NICE, France, Jun 17 2025 (IPS) – With less than six harvest seasons left to meet the Sustainable Development Goals (SDGs), the urgency to find transformative solutions to end hunger, protect the oceans, and build climate resilience dominated the ninth panel session at the 2025 United Nations Ocean Conference in Nice, France.


In a moment emblematic of growing African leadership in ocean sustainability, Tanzania took center stage during the panel titled “Promoting the Role of Sustainable Food from the Ocean for Poverty Eradication and Food Security.” The panel offered not only a scientific and policy-rich exchange of ideas but also a rare glimpse into how countries like Tanzania are positioning aquatic foods as engines of economic recovery, public health, and ecological sustainability.

A Defining Voice From the Swahili Coast

Co-chairing the session, Shaaban Ali Othman, Minister for Blue Economy and Fisheries of Zanzibar, part of the United Republic of Tanzania, laid out his country’s blueprint for harnessing ocean resources without compromising marine ecosystems.

“Our survival is intimately tied to the ocean. It feeds us, it employs our people, and it holds the promise to lift millions out of poverty,” Othman said, advocating for a redefinition of how the world views aquatic food systems. “But this can only happen if we manage them responsibly.”

He emphasized that for Tanzania, the blue economy is not a buzzword—it is a foundational strategy woven into national development planning. As climate change intensifies and traditional farming struggles under erratic rainfall, coastal and inland aquatic foods offer a viable, nutrient-dense alternative for the country’s growing population.

“Communities in Zanzibar and along the Tanzanian coastline have fished for generations, but now we must ensure those practices are not just traditional, but also sustainable and inclusive,” Othman said.

He pointed to Zanzibar’s push to increase seaweed farming, particularly among women, as a double dividend for nutrition and gender equity. He also highlighted new investments in cold storage and fish processing facilities aimed at reducing post-harvest losses—currently among the highest in the region.

The Global Science Backs Tanzania’s Approach

His remarks resonated with the scientific panelists, particularly Jörn Schmidt, Science Director for Sustainable Aquatic Food Systems at WorldFish, who urged countries to bring aquatic foods “from the margins to the mainstream.”

“Aquatic foods are one of the few tools that can simultaneously tackle poverty, hunger, and climate risk,” said Schmidt. “But they are often left off the table—both literally and figuratively.”

Schmidt called for urgent action on three fronts: nutrition, production, and equity. He cited research showing that even modest increases in aquatic food consumption in the first 1,000 days of life could significantly reduce stunting and improve cognitive development. For production, he recommended low-impact, high-return systems such as seaweed and bivalves. On equity, he urged secure tenure for small-scale fishers, gender inclusion, and expanded social protections.

Barange noted that in 2023 alone, global fish production hit 189 million tons, delivering about 21 kilograms of aquatic animal protein per capita. However, an alarming 23.8 million tons—almost 15 percent—was lost or wasted due to poor handling and inefficient distribution systems.

“These losses are not just about food—they are lost nutrition, lost income, and lost opportunity,” said Barange, adding that if properly managed, aquatic foods could be the backbone of a global “blue transformation.”

Tanzania’s Call for Equity and Innovation

Othman used the opportunity to underline that the success of aquatic food systems must also address inequality—particularly the role of women and youth in the sector.

“Across Tanzania, from Kigamboni to Kilwa, women are drying fish, farming seaweed, and selling aquatic produce in markets. But they need access to capital, to better technology, and most importantly, to decision-making spaces,” he said.

To that end, Tanzania has begun piloting aquatic food training centres aimed at equipping youth with climate-smart aquaculture skills, including sustainable pond farming and low-carbon feed techniques.

“This is how we move from potential to prosperity,” Othman said.

A Blueprint for Global Action

The panel also featured a range of high-level contributions aimed at linking aquatic foods to broader development frameworks. Rhea Moss-Christian, Executive Director of the Western and Central Pacific Fisheries Commission, underscored the economic lifeline that tuna fisheries represent for small island developing states. She emphasized that tuna is not just a food source, but a pillar of public finance, especially in the Marshall Islands and the Federated States of Micronesia.

