Golenur Begum watched her house being washed away twice by powerful storms that hit the coastal village of Sinharatoli in southwestern Bangladesh. Now the women from her village and others are climate-proofing their communities by planting mangroves.

SHYAMNAGAR, Bangladesh , May 16 2025 (IPS) – Golenur Begum has faced 12 cyclones in her life. As a child, she witnessed her father’s house destroyed, and as an adult, she watched her home smashed. Saltwater brought by the tidal surges that accompanied the cyclones wrecked their farms and livelihoods.  And with climate change, these impacts are becoming more intense and frequent.


“Sixteen years ago, in 2009, my house was washed away by Cyclone Aila. At first, we sheltered on a raised dirt road near our house. After the road was submerged, we rushed to a shelter two kilometers from the village to save our lives. The next day, when we returned to the village, we saw that many more houses had been destroyed. Shrimp farms, vegetable fields, chicken farms, and ponds submerged in salt water,” Golenur (48), who lives in Sinhartoli village, remembers.

She is not alone. Sahara Begum (32), Rokeya Begum (45), and Anguri Bibi (44), from the same village, spoke of the same crisis.

Climate-vulnerable Sinharatoli village is part of Munshiganj Union of Shyamnagar Upazila (sub-district) in the Satkhira district in southwestern Bangladesh. The Malanch River flows past the village.

On the other side of the river is the World Heritage Sundarbans—a mangrove forest area in the Ganges Delta formed by the confluence of the Ganges, Brahmaputra, and Meghna Rivers in the Bay of Bengal.

Most of the people in the villages along the Malanch River lost their livelihoods and homes due to Cyclone Aila. Not only Aila—Golenur has faced 12 cyclones.

Neelima Mandal, 40, of Chunkuri village, a village adjacent to the Sundarbans, says, “Due to frequent cyclones, the embankments on the riverbank collapsed. The tidal water of the Malanch River used to enter our houses directly. As a result, both our livelihoods and lives were in crisis.”

The southwestern coast of Bangladesh is facing many crises due to climate change. The people of this region are very familiar with the effects of tides, cyclones, and salinity. They survive by adapting to these dangers. But, despite their resilience, there are not enough strong embankments in this region. Although embankments were built in the 1960s, they are mostly weak. If cyclones become more intense with a changing climate, people’s lives will be even more affected.

Despite the mangrove-rich Sundarbans, which include four enlisted and protected areas by UNESCO, which should protect them, the southwestern coastal districts of Bangladesh. The Sundarbans themselves are also facing a crisis due to frequent cyclones. The 2007 cyclone Sidr caused extensive damage, which took several years to recover from. According to a study by the Change Initiative, dense forest covered 94.2 percent of the Sundarbans in 1973. In 2024, it had decreased to 91.5 percent. The people of this region face extreme events during the cyclone season when the tide height reaches up to 3 meters (10 feet).

Mangrove Wall for Vulnerable Communities

In 2013 the women in this community began building a mangrove wall—a sign that they were not going to let the climate dictate their future.

The wall now stands where the water from the storm surge entered Golenur’s house during Cyclone Sidr in 2007 and Cyclone Aila in 2009. Now she does not have to worry about her livelihood and home as much. Apart from protection from natural hazards, the forest provides her with many other economic benefits.

“When we started planting mangrove seedlings here, the entire area was devoid of trees. Tidal water once submerged the area. In a few years, a mangrove forest has formed in the vacant space. More than 500 people from about 100 houses in the village are now free from natural hazards,” says Golenur.

“Mangroves help us secure our livelihood. We can collect fodder for our cattle from the forest. Mangroves help us reduce heat,” added Sabitri Mondal, a resident of Chunkuri village.

Various organizations, including the Bangladesh Resource Council of Indigenous Knowledge (BARCIK), Bangladesh Environment and Development Society (BEDS), and Friendship, are working to restore mangroves in different parts of Khulna, Satkhira, and Bagerhat districts.

Since 2008, BARCIK has planted 1,800 mangrove trees in coastal villages, including Koikhali, Burigoalini, Munshiganj, Gabura, Padmapukur, and Atulia in the Shyamnagar upazila of Satkhira. BEDS has planted over one million mangrove saplings in 146.55 hectares of land in Shyamnagar, Satkhira, and Dakop, Khulna, since 2013.

Maksudur Rahman, CEO of BEDS, says, ‘To save mangroves, we need to involve the local community. If we can provide alternative livelihoods to the local community, the mangroves will also be saved and the people will be protected. The initiative that we have been continuing since 2013 is already reaping the benefits of the community.’

“The mangrove nursery is now the driving force of my family. The income from the nursery is what keeps my family going. My husband and I no longer have to go to the risky Sundarbans to catch fish and crabs. Alternative livelihoods have made my life safer,’ said Namita Mandal of Dhangmari village in Dakop upazila of Khulna district.

The mangrove seeds are a source of livelihood for women in villages near the Sundarbans. Once upon a time, families used to wait for seeds and leaves that floated from the Sundarbans to cook. They would dry them and save them for cooking. But many women like Namita have started nurseries with those abandoned seeds. Seedlings are being grown in the nursery from the seeds and new mangroves are being formed from those seedlings. Many more women in villages near the Sundarbans have chosen mangrove nurseries as a source of livelihood.

