Solar-Powered Spinning Machines Help Indian Women Save Time and Earn More

In India’s Meghalaya, silkworm rearing and weaving are common in rural areas. Ri-Bhoi district of Meghalaya is among the regions where eri culture is deeply rooted in tradition; several women there are using solar-powered spinning machines to make yarn.

WARMAWSAW, Meghalaya, India, Apr 3 2025 (IPS) – As light enters through the small window of a modestly constructed tin-roofed house, Philim Makri sits on a chair deftly spinning cocoons of eri silk with the help of a solar-powered spinning machine in Warmawsaw village in Ri Bhoi district of Meghalaya in northeast India.


Makri belongs to the indigenous Khasi tribe of Meghalaya and is one of the several women from the region who has benefitted from solar-powered spinning machines.

In India’s northeastern states like Assam and Meghalaya, silkworm rearing and weaving are common among several rural and tribal communities. Ri-Bhoi district of Meghalaya, where Makri is from, is among the regions where eri culture is deeply rooted in tradition and is often passed on from one generation to the other.

The process of spinning and weaving eri is mainly carried out by women. Before switching to the solar-powered spinning machines in 2018, Makri used a traditional hand-held ‘takli’ or spindle. She would open the empty eri cocoons, draft the fibers by hand, and spin them onto the spindle to create yarn. This process was extremely laborious, 60-year-old Makri said. It would leave her feeling tired with constant pain in her hand, back, neck, and eyes.

Eri derives its name from castor leaves—locally known as ‘Rynda’ in the Khasi language. Castor leaves are the primary food source for the eri silkworms. As the production process is considered to be non-violent, eco-friendly, and sustainable, eri silk has earned itself the title of ‘peace silk.’

Thirty-eight-year-old Jacinta Maslai from Patharkhmah village in Ri Bhoi district, who has been spinning eri cocoons into yarn for years, explained how an eri moth lays hundreds of eggs and after 10 days or so, these eggs hatch, producing silkworms, which are then reared indoors and fed castor leaves until they mature over a period of 30 days.

When the silkworm matures to its full size, they are placed on cocoonage—devices that help silkworms spin their cocoons. The moth evolves, breaking out from the open end of the cocoon to start a new life cycle. Thus, in this process, no moths are killed. The empty cocoons are boiled to remove the gums left behind by the worms; they are then rinsed and left out in the sun to dry.

According to Maslai, the best season to carry out this process is from May till October. “When the weather is too cold or too hot, the worms don’t grow properly because they eat less. If they don’t eat well, they don’t make the cocoon well enough,” Maslai said.

Switching to solar-powered spinning machines

Women artisans have for years used their traditional spindles or ‘taklis,’ to spin eri cocoons into yarn. However, many of them, like Maslai and Makri, have now switched to the solar-powered spinning machines, which they claim have made their lives “easier.”

Since Maslai started using the solar-powered machines, she says she can weave up to 500 grams in a week. “Sometimes even a kilo is possible in a week but many of us have children and farms to look after so we can manage up to 500 grams in a week,” Maslai said, adding that before they wouldn’t get a kilo even if they spun for an entire month with the ‘takli.’

“The machines help a lot—with our hands, we couldn’t do much.”

In the nearby Patharkhmah market, Maslai sells one kilo of yarm for Rs 2500.

Makri, who is considered an expert at spinning eri yarn, said she has sold 1 kg of yarn for up to Rs 3000. “The lowest quality of one kilo of eri yarn is about Rs 1200-1500. The quality also differs in terms of the smoothness of the yarn sometimes,” Makri said.

The machines have also made our lives better because their villages are usually without electricity for an entire day, Maslai said. In the mornings they usually go out for farming; evenings are the time when they find adequate time to spin.

“The machines provide backup solar batteries so we can work at night. It is helpful during the rainy season too when it’s too cloudy for the solar panels to be used as a direct energy source,” Maslai said, adding, “I spin a lot in the evenings after cooking dinner. That’s when my kids are asleep.”

The machines have been distributed by MOSONiE Socio Economic Foundation, a not-for-profit led entirely by a group of women based in Pillangkata of Ri Bhoi district in Meghalaya.

