BUSAN, Korea, Apr 30 2025 (IPS) – Indigenous people play a vital role in ocean protection due to their deep-rooted connection to the marine environment and their traditional knowledge of sustainable resource management. They often possess centuries-old practices and stewardship ethics that prioritize ecological balance and community well-being.


Recognizing and supporting indigenous leadership in ocean conservation is crucial for building a more sustainable future for the world’s oceans. Solomon Pili Kaho’ohalahala from the Maui Nui Makai Network spoke to IPS during the 10th Our Ocean Conference in Busan, Korea.

“My name is Solomon Pili Kaho’ohalahala. I am from the small island of Lanai in Hawaii. I’m an eighth-generation Lanai. As an indigenous Hawaiian, one thing that is really clear is that I grew up with the traditional practices of our kupuna, our ancestors, and our elders. These practices brought us into a very close relationship with the land and sea, and we learned to strike a balance between what we gather from the land and sea for our daily sustenance and what is left behind for future generations.

“This practice is very mindful of spawning seasons for our land and sea resources, whether they be plants, animals, or fish, and respects those seasons so that we leave them alone when they’re at their highest ability to perpetuate their species. By contrast, now that we are illegally a part of the United States, they have put their management systems and laws in place, and their systems are contrary to those of traditional Hawaiian practices.

“And what we find is that under their management, the resources are in decline. So, the number of fish, which I previously described as plentiful, is now declining. The seaweed, which is also a type of food for us, is declining.

“So, what we have asked the government, the state of Hawaii, is to allow the indigenous people to begin their own traditional management practices to help restore. The government has such a hard time allowing the indigenous people to be the caretakers and managers, even though we have thousands and thousands of years of experience, but the government wants to do it alone and push us aside. By excluding indigenous people, the government is failing.

“We therefore decided that we don’t need the government’s permission to be the caretakers of our resources. So, we created our own community of managers of our resource, and these are cultural people. We are applying our cultural practice from land and into sea and ensuring that all of these natural resources on land and underwater are cared for in their proper manner, and this ensures that the cycle of replenishment is not broken.

“And what we’ve been able to demonstrate is that we are finding success, but the government does not acknowledge this success. So, we are still not recognized as the people that should be the caretakers of these systems, because the experience is an indigenous one and this is a problem.

“We are hoping for opportunities where the government will allow the community to be the caretakers. It’s slow in coming, and we don’t have much time to implement this, because if we don’t, then we may lose our resources forever, and that would be a sad day. So, we are doing our part with our own initiatives, but we are also pushing the government to consider these traditional practices of the indigenous people as management practices in islands in the largest ocean on the planet.

“And it’s very slow, but we are not stopping. We are moving ahead. Now, we want to take that experience and elevate this conversation in the international arena, because now we are talking about not just an island where I live on, but I’m talking about the entire ocean in which I live in.

“And if the international bodies consider making rules and regulations to manage that large ocean without the indigenous people, then we would be creating something not any different from what I’ve been living with, where state governments try to manage and control without indigenous input. At the international level, we are asking, are you going to manage and control the large oceans of the earth without the indigenous people? It cannot be.”

Women, Indigenous Communities Must Lead Climate Finance Allocations at COP29—Plan International Global Director

BAKU, Nov 16 2024 (IPS) – Plan International, a global leader in advocating for children’s rights and gender equality, sees the need for women and Indigenous people to be at the forefront of climate negotiations.


Founded in 1937 during the Spanish Civil War, Plan International has spent over eight decades working to improve the lives of children in some of the world’s most underprivileged regions. While its initial focus was on broader child welfare, the organization has, over the last ten years, shifted its attention toward empowering girls, particularly those from disadvantaged backgrounds. This strategic pivot has an understanding that girls often face compounded barriers to education, health, and economic opportunities, especially in remote and conflict-prone areas.

Today, Plan International, says Soumya Guha, the Global Director of Programs, operates in 52 countries, supported by fundraising activities across 22 locations. Its programs target the most marginalized communities, focusing on holistic, long-term development alongside emergency humanitarian responses. This dual approach has allowed the organization to integrate its development goals with pressing needs, such as disaster resilience and conflict mitigation.

