested meetings with the Brazilian government because of concerns about the fires raging in the Amazon. Some, including BlackRock, have said they will engage with the companies they finance on deforestation risks. And some have gone further, with Citigroup, Standard Chartered, and Rabobank disinvesting from Indonesian food giant Indofood following concerns about deforestation linked to palm oil, and Nordea Asset Management dropped investments in Brazilian meat giant, JBS.

There is also support for the Equator Principles, which provide a framework for banks and investors to assess and manage social and environmental risks in project finance. Companies in the mining and extractive sectors are among the 110 financial institutions to have signed up, although reporting on implementation is voluntary and patchy.

There is also growing recognition that biodiversity loss represents a risk to investments. More than 30 financial institutions have joined an informal working group to develop a Task Force for Nature-related Disclosure (TNFD), intended to help financial institutions shift finance away from destructive activities such as deforestation. Some within the sector are developing new impact investment products designed to support poverty alleviation and sustainable development.

And there are also signs of a shift in development banks – whose finance plays such a critical role in so many development projects in the Global South. Just this month, public development banks from around the world made a joint declaration to “support the transformation of the global economy and societies toward sustainable and resilient development”.

No silver bullets

It is of course one thing to recognise the problem, another to solve it. Transforming the finance sector so that money is moved away from mining or agricultural projects linked to deforestation, and invested in sustainable alternatives that benefit local communities is an enormous challenge – made all the more difficult by the lack of transparency that currently engulfs these sectors.

For while the banks and investors funding deforestation activities are all too often invisible to the local communities and indigenous groups on the ground, those communities, and the impacts of financial investments on their land and livelihoods are similarly invisible or ignored.

But these links are increasingly being brought into the light, and new tools and technologies are bringing a new level of transparency and accountability. The new Trase Finance tool is a great example, it maps the deforestation risks for investors linked to Brazilian soy and beef, and Indonesian palm oil, and aims to extend coverage to include half of major forest-risk commodities by next year. Bringing about a new era of radical transparency could be the key for moving beyond recognition and into real solutions.

Increased transparency brings with it greater accountability, creating an opportunity for local communities to identify the financial institutions involved, and a reputational risk for financial institutions linked to infringements of land rights.

Grassroots movements can play an important role in demanding accountability from the companies and financial institutions involved where land rights are affected. Campaigns can raise awareness with the wider public, creating a reputational risk for the companies involved, and for the financial institutions that finance them. Campaigners have targeted BlackRock for its investments in JBS, for example, pushing for greater action from the investor.

Governments in consumer countries are also increasingly looking at how they can reduce their exposure to deforestation in imported products, with both the European Union and UK proposing mandatory due diligence for companies, requiring far greater transparency from all involved. These measures should be strengthened to include due diligence on human rights.

A global problem

We are all implicated in tropical deforestation – as consumers, as pension-fund holders, as citizens. In the Global North, economies rely on commodities produced in developing and emerging economies, enabled by production practices linked with deforestation.

Despite global commitments from a growing number of governments, companies and financial institutions, the money and effort being directed towards damaging development far exceeds the efforts being made to support sustainable livelihoods. We have not, as a global community managed to put the brakes on the juggernaut of unsustainable economic development.

To meet the NYDF goal of ending deforestation by 2030, as well as climate goals under the Paris Agreement, this must change urgently, and the finance sector is crucial to making this happen.