“Our vision is to increase the productivity of eri silk spinners by providing solar-powered spinning machines to them. We also want to provide them financial options to afford a spinning machine by connecting them with rural banks. The idea is to give them training to use these machines and promote entrepreneurship among the women artisans,” said Salome Savitri, one of the co-founders of MOSONiE.

Many women in rural areas, Savitri said, cannot afford to buy the machines or do not have the money to pay direct cash; this is where she said MOSONiE steps in and bridges the gap between Meghalaya Rural Bank (MRB) and the women artisans. For instance, Maslai took a loan from MRB to buy the spinning machine, which she paid off after a year.

Maslai recalls how, with training from MOSONiE, it took her about three days to make the switch from a handheld spindle to the machine. “We use the machine now and no longer use the traditional method,” Maslai said.

Makri, who is one of the more experienced ones, also teaches others from her village to use the solar-powered spinning machines. Individually, people give her Rs 50-100 per day for the training they receive from her. She has won awards for her work from India’s ministry of textiles, central silk board, and the national handloom awards.

Upasna Jain, chief of staff at Resham Sutra, a Delhi-based social enterprise that has been manufacturing the solar-powered spinning machines, said not-for-profit organizations like MOSONiE, which is an on-ground partner of Resham Sutra in Meghalaya, help them establish rural experience centers. “We have our on-ground partners, who enable us to mobilize, create awareness, outreach, and demonstrations. In the rural experience centers, we have machines for spinning but we also have machines for quality certification. The on-ground partners impart 3 to 5 days of training, and we also have community champions because even after training, a lot of handholding is required,” Jain explained.

Out of 28 states, currently, Resham Sutra has managed to reach 16 states of India. “We work with eri, mulberry, tussar, and muga silk,” Jain said. Started in 2015, the Resham Sutra initiative has more than 25,000 installations across India.

“Our founder, Kunal Vaid, was an exporter of silk and home linen, and he would source his silk fabric from Jharkhand, where he saw the traditional thigh reeling process to make tussar yarn…he being a mechanical engineer who specialized in industrial design, out of a hobby innovated a spinning wheel, which has now become a full-time business enterprise.”

Jain added, “He also transitioned from being an exporter to a full-time social entrepreneur.” Apart from the spinning wheels, Resham Sutra also manufactures solar looms.

Through the use of solar, Jain said, their aim is to also take the silk industry towards carbon neutrality. She said, “As our machines are solar-powered, we save a lot of carbon dioxide, our machines run on low voltage and they are energy efficient. So, wherever there is ample sunlight, these machines are a great solution, especially in remote villages where electricity can be erratic.”

While both Makri and Maslai like using their machines, they said that an extra space to expand their spinning avenues would help them greatly. Makri wants to build another room where she can keep both her spinning machines and teach others too. Maslai, who lives in a two-room house, said there is barely any space for her to teach anyone else but she still tries to pass on the craft to young girls as well as boys who are interested in learning. “When I am teaching, they look after my kids as a token of goodwill.”

The Giant Plastic Tap: How art fights plastic pollution

NEW DELHI, Mar 28 2025 (IPS) – “The size of the faucet highlights the magnitude of the problem. It makes the problem impossible to ignore. We’re used to throwing things ‘away’—but when we’re confronted with what happens when ‘away’ is not an option, I think it creates an emotional wake-up call,” says Benjamin Von Wong.


The 39-year-old Canadian artist and activist is referring to his inspiration behind The Giant Plastic Tap installation, which created a buzz in the art world, highlighting the problem of plastic pollution.

Wong, known for his environmental art installations and hyper-realist art style, created the Giant Plastic Tap that features an oversized faucet seemingly floating in mid-air while spewing plastic waste, serving as a striking metaphor for the world’s urgent need to address plastic production at its source.

He explains, “I wanted to bring the phrase ‘Turn off the plastic tap’ to life in a tangible way. I adapted the concept of the ‘floating fountain’ but distorted it with plastic—to emphasize the urgency of tackling the problem at its source by reducing plastic production, rather than relying solely on downstream solutions like recycling and beach cleanups.”