“We believe the first five years of a child’s life are critical in shaping their future,” Guha said. The organization’s “I Am Ready” program, implemented in countries like Laos, Tanzania, and Cambodia, addresses linguistic and social barriers faced by children from marginalized groups. By offering a ten-week intensive program that prepares children for primary school in their local language, the initiative has led to a remarkable 37 percent improvement in school attendance and retention rates.

In earthquake-prone areas, the organization has introduced disaster preparedness programs that equip schools to respond effectively during emergencies. “In the Kathmandu earthquake, schools participating in our safety programs were able to evacuate quickly, saving lives,” Guha said.

Beyond education, Plan International emphasizes sexual and reproductive health and rights (SRHR), ensuring that young people have access to critical information and resources. Programs that support economic empowerment, such as initiatives involving school feeding programs, complement these efforts. In Sierra Leone, for instance, women’s cooperatives not only supply food for schools but also reinvest their earnings to establish educational facilities in underserved areas. This approach has created a ripple effect, fostering gender equality, boosting local economies, and enhancing educational outcomes.

Recognizing the disproportionate impact of climate change on marginalized communities, the organization integrates climate adaptation strategies into its education and health programs. In Asia, combating child marriage and addressing climate vulnerabilities are emerging priorities. “Child marriage is a persistent issue in Asia, and we are determined to tackle it alongside climate change challenges,” Guha said.

He added that operating in regions affected by conflict and disasters requires a nuanced approach. In Ethiopia’s Tigray region, where prolonged conflict has displaced thousands, Plan International works with local organizations to provide immediate relief while also supporting host communities. This dual focus aims to ease tensions and promote peacebuilding. Similar strategies have been employed in Bangladesh during the Rohingya refugee crisis, where the organization ensured that support extended to both displaced populations and the local communities hosting them.

“Technology plays an increasingly important role in Plan International’s programs, particularly in remote and resource-poor areas. In Sierra Leone, for example, a digital platform called Televret enables real-time feedback on the quality of school meals, ensuring accountability and timely action. In Ethiopia, augmented reality tools are being piloted to support children with learning disabilities by making educational content more accessible and engaging,” Guha said.

The organization plans to continue its focus on early childhood development, education, economic empowerment, and climate resilience. While its geographic priorities remain centered on Africa and Asia, it will also maintain a presence in South America, addressing deep-seated inequities that persist despite overall economic progress in the region.

Guha stressed the importance of international cooperation at COP29, particularly in climate finance. The organization advocates for ambitious funding targets, stating that developed nations should bear a significant share of the responsibility. “The most marginalized communities, including women and indigenous populations, must be at the forefront of climate finance allocations,” said.

Walking with Wisdom: Whaia’s Mission to Bring Indigenous Knowledge to COP 29

BAKU, Nov 15 2024 (IPS) Kaitiaki! Whaia says she is at COP29 to bring indigenous wisdom to influence policy and to provide guardianship (kaitiaki) of the climate negotiations.


Whaia, who now lives in Aotearoa, New Zealand, was raised as an Indigenous Aboriginal in Australia, where through her community she led a life of cultural practices that protect the environment.

“Our cultural practices, our cultural ways, and the environment have always been our teacher and our classroom. To recognize our ‘Kaitiaki’ responsibilities is to be with the environment in the way that we have always lived.”

She came here with the Wisdom Keeper delegation and non-profit Indigenous Global Eldership, expressing a preference for saying, “That we are walking with them.” There are 16 members in the delegation with people from all across the globe—Hopi nation, Totemic Mexican, Māori, Palestinian, African, Canadian, Australian, U.S. and Amazonian.

Advocating for people from diverse backgrounds in the policy space, she said, “People are from different places here but united by a common goal. Some of us have been working in this policy space and some of us are new to the policy world. So we are about bridging the gaps between these spaces.”

With regard to promoting Indigenous knowledge, Whaia said, “Sometimes we feel that we don’t know policy. However, if we know our rights of passage, our ancient practices and our protocols, then we know policy. It just gets lost in translation within the language. So we are here to cross the bridge.”

Whaia came to the COP29 with her daughter. Moana beamed when she told IPS that it was Moana’s second COP.
“Moana also walked with the Wisdom Keeper delegation in Dubai last year when she was just seven years old.”