“Let’s be clear,” she said. “In some Pacific nations, tuna revenue funds schools, hospitals and roads. A healthy tuna fishery is existential.”

Her message echoed Tanzania’s own struggle to balance economic imperatives with conservation, especially in the face of illegal fishing and weak monitoring infrastructure. Minister Othman called for stronger regional cooperation in fighting these threats, including shared surveillance and satellite-based monitoring systems.

CGIAR and the Seaweed Solution

Adding another layer of urgency, Dr. Shakuntala Haraksingh Thilsted of CGIAR warned that the world is “falling behind on SDG 2 and SDG 14.” She championed seaweed as a sustainable aquatic superfood with enormous potential, particularly for South Asia and Africa.

“Tanzania, with its long coastline and established seaweed culture, is ideally placed to lead in this domain,” she said.

She called for more public and private investment to scale innovations, support local entrepreneurs, and integrate aquatic foods into school feeding and public procurement programmes.

“Let us not miss this opportunity,” she added. “The sea can feed us—if we let it.”

Resilience in the Face of Crisis

Ciyong Zou, Deputy Director-General of the United Nations Industrial Development Organization (UNIDO), highlighted the broader resilience benefits of aquatic food systems. He noted that aquatic foods support over 3 billion people globally, yet post-harvest losses—up to 30 percent in developing countries—undermine their potential.

He offered case studies from Cambodia and Sudan, where targeted investments in processing and training led to higher incomes and improved child nutrition. He announced UNIDO’s voluntary commitment to expand technical support to 10 additional coastal nations by 2030.

“For countries like Tanzania, this could mean new tools, cleaner production methods, and more resilient livelihoods,” Zou said.

Call to Action

As the panel drew to a close, one theme stood out: aquatic food systems are not merely about fish or seaweed—they are about dignity, sovereignty, and survival.

“We need to democratize access to data, empower communities, and ensure that small-scale fishers, especially women, are not left behind,” Othman insisted.

Back in Tanzania, the ripple effects of such commitments are already being felt. In Kisiwa Panza, a small island in Pemba, a women-led seaweed cooperative recently began exporting to Europe, thanks to technical support from local NGOs and government backing. “It’s a new life,” said Asha Mzee, one of the cooperative’s founders. “Before, we fished only what we needed. Now, we grow for the world.”

With nations like Tanzania stepping forward, the ocean—so long exploited—is being reimagined as a source of renewal. But the clock is ticking.

“In 2030, we’ll be asked what we did with these six remaining harvests,” Othman said in his final remarks. “Let’s ensure our answer is-we used them to feed people, protect our planet, and leave no one behind.”

‘We Are Witnessing Ecocide in West Papua, One of the World’s Richest Biodiversity Centres’

In West Papua, Indigenous communities are boycotting palm oil products, accusing major corporations of profiting from environmental devastation and human rights abuses. Beyond environmental damage, Indigenous leaders are fighting what they describe as an existential threat to their cultural survival. Large-scale deforestation has destroyed ancestral lands and livelihoods, with Indonesian authorities enabling this destruction by issuing permits on contested Indigenous territories. Local activists characterise this situation as ecocide and are building international coalitions to hold companies and government officials accountable.

What are the problems with palm oil?

In West Papua, one of the world’s richest biodiversity centres, oil palm plantation expansion is causing what we call ecocide. By 2019, the government had issued permits for plantations covering 1.57 million hectares of Indigenous forest land to 58 major companies, all without the free, prior and informed consent of affected communities.

The environmental damage is already devastating, despite only 15 per cent of the permitted area having been developed so far. Palm oil plantations have fundamentally altered water systems in regions such as Merauke, causing the Bian, Kumbe and Maro rivers to overflow during rainy seasons because plantations cannot absorb heavy rainfall. Indigenous communities have lost access to forests that provided food and medicine and sustained cultural practices, while monoculture crops have replaced biodiverse ecosystems, leading to the disappearance of endemic animal species.