Seedlings suitable for mangroves are grown in the nursery. The tree species include keora (Sonneratia apetala), baen (Avicennia alba), gewa (Excoecaria agallocha), khulshi (Aegiceras corniculatum), kankra (Bruguiera gymnorrhiza), golpata (Nypa fruticans), and goran (Ceriops decandra). The seeds of these trees float down from the Sundarbans.

Her income from the nursery has increased significantly in the past few years. ‘I sold seedlings worth 50,000 taka ($426) in a year. My nursery has expanded. The number of employees has increased. In 2023, I sold seedlings worth about 4 lakh taka ($3,407) from my nursery to some clients, including the Bangladesh Forest Department, international NGO BRAC, and BEDS,’ added Namita.

Rakibul Hasan Siddiqui, Associate Professor at the Institute of Integrated Studies on Sundarbans Coastal Ecosystem, Khulna University, said, ‘The Sundarbans and its surrounding settlements are severely affected by rising sea levels and frequent cyclones in the Bay of Bengal. Sundarbans Restoration is helping to protect coastal residents from any kind of natural disaster.”

With a severe rainfall and snow deficit, some residents of Kashmir, an area known for its snow-capped mountains, lush valleys, and pristine lakes, are looking to the heavens for answers as little assistance seems to be coming from the authorities as their livelihoods dry up.

SRINAGAR, India, Mar 4 2025 (IPS) – The picturesque Kashmir Valley is battling nature’s fury. This time of year, its majestic mountains would typically be capped with thick snow, and its emerald streams would gush with fresh waters. However, none of these scenes are visible this year.


In the first 50 days of 2025, Kashmir witnessed a rainfall deficit of 83 percent. Data from the government’s meteorological department, accessed by Inter Press Service (IPS News), reveals that from January 1 to February 19, 2025, Kashmir recorded only 29.8 mm of rainfall against the normal precipitation of 175.8 mm—just 17 percent of the usual amount.

The mountainous region of Kargil in Ladakh recorded zero precipitation in 2025, marking a shocking 100 percent deficit compared to the normal rainfall of 18.5 mm.

Kathua, a frontier district bordering Pakistan, witnessed a deficit of 98 percent, with only 3.6 mm of rainfall recorded against the normal of 152.4 mm.

Srinagar, the region’s capital, recorded an 85 percent rainfall deficit in the same period.

Achabal, a 16th-century Mughal garden, is known for its gushing water stream that flows through its center, providing scenic beauty to the park nestled among majestic Chinar trees. This stream is a vital water source for about 20 adjoining hamlets. For the first time in centuries, the stream has dried up. The fountains are now rusty iron relics from the Middle Ages, and the park presents a frightening sight for residents. Terrified locals have gathered near the stream—some reciting verses from the Quran, others cursing themselves for what they believe are sins that caused the centuries-old stream to dry up.

Renowned earth scientist Professor Shakeel Romshoo told IPS that climate change is the reason for the ongoing crisis.

“The mountains from which the springs emerge and flow down to the habitations are hollow. Snow is the primary source of water for them. Over the past six years, Kashmir has seen little to no snowfall, and what we are witnessing today is the outcome of that snowlessness,” Romshoo explains.

He added that the Kashmir Valley has experienced a significant decline in snowfall, particularly during the peak winter season, leading to the current alarming situation.

“Snowfall is a major source of water for Kashmir’s population. With the pervasive lack of snow, rivers, tributaries, and streams are drying up. These conditions could severely impact the tourism sector, horticulture, and food security systems in Kashmir, with far-reaching economic implications,” Romshoo says.

A top government official responsible for supplying potable water to Kashmir’s inhabitants told IPS that the persistent rainfall deficit has affected the recharging of water reservoirs across the valley. He stated that the department is in a situation where it cannot guarantee sufficient drinking water for the people of Kashmir in the coming months.

Barren Slopes of Gulmarg

Gulmarg, a northern ski resort known for its world-famous slopes and enchanting snow-covered hills during winter, is currently dry and barren, with few traces of snow—a first-time scenario for locals. A small amount of snow fell at the beginning of February—a little to late, some say, as the popular resort area has already lost thousands of visitors and this has had a knock-on effect on the local businesses.

Abdul Rahim Bhat, 73, a local who owns a tea kiosk at the resort, told IPS that such a sight—where brown grass dominates the landscape with no snow in sight—was unimaginable in the past.

“I have spent my entire life here. I have always seen white snow everywhere during winters. Now, even the tourists have stopped coming, impacting my business and livelihood,” Bhat says.

The winter games at Gulmarg, which attract skiers from around the world, had to be postponed due to the lack of snow.

“The required amount of snowfall for competitive games is not there, which is why we have postponed the event. Unless there is fresh snowfall, it is not possible to conduct the games,” Rauf Tramboo, President of the Winter Games Association of Jammu and Kashmir (WGAJK), said in a statement last week. The Olympic committee this week announced that the Gulmarg leg of the Khelo India Winter Games would be held from March 9 to 12 after snowfall.

