IRINGA, Tanzania , Jul 16 2024 (IPS) – As the sun sets, its golden hues piece through the dusty haze, creating a dazzling display when a herd of livestock lazily roams on the arid landscape as they return home from grazing.


Dressed in shiny red robes, the youthful Maasai pastoralists routinely whistle as they steer cattle, goats and sheep to maintain a unified path.

The quest for survival has forced these herders in Oldonyo Sambu, Tanzania’s northern Maasai Steppe, jostling for dwindling water and pastures as they try to sustain their herds.

Surprisingly, 670 kilometres (416 miles) away in Ikolongo village, south of Tanzania, the plight of water consumers has improved, thanks to a community-led initiative that brought farmers and pastoralists together  to resolve their water woes.

Sitting under a baobab tree, 47-year-old Leinot Leboo watches his cattle drink from a pond. This tranquil moment contrasts sharply with the situation in Oldonyo Sambu, where farmers often clash with herders as they jostle for water.

“I don’t recall any fight between pastoralists and farmers here.We get enough pastures and water for our livestock,” says Leboo.

Unlike in Oldonyo Sambu, local villagers here have created specific grazing lands and water points for livestock to prevent clashes with farmers. “We often bring our cattle here and let them graze and drink without causing any disturbances,” says Leboo.

According to Ignas Mashaka, Ikolongo village chairman, the residents have created a system where pastoralists pay a small fee to feed their herds on rice husks produced by farmers, especially in the dry season.

“This arrangement provides a steady source of feed, but it also give farmers extra income,” says Mashaka

Strict Rules

After months of negotiation between local residents and local district authorities, the villagers enacted strict by-laws, which have now been adopted and ratified by 12 surrounding villages.

“These rules have helped to ease tensions over water use,” says Mashaka.

Under the initiative, local residents joined forces to construct dams and reservoirs which have reduced water scarcity, providing a reliable supply for farmers and pastoralists.

“We used to fight over every drop of water,” says Musa Chacha, a farmer at Ikolongo village. “But now, there’s enough for everyone and there’s no reason to fight,”

By working together and managing resources sustainably, Ikolongo villagers have built a strong and resilient community.

The Bigger Picture

Despite having vast grazing lands, the east African country faces frequent conflicts over water and other resources due to climate change and weak land governance. Prolonged droughts often lead to clashes between farmers and pastoralists as they jostle for water and grazing space.

Tanzania’s livestock sector, a vital source of livelihood for millions, holds potential for growth in production and trade. With a cattle population of 36.6 million, the country ranks second in Africa, after Ethiopia. This accounts for 1.4% of the global cattle population and 11% of Africa’s. Beyond cattle, Tanzania also boasts large numbers of sheep, goats, chickens, and pigs, placing it among the continent’s top ten in overall livestock numbers.

However, the sector is plagued by many challenges due to climate risks and low investment, World Bank analysts say.

Transformative Initiative

As part of its broader efforts to improve the livestock sector, Tanzania has launched a new USD 546 million initiative to bolster productivity, increase resilience to climate change and improve the livestock industry. The initiative entails innovative strategies to curb extreme weather by constructing water reservoirs, introducing drought-resistant forage crops, and improving livestock breeds.

Challenges and Solutions

According to a recent World Bank report, “Harnessing the Opportunity for a Climate-Smart and Competitive Livestock Sector in Tanzania,” the pasture-based livestock sector in Tanzania faces serious challenges due to climate change and endemic livestock diseases, impacting animal health, productivity, and market access.

Pastoralist’s Perspective

Saidi Juma, a 55-year-old pastoralist from Kilolo village, has witnessed changes in weather patterns over the years. “When I was young, the rains were predictable, and the grass was plenty,” he says. “But in recent years, we have struggled to find pasture for our animals, and the rivers dry up too soon.”

One aspect of the scheme is adopting climate-smart innovations, such as better animal husbandry practices, drought-resistant fodder, and efficient water management systems.

The introduction of drought-resilient Brachiaria grass at Ikolongo village has maintained better livestock health during dry spells. “We planted these grass because they are resilient to drought and provide enough food for our livestock,” says Mashaka.

According to him, drought-resistant forage crops has ensured a steady supply of nutritious feed for livestock in  dry seasons.