Reportedly, the global effects of plastic pollution are becoming more evident, highlighting the urgent need for collective action. Scientific studies and policy changes are essential but it is also crucial to acknowledge the influence of art in raising awareness and inspiring people to act.

Art has a unique power to evoke emotions, ignite conversations, and build a deep connection between individuals and the environment.

In the fight against plastic pollution, one art installation has become a powerful symbol of change, with Wong playing an important role.

Plastic pollution is one of the biggest crises of this generation.

The latest study, by charity EA Earth Action and released last year, revealed that more than a third of plastic waste will be improperly handled at the end of its lifecycle. This equates to 68.6 million tonnes of plastic, translating to an average of 28kg of plastic waste per person worldwide. In 2024, approximately 220 million tonnes of plastic waste were generated, marking a 7.11 percent increase since 2021.

Art installed so far

Von Wong, who shifted from mining engineering to environmental activism through art, has created four large-scale faucet installations, showcased at venues including Art Basel, the United Nations Environment Assembly 5.2 in Nairobi (2022), and the United Nations Ocean Conference.

“We’ve installed them in over a dozen locations—but even more exciting is that hundreds of cardboard replicas have been made worldwide,” Wong says.

Wong reflects, “I’m not sure how you measure the impact of art, but I think the fact that this installation has become a symbol for the importance of a global plastic treaty is probably the biggest achievement.”

The Giant Plastic Tap has been featured at previous INC (Intergovernmental Negotiating Committee for the plastic treaty) sessions. However, its absence was notably felt during the INC-5 conference in Busan, South Korea.

Wong says, “I did my best to have the tap installation placed in Busan, but it wasn’t allowed. Instead, the ‘beached whale’ was placed on the lawns of BEXCO, the exhibition center that hosted the event last year.” He adds, “Despite reaching out over six months in advance to the operations team, the delegation, and securing local partners with independent funding, we were met with silence.”

Interestingly, INC-5 failed to reach a consensus on the global plastic treaty due to disagreements over national interests, industry influence, financial and technical support, and enforcement mechanisms.

Despite current challenges in global plastic treaty negotiations, including the presence of fossil fuel lobbyists and the constraints of consensus-based decision-making, Artist Wong remains optimistic about the future. “I’m certain we will find a way forward,” he asserts, pointing to the numerous dedicated individuals and organizations working to advance the treaty.

Meanwhile, after the Intergovernmental Negotiating Committee decided to postpone the fifth session, the second part of the fifth session (INC-5.2) is scheduled to take place from 5 to 14 August 2025 at the Palais des Nations in Geneva, Switzerland.

Involving locals

Wong involved the local communities to complete the installation at UNEA 5.2 in Nairobi. The project collaborated with the Human Needs Project to collect three tons of plastic from the Kibera slums. The initiative employed over 80 local women to clean and organize the plastic, ensuring their voices were heard by world leaders. “We also fundraised to support the creation of a more local waste management system,” he adds.

The installation has achieved significant success in its mission to influence public perception. Viewers consistently grasp the fundamental message about the need to stop plastic pollution, and the installation’s visual impact helps transform an intellectual discussion into an emotional experience. Its symbolism has become particularly significant in the context of the global plastic treaty discussions.

Lastly, can art play a pivotal role in driving real-world change? To this Wong draws a compelling parallel: “What is the value of a monument like the Statue of Liberty? How would you measure it?”

The success of The Giant Plastic Tap suggests that art remains a powerful catalyst for environmental awareness and social change, particularly when it transforms complex global issues into visceral, emotional experiences that resonate across cultural and linguistic barriers.

A Test of Humanity: Migrants’ Rights in a World Turning Inward

MONTEVIDEO, Uruguay, Mar 25 2025 (IPS) – The United Nations Refugee Agency faces devastating cuts that may eliminate 5,000 to 6,000 jobs, with potentially catastrophic consequences for millions of people fleeing war, repression, hunger and climate disasters. This 75-year-old institution, established to help Europeans displaced by the Second World War, now confronts an unprecedented financial crisis, primarily due to the US foreign aid freeze – and the timing couldn’t be worse.