As per the government estimates, the revenue realized from the Gulmarg Gondola, celebrated as Asia’s highest and longest cable car project, was USD 1.35 million until December 2024. The ski resort welcomed more than 148,357 visitors. The postponement of winter games and the lack of tourists had come as a major economic blow for the locals of the area whose livelihood is dependent on both.

Sharing his predicament is Peer Irfan, a local restaurant owner who says tourists have almost stopped arriving. “They [tourists] would come for snow and not for exploring the barren lands. Here, you can see there is no rush, not many tourists. We fear that if the situation continues to remain the same, we may lose our livelihood,” Irfan says.

He adds that the government has not paid any serious attention to the ongoing climate crisis in Kashmir and that those affected due to it have not been provided any monetary compensation.

“We earlier had demanded to be insured so that we could safeguard our livelihoods. However, the government hasn’t paid the least attention to our demands,” Irfan says.

The tourism industry in Kashmir generates around USD 912 million, contributing to nearly 7 percent of the state’s GDP. Sectors like handicrafts, transport and hospitality are directly dependent on it.

Dilshada Bano, a 37-year-old carpet weaver from north Kashmir’s Kupwara, says that if climate change continues to wreak havoc as it is now, the major impact will be on Kashmir’s local populace.

“Tourists buy our products and if they aren’t visiting, who is here to provide us with a livelihood? This year, the sales have dipped due to snowlessness as a smaller number of tourists have visited Kashmir. Slowly and subtly, it is showing the impact on us,” Bano told IPS.

‘We are not doing enough’

Omar Abdullah, the head of the Kashmir government, stated that Kashmir is facing a severe threat from climate change, particularly in the form of a water crisis. He stressed the need for greater awareness and action. “We are not doing enough to educate our people about the dangers of climate change. A lot of that responsibility lies with us as political leaders,” Abdullah says.

Abdullah, however, did not mention whether the current situation could be declared a state of disaster for Kashmir.

Naeem Akhtar, a senior political leader and former minister, told IPS that drastic climate change is wreaking havoc on Kashmir, with alarming trends such as continuous drought, lack of snow during peak winter months, and the drying up of water bodies and springs that have been vital for centuries. He described the situation as deeply alarming and disturbing.

Akhtar says the government must prioritize addressing the pervasive effects of climate change. He urged the government to consult experts and closely monitor the situation.

“Short- and long-term action plans must be devised, including climate adaptation and mitigation measures, alongside the creation of a loss and damage fund to tackle the severe impacts of climate change. There should be no quick-fix solutions to this apocalyptic situation. A well-considered government response is the need of the hour,” Akhtar says. He warned that if the situation is not handled with caution, the region faces the looming threat of severe drinking water scarcity and a lack of irrigation facilities for agriculture and horticulture.

Farmers Plunged Into Anxiety

Abdul Salam Mir, a saffron farmer from Pampore in South Kashmir, told IPS that the dry weather and shifting weather patterns have put farmers in a difficult situation.

“We have little hope this time. Farming in Kashmir is entirely dependent on water. The acute water shortage is turning crops into dry, dead twigs. We cannot blame the government for this crisis. The climate has turned cruel,” Mir says.

Farmers make up 80 percent of the state’s population, and agriculture and horticulture are the backbone of the state’s economy. The unique climate in the foothills of the Himalayas allows for the cultivation of exotic fruits and vegetables not typically found in India.

However, this year, the government has issued a general advisory to the farming community, advising them to delay sowing crops due to bad weather and water scarcity. A senior official from the agriculture department confirmed that the advisory was issued to prevent further hardships for farmers and to draft a well-planned mechanism to tackle the pervasive crisis.

Although an insurance scheme for the farmers, namely the Pradhan Mantri Fasal Bima Yojana (PMFBY), was introduced in Kashmir as of Kharif 2016-17, its actual implementation has been inconsistent.

As per the farmers, the crop insurance schemes, particularly for fruit crops, have not been effectively executed over the years. This has left them vulnerable to losses from unpredictable weather.

“Last year, because of heavy rains, fruit growers in our area incurred heavy losses. When we approached the government for mitigation of the damage, the response was dismal. The assessment teams are yet to finalize the reports, leaving aside providing us with any financial assistance,” says Noor Mohammad Khan, an orchardist from South Kashmir’s Shopian.

Once a lifeline for nearly 10,000 fishing families in North Kashmir, the renowned Wular Lake is now fighting for its survival, with half of its expanse dried up due to prolonged dry weather in the Valley.

During winter, local fishermen from villages like Kehne Usa, Zurimanz, Ashtangoo, Lankrishipora, Laharwalpora, and Kulhama traditionally harvest fish from the lake, a vital source of income for the community.

“The lake now resembles a small stream. We have to push our boats to the center of Wular before we can even use our oars, as there’s so little water left. Fishing and harvesting chestnuts have been our only source of income for generations. Since my childhood, I’ve seen people rely on the lake for their livelihoods. Now, many in our community are forced to look for other work to survive,” says Nisar Ahmad, a fisherman from Kehneusa village.

Doomsday Scenario?