Expert Insights

In an interview with IPS, Malongo Mlozi, Professor of Agricultural studies and extension at Sokoine University of Agriculture, hailed the government initiative to revamp the ailing livestock sector by improving water management techniques.

“Water is life; by ensuring a reliable water supply, we can significantly improve the resilience of our livestock farmers against climate change,” he says

According to Mlozi, pastoralists must be trained to acquire the necessary skills and knowledge to cope with the vagaries of the weather.

“When pastoralists understand the benefits of climate-smart practices, they are more likely to adopt them and see positive results,”

Mlozi says the government scheme is likely to improve food security.

“By increasing the productivity of our livestock sector, we can ensure a stable supply of meat, milk, and other livestock products,” says Mlozi

“This will help in addressing the nutritional needs of our population and reduce dependency on imports.”

Under the initiative, the government will construct water harvesting structures and introduce solar-powered boreholes to provide an eco-friendly solution.

“Access to water has always been a problem for farmers and pastoralists.The solar-powered boreholes will provide enough water.”

The scheme is also aiming to improve market access for livestock products by improving value chains so pastoralists can fetch better prices in livestock markets closer to their communities.

Tanzania’s livestock sector is changing with climate-smart practices and community-led efforts, setting an example for other regions. By focusing on sustainability and innovation, Tanzania is improving the lives of pastoralists and promoting peace and cooperation.

“We have come a long way from those tough times. Now, we look forward to a future where our children can grow up without the fear of conflict and scarcity.”

How Vote Reflects Farmers’ View on India’s BJP’s Agrarian Policy Amid Climate Change

SRINAGAR, Jul 15 2024 (IPS) – On June 4, Ram Das, a 65-year-old farmer from India’s northern state of Haryana, was anxiously waiting for the results of the country’s general elections. It was early morning when he left his home and, along with his fellow villagers, congregated near a tea stall that had a transistor set playing the election results.


By 11 in the morning, Das had already sipped three cups of tea and smoked a few cigarettes. His anxiety was plummeting as the results hinted at a decreasing number of seats for India’s ruling Bharatiya Janata Party (BJP). He, along with the entire hamlet, had voted against the Narendra Modi government. “The farmers are not happy at all. We wanted to teach this government a lesson, and that is what we did,” Das told Inter Press Service. 

Despite securing a third term in government, the BJP’s overall election performance was described as a “shock” to Prime Minister Narendra Modi by several media sources. The party fell short of its goal of winning 400 out of 543 seats, managing to secure only 240 seats compared to 303 in the last elections that were held in the year 2019. Opposition parties saw significant success in states with large farming populations, such as Uttar Pradesh, Haryana, Maharashtra, Punjab, and West Bengal. Consequently, the BJP had to rely on the 28 cumulative seats from its allies to form the government.

What went wrong and where?

When Narendra Modi first took office in 2014, he promised to reform the agriculture sector and double farmers’ incomes. However, government data from 2022 shows that farmers still live in squalid conditions, earning just Rs 28 ($0.34) per day.

Government data reveals that between 2018 and 2022, a staggering 53,478 farmers took their own lives, overwhelmed by mounting debt, inadequate compensation for their produce, and unpredictable weather conditions. This means 36 farmers were killing themselves every day during this period. “The numbers could be much higher than what is being projected in the government data. This could be the tip of an ice-berg. Many farmer suicides go unreported and never find place in government files,” says Abinav Sinha, a civil society activist based in Indian state of Uttar Pradesh.

In 2020, Modi’s government enacted three controversial agricultural laws without consulting farmers’ groups. This move sparked a massive year-long protest, as farmers feared the laws would lead to increased corporatization of agriculture and the elimination of state-backed protections, such as the minimum support price and the procurement of farm produce by state agencies.

The government ultimately repealed the controversial agricultural laws, but not before enforcing a severe crackdown on the protests. Authorities arrested farmers, barricaded highways to prevent them from reaching New Delhi, and deployed shotguns, pellets, and drones to disperse tear gas on unarmed protesters. As per the various farmers’ associations, over 570 farmers were killed during the protest.

In February of this year, farmers once again took to the streets, this time demanding legal guarantees for a minimum support price (MSP) for crops, among other issues. However, negotiations with government officials failed to yield any conclusive results.