How are authorities circumventing legal protections?

There’s unmistakable collusion between government officials and palm oil companies. In 2023, we supported the Awyu Indigenous people in a landmark legal case against a Malaysian-owned company. The court found the government had issued permits without community consent, directly violating West Papua’s special autonomy laws that require Indigenous approval for land use changes.

These actions contravene national regulations and international law, including the United Nations Declaration on the Rights of Indigenous Peoples, which guarantees the right to free, prior and informed consent. Yet despite clear legal violations, authorities continue defending these projects by citing tax revenue and economic growth. They are clearly prioritising corporate profits over Indigenous rights and environmental protection.

The government’s response to opposition is particularly troubling. There is a systematic pattern of human rights violations against people defending their lands. When communities protest against developments, they face arbitrary arrests, police intimidation and violence. Police frequently disperse demonstrations by force, and community leaders are threatened with imprisonment or falsely accused of disrupting development. In some cases, they are labelled as separatists or anti-government to delegitimise their activism and justify repression.

What tactics are proving effective for civil society?

Indigenous communities are employing both traditional and modern resistance approaches. Many communities have performed customary rituals to symbolically reject plantations, imposing cultural sanctions that carry significant spiritual weight in their societies. Simultaneously, they’re engaging with legal systems to challenge permit violations.

Civil society organisations like ours support these efforts through environmental impact assessments, legal advocacy and public awareness campaigns. This multi-pronged approach has gained significant traction: in 2023, our Change.org petition gathered 258,178 signatures, while the #AllEyesOnPapua social media campaign went viral, demonstrating growing international concern.

Despite these successes, we face an uphill battle. The government continues pushing ahead with new agribusiness plans, including sugarcane and rice plantations covering over two million additional hectares of forest. This threatens further environmental destruction and Indigenous rights violations. Supporters of our movement are increasingly highlighting the global climate implications of continued deforestation in this critical carbon sink region.

What specific international actions would help protect West Papua?

Consumer power represents one of our strongest allies. International consumers can pressure their governments to enforce laws that prevent the import of products linked to human rights abuses and deforestation. They should also demand companies divest from harmful plantation projects that violate Indigenous rights.

At the diplomatic level, we need consistent international pressure on Indonesia to halt large-scale agribusiness expansion in West Papua and uphold Indigenous rights as defined in national and international laws. Foreign governments with trade relationships must make human rights and environmental protection central to their engagement with Indonesia, not peripheral concerns.
Without concerted international action, West Papua’s irreplaceable forests and the Indigenous communities who have sustainably managed them for generations face an existential threat. This isn’t just a local issue: the destruction of one of the world’s most biodiverse regions affects us all.

How Mangroves Save Lives, Livelihoods of Bangladesh Coastal Communities

SHYAMNAGAR, Bangladesh , May 16 2025 (IPS) – Golenur Begum has faced 12 cyclones in her life. As a child, she witnessed her father’s house destroyed, and as an adult, she watched her home smashed. Saltwater brought by the tidal surges that accompanied the cyclones wrecked their farms and livelihoods.  And with climate change, these impacts are becoming more intense and frequent.


“Sixteen years ago, in 2009, my house was washed away by Cyclone Aila. At first, we sheltered on a raised dirt road near our house. After the road was submerged, we rushed to a shelter two kilometers from the village to save our lives. The next day, when we returned to the village, we saw that many more houses had been destroyed. Shrimp farms, vegetable fields, chicken farms, and ponds submerged in salt water,” Golenur (48), who lives in Sinhartoli village, remembers.

She is not alone. Sahara Begum (32), Rokeya Begum (45), and Anguri Bibi (44), from the same village, spoke of the same crisis.

Climate-vulnerable Sinharatoli village is part of Munshiganj Union of Shyamnagar Upazila (sub-district) in the Satkhira district in southwestern Bangladesh. The Malanch River flows past the village.

On the other side of the river is the World Heritage Sundarbans—a mangrove forest area in the Ganges Delta formed by the confluence of the Ganges, Brahmaputra, and Meghna Rivers in the Bay of Bengal.