Dr. Muhammad Muslim, an environmentalist and assistant professor in the Environmental Sciences department at Kashmir University, warned that a winter without precipitation in Kashmir would be catastrophic.

He says it’s a “doomsday scenario.”

“A decline in precipitation will severely impact the region’s water resources. Such an event could reduce river flows, which are essential for irrigation, hydropower, and drinking water supply downstream.

“Reduced snow accumulation during winter would lead to lower water availability in warmer months, potentially disrupting fragile ecosystems and agriculture in the region,” he says.

Echoing these concerns, Dr. Amjad M. Hussaini, an agricultural scientist, highlighted the grim future if snowfall and rainfall continue to decline.

“Winter precipitation is crucial for the healthy development of plants and their vegetative growth. Without it, this process will be severely disrupted,” he says. “The long-term consequences are alarming. Glaciers are receding, carbon emissions are rising, and deforestation is rampant. Unless we implement a robust afforestation plan as a top priority for at least the next decade, the situation will only worsen. Without immediate action, we are heading in a deeply negative direction.”

Scientists are sounding the alarm with renewed urgency, warning that the Earth is nearing a critical tipping point. Evidence suggests that global warming is on track to reach or exceed 1.5 degrees Celsius—the threshold established by the Paris Agreement.

A recent study published in Nature Climate Change reveals that record-breaking temperatures in 2024 could signal the start of a sustained period near or above this limit.

While natural phenomena like El Niño can cause temporary temperature spikes, the primary driver of this crisis remains human activity: our continued dependence on fossil fuels, widespread deforestation, and industrial practices that escalate greenhouse gas emissions.

These activities have driven CO2 levels to unprecedented highs, even as global climate conferences, such as COP29, reaffirm pledges to curb them.

The consequences of crossing the 1.5°C threshold are already evident. Heatwaves, floods, and wildfires are becoming more frequent, intense, and devastating.

THE HAGUE, Dec 13 2024 (IPS) – Rising sea level caused by greenhouse gas emission-fueled climate change is threatening existence in coastal communities and island nations. At the International Court of Justice (ICJ), on Thursday, December 12, 2024, small island states, including Tuvalu and a Pacific-based fisheries agency detailed their ongoing existential threats caused by the climate change-induced sea level rise and impacts on fishery-based livelihood.


Tuvalu, the Alliance of Small Island States (AOSIS) and the Pacific Islands Forum Fisheries Agency (FFA) both focused their oral presentations before the court on highlighting added and exacerbated struggles faced by people in the region through visual evidence and testimony of the frontline community.

At the request of Vanuatu, the UN General Assembly asked the ICJ to issue an advisory opinion on the obligations of UN member states in preventing climate change and ensuring the protection of the environment for present and future generations. While its advisory opinion will not be enforceable, the court will advise on the legal consequences for member states who have caused significant harm, particularly to small island developing states. So far, more than 100 countries and agencies have presented their case before the court.

On Thursday, island states stressed the disproportionate effects of climate change on small islands, urging the court to recognize the duty of cooperation, the stability of maritime zones, and the principle of continuity of statehood.

Climate Crisis Can not be Solved in Isolation—Tuvalu

Tuvalu, a small island nation in the South Pacific with over 11,000 people, emphasized its right to self-determination and territorial integrity at a time when it is facing an existential threat from climate change-induced sea level rise.

The low-lying island nation of Tuvalu is fighting for its existence; according to scientists, much of their land area, along with critical infrastructure, will be under water by 2050. Tuvalu urged the ICJ to issue a strong advisory opinion on states’ obligations to combat climate change and protect small island states.

Furthering the submission, Laingane Italeli Talia, Attorney General of Tuvalu, said climate change is the single greatest threat the country is facing. “It cannot be that in the face of such unprecedented and irreversible harm, international law is silent.

“Tuvalu, accordingly, asks the court to keep the unprecedented infringement on our people’s right to self-determination at the very center of his critical advisory opinion in order to help chart the pathway forward for our very survival.”

‘Annihilation Posed By Nuclear Weapons’ 

Professor Phillipa Webb, representing Tuvulu, used the analogy that the threat of disappearance faced by states like Tuvalu is like the potential annihilation posed by nuclear weapons.

“This extreme circumstance triggers all the tools that international law provides for respecting statehood, ensuring territorial integrity and protecting sovereignty over natural resources,” Webb said.

“Tuvalu’s constitution affirms that its statehood will remain in perpetuity, notwithstanding any loss to its physical territory. In the same way that the right to survival requires state continuity, the right also compels respect for territorial integrity, which encompasses a state’s permanent sovereignty over its natural resources,” Webb said, drawing on the drawing on the Montevideo Convention on the Rights and Duties of States.

“Respect for territorial integrity and territorial sovereignty is an essential foundation of international relations in the context of climate change. This obliges States to prevent and mitigate transboundary environmental harm. It requires that States facilitate adaptation to climate change impacts, and these measures should not be limited to the preservation and restoration of coasts and islands but also to protecting the rights of peoples to self-determination.”

The right to self-determination includes aspects other than physical land, and the court should take this into account.