This was the reason that the farmers associations across the country galvanized their efforts into political action and unanimously resolved to vote against the ruling Bharatiya Janata Party (BJP).

June 4: The D-Day

Farmers like Das from Haryana were one amongst the thousands of other farmers who didn’t allow the BJP candidates to even enter their villages for the campaigning. “They were ruthless for us when we sought the rollback of the draconian farm laws. How on earth should we vote for them? We will not even allow them to campaign here,” Das said.

On June 4, this year, election results were announced, and the country was shocked to find the states with a considerable amount of agrarian population voting against the BJP.

In Rajasthan, where the BJP had secured a victory in the state government last December, it won 14 out of 25 seats in the recent elections, a significant drop from winning all 25 seats in 2019.

In Uttar Pradesh, a state where 65 percent of the population relies on agriculture, the BJP managed to win just 33 out of 80 seats, a sharp decline from the 62 seats it secured in 2019 and 71 in 2014.

In Haryana, known as India’s breadbasket, the BJP’s count dropped to five seats out of the 10 available, compared to winning all 10 seats in 2019. The opposition Congress claimed the remaining five seats.

In Punjab, a leading producer of rice and wheat, the BJP failed to win any seats, drawing a blank in the state.

Government Cannot Ignore Climate Change Now

Pranav Shankar, a climate change activist based in New Delhi, told IPS that the general elections in India this year have shown a considerable trend that cannot be ignored, downplayed or undermined. “The farmers have spoken out.  This is the reality. To date, the government has ignored the importance of the farming community. From now on, the government has to remain assiduous towards the farmers’ needs and take measures to tackle climate change that is wreaking havoc in the country and putting the farmers in distress,” Shankar said.

He added that more than 33 electoral officers were killed due to heat stroke during the national elections in India this year. “No one talked about them. Even the government itself seems to have forgotten about those poor souls. This is all very unprecedented,” Shankar said.

UAE Complicit in Sudan Slaughter

LONDON, Jul 11 2024 (IPS) – Sudan is the scene of unimaginable suffering. As war between army and militia continues, civilians are paying the highest price. Both sides are killing non-combatants and committing gross human rights crimes.


The country stands on the brink of famine. It’s experiencing its worst recorded levels of food insecurity and over 750,000 are at risk of starvation.

Around 11 million people have been forced to flee their homes, armed forces have stolen and destroyed food supplies, crops and livestock, and many people are no longer able to earn a living or farm. UN human rights experts accuse both sides of using denial of food as a weapon, including by blocking humanitarian deliveries and looting depots.

Many of the worst-affected areas are in Darfur, where the Rapid Support Forces (RSF) militia has gained territory and is currently besieging El Fasher. The RSF grew out of the militias that committed genocide in Darfur two decades ago, and they’re again accused of genocide, carrying out ethnically motivated mass killings. Meanwhile, the army it’s fighting, the Sudanese Armed Forces (SAF), has blocked the main humanitarian access point on the border with Chad.

Proxy war

The conflict broke out in April 2023, sparked by a power struggle between two men: Abdel Fattah al-Burhan, SAF commander-in-chief and leader of the ruling junta, and Mohamed Hamdan Dagalo, known as Hemeti, RSF head. The two worked together in the 2021 coup that ousted a civilian government. A plan to incorporate the RSF into the SAF was the flashpoint of their battle for leadership and, crucially, control of resources.

But beyond the two warring egos, bigger forces are at play. Several other states are taking sides in the conflict, enabling it to continue. Much of the foreign involvement is opaque and subject to official denials. Egypt and Iran are among states providing military support to the SAF. Meanwhile, forces from the eastern part of divided Libya have allegedly helped supply the RSF, and the Chadian government is accused of cooperating with it.

Another distant war is echoing in Sudan. Russia, which has extensive goldmining interests in the country, initially seemed to be siding with the RSF, particularly through its mercenary fighters. In response, Ukrainian troops reportedly carried out attacks on Russian mercenaries and RSF forces. More recently, however, Russia may be tilting towards the SAF, possibly eyeing the development of a Red Sea naval base. Russia recently abstained on a UN Security Council resolution calling on the RSF to end its siege of El Fasher, which it could have vetoed.