As CIVICUS’s 14th annual State of Civil Society Report documents, a series of connected crisis – including conflicts, economic hardship and climate change – have created a perfect storm that threatens migrants and refugees, who face increasingly hostile policies and dangerous journeys from governments turning their backs on principles of international solidarity and human rights.

At least 8,938 people died on migration routes worldwide in 2024, making it the deadliest year on record, with many of the deaths in the Mediterranean and along routes across the Americas, including the Caribbean Sea, the Darién Gap between Colombia and Panama and the extensive border between Mexico and the USA. Just last week, six people died and another 40 are missing after their boat capsized in the Mediterranean.

Such tragedies have come time again over the last year. In March 2024, 60 people, including a Senegalese mother and her baby, died from dehydration after their dinghy was left adrift in the Mediterranean. In June, US border agents found seven dead migrants in the Arizona and New Mexico deserts. In September, seven people were found clinging to the sides of a boat that capsized off the Italian island of Lampedusa, after watching 21 other people, many of them family members, drown around them.

These tragedies weren’t accidents or policy failures. They were the predictable results of morally indefensible political choices.

The reality behind the rhetoric

The facts contradict populist narratives about migration overwhelming wealthy countries. At least 71 per cent of the world’s refugees remain in the global south, with countries such as Bangladesh, Colombia, Ethiopia and Uganda hosting far more displaced people than most European countries. Yet global north governments keep hardening borders and outsourcing migration management to prevent arrivals. The second Trump administration has declared a ‘national emergency’ at the US southern border, enabling military deployment and promising mass deportations while explicitly framing migrants as invaders – a rhetoric that history shows can easily lead to deadly consequences.

Europe continues its own troubling trajectory. Italy is attempting to transfer asylum seekers to Albanian detention centres, while the Netherlands has proposed sending rejected asylum seekers to Uganda, blatantly disregarding the state’s human rights violations, particularly against LGBTQI+ people. The European Union is expanding controversial deals with authoritarian governments in Egypt and Tunisia, effectively paying them to prevent migrants reaching European shores.

Anti-migrant rhetoric has become a common and effective electoral strategy. Far-right parties have made significant gains in elections in many countries by campaigning against immigration. Demonising narratives played a key role in Donald Trump’s re-election. The mobilisation of xenophobic sentiment extends beyond Europe and the USA, from anti-Haitian rhetoric in the Dominican Republic to anti-Bangladeshi campaigning in India.

Civil society under siege

Civil society organisations providing humanitarian assistance are increasingly being criminalised for their work. Italy has made it illegal for search-and-rescue organisations to conduct more than one rescue per trip, imposes heavy fines for noncompliance and deliberately directs rescue vessels to distant ports. These measures have achieved their intended goal of reducing the number of active rescue ships and contributed to the over 2,400 migrant drownings recorded in the Mediterranean in 2024 alone. Tunisia’s president has labelled people advocating for African migrants’ rights as traitors and mercenaries, leading to criminal charges and imprisonment.

Despite mounting obstacles, civil society maintains its commitment to protecting the human rights of migrants and refugees. Civil society groups maintain lifesaving operations in displacement settings from the Darién Gap to Cox’s Bazar in Bangladesh. Legal aid providers navigate increasingly complex asylum systems to help people access protection. Community organisations facilitate integration through language instruction, job placements and social connections. Advocacy groups document abuses and push for accountability when state authorities violate migrants’ human rights.

But they’re now operating with drastically diminishing resources in increasingly hostile environments. Critical protection mechanisms are being dismantled at a time of unprecedented need. The implications should alarm anyone concerned with human dignity. If borders keep hardening and safe pathways disappear, more people will attempt dangerous journeys with deadly consequences. The criminalisation of solidarity risks eliminating critical lifelines for the most vulnerable, and dehumanising rhetoric is normalising discrimination and institutionalising indifference and cruelty.

A different approach is possible

Rather than reactive, fear-based policies, civil society can push for comprehensive approaches that uphold human dignity while addressing the complex drivers of migration. This means confronting the root causes of displacement through conflict prevention, climate action and sustainable development. It also means creating more legal pathways for migration, ending the criminalisation of humanitarian assistance and investing in integration support.