Most of the people in the villages along the Malanch River lost their livelihoods and homes due to Cyclone Aila. Not only Aila—Golenur has faced 12 cyclones.

Neelima Mandal, 40, of Chunkuri village, a village adjacent to the Sundarbans, says, “Due to frequent cyclones, the embankments on the riverbank collapsed. The tidal water of the Malanch River used to enter our houses directly. As a result, both our livelihoods and lives were in crisis.”

The southwestern coast of Bangladesh is facing many crises due to climate change. The people of this region are very familiar with the effects of tides, cyclones, and salinity. They survive by adapting to these dangers. But, despite their resilience, there are not enough strong embankments in this region. Although embankments were built in the 1960s, they are mostly weak. If cyclones become more intense with a changing climate, people’s lives will be even more affected.

Despite the mangrove-rich Sundarbans, which include four enlisted and protected areas by UNESCO, which should protect them, the southwestern coastal districts of Bangladesh. The Sundarbans themselves are also facing a crisis due to frequent cyclones. The 2007 cyclone Sidr caused extensive damage, which took several years to recover from. According to a study by the Change Initiative, dense forest covered 94.2 percent of the Sundarbans in 1973. In 2024, it had decreased to 91.5 percent. The people of this region face extreme events during the cyclone season when the tide height reaches up to 3 meters (10 feet).

Mangrove Wall for Vulnerable Communities

In 2013 the women in this community began building a mangrove wall—a sign that they were not going to let the climate dictate their future.

The wall now stands where the water from the storm surge entered Golenur’s house during Cyclone Sidr in 2007 and Cyclone Aila in 2009. Now she does not have to worry about her livelihood and home as much. Apart from protection from natural hazards, the forest provides her with many other economic benefits.

“When we started planting mangrove seedlings here, the entire area was devoid of trees. Tidal water once submerged the area. In a few years, a mangrove forest has formed in the vacant space. More than 500 people from about 100 houses in the village are now free from natural hazards,” says Golenur.

A mangrove safety wall now also covers Chunkuri village, which was similarly vulnerable. The villagers take care of the mangroves and benefit from them.

“Mangroves help us secure our livelihood. We can collect fodder for our cattle from the forest. Mangroves help us reduce heat,” added Sabitri Mondal, a resident of Chunkuri village.

Various organizations, including the Bangladesh Resource Council of Indigenous Knowledge (BARCIK), Bangladesh Environment and Development Society (BEDS), and Friendship, are working to restore mangroves in different parts of Khulna, Satkhira, and Bagerhat districts.

Since 2008, BARCIK has planted 1,800 mangrove trees in coastal villages, including Koikhali, Burigoalini, Munshiganj, Gabura, Padmapukur, and Atulia in the Shyamnagar upazila of Satkhira. BEDS has planted over one million mangrove saplings in 146.55 hectares of land in Shyamnagar, Satkhira, and Dakop, Khulna, since 2013.

Maksudur Rahman, CEO of BEDS, says, ‘To save mangroves, we need to involve the local community. If we can provide alternative livelihoods to the local community, the mangroves will also be saved and the people will be protected. The initiative that we have been continuing since 2013 is already reaping the benefits of the community.’

Abandoned seeds are a source of livelihood

“The mangrove nursery is now the driving force of my family. The income from the nursery is what keeps my family going. My husband and I no longer have to go to the risky Sundarbans to catch fish and crabs. Alternative livelihoods have made my life safer,’ said Namita Mandal of Dhangmari village in Dakop upazila of Khulna district.

The mangrove seeds are a source of livelihood for women in villages near the Sundarbans. Once upon a time, families used to wait for seeds and leaves that floated from the Sundarbans to cook. They would dry them and save them for cooking. But many women like Namita have started nurseries with those abandoned seeds. Seedlings are being grown in the nursery from the seeds and new mangroves are being formed from those seedlings. Many more women in villages near the Sundarbans have chosen mangrove nurseries as a source of livelihood.