On bringing Moana to COP 29, she said, “I take her to all important meetings. I believe that we should actually bring the wisdom into our younger generation. They are the ones who will inherit the choices that we make.”

Whaia, beautifully playing multiple roles as an indigenous person, policy advocate, feminist, and mother, says, “Time taken to take care of our children is never a burden. Taking care of family are the rights and responsibilities that we all must step into. It starts at home, within our communities and extends globally.”

MANAMA & NAIROBI, Nov 7 2024 (IPS) – The Arab region is among the most water-scarce areas globally, as nearly 392 million people live in countries facing water scarcity or absolute water scarcity. So dire is the situation that, of the 22 Arab countries, 19 fall below the annual threshold for water scarcity in renewable resources, defined as 1,000 cubic meters per person.


Worst still, 13 countries fall below the absolute water scarcity threshold of 500 cubic meters per person per year. Water scarcity in the Arab region poses a serious challenge, threatening the achievement of Sustainable Development Goals and the realization of the fundamental human right to access water and sanitation. 

It is within this context that the Forum of Arab Parliamentarians on Population and Development, in collaboration with the Asian Population and Development Association in Japan and with support from the United Nations Population Fund, held a meeting on October 26, 2024, in the Kingdom of Bahrain to address water scarcity as a development concern and promote coordinated action across different sectors.

Dr. Mohamed Al-Samadi, Secretary-General of the Forum of Arab Parliamentarians on Population and Development, stressed the need for coordinated governance and measures to close the gap between water security and the Sustainable Development Goals. The gathering that included Bahraini parliamentarians from committees focused on population and development, along with representatives from civil society organizations, experts, academics, and government officials.

The gathering reiterated that “researchers in the field of water science have set the water poverty line at 500 cubic meters per person annually, while 1,000 cubic meters of freshwater per person is considered the threshold for achieving water security. Reports also link this to food security, showing that producing an individual’s annual food supply requires over 2,000 cubic meters of water.

Stressing that the “water security in the Arab world is now critically at stake as annual usable water resources fall below 40 billion cubic meters. A large portion of these resources is lost to evaporation and infiltration into the soil, and additional amounts are necessary to sustain river flows to their endpoints. Any country that uses 40 percent or more of its total annual water resources is considered to be facing severe water scarcity according to the Water Scarcity Index, also known as the Water Sustainability Index.”

Dr. Muneer Ibrahim, a Member of Parliament and member of the Committee on Water, Environment, and Public Utilities, spoke about water security and the SDGs, emphasizing that water is the fundamental pillar for achieving these global goals across their economic, social, and environmental dimensions, as water security is an essential requirement for their realization.

Further stressing that the relationship between water and sustainable development is reciprocal, and this interconnectedness poses significant challenges in the Arab region, especially given the current water situation. Necessitating the development and implementation of effective policies and solutions to ensure sustainable water resources for various uses.

Hassan Ibrahim, a Member of Parliament and the rapporteur for the Water Committee, spoke about innovation for sustainable water management, highlighting that resolving the water crisis is essential for a livable future on our planet. Noting that whether water is overly abundant, severely scarce, or highly polluted, it presents a triple threat exacerbated by climate change, depriving billions of people of access to clean, safe water and sanitation services.

He said that this then “threatens economies, encourages migration, and may fuel conflict. We need global action to establish water security to enable inclusive and resilient green growth while addressing the interconnected relationship between water, climate, and conflict. Despite the progress made, we are falling behind in achieving the SDGs related to water, which directly affect inclusive development.”

Current trends indicate that by 2030, 1.6 billion people will lack access to safe drinking water, 2.8 billion will be deprived of safe sanitation services, and 1.9 billion will be without basic hygiene facilities. Globally, the investment needs for the water sector exceed USD 1.37 trillion and must increase sixfold from current levels to meet the sixth SDG on ensuring availability and sustainable management of water and sanitation for all by 2030.

“Water accounts for less than 2 percent of public spending, and private investment levels in this sector are also low in low- and middle-income countries. Bahrain has adopted strategies and initiatives to improve the management of water resources, support the strategic water stock, and increase the area and sustainability of rainwater harvesting efficiency to enhance natural groundwater resources,” Ibrahim said.