But the biggest player is the United Arab Emirates (UAE), the Gulf petrostate that’s increasingly asserting itself in many African countries. In countries undergoing conflict, it takes sides. In Ethiopia, when federal troops fought separatist groups from Tigray, the UAE supported the government. In Libya, it’s backed the eastern forces fighting those in the west.

In Sudan, it’s firmly on the RSF’s side. It’s supplying weapons to the RSF, including reportedly through shipments disguised as humanitarian aid and supplies routed through other African counties where it has a presence. Key RSF backroom operations are being run from UAE locations. Wounded RSF fighters are reportedly being treated in Abu Dhabi. Without the UAE’s support, it’s highly unlikely the RSF would be able to sustain its war effort on its current scale. The UAE denies it all, but a UN expert panel found the allegations credible.

The UAE has extensive economic interests at stake. It receives more Sudanese gold than any other country, some of which makes its way to Russia. It has large agricultural investments and a major Red Sea port plan.

There are political interests too. The UAE doesn’t want countries it has a stake in to democratise. It supports several anti-democratic African governments, including in Algeria, Egypt and Tunisia. It likely sees backing the RSF as the best way to ensure the democratic transition once promised by the 2019 revolution remains thwarted.

A Middle East power struggle is playing out in Sudan. The UAE has long taken a similar stance to Saudi Arabia’s, but increasingly shows an appetite to contest Saudi supremacy. The two ended up diverging over their involvement in the conflict in Yemen. Its Sudan policy is another way the UAE can demonstrate its independence.

The UAE’s role also accounts for Iran’s pro-SAF position, while Saudi Arabia is trying to distinguish itself from both by brokering peace talks, known as the Jeddah process, which so far have come to little.

The UAE also has powerful friends in the west, not least the UK and the USA, and it’s using them to limit international scrutiny. The British government, which currently leads on Sudan at the UN Security Council, was reported to have pressured African states not to criticise the UAE over its support for the RSF.

Time for action

The people of Sudan deserve better than to be pawns in a proxy war waged by distant states.

But people in the UAE have no way to pressure their government if they’re upset about the blood on its hands. Civic space in the UAE is closed and those who speak out are routinely criminalised.

This means it falls on others to mobilise. States helping perpetuate the conflict should come under greater pressure from other states, the international community and international civil society.

The first and most urgent demand must be for unfettered humanitarian access. Even then, an immediate ceasefire is needed. There must the follow a process of genuine dialogue to build peace and plan for transition, which must involve Sudanese civil society in its diverse forms.

The international community must step up its efforts. The UN’s fact-finding mission, established last October following civil society advocacy, has been severely hampered by funding shortfalls, as has the humanitarian response plan. States must adequately resource the UN response.

States, the international community and civil society must also throw the spotlight on the UAE. There must be consequences. When the RSF eventually faces justice, those who enabled it must also be held to account – and the UAE’s rulers should be first in line.

SANTIAGO, May 2 2024 (IPS) – The drinking water supply in the southern island of Chiloé, one of Chile’s rainiest areas, is threatened by damage to its peatlands, affected by sales of peat and by a series of electricity projects, especially wind farms.


The peat bog (Moss sphagnum magellanicum) known as “pompon” in Chile absorbs and retains a great deal of water, releasing it drop by drop when there is no rain. In southern Chile there are about 3.1 million hectares of peatlands.

Peat is a mixture of plant debris or dead organic matter, in varying degrees of decomposition, neither mineral nor fossilized, that has accumulated under waterlogged conditions.

The pompon is the main source of water for the short rivers in Chiloé, an archipelago of 9181 square kilometers and 168,000 inhabitants, located 1200 kilometers south of Santiago. The local population makes a living from agriculture, livestock, forestry, fishing and tourism, in that order.

“We don’t have glaciers, or thaws. Our water system is totally different from that of the entire continent and the rest of Chile. Since we don’t have glaciers or snow, our rivers function on the basis of rain and peat bogs that retain water and in times of scarcity release it,” Daniela Gumucio told IPS by telephone.

The 36-year-old history and geography teacher said that the Chiloé community is concerned about the supply of drinking water for consumption and for small family subsistence farming.

Gumucio is a leader of the National Association of Rural and Indigenous Women (Anamuri) and chairs the Environmental Committee of Chonchi, the municipality where she lives in the center of the island.