Seedlings suitable for mangroves are grown in the nursery. The tree species include keora (Sonneratia apetala), baen (Avicennia alba), gewa (Excoecaria agallocha), khulshi (Aegiceras corniculatum), kankra (Bruguiera gymnorrhiza), golpata (Nypa fruticans), and goran (Ceriops decandra). The seeds of these trees float down from the Sundarbans.

Her income from the nursery has increased significantly in the past few years. ‘I sold seedlings worth 50,000 taka ($426) in a year. My nursery has expanded. The number of employees has increased. In 2023, I sold seedlings worth about 4 lakh taka ($3,407) from my nursery to some clients, including the Bangladesh Forest Department, international NGO BRAC, and BEDS,’ added Namita.

Rakibul Hasan Siddiqui, Associate Professor at the Institute of Integrated Studies on Sundarbans Coastal Ecosystem, Khulna University, said, ‘The Sundarbans and its surrounding settlements are severely affected by rising sea levels and frequent cyclones in the Bay of Bengal. Sundarbans Restoration is helping to protect coastal residents from any kind of natural disaster.”

The Indus Water Treaty Suspension: A Wake-Up Call for Asia–Pacific Unity ?

On April 23, India suspended the Indus Water Treaty (IWT), a 65-year-old agreement that had been a rare symbol of cooperation between India and Pakistan despite decades of hostility. The suspension came a day after militants attacked civilians in Jammu and Kashmir, a disputed region, killing 26 people, most of them Indian tourists. India accused Pakistan of supporting “cross-border terrorism” and responded by halting the treaty. Pakistan denied involvement in the attack and called India’s move an “act of war.”


The IWT, signed in 1960, was a landmark agreement that allowed the two countries to share the water of the Indus River system. It gave India control over the eastern tributaries (Ravi, Sutlej, and Beas), and Pakistan control over the western tributaries (Indus, Jhelum, and Chenab). Beyond water-sharing, the treaty established mechanisms for data sharing, technical cooperation and dispute resolution. For decades, the treaty was celebrated as a triumph of diplomacy and environmental cooperation. But its suspension now threatens to unravel this legacy, with devastating consequences – especially for Pakistan.

Why the IWT Matters

Pakistan’s economy depends heavily on agriculture, which employs nearly 70% of its rural workforce. The Indus River irrigates 80% of the country’s farmland, making it a lifeline for millions. If India were to divert or reduce water flows, it could cripple Pakistan’s agriculture, triggering widespread food insecurity and economic instability. The stakes are high, and the consequences of failing to manage shared water resources responsibly would ripple far beyond Pakistan’s borders.

The timing of the IWT’s suspension couldn’t be worse. Climate and environmental risks are escalating across the Asia–Pacific region, with extreme weather events becoming more frequent and severe. Between 2008-2023, floods displaced 57 million people in India alone. In Pakistan, floods have not only destroyed homes but have also degraded soil quality, leaving farmers unable to grow enough crops to survive. These pressures are driving migration to cities, where migrants face exploitative conditions and often accrue large debts.

Climate Risks and Regional Instability

The link between climate change and regional instability is becoming impossible to ignore. In Central Asia, a 2021 clash over transboundary water resources between Kyrgyzstan and Tajikistan left 50 dead and displaced 10,000 others. In the Pacific, rising sea levels are forcing entire communities to relocate, sparking tensions in countries like Papua New Guinea and the Solomon Islands. Meanwhile, large-scale infrastructure projects, such as hydroelectric dams in Southeast Asia, are displacing thousands and straining relations between countries like Laos, Thailand and Vietnam.

The demand for critical minerals to build renewable energy sources is adding another layer of complexity. Competition between China and the U.S over these resources is heightening global tensions. Critical mineral mining is also fuelling exploitation and violence in mining regions, like the Philippines and Indonesia. These examples highlight a troubling reality: climate and environmental risks are not just environmental issues – they are also security issues.

The Case for Regional Cooperation

Responding to these challenges requires a collective approach. Climate risks don’t respect national borders, and attempting to tackle them in isolation is a losing strategy. Cooperation offers a way to pool resources, share knowledge, and build resilience. For low-income countries in particular, regional solidarity—through climate finance, data sharing and technological transfer—could mean the difference between survival or collapse.