There’s a need to challenge the fundamental assumption that migration is an existential threat rather than a manageable reality than requires humane governance, and an asset to receiving societies. Historically, societies that have integrated newcomers have greatly benefited from their contributions – economically, culturally and socially.

In a world of unprecedented and growing global displacement, the question isn’t whether migration will continue – it will – but whether it will be managed with cruelty or compassion. As CIVICUS’s State of Civil Society Report makes clear, the treatment of migrants and refugees serves as a litmus test: the way societies respond will prove or disprove their commitment to the idea of a shared humanity – the principle that all humans deserve dignity, regardless of where they were born or the documents they carry.

Civil Society: The Last Line of Defence in a World of Cascading Crises

MONTEVIDEO, Uruguay / LONDON, Mar 20 2025 (IPS) – In a world of overlapping crises, from brutal conflicts and democratic regression to climate breakdown and astronomic levels of economic inequality, one vital force stands as a shield and solution: civil society. This is the sobering but ultimately hopeful message of CIVICUS’s 14th annual State of Civil Society Report, which provides a wide-ranging civil society perspective on the state of the world as it stands in early 2025.


The report paints an unflinching portrait of today’s reality: one where civilians are being slaughtered in Gaza, Sudan, Ukraine and elsewhere, with perpetrators increasingly confident they’ll face no consequences. A global realignment appears underway, with the Trump administration dismantling longstanding international alliances and seemingly determined to reward acts of aggression. Any semblance of a rules-based international order is crumbling as transactional diplomacy and the dangerous principle that might makes right become normalised.

Climate change continues to accelerate. 2024 was the hottest year on record, yet fossil fuel companies keep banking record profits, even as they scale back renewable energy plans in favour of further extraction. The world’s economies are reaching new levels of dysfunction, marked by soaring inequality and worsening precarity, while billionaires accumulate unprecedented wealth. Tech and media tycoons are no longer content just to influence policy; increasingly they want to control politics, raising the risk of state capture by oligarchs. Democracy is under siege, with right-wing populism, nationalism and autocratic rule surging. Democratic dissent is being crushed.

These compounding crises create a perfect storm that threatens the foundations of human rights and democratic freedoms. But in this precarious moment, precisely when civil society is needed most, it faces an accelerating funding crisis. Major donor agencies have cut back support and aligned funding with narrow national interests, while many states have passed laws to restrict international funding for civil society. The malicious and reckless USAID funding freeze has come as a particularly heavy blow, placing many civil society groups at existential risk.

At times like these it’s worth thinking about what the world would look like without civil society. Human rights violations would flourish unchecked. Democracy would erode even faster, leaving people with no meaningful agency to shape decisions affecting their lives. Climate change would accelerate past every tipping point. Women would lose bodily autonomy. LGBTQI+ people would be forced back into the closet. Excluded minorities would routinely face violence with no recourse. Whole communities would live in fear.

As events during 2024 and early 2025 have shown, even under extraordinary pressure, civil society continues to prove its immense value. In conflict zones, grassroots groups are filling critical gaps in humanitarian response, documenting violations and advocating for civilian protection. In numerous countries, civil society has successfully mobilised to prevent democratic backsliding, ensure fair elections and challenge authoritarian power grabs.

Through strategic litigation, civil society has established groundbreaking legal precedents forcing governments to take more ambitious climate action. Struggles for gender equality and LGBTQI+ rights keep being won through persistent advocacy, despite intensifying backlash. Across diverse contexts, civil society has employed a wide range of ever-evolving and creative tactics – from mass mobilisation to legal action – and proved it can and will hold the line even as civic space restrictions intensify and funding is slashed.

The message is clear: civil society represents a vital source of resistance, resilience and hope. Without it, many more people would be living much worse lives.

But if civil society is to keep doing this vital work, it may need to reinvent itself. The funding crisis demands innovation, because even before the USAID catastrophe, the donor-reliant model had reached its limits. It has long been criticised for reproducing economic and political power imbalances while constraining civil society’s ability to confront entrenched power. More diverse and sustainable resourcing models are urgently needed, from community-based funding approaches to ethical enterprise activities that generate unrestricted income.