This long narrow South American country, which stretches between the Andes Mountains and the Pacific Ocean, has 19.5 million inhabitants and is facing one of the worst droughts in its history.

It’s strange to talk about water scarcity in Chiloé because it has a rainy climate. In 2011 more than 3000 millimeters of water fell there, but since 2015 rainfall began to decline.

In 2015 rainfall totaled 2483 millimeters, but by 2023 the amount had dropped to 1598 and so far this year only 316, according to data from the Quellón station reported to IPS by the Chilean Meteorological Directorate.

The forecast for April, May, and June 2024 is that below-normal rainfall will continue.

A water emergency was declared in the region in January and the residents of nine municipalities are supplied by water trucks.

To supply water to the inhabitants of the 10 municipalities of Chiloé, the State spent 1.12 million dollars to hire water trucks between 2019 and 2024. In Ancud alone, one of the municipalities, the expenditure was 345,000 dollars in that period.

Alert among social activists

The concern among the people of Chiloé over their water supply comes from the major boost for wind energy projects installed on the peat bogs and new legislation that prohibits the extraction of peat, but opens the doors to its use by those who present sustainable management plans.

Several energy projects are located in the Piuchén mountain range, in the west of Chiloé, where peat bogs are abundant.

“They want to extend a high voltage line from Castro to Chonchi. And there are two very large wind farm projects. But to install the turbines they have to dynamite the peat bog. This is a direct attack on our water resource and on our ways of obtaining water,” Gumucio said.

In 2020, the French company Engie bought three wind farms in Chiloé for 77 million dollars: San Pedro 1 and San Pedro 2, with a total of 31 wind turbines that will produce 101 megawatts (MW), and a third wind farm that will produce an additional 151 MW.

In addition, 18 kilometers of lines will be installed to carry energy to a substation in Gamboa Alto, in the municipality of Castro, and from there to the national power grid.

Another 92 turbines are included in the Tabla Ruca project, between the municipalities of Chonchi and Quellón.

Engie describes its initiatives as part of the transition to a world with zero net greenhouse gas emissions, thanks to the production of clean or green energy.

Leaders of 14 social and community organizations expressed their concerns in meetings with regional authorities, but to no avail. Now they have informed their communities and called on the region’s authorities to protect their main water source.

Local residents marched in protest on Mar. 22 in Ancud and demonstrated on Apr. 22 in Puente Gamboa, in Castro, the main municipality of the archipelago.

Thanks to peatlands, the rivers of Chiloé do not dry up. The peat bogs accumulate rainwater on the surface, horizontally, and begin to release it slowly when rainfall is scarce.

For the same reason, peat is dup up and sold for gardening. In 2019 Chile exported 4600 tons of peat.

The wind energy projects are set up in areas of raised peat bogs, known as ombrotophic, located at the origin of the hydrographic basins.

“We have had a good response in the municipal council of Chonchi, where the mayor and councilors publicly expressed their opposition to approving these projects,” said Gumucio.

The other threat to peatlands

The second threat to the Chiloé peat bogs comes from Law 21.660 on environmental protection of peatlands, published in Chile’s Official Gazette on Apr. 10.

This law prohibits the extraction of peat in the entire territory, but also establishes rules to authorize its use if sustainable management plans are presented and approved by the Agricultural and Livestock Service, depending on a favorable report from the new Biodiversity and Protected Areas Service.

The peatland management plan aims to avoid the permanent alteration of its structure and functions.

Those requesting permits must prove that they have the necessary skills to monitor the regeneration process of the vegetation layer and comply with the harvesting methodology outlined for sustainable use.

But local residents doubt the government’s oversight and enforcement capacity

“We condemn the fact that the extraction of peat is permitted in Chiloé when there is no scientifically proven way for peat to be reproduced or planted…. there is no evidence of how it can regenerate,” said Gumucio.

The activist does not believe that sustainable management is viable and complained that the government did not accept a petition for the law to not be applied in Chiloé.

“We have a different water system and if this law is to be implemented, it should be on the mainland where there are other sources of water,” she said.

But according to Gumucio, everything seems to be aligned to deepen the water crisis in Chiloé.

“The logging of the forest, the extraction of peat, and the installation of energy projects all contribute to the drying up of our aquifers and basins. And in that sense, there is tremendous neglect by the State, which is not looking after our welfare and our right to have water,” she argued.