“Territorial integrity, a corollary of the right to self-determination, is not limited to physical land territory. It must be conceived as a historical and cultural norm linked to the vitality, dignity and identity of the people holding the right to self-determination to ensure respect for territorial integrity goes beyond ensuring the maintenance of physical land boundaries. Like other concepts in international law, such as cultural heritage, biodiversity and intellectual property, it covers tangible and intangible assets.”

Quoting Tuvaluan climate activist Grace Malie, Webb told the court, “Tuvalu will not go quietly into the rising sea.”

Statehood Should be Ensured—AOSIS

AOSIS submitted its case on behalf of the 39 small island and low-lying coastal developing states and urged it to consider the existential threat posed by climate change-induced sea level rise and the possibility that some states may not even have dry land in the near future.

It emphasizes the importance of equity and self-determination in the context of climate change and the need for international law to support the continuity of statehood and sovereignty.

Fatumanava-o-Upolu III Dr. Pa’olelei Luteru, Chair of AOSIS and Permanent Representative of Samoa to the United Nations, focused on the impact of the climate crisis on states defined by the ocean’s limited resources and geographic vulnerability.

“Small island developing states rely heavily on coastal and marine resources as key drivers of our economies,” he said. “However, climate change is disrupting the fishery sector because of warming waters and an altered marine environment.”

The AOSIS asked the court to uphold the principle of continuity of statehood as established in international law, ensuring that statehood and sovereignty endure despite physical changes to land territory.

Luteru added, “In this era of unprecedented and relentless sea level rise, international law must evolve to meet the climate crisis and the disproportionate effect that it has on states.”

Focus on Sustainability of Tuna Fisheries—FFA

Rising sea level and ocean warming are not only threatening the existence of island nations but they are also hammering a major way of livelihood, fishing. Representing the fishing community at the ICJ, FFA highlighted the state of loss of fisheries, including tuna.

Tuna fisheries are crucial for the economic, social, and cultural development of Pacific Island communities, with 47 percent of households depending on fishing as a primary or secondary source of income.

FFA, an intergovernmental agency, focuses on sustainable use of offshore fisheries resources, particularly tuna, which are facing threats to climate change impacts.

“Damage to fisheries and loss of fish stocks will have a significant negative impact on the income, livelihoods, food security and economies of Pacific small island developing states, as well as social and cultural impacts,” Pio Manoa, Deputy Director General of FFA, said.

“Climate change is driving tuna further to the east and outside of members, exclusive economic zones into the high seas, threatening the loss of economic and food security of Pacific small and developing states.”

Studies show climate change-driven redistribution of commercial tuna species will cause an economic blow to the small island states of the Western and Central Pacific, ultimately threatening the sustainability of the world’s largest tuna fishery.

By 2050, under a high greenhouse gas emissions scenario, the total biomass of three tuna species in the waters of 10 of the Pacific small islands developing states members of the agency could decline by an average of 13 percent.

“The adverse consequences for the livelihood and well-being of coastal communities are profound, including their very security and survival impacts on marine resources, including offshore fisheries such as tuna,” Manoa said. “It is therefore incumbent upon the international community to take necessary action to deal with anthropogenic emissions of greenhouse gases and their consequences.”

NAIROBI, Nov 7 2024 (IPS) – The United Nations Environment Programme’s (UNEP) 2024 Adaptation Gap Report has warned that adaptation actions are not keeping pace with the surging demands of a warming planet. Released ahead of the COP29 climate conference in Baku, Azerbaijan, the report—titled Come Hell and High Water—projected a bleak future where vulnerable communities bear the brunt of climate-induced hardships. 


It stresses that robust, well-funded adaptation strategies are vital to safeguarding those most at risk and calls for immediate, substantial global action in adaptation planning, finance, and implementation. With the surging demands of a warming planet. Released ahead of the COP 29 climate conference in Baku, Azerbaijan, the report—titled Come Hell and High Water—projects a bleak future where vulnerable communities bear the brunt of climate-induced hardships. 

It stresses that robust, well-funded adaptation strategies are vital to safeguarding those most at risk and calls for immediate, substantial global action in adaptation planning, finance, and implementation.

Wildfires, floods, and rising temperatures continue to inflict devastating impacts on people worldwide, especially the poor. UNEP Executive Director Inger Andersen has underlined the urgency of scaling up adaptation efforts: “The world is failing to adapt to current climate impacts, let alone those that will come if we do not cut greenhouse gas emissions decisively.

“It is time to treat adaptation as one of humanity’s top priorities, alongside emissions reduction. Those already facing the consequences deserve effective, fair adaptation actions that address their unique needs.”

Furthermore, the report stresses that the scale of climate impacts is moving faster than the world’s response.

“Adaptation is no longer a distant option; it is now a priority,” says UNEP’s Chief Scientific Editor Henry Neufeldt, summarizing the report’s call for urgent action. The report arrives at a time when nations are expected to boost their financial commitments for adaptation as part of the Glasgow Climate Pact.

This Pact urges developed countries to double adaptation finance to developing nations by 2025, a goal that aligns with the need for a New Collective Quantified Goal (NCQG) on climate finance, slated for negotiation at COP29.