But cooperation isn’t just about survival; it’s also about seizing opportunities. Joint climate action can strengthen regional ties, foster peace and create shared prosperity. Cross-border collaboration on climate and environmental issues can connect institutions, research communities, and civil society, laying the groundwork to tackle future challenges. By working together, the Asia–Pacific region can turn shared challenges into shared strengths.

The suspension of the IWT is a wake-up call. At a time when cooperation is more critical than ever, we cannot afford to let geopolitical tensions derail climate action. The Asia–Pacific region faces immense challenges, but it also holds immense potential. By prioritising collaboration over confrontation, the climate crisis could provide an opportunity for peace, resilience, and shared prosperity. The path forward won’t be easy, but it’s the only path worth taking.

Mexico Bans GM Corn Cultivation in Constitutional Reform: Action Follows Trade Ruling That Ignored Evidence of Genetic Contamination

CAMBRIDGE, MA., Apr 30 2025 (IPS) – On March 17, Mexican President Claudia Scheinbaum signed into law a constitutional reform banning the cultivation of genetically modified (GM) corn. The action followed a December ruling by a trade tribunal, under the U.S.-Mexico-Canada (USMCA) trade agreement, in favor of a U.S. complaint that Mexico’s 2023 presidential decree, with broader restrictions on the consumption of GM corn, constituted an unfair trade practice by prohibiting the use of GM corn in tortillas.


The Mexican government publicly disagreed with the ruling, claiming that the three arbitrators had failed to consider the scientific evidence Mexico presented in the yearlong case. But the government chose to comply, rescinding the three specific parts of the decree deemed to limit future GM corn imports. Still, the government left intact the decree’s measures phasing out the use of the herbicide glyphosate, establishing a protocol for tracking GM corn imports into the country, and banning the cultivation of GM corn in the country.

The constitutional amendment enshrines that last measure in a more permanent manner. While GM corn has faced planting restrictions for more than a decade, the constitutional ban represents an important act of resistance and sovereignty, particularly in light of the flawed decision by the tribunal.

Trade panel fails to consider evidence

Corn is central to Mexico’s agriculture, cuisine, nutrition, and culture. Mexico is the center of origin for corn, where the crop was domesticated thousands of years ago. It remains at the core of the country’s farming, diet, and culture. As President Sheinbaum acknowledged in approving the constitutional ban on GM corn cultivation, “Sin maiz no hay pais” – without corn there is no country.

In defense of Mexico’s 2023 decree, the panel acknowledged that the government presented scientific evidence from qualified and reputable sources of “risks to human health arising from the direct consumption of GM corn grain in Mexico, and risks to native corn of transgenic contamination arising from the unintentional, unauthorized, and uncontrolled spread of GM corn in Mexico.” (That evidence is summarized in an extensive publication from Mexico’s national science agency.)

The trade tribunal dismissed concerns about such risks in its ruling, essentially giving itself a pass on reviewing the scientific evidence of human-health risks by arguing that Mexico had not conducted an approved risk assessment “based on relevant scientific principles,” a reference to prevailing international codes for such processes.

The panel also failed to evaluate the risks to native corn. Mexico presented strong evidence that GM corn has cross-pollinated native corn varieties, gene flow that threatens to undermine the genetic integrity of the country’s 64 “landraces” and more than 22,000 varieties adapted by farmers over millennia to different soils, altitudes, climates, foods, and customs.

The tribunal argued that no special protection from GM corn was needed because gene flow already takes place from non-GM hybrid varieties of corn, and GM contamination is no different from non-GM gene flow. “Mexico has not demonstrated how the threat to the traditions and livelihoods of indigenous and farming communities from GM corn is greater than the threat posed by non-native, non-GM corn,” the panel wrote. Cross-pollination from hybrid corn “could equally threaten the genetic integrity of native corn.”