Scientists express their view

Six scientists from various Chilean universities issued a public statement asserting that the new law is a step in the right direction to protect Chile’s peatlands.

In their statement, scientists Carolina León, Jorge Pérez Quezada, Roy Mackenzie, María Paz Martínez, Pablo Marquet and Verónica Delgado emphasize that the new law “will require the presentation of a sustainable management plan” to exploit peat that is currently extracted without any controls.

They add that management plans must now be approved by the competent authorities and that those who extract peat will be asked to “ensure that the structure and functions of the peatlands are not permanently modified.”

They also say that the regulations of the law, which are to be issued within two years, “must establish the form of peat harvesting and post-harvest monitoring of the peat bog to protect the regeneration of the plant, something that has not been taken into consideration until now.”

They point out that the new law will improve oversight because it allows monitoring of intermediaries and exporters who could be fined if they do not comply with the legislation.

“While it is true that there is concern among certain communities and environmental groups, we believe that these concerns can be taken into account during the discussion of the regulations,” they say.

The scientists reiterate, however, that “peatlands are key ecosystems for mitigating the national and planetary climate and biodiversity crisis” and admit that “significant challenges remain to protect them, although this is a big step in the right direction.”

ACREÚNA/ORIZONA, Brazil , Apr 16 2024 (IPS) – A bakery, fruit pulp processing and water pumped from springs are empowering women farmers in Goiás, a central-eastern state of Brazil. New renewable energy sources are driving the process.


“We work in the shade and have a secure, stable income, not an unsteady one like in farming. We cannot control the price of milk, nor droughts or pests in the crops,” said Leide Aparecida Souza, who runs a bakery in the rural area of Acreúna, a municipality of 21,500 inhabitants in central Goiás.

The bakery supplies a variety of breads, including cheese buns and hot dog buns, as well as pastries, cakes and biscuits to some 3,000 students in the municipality’s school network, for the government’s school feeding program, which provides family farming with at least 30 percent of its purchases. Welfare institutions are also customers.

The bakery is an initiative of the women of the Genipapo Settlement, established in 1999 by 27 families, as part of the agrarian reform program implemented in Brazil after the 1964-1985 military dictatorship, which has so far settled 1.3 million families on land of their own.

Genipapo, the name chosen for the settlement, is a fruit of the Cerrado, the savannah that dominates a large central area of Brazil. Each settled family received 44 hectares of land and local production is concentrated on soybeans, cassava and its flour, corn, dairy cattle and poultry.

Bakery empowers rural women

The women of the Association of Residents of the Genipapo Settlement decided to create a bakery as a new source of income 16 years ago. They also gained self-esteem and autonomy by earning their own money. In general, agricultural and livestock income is controlled by the husbands.

Each of the women working at the bakery earns about 1,500 reais (300 dollars) a month, six percent more than the national minimum wage. “We started with 21 participants, now we have 14 available for work, because some moved or quit,” Souza said.

A year ago, the project obtained a solar energy system with six photovoltaic panels from the Women of the Earth Energy project, promoted by the Gepaaf Rural Consultancy, with support from the Socio-environmental Fund of the Caixa Econômica Federal, the regional bank focused on social questions, and the public Federal University of Goiás (UFG).

Gepaaf is the acronym for Management and Project Development in Family Farming Consultancy and its origin is a study group at the UFG. The company is headquartered in Inhumas, a city of 52,000 people, 180 km from Acreúna.

Due to difficulties with the inverter, a device needed to connect the generator to the electricity distribution network, the plant only began operating in March. Now they will see if the savings will suffice to cover the approximately 300 reais (60 dollars) that the bakery’s electricity costs.

“It’s not that much money, but for us every penny counts,” Souza said. Electricity is cheap in their case because it is rural and nocturnal consumption. Bread production starts at 5:00 p.m. and ends at 3:00 or 4:00 a.m. from Monday to Thursday, according to Maristela Vieira de Sousa, the group’s secretary.

The industrial oven they use is low-consumption and wood-burning. There is another, gas-fired oven, which is only used in emergencies, “because it is expensive,” said de Sousa. Biogas is a possibility for the future, which would use the settlement’s abundant agricultural waste products.