To thrive in this changing and volatile context, civil society will have to embrace a movement mindset characterised by distributed leadership, nimble decision-making and the ability to mobilise broad constituencies rapidly. Some of the most successful civil society actions in recent years have shown these qualities, from youth-led climate movements to horizontally organised feminist campaigns that connect people across class, race and geographic barriers.

Civil society must prioritise authentic community connections, particularly with those most excluded from power. This means going beyond traditional consultations to develop genuine relationships with communities, including those outside urban centres or disadvantaged by digital divides. The strength of the relationships civil society can nurture should be one key measure of success.

Equally crucial is the development of compelling narratives, and infrastructure to help share them, that speak to people’s legitimate anxieties while offering inclusive, rights-based alternatives to the widely spread and seductive but dangerous appeals of populism and authoritarianism. These narratives must connect universal values to local contexts and concerns.

In this current cascade of global crises, civil society can no longer hope for a return to business as usual. A more movement-oriented, community-driven and financially independent civil society will be better equipped to withstand threats and more effectively realise its collective mission of building a more just, equal, democratic and sustainable world.

The 2025 State of Civil Society Report offers both a warning and a call to action for all concerned about the shape of today’s world. Civil society represents humanity’s best hope for navigating the treacherous waters ahead. In these dark times, civil society remains a beacon of light. It must continue to shine.

Funding Disruptions Are a Systemic Failure – Philanthropy Must Do What’s Right and Support Local Leadership

SORIA, Spain, Mar 17 2025 (IPS) – The slashing of US aid funding by Donald Trump and Elon Musk, and cuts or planned cuts in international support by several European states, threaten to cut off the oxygen supply to a civil society already in a critical condition. At CIVICUS, the global civil society alliance, activists and grassroots groups have shared with us time and again that shifting and volatile donor priorities are one of the top funding challenges they face, alongside limited resources for strategy and restricted funding.

Local civil society in the global south is most affected by these challenges. Funding disruptions are no temporary matter. They reflect systemic failures and deep power and funding inequalities between the global north and global south. They undermine trust, shift power away from the communities most affected by global challenges and force local organisations into a reactive survival mode rather than enabling them to drive strategic action.

This is a critical moment for philanthropy to step up and put locally led development principles into practice. This means channelling more resources directly to local civil society, advocating for the meaningful participation of a diverse local civil society in policy spaces at all levels, ensuring their financial, legal and security resilience, and reimagining the role of philanthropy as being not just a funder, but an investor, catalyser and collaborator. As a starting point, philanthropic funders should do the following.

1. Commit to immediate, flexible, and sustained financial support

Local civil society is on the frontlines of addressing some of the world’s most pressing issues. Yet it’s often the first to feel the impact of funding disruptions. Philanthropy must act quickly to provide immediate, flexible and emergency grants to help local organisations survive funding gaps, including by increasing flexibility in existing grants to allow for operational reallocation to cover urgent needs, such as security-related expenses, salaries and insurance.

Unrestricted funding is also critical. Local groups need autonomy to allocate resources where they’re most needed, including for financial, legal and digital protection. Philanthropic funders should prioritise high-quality support – funding that is flexible, predictable and for core work – to support local civil society’s agency and autonomy and avoid orientation around donor priorities. Philanthropy must recognise that trust in local leadership is both the right and strategic thing to do.

2. Strengthen local civil society’s governance through collaboration and promote trust and support

Local leadership isn’t just about financial support; it’s about co-creating the systems and structures that enable local groups to thrive. Philanthropy can play a pivotal role in supporting local groups to strengthen their governance, risk management and compliance systems by fostering collaboration and innovation rather than imposing external standards. Support should be tailored, context specific and co-designed.

One key step is providing direct support to local groups to develop systems that prioritise accountability while trusting them to manage resources. This requires funders to move away from overly prescriptive conditions and toward models of support that acknowledge the leadership and agency of local civil society.