Bahrain is implementing advanced technical solutions to utilize treated wastewater for irrigation needs, which also helps reduce environmental pollution, address the impacts of climate change, and minimize the depletion of natural water resources. Bahrain, through the Water Security Strategy 2030 launched by the Ministry of Energy and Environment, aims to ensure the sustainability and continuity of access to water under both normal conditions and extreme emergencies.

The key targets of the strategy include reducing total water resource demand by 21 percent, increasing the water productivity index to USD 110 per cubic meter, lowering the water scarcity index by three degrees, and raising the percentage of treated water reuse to 95 percent. Dr. Walid Zubari, a water resources expert and president of the Arab Water Association, presented on the vital role of civil society institutions in raising water awareness to achieve water sustainability and address the challenges facing the water sector in Bahrain.

Regarding civil society institutions, Dr. Zubari said, “It is important for them to play a role in water awareness. Once community members understand the implications of their behavior in dealing with water and there is a religious and moral incentive, it is likely that they will voluntarily rationalize their water usage. If this happens, the community and the executors will be in the same boat, enabling them to achieve water sustainability.”

Dr. Karim Rashid, Member of Parliament, delivered a comprehensive presentation on the importance of water and its essential role in supporting sustainable development, as water impacts all aspects of development and is closely linked to nearly every SDG, driving economic growth, supporting healthy ecosystems, and being essential for life itself.

Still, nearly two billion people worldwide lack access to safely managed drinking water services, while around 3.6 billion suffer from inadequate sanitation services. To enable effective climate change adaptation, he said activities should reflect the importance of water management in reducing vulnerability to risks and building resilience against climate change.

Further emphasizing the necessity of political commitment and leadership, technological innovations, and the advancement of service delivery models and financing to support governments in fulfilling their commitment to achieve Target 6.2 of the SDGs—”to ensure access for all to adequate and equitable sanitation and hygiene services by 2030.”

The expert and water sector advisor at the Ministry of Water in the Kingdom of Bahrain, Eng. Mohammed Sawar, called for adopting a model transformation in the management of water resources in the GCC countries, shifting from the current focus on “supply sustainability” to “consumption sustainability.” Emphasizing economic efficiency in water usage and financial sustainability of water services.

Tanzanian Students Drive Climate Action Through Tree Planting

It symbolizes a deeper mission—restoring soil, preserving water, and, for these students, living in Tanzania’s northern Rorya district, delivering a form of climate justice. MUSOMA, Tanzania, Oct 30 2024 (IPS) – At Gabimori primary school, located at Nyamagaro ward in Tanzania’s northern Rorya district, a 15-year-old  Florence Sadiki kneels among polyethylene bags, carefully examining the seedlings she and her classmates  have nurtured from tiny sprouts “We’ve planted many trees to make our school look better and to help fight climate change,” she says.


Sadiki is part of an inspiring grassroots movement in the east African country where students, teachers, and community members team up to fight environmental degradation through reforestation. In Rorya district, nestled on the shores of Lake Victoria, rampant deforestation driven by charcoal production has left the land barren. But the efforts of school environmental clubs, supported by the Lake Community Program (LACOP), are working to repair the damage.

The reality in Rorya is grim. Erratic rainfall and prolonged droughts have changed swathes of once-fertile land into dry savannas, a trend that has only accelerated since the initiative began in 2022. Spearheaded by the global charity World Neighbors and the Lake Community Development Foundation (LACODEFO), this initiative empowers students to plant trees and learn the entire process of growing them.

“We’re teaching students to set up their own nurseries,” says Idrisa Lema, the project officer. “It’s not enough to hand out seedlings. They need to learn the whole process—choosing drought-resistant species, improving soil with organic manure, and using techniques like mulching.” This holistic approach  promotes sustainability and equips students with transferable skills that can help them for the rest of their lives.

In the past two years, the students have successfully planted 2,800 trees across five villages, a remarkable achievement that has already begun to bear fruit. Some once-dry water springs are starting to flow again. Yet challenges remain, particularly in Nyamagaro and neighboring Kyangasaga villages, where erratic rainfall and drought continue to hinder progress.