Alternative energies make agribusiness viable

Iná de Cubas, another beneficiary of the Women of the Earth Energy project, has a biodigester that supplies her stove, in addition to eight solar panels. They generate the energy to produce fruit pulp that also supplies the schools of Orizona, a municipality of 16,000 inhabitants in central-eastern Goiás.

The solar plant, installed two years ago, made the business viable by eliminating the electricity bill, which was high because the two refrigerators needed to store fruit and pulp consume a lot of electricity.

The abundance of fruit residues provides the inputs for biogas production, an innovation in a region where manure is more commonly used.

“I only use an additional load of animal feces when I need more biogas,” said Cubas, who gets the manure from her neighbor’s cows, since she does not raise livestock.

On her five hectares of land, Cubas produces numerous species of fruit for her cottage industry.

In addition to typical Brazilian fruits, such as cajá or hog plum (Spondias mombin), pequi or souari nut (Caryocar brasiliense) and jabuticaba from the grapetree (Plinia cauliflora), she grows lemons, mangoes, oranges, guava and avocado, among others.

For the pulp, she also uses fruit from neighbors, mostly relatives. The distribution of her products is done through the Agroecological Association of the State of Goias (Aesagro), which groups 53 families from Orizona and surrounding areas.

Agroecology is the system used on her farm, where the family also grows rice, beans and garlic. The crops are irrigated with water pumped from nearby springs that were recovered by the diversion of a road and by fences to block access by cattle, which used to trample the banks.

“The overall aim is to strengthen family farming, the quality of life in the countryside, incomes, and care for the environment, and to offer healthy food, without poisonous chemicals, especially for schools,” explained Iná de Cubas.

Biodigesters made of steel and cement, solar energy for different purposes, including pumping water, rainwater collection and harvesting, are part of the “technologies” that the Women of the Earth Energy project is trying to disseminate, said Gessyane Ribeiro, Gepaaf’s administrator.

In the area where Iná de Cubas lives, the project installed five biodigesters and seven solar pumps for farming families, in addition to solar plants in schools, she said.

Network of rural women

The Women of the Earth Energy Network, brought together by the project and coordinated by Ribeiro, operates in six areas defined by the government based on environmental, economic, social and cultural similarities. In all, it involves 42 organizations in 27 municipalities in Goiás.

The local councils choose the beneficiaries of the projects, all implemented with collective work and focused on women’s productive activities and the preservation of the Cerrado. All the beneficiaries commit themselves to contribute to a solidarity fund to finance new projects, explained agronomist Ribeiro.

“The Network is the link between the valorization of rural women, family farming and the energy transition,” she said. “We chose family farmers because they are the ones who produce healthy food.”

“We offer technological solutions that rely on the links between food, water and energy, to move towards an energy transition that can actually address climate change,” said sociologist Agnes Santos, a researcher and communicator for the Network.

Recovering and protecting springs is another of the Women’s Network’s activities.

Nubia Lacerda Matias celebrates the moment she was invited to join the movement. She won a solar pump, made up of two solar panels and pipes, which bring water to her cattle that used to damage the spring, now protected by a fence and a small forest.

“It’s important not only for my family, but for the people living downhill” where a stream flows, fed by various springs along the way, she said.

But the milk from the 29 cows and corn crops on her 9.4-hectare farm are not enough to support the family with two young children. Her husband, Wanderley dos Anjos, works as a school bus driver.

Iná de Cubas’ partner, Rosalino Lopes, also works as a technician for the Pastoral Land Commission, a Catholic organization dedicated to rural workers.

In his spare time, Lopes invents agricultural machines. He assembles and combines parts of motorcycles, tractors and other tools, in an effort to fill a gap in small agriculture, undervalued by the mechanical industry and scientific research in Brazil.

India’s Farmers Could Use Better Monsoon Forecasts

NEW DELHI , Apr 3 2024 (IPS) – Agriculture in India need not ‘gamble’ with the monsoons if accurate weather and climate forecasts are proactively made available to farmers, according to the results of a new experimental study conducted by the University of Chicago.


Approximately 70–90 percent of total annual rainfall across most of India, a major agricultural producer, occurs during the June to September monsoon, which varies widely in onset timing and quantity, making predictions difficult for farmers, says the study published February 26, 2024, as a non-peer-reviewed working paper.