Philanthropy must also recognise that compelling narratives and ambitious policies are needed to stimulate trust and support local civil society. Progressive philanthropic funders can encourage others to follow suit.

3. Invest in infrastructure enabling diverse local civil society groups to collectively organise, share resources and strengthen resilience

In an increasingly interconnected world, the ability of local civil society groups to connect, collaborate and share resources is more important than ever. Investments in infrastructure can enable civil society to bravely defend and promote civic freedoms. Investment will facilitate collective influencing and knowledge-sharing networks, ensuring organisations are better prepared for further funding instability.

Philanthropic funders can earmark funds for emergency response, including for legal defence, audits and unforeseen security threats. Security in the digital sphere is also a critical need, and support can be provided for digital communications infrastructure, encrypted platforms and security audits.

Support for protection of civic space and promotion of civil society participation in decision-making will help enable strategic resistance against rollbacks of hard-won rights and gender, racial and social justice gains.

It’s also crucial to recognise that progressive local civil society groups and leaders are key enablers of locally led development and strengthen civil society’s support infrastructure. Investments in these infrastructures ensure that local groups have the necessary space, resources, agency and autonomy to shape and implement solutions that best fit their contexts.

CIVICUS’s Local Leadership Labs initiative addresses the political, technical and behavioural barriers that hinder governments, donors and other stakeholders from fully embracing and resourcing diverse civil society groups as legitimate participants in development. These labs support radically inclusive spaces, where local civil society groups can drive the development of policies and solutions, together with decision-makers and other key players. This cultivates spaces for collaboration, allowing diverse civil society groups and multi-stakeholder initiatives to share knowledge, reflect and strategise together.

A call to reaffirm commitment to locally led development

Philanthropic funders have unique convening authority, networks and partnerships that can be leveraged to advocate for locally led development. This isn’t just about funding; it’s about using influence to shift narratives and create an enabling environment where local civil society can thrive. Philanthropist must publicly reaffirm their commitment to the Donor Statement on Supporting Locally-Led Development and take real steps to put these principles into action.

The challenges are immense, but so too are the opportunities. By fostering an environment where local civil society has the resources, autonomy and trust to lead, philanthropy can move beyond financial transactions and become a transformative partner.

The G20: How it Works, Why it Matters and What Would be Lost if it Failed

The G20 Johannesburg Summit will be the twentieth meeting of the Group of Twenty (G20), a meeting of heads of state and government scheduled to take place from 22 to 23 November 2025. It will be the first G20 summit held in Johannesburg, South Africa and on the African continent.

PRETORIA, South Africa, Mar 11 2025 (IPS) – South Africa took over the presidency of the G20 at the end of 2024. Since then the world has become a more complex, unpredictable and dangerous place.


The most powerful state in the world, the US, seems intent on undermining the existing order that it created and on demonstrating its power over weaker nations. Other influential countries are turning inward.

These developments raise concerns about how well mechanisms for global cooperation, such as the G20, can continue to operate, particularly those that work on the basis of consensual decision making.

What’s the G20’s purpose?

The G20 is a forum in which the largest economies in the world meet regularly to discuss, and attempt to address, the most urgent international economic and political challenges. The group, which includes both rich and developing countries, accounts for about 67% of the world’s population, 85% of global GDP, and 75% of global trade.

The G20, in fact, is a misnomer. The actual number of G20 participants in any given year far exceeds the 19 states and 2 international entities (the European Union and the African Union) that are its permanent members.

Each year they are joined by a number of invited “guests”. While there are some countries, for example Spain and the Netherlands, that are considered “permanent” G20 guests, the full list of guests is determined by the chair of the G20 for that year.

This year, South Africa has invited 13 countries, including Denmark, Egypt, Finland, Singapore and the United Arab Emirates. They are joined by 24 invited international organisations such as the International Monetary Fund, the World Bank and the United Nations and eight African regional organisations, among others.

The G20 should be understood as a process rather than a set of discrete events. Its apex is the annual leaders’ summit at which the participating heads of state and government seek to agree on a communiqué setting out their agreements on key issues. These agreements are non-binding and each of the participating states usually will implement most but not all the agreed points.