Also, UNEP notes that adaptation finance reached only USD 28 billion in 2022, up from USD 22 billion the previous year. While this is a notable increase, it remains far below what is needed to address the vast scale of climate change impacts. According to UNEP, estimated global adaptation needs range between USD 215 billion and USD 387 billion per year through 2030, leaving a significant financing shortfall. Even doubling current financing flows would close only a small fraction of the adaptation finance gap.

“We can’t rely on one source alone. The financial burden is too great,” says Neufeldt. “We must pursue creative financing models and mobilize both public and private sectors to ensure resources reach those who need them most.”

According to the report, 87 percent of the world’s countries have at least one adaptation plan in place, though the quality and coverage vary significantly.

Out of the 197 UN member countries, 171 have established at least one national adaptation instrument, yet 10 nations—most grappling with internal conflict or political instability—are yet to initiate formal adaptation planning. Furthermore, many adaptation plans lack specific timeframes and budgets, undermining their effectiveness.

Anne Hammill from the International Institute for Sustainable Development, who co-authored a chapter on adaptation planning, writes in the report, “There’s a noticeable increase in awareness and preparation for adaptation planning globally. However, for some nations, fragility and limited capacity present obstacles to formulating and executing these plans.”

Moreover, UNEP finds that only 68 percent of countries with national adaptation plans align these strategies with their Nationally Determined Contributions (NDCs), the climate pledges under the Paris Agreement. This disconnect, as per the report, has resulted in overlapping efforts and inefficient resource use.

“When countries update their NDCs, they must ensure these are harmonized with adaptation plans,” Hammill notes. “This alignment is essential to avoid duplicated efforts and to streamline investments where they matter most.”

The uneven quality of adaptation plans means that even those countries with established strategies may struggle with execution. In many cases, adaptation projects—particularly those with international funding—don’t have long-lasting effects. For example, almost half of the projects evaluated were rated either unsatisfactory or unsustainable without continued external funding.

“Adaptation actions need long-term funding and local support to be effective. Temporary measures, while beneficial in the short run, often fail to address underlying vulnerabilities in the long term,” reads the report.

Slow Implementation Leaves Vulnerable Communities Exposed
The report reveals that implementation of adaptation measures lags significantly behind planning efforts, leaving at-risk communities dangerously exposed to climate impacts. An analysis of data shows that adaptation implementation has not kept pace with the accelerating rate of climate change. Floods, wildfires, and extreme weather events increasingly affect millions, yet financial and institutional barriers stymie progress in implementing effective adaptation measures.

The report elaborates, “The data on adaptation implementation is concerning. Many countries start strong with initial adaptation projects, but sustaining them has proven challenging. This gap between planning and action often leads to severe consequences for vulnerable communities.”

In addition to the need for more robust financing mechanisms, UNEP underlines the importance of inclusive adaptation measures that integrate the voices of marginalized communities. Many of the most impacted groups, including women, indigenous peoples, and economically disadvantaged populations, are frequently excluded from the planning process.

“Adaptation must be inclusive and equitable,” Hammill says. “Vulnerable groups often face the worst climate impacts, yet their voices remain underrepresented in the adaptation process.”

The Adaptation Finance Gap: A Call for New Approaches
A central focus of the report is the persistent adaptation finance gap. Although public adaptation finance flows to developing countries saw a record year-on-year increase, UNEP stresses that even substantial gains fall far short of what is required. “Current financing levels are simply inadequate. Doubling the finance might reduce the gap by about 5%, but we need much more ambitious targets to meet the needs.”

To bridge the finance gap, the report advocates a shift from reactive, project-based funding to a more proactive, transformative approach. This requires financing for anticipatory and systemic adaptation actions, such as building climate-resilient infrastructure and enhancing social protection. According to UNEP, innovative financing instruments, such as resilience bonds, risk insurance, and payments for ecosystem services, could mobilize new sources of adaptation funding.

The report points out that the private sector has a key role to play. “While public funds are essential, we need private investments to scale up adaptation,” it explains, adding that in sectors such as agriculture, water, and infrastructure, private finance can be instrumental if de-risking measures are implemented. However, private finance is often inaccessible to the most vulnerable; there is a need for public-private partnerships and targeted government support.

Capacity-Building and Technology Transfer for Effective Adaptation
Beyond finance, UNEP’s report also calls for stronger investments in capacity-building and technology transfer. These efforts are vital to empowering developing nations to manage climate impacts effectively. According to the report, developing countries require additional support for building local adaptation capacity in sectors like agriculture, water management, and public health.

The report also highlights the importance of a multifaceted approach. “Capacity-building must go beyond technical solutions. It requires investing in human resources, policy frameworks, and long-term community engagement. While we see capacity needs highlighted in many national plans, a strategic, coordinated approach is still missing.”

The report indicates that sectors such as food and agriculture receive the most technology-related development finance, yet other crucial areas like coastal protection and disaster preparedness need more support. For example, developing countries face obstacles in adopting technologies like solar-powered irrigation due to high installation and maintenance costs, making widespread use challenging. It suggests that bridging this technology gap will require both public investment and private sector involvement.