While the Indian Meteorological Department (IMD) has advanced monsoon forecasting systems, researchers from the Energy Policy Institute at the University of Chicago found that farmers in southern Telengana state, where the study was conducted, tended not to rely on IMD or other forecasts.

“For whatever reason, few of the farmers we talked with in Telengana were using a forecast about the timing of the local start of the monsoon to help guide their planting decisions,” says Amir Jina, senior fellow at the Energy Policy Institute, University of Chicago and author of the study.

While Indian farmers have traditionally depended on official forecasts issued by the IMD, first established in 1875, the Chicago team relied on forecast data generated by the Potsdam Institute for Climate Impact Research (PIK).

“The PIK model produces a probability distribution of potential onset dates, which can be summarized as a likely onset date range, making it easy for farmers to understand,” the study said.

“This particular study looks at a new approach to forecasting the onset of the Indian Summer Monsoon over southern India’s Telangana region that can predict the arrival of the monsoon across India four to six weeks in advance,” says Fiona Burlig, coauthor of the study and assistant professor at the Energy Policy Institute, University of Chicago.

PIK, under a climate capacity programme that covers East Africa, Peru, and India, focuses on staple crops in India, makes use of semi-empirical modeling frameworks, and combines them with satellite remote sensing earth observation data.

In the experimental study, PIK forecasts enabled farmers to make early decisions about key inputs such as the type of crops, labour supply, and fertilizer purchases, significantly improving profitability. “PIK forecasts were especially accurate over Telangana State, the site of our experiment,” says Burlig.

Burlig and her team studied how farmers across 250 villages in Telangana changed their planting strategies once they were convinced of the high accuracy of the monsoon forecasts. An early monsoon typically means a longer growing season, suited to cash crops like cotton, while later monsoons would help farmers decide to grow lower-value subsistence crops like paddy, the researchers said.

“This is measured proof for IMD how important the work of forecasting is for farmers in India and can help thinking about how to measure even more benefits of other types of forecasts from the IMD that the farmers use. All the progress IMD makes should be validated and encouraged by this basic fact,” Jina tells SciDev.Net.

“Farmers find that climate change is increasingly making predictions of the monsoon’s arrival and other weather patterns difficult,” says Burlig. “Our study, which was conducted in an area of low agricultural productivity, demonstrated how the new forecasts were able to deliver accurate monsoon predictions even in a changing climate.”

Because climate change increases weather variability, farmers are reluctant to take risks and typically tend to underinvest for the season ahead, Burlig said. A pre-season survey by the team in Telangana found wide variations in farmers’ estimations of when the monsoon would arrive.

The study experimentally evaluated monsoon onset forecasts in 250 villages, which were divided into a control group, a forecast group that received information well in advance of monsoon onset and a benchmark index insurance group.

Agricultural insurance lowers farmers’ risk exposure but does not improve their information, the study says. Overall, farmers who received insurance increased the land they cultivated and their investments in seeds, fertilizer, and other inputs by 12 percent compared to those who did not receive forecast information.

“The findings of the experimental study are well within what is expected,” said Arun Shanker, principal scientist at the Central Research Institute for Dryland Agriculture, Hyderabad. Studies like these, he said, are important because resilience to climate change will depend greatly on increasing agricultural productivity with available water resources.

However, Roxy Mathew Koll, a climate scientist at the Indian Institute of Tropical Meteorology, says the University of Chicago’s study is “severely outdated” as it is based on a pre-2016 prediction model. “Since then, IMD has moved to the dynamic, advanced, ‘Climate Forecast System’ that provides both regional and pan-India forecasts at a high resolution.”

“The Potsdam model and forecasts are not based on a full-fledged, dynamic system like the IMD climate forecast system and have limited application,” Koll, a lead author of the IPCC reports and former chair of the Indian Ocean Region Panel, tells SciDev.Net.

Soma Sen Roy, scientist at the IMD and India representative at the World Meteorological Organization, said the IMD issues forecasts at all time scales—nowcasting, medium range, extended range, seasonal, and long-range forecasting throughout the year.  “These forecasts are not specifically linked to the monsoons, for which special forecasts are issued.”

Said Jina, “Our research underscores that all the investments and improvements the IMD has made in recent years, and continues to make, are useful and important for farmers.”