The communiqué is the outcome of a two track process: a finance track, consisting of representatives of the finance ministries and central banks in the participating counties, and a “sherpa” track that deals with more political issues. In total these two tracks will involve over 100 meetings of technical level.

Most of the work in each track is done by working groups. The finance track has seven working groups dealing with issues ranging from the global economy and international financial governance to financial inclusion and the financing of infrastructure. The sherpa track has 15 working groups dealing with issues ranging from development and agriculture to health, the digital economy, and education.

The agenda for the working group meetings is based on issues notes prepared by the G20 presidency. The issues notes will discuss both unfinished business from prior years and any new issues that the president adds to the G20 agenda.

The working group chairs report on the outcomes of these meetings to the ministerial meetings in their track. These reports will first be discussed in meetings of the deputies to the ministers. The deputies will seek to narrow areas of disagreement and sharpen the issues for discussion so that when they are presented at the ministerial meeting the chances of reaching agreement are maximised.

The agreements reached at each of these ministerial meetings, assuming all participants agree, will be expressed in a carefully negotiated and drafted communiqué. If the participants cannot agree, the minister chairing the meeting will provide a chair’s summary of the meeting.

These documents will then inform the communiqué that will be released at the end of the G20 summit. This final communiqué represents the formal joint decision of the participating heads of state and government.

The G20 process is supplemented by the work of 13 engagement groups representing, for example, business, labour, youth, think tanks, women and civil society in the G20 countries. These groups look for ways to influence the outcomes of the G20 process.

What is the G20 troika and how does it operate?

The G20 does not have a permanent secretariat. Instead, the G20 president is responsible for organising and chairing the more than 100 meetings that take place during the year. The G20 has decided that this burden should be supported by a “troika”, consisting of the past, present and future presidents of the G20. This year the troika consists of Brazil, the past chair; South Africa, the current chair; and the US, the future chair.

The role of the troika varies depending on the identity of the current chair and how assertive it wishes to be in driving the G20 process. It will also be influenced by how active the other two members of the troika wish to be.

The troika helps ensure some continuity from one G20 year to another. This is important because there is a significant carryover of issues on the G20 agenda from one year to the next. The troika therefore creates the potential for the G20 president to focus on the issues of most interest to it over a three-year period rather than just for one year.

How successful has the G20 process been?

The G20 is essentially a self-appointed group which has designated itself as the “premier forum for international economic cooperation”.

The G20 was first brought together during the Asian financial crisis in the 1990s. At that time, it was limited to a forum in which ministers of finance and central bank governors could meet to discuss the most important international economic and financial issues, such as the Asian financial crisis.

The G20 was elevated to the level of heads of state and government at the time of the 2008 global financial crisis.

The G20 tends to work well as a cooperative forum when the world is confronting an economic crisis. Thus, the G20 was a critical forum in which countries could discuss and agree on coordinating actions to deal with the global financial crisis in 2008-9.

It has performed less well when confronted with other types of crises. For example, it was found wanting in dealing with the COVID pandemic.

It has also proven to be less effective, although not necessarily totally ineffective, when there is no crisis. So, for example, the G20 has been useful in helping address relatively technical issues such as developing international standards on particular financial regulatory issues or improving the functioning of multilateral development banks.

On other more political issues, for example climate, food security, and funding the UN’s sustainable development goals, it has been less effective.

There’s one less obvious, but nevertheless important, benefit. The G20 offers officials from participating countries the chance to interact with their counterparts from other G20 countries. As a result, they come to know and understand each other better, which helps foster cooperation between states on issues of common interest.

It also ensures that when appropriate, these officials know whom to contact in other countries and this may help mitigate the risk of misunderstanding and conflict.

These crisis management and other benefits would be lost if the G20 were to stop functioning. And there is currently no alternative to the G20 in the sense of a forum where the leading states in the world, which may differ on many important issues, can meet on a relatively informal basis to discuss issues of mutual interest.

Importantly, the withdrawal of one G20 state, even the most powerful, should not prevent the remaining participants from using the G20 to promote international cooperation on key global challenges.

In this way it can help manage the risk of conflict in a complex global environment.