Path Forward at COP 29 and Beyond
As COP 29 approaches, the 2024 Adaptation Gap Report has pinned the need for decisive action in Baku to secure global adaptation commitments. At the heart of these discussions is the establishment of a New Collective Quantified Goal (NCQG) on climate finance, a successor to the USD 100 billion annual goal set in 2010. This new target, UNEP argues, must prioritize adaptation and recognize the unique challenges faced by developing nations.

Andersen, who will lead UNEP’s delegation to COP 29, expresses hope that the international community will rally around adaptation as a central theme.

In addition to setting an ambitious finance goal, COP 29 will discuss mechanisms for better tracking adaptation actions, establishing loss and damage funding, and addressing the debt burdens that restrict developing nations from prioritizing adaptation investments. UNEP advocates for debt relief and restructuring as a way to free up funds for climate adaptation, particularly in nations where high debt costs eclipse adaptation funding.

MUSOMA, Tanzania, Oct 30 2024 (IPS) – At Gabimori primary school, located at Nyamagaro ward in Tanzania’s northern Rorya district, a 15-year-old  Florence Sadiki kneels among polyethylene bags, carefully examining the seedlings she and her classmates  have nurtured from tiny sprouts “We’ve planted many trees to make our school look better and to help fight climate change,” she says.


Sadiki is part of an inspiring grassroots movement in the east African country where students, teachers, and community members team up to fight environmental degradation through reforestation. In Rorya district, nestled on the shores of Lake Victoria, rampant deforestation driven by charcoal production has left the land barren. But the efforts of school environmental clubs, supported by the Lake Community Program (LACOP), are working to repair the damage.

The reality in Rorya is grim. Erratic rainfall and prolonged droughts have changed swathes of once-fertile land into dry savannas, a trend that has only accelerated since the initiative began in 2022. Spearheaded by the global charity World Neighbors and the Lake Community Development Foundation (LACODEFO), this initiative empowers students to plant trees and learn the entire process of growing them.

“We’re teaching students to set up their own nurseries,” says Idrisa Lema, the project officer. “It’s not enough to hand out seedlings. They need to learn the whole process—choosing drought-resistant species, improving soil with organic manure, and using techniques like mulching.” This holistic approach  promotes sustainability and equips students with transferable skills that can help them for the rest of their lives.

In the past two years, the students have successfully planted 2,800 trees across five villages, a remarkable achievement that has already begun to bear fruit. Some once-dry water springs are starting to flow again. Yet challenges remain, particularly in Nyamagaro and neighboring Kyangasaga villages, where erratic rainfall and drought continue to hinder progress.

“Watering the trees is tough,” admits Alex Lwitiko, an environmental teacher at Rorya Girls’ School. “We’ve had to be strict with the students—otherwise, the trees wouldn’t survive.”

To adapt, students have switched to innovative solutions like bottle irrigation and even drilled water wells to support their young trees. “We focus on drought-resistant species and organic farming methods to give the trees the best chance,” Lwitiko says, emphasizing the program’s commitment to teaching sustainability.

Sadiki herself has learned to adapt. “I know how to graft trees and grow them in tough conditions now,” she says. “These trees are our future. They fight climate change, provide shade, and even improve soil fertility.”

In Tanzania, the impact of climate change is becoming increasingly severe. The country aims to reduce greenhouse gas emissions by 30 to 35 percent by 2030, a goal outlined in its Nationally Determined Contributions (NDCs). Despite its low carbon footprint—just 0.22 tons per capita compared to the global average of 7.58—Tanzania is reeling from climate-related disasters. Droughts, floods, and erratic weather patterns disrupt agriculture, drying up water sources and threatening economic stability.

For the rural poor, especially those who rely on farming—the backbone of the economy, making up 28 percent of GDP—the stakes are higher. But in places like Nyagisya and Rorya Girls Secondary Schools, students have taken up the fight. Through tree planting, they have become unlikely climate crusaders, tackling environmental degradation while improving food security and boosting local livelihoods.

As these student-led initiatives flourish, they mirror Tanzania’s urgent call for global support. With limited resources, the country is striving to fulfill its commitments yet it recognizes that the battle against climate change is a collective endeavor that requires unity on a global scale.

Despite the promising efforts in Tanzania, significant challenges remain. One of the main hurdles is the unpredictability of funding. Tree-planting initiatives and climate adaptation programs require sustained financial support, but resources are often limited, local analysts say.

Without consistent funding, scaling up projects and maintaining long-term impact becomes difficult.

While students have embraced environmental stewardship, not all local households are on board. In some areas, livestock continues to graze on young saplings, undoing the hard work of reforestation. Additionally, cultural and economic pressures, such as the reliance on charcoal for income and firewood for cooking, contribute to ongoing deforestation, making conservation efforts harder.

Erratic rainfall and worsening drought conditions present another barrier. Water scarcity makes it harder to nurture newly planted trees, despite innovative solutions. These conditions also strain local agriculture, which many families depend on, increasing the urgency of balancing conservation with survival needs.

While Tanzania has ambitious climate goals, the gap between policy and practical implementation remains wide, particularly in rural areas where the effects of climate change are felt most acutely. 