“Watering the trees is tough,” admits Alex Lwitiko, an environmental teacher at Rorya Girls’ School. “We’ve had to be strict with the students—otherwise, the trees wouldn’t survive.”

To adapt, students have switched to innovative solutions like bottle irrigation and even drilled water wells to support their young trees. “We focus on drought-resistant species and organic farming methods to give the trees the best chance,” Lwitiko says, emphasizing the program’s commitment to teaching sustainability.

Sadiki herself has learned to adapt. “I know how to graft trees and grow them in tough conditions now,” she says. “These trees are our future. They fight climate change, provide shade, and even improve soil fertility.”

In Tanzania, the impact of climate change is becoming increasingly severe. The country aims to reduce greenhouse gas emissions by 30 to 35 percent by 2030, a goal outlined in its Nationally Determined Contributions (NDCs). Despite its low carbon footprint—just 0.22 tons per capita compared to the global average of 7.58—Tanzania is reeling from climate-related disasters. Droughts, floods, and erratic weather patterns disrupt agriculture, drying up water sources and threatening economic stability.

For the rural poor, especially those who rely on farming—the backbone of the economy, making up 28 percent of GDP—the stakes are higher. But in places like Nyagisya and Rorya Girls Secondary Schools, students have taken up the fight. Through tree planting, they have become unlikely climate crusaders, tackling environmental degradation while improving food security and boosting local livelihoods.

As these student-led initiatives flourish, they mirror Tanzania’s urgent call for global support. With limited resources, the country is striving to fulfill its commitments yet it recognizes that the battle against climate change is a collective endeavor that requires unity on a global scale.

Despite the promising efforts in Tanzania, significant challenges remain. One of the main hurdles is the unpredictability of funding. Tree-planting initiatives and climate adaptation programs require sustained financial support, but resources are often limited, local analysts say.

Without consistent funding, scaling up projects and maintaining long-term impact becomes difficult.

While students have embraced environmental stewardship, not all local households are on board. In some areas, livestock continues to graze on young saplings, undoing the hard work of reforestation. Additionally, cultural and economic pressures, such as the reliance on charcoal for income and firewood for cooking, contribute to ongoing deforestation, making conservation efforts harder.

Erratic rainfall and worsening drought conditions present another barrier. Water scarcity makes it harder to nurture newly planted trees, despite innovative solutions. These conditions also strain local agriculture, which many families depend on, increasing the urgency of balancing conservation with survival needs.

While Tanzania has ambitious climate goals, the gap between policy and practical implementation remains wide, particularly in rural areas where the effects of climate change are felt most acutely. 

At Gabimori Primary School, students have embraced their role as environmental stewards. “They’ve seen how conservation affects their daily lives,” says teacher Witinga Mattambo. “They now understand the link between the trees and the food they eat.”

The impact is vivid for students like Sadiki. “I never realized trees were this important,” she says. “They bring rain and improve our environment.”

For Lema, this is only the beginning. By fostering leadership skills and engaging the broader community, the program is building a new generation of Tanzanians dedicated to environmental protection. “We’ve even seen parents get involved,” Lwitiko says. “They’re starting to plant trees in their own yards.”

Still, the program faces hurdles. Some households allow their livestock to graze on young saplings, undoing the hard work of the students. “It’s frustrating,” admits Lwitiko, “but we’re making progress, step by step.”

Lema has ambitious plans to expand the initiative.

“We’re training students to pass on their knowledge,” he says. “As they move on, they’ll teach younger students, and we’ll spread this effort to other schools.” But scaling the program will require more funding.

“We’re working on securing more resources and partnering with local governments to enforce tree-planting bylaws,” Lema explains. There are also plans to set up household tree nurseries, allowing families to earn extra income while contributing to conservation.

For Sadiki, the program’s impact is lasting.

“We have the duty to plant trees and protect our environment. It’s something we’ll carry with us for the rest of our lives.”

BOSTON / PHILADELPHIA, Oct 28 2024 (IPS) – The students and the common people of Bangladesh dared to do something in 36 days of July-August that was considered simply impossible by most people just days before August 5, 2024. They said ‘enough is enough’ to an old order that outraged their humanity, robbed their dignity and the rulers imagined that their citadel of power was simply impenetrable. The revolutionists refused to bow down to the murderous regime that knew no bounds to its cruelty and plundering. They were ready to sacrifice their lives for the freedom of the besieged nation.