At Gabimori Primary School, students have embraced their role as environmental stewards. “They’ve seen how conservation affects their daily lives,” says teacher Witinga Mattambo. “They now understand the link between the trees and the food they eat.”

The impact is vivid for students like Sadiki. “I never realized trees were this important,” she says. “They bring rain and improve our environment.”

For Lema, this is only the beginning. By fostering leadership skills and engaging the broader community, the program is building a new generation of Tanzanians dedicated to environmental protection. “We’ve even seen parents get involved,” Lwitiko says. “They’re starting to plant trees in their own yards.”

Still, the program faces hurdles. Some households allow their livestock to graze on young saplings, undoing the hard work of the students. “It’s frustrating,” admits Lwitiko, “but we’re making progress, step by step.”

Lema has ambitious plans to expand the initiative.

“We’re training students to pass on their knowledge,” he says. “As they move on, they’ll teach younger students, and we’ll spread this effort to other schools.” But scaling the program will require more funding.

“We’re working on securing more resources and partnering with local governments to enforce tree-planting bylaws,” Lema explains. There are also plans to set up household tree nurseries, allowing families to earn extra income while contributing to conservation.

For Sadiki, the program’s impact is lasting.

“We have the duty to plant trees and protect our environment. It’s something we’ll carry with us for the rest of our lives.”

Scientific Research Can Play a Key Role in Unlocking Climate Finance

CARACAS, Oct 29 2024 (IPS) – Climate finance will be at the epicenter of the discussion at the UN Climate Change Conference 2024 (COP29). The focus will be on strengthening the fund and defining the conditions under which the countries of the Global South will be able to access this money. However, little is said about the scientific research that is required to gather the evidence and data to prove the loss and damage caused by the impact of climate change in developing countries.


One of the points under discussion is the need for countries of the Global South to provide comprehensive, scientifically backed reports on how they are being directly affected by the impacts of climate change. This requirement guarantees that money will flow to the most affected countries, but it ignores the inequality present in scientific research networks in the Global South.

Floods and the effects of storms or hurricanes are not the only topics we are discussing.  For example, will Latin American countries, such as Brazil or Argentina, be ready to provide data and evidence of how global warming precipitated an increase in dengue cases among their citizens in 2024?

Dengue cases in Latin America tripled compared to the same period in 2023. The Pan American Health Organization (PAHO) compiled reports of more than 12 million cases of dengue fever in the region up to middle October and, undoubtedly, this additional health burden is part of the less talked about impacts of climate change.

Research centers in Brazil or Argentina, two of the countries with the best scientific networks in the region, can surely deliver the studies to support a financial request to cover these health-related damages. But the scenario is very different if we look at the scientific networks of other Latin American countries such as Colombia, Ecuador, Peru, Paraguay, or my native Venezuela.

More than 3,000 Venezuelan scientists have left the country for lack of support and financial problems in its laboratories since 2009, according to the follow-up done by researcher Jaime Requena, a member of the Academy of Physical, Mathematical and Natural Sciences (Acfiman, its acronym in Spanish). This is equivalent to half of the Venezuelan scientific force, considering that Venezuela had 6,831 active researchers in the Researcher Promotion Program (PPI) in 2009.

Only 11 Venezuelan scientists participated as authors in all the reports of the Intergovernmental Panel on Climate Change (IPCC). In AR6, the most recent IPCC report, only three authors were Venezuelan.

Colombia, Peru, and Uruguay were also represented by three researchers in AR6, while other countries such as Paraguay and Bolivia did not even manage to add a scientist to the group of more than 700 authors.

Climatologist Paola Andrea Arias was part of the Colombian representation. She is one of those promoting that the IPCC broaden the diversity of authors in the next report on the effects of climate change in the world.

“We all do science with different perspectives; we will follow the same methods and the same standards, but we have different perspectives. We ask different questions and have different priorities. We see in science the possibility of answering or solving different problems and, obviously, that will be very focused on your reality, the world in which you live, the country or city where you are,” said Arias when I asked her about her participation in AR6.

The low participation of Latin American scientists in global research on climate change, such as that of the IPCC, also means less space and dissemination for those studies that try to track the impacts of climate change in the region. This pattern is also repeated in Africa and Asia.

Promoting more research on the damages and impacts of climate change in the Global South, in the end, is not something that can be separated from climate finance. A clear example is that the Development Bank of Latin America (CAF) has just created a scientific committee for its biodiversity conservation fund, as announced during COP16 on biodiversity in Cali, Colombia.

CAF explained that this new biodiversity committee will have “a key role” with recommendations based on scientific evidence to invest in environmental projects. The first tasks of this scientific committee will be focused on providing recommendations for conservation, restoration, and sustainable use of ecosystems in the Amazon, Cerrado, and Chocó, a program that will have access to 300 million dollars.

The creation of a scientific committee to deliver climate finance can be a first step, as shown by CAF’s experience in biodiversity. To move forward on this path, however, it is necessary to promote more funding for Latin American, African, and Asian scientists to do more local research on the impacts of climate change. It’s the only way to gather the scientific evidence to support the contention that the climate crisis represents an obstacle to development in those countries with the largest populations and the greatest number of disadvantages.