This revolution is unique in so many ways. It is a revolution in the digital age that is rooted in meta-modernist philosophy. The old political leadership with its moribund appeal and bankrupt philosophy proved irrelevant in this agenda. As Professor Yunus, the Chief Advisor to the Interim Government, has rightly said, ‘Now is the era of a new generation’.

Meta-modernism is the cultural philosophy of the digital age, coined by Mas’ud Zavarzadeh in 1975. meta-modernism is the Age of the Internet or more balanced worldview. As one analyst puts it, we went from modernism — “Make it new!” Let’s shape History! – to postmodernism — everything sucks! Nothing really matters! — to meta-modernism – maybe things are not this black-and-white, maybe there’s a middle ground.

Meta-modernist thinkers perceive the present world around them as a threat to their very existence. They work with pragmatic idealism and have no grand narrative thinking or any orthodox certainties. In other words, they try to strike a balance between all of this. They recognize that they have to face the problems of the society.

Arguably, all the activities of Bangladeshi revolutionists including their wall posters, followed a framework of Meta-Modernism. It is understood that the new Bangladesh is defined in a new ideology. Student revolutionaries have said that our ideology is reflected through the language we use. The basis of the new ideology is language. It is a revolution of change from the cultural context of fascist imperialist language to the native (spoken) language of the people. In other words, new ideals will be reflected through the language of the people.

It would be wrong to think that this people’s revolution was all about a change of government. Its victory is unlike 1947 and 1971. In both those cases, there was a change of government without any structural change. As a result, the incoming government followed imperialist practices of exploitation left behind by the British. Subsequent governments turned the country into a failed democracy, in order to control, exploit and subjugate its citizens. The police were used as an enabling force to subjugate the citizens, while the legislature and judiciary worked as the rubber stamps to sustain the total control of the government. This evil social system has corrupted the mindset and behavior of our people. An immoral society was formed with no fear of accountability, whose driving force was unfathomed greed and mantra — the ‘rule and exploitation by repression’. Government employees saw themselves as bosses and not as public servants. They thrived upon corruption at all levels.

There are now two competing ideologies in front of Bangladesh – one of decaying fascism that wants to resurface under old leadership and the other is the young leadership of equality and morality. As the revolution demonstrated, the ‘New Bangladesh’ does not approve fascist-supporting corrupt institutions. It desires a corruption-free new society. It is for paradigm shift – a transformational change.

The Chief Advisor and Student Coordinators have clearly highlighted the ideals of New Bangladesh through their speeches and interviews. Dr. Yunus said, ‘We are all one nation’. This is a clarion call to establish a holistic change in society. Such a radical change in society requires a change in values. A change in values lies in the change in public ideology.

The new Bangladesh is not the old Bangladesh with a new cover. It demands a change in the fundamental values of human behavior, actions, and beliefs. These include structural changes, personal changes, expectations.

To understand the ideology of this change, one has to listen carefully to the speech of Mahfuz Alam, the ‘thinker’ of the movement. Five points can be deduced from his recent talks: (1) unity, (2) ‘language is their inspiration’, (3) group leadership, (4) they are children of time, and that (5) they are not a slave to traditional thinking. His views reflect today’s meta-modernism.

For any transformational change to succeed, the change agents must own it, direct it, and ultimately excel in it. We think that this revolution of holistic change can benefit from the revolutionary approaches adopted in China and Cuba that were also led by youths. They owned the revolution and did not allow it to be hijacked by the reactionaries. We see some of these characteristics in the minds and mission of the Bangladeshi revolutionaries.

The bottom line is, bringing any changes in old culture habits was never an easy task. This revolution has presented an opportunity to change the destiny of Bangladesh as never before.

The meta-modernist youths of Bangladesh have come to lead and move forward; they will not go back to the old ways. Their message is clear: if you do not join us, the country will not wait for you. If older generations do not adopt the new view of change, we fear further instability and chaos to come, whose outcome cannot be pleasant.