Equating contamination from GM corn with that of hybrid corn is a serious misreading of the science and of Mexico’s culture. GMOs by definition – and by explicit definitions in the constitutional amendment – involve crossing species boundaries, introducing, for example, a gene from a bacterium into a corn plant to repel insects. In contrast, hybrid corn is produced by cross-breeding different corn varieties, the resulting offspring remaining pure corn, with no non-corn genes in its DNA.

Mexican farmers have a long history of developing some of their own cross-pollinated varieties, intentionally combining a native variety with a hybrid that has properties the farmer desires. Such cross-pollination has nothing in common with unwanted contamination from GM corn, imposed on farmers without their informed consent. They call it “genetic pollution.”

It can pose a long-term risk to native varieties. Transgenic traits do not always reveal themselves after contamination. That means farmers can unknowingly spread such contamination from their pollen year after year to other corn plants. Mexican researchers discovered such contamination in their 2013 survey of native corn varieties. Biotechnologist Antonio Serratos reported that some of the native varieties he found even within Mexico City had transgenic traits in their DNA.

“In Mexican fields, transgenic native maize is being created,” he told me at the time. ”If [GM] maize seeds are sold or exchanged, the contamination will grow exponentially. That is the point of no return.”

Seed-sharing under threat

The tribunal’s alternative recommendation for controlling unwanted gene flow suggested that “the informal seed exchange practices of indigenous and farming communities” was one of the “underlying issues” Mexico should address to prevent contamination instead of restricting imports.

Limiting seed-sharing is entirely at odds with the science of seed diversity and evolution, says researcher Erica Hagman, who helped prepare Mexico’s defense in the USMCA dispute. Mexico’s rich corn diversity is the direct result of millennia of adaptive practices by farmers in their fields. The tribunal’s suggestion that Mexico should limit such seed-sharing to prevent GM corn contamination runs counter to the practices of in situ conservation of agricultural biodiversity.

Mexico’s constitutional ban on GM corn cultivation ensures that such misguided reasoning will not guide public policy. The amendment was strengthened by proposals from civil society that extended the ban to new genetically engineered seeds by banning any crops “produced with techniques that overcome the natural barriers of reproduction or recombination, such as transgenics.” This limits some of the new generations of genetically engineered crops.

While the constitutional reform does not include some of the original language restricting GM corn consumption, no doubt in deference to the trade ruling, the final version shows a clear preference for non-GM crops, leaving the door open to tighter regulation.

Tania Monserrat Téllez from the Sin Maíz No Hay País coalition called the reform “a major step forward for the defense of native corn varieties, the health of the Mexican population, and the protection of Mexico’s biocultural heritage associated with corn.”

NAIROBI, Apr 11 2025 (IPS) – This week presented a beacon of hope for young people so that the “girl from the South and the boy, of course” could stay in the developing world, Dr Ismahane Elouafi, Executive Managing Director of CGIAR, said during a press conference on the final day of the CGIAR Science Week.


Science and innovation could whet their appetites, especially as research and innovation can change the perception that it is a drudgery-filled occupation to one where there is room for ambition – and it made business sense.

“In the face of slow productivity and rising risks, the case is clear. Investing in agricultural research is one of the smartest and most future-proof decisions that anyone can make,” she said.

Elouafi, along with the other panellists Dr Eliud Kiplimo Kireger, the Director General of KALRO and Eluid Rugut, a youth agri-champion at the Ban Ki-moon Centre, alluded to the broad value chain of agriculture, which will make it attractive to young people.

Kireger commented that people say, “Agriculture is not sexy, and so we need to make it sexy,” and encourage young people into science. Apart from encouraging young kids into science, there was a space in it for young people who don’t want to see returns on their investments in years but in months.

Rugut’s personal experience backs the claim up; he told the press conference that he first had to convince his father to give him a little land – and this wasn’t an easy task. Rugut, who represents both the youth and a smallholder, said it was only once his father saw the benefits of the new technologies that he was prepared to give his son the benefit of the doubt.

“It was very hard to convince my dad to give us land, but over time, these technologies that I was trying to bring to the farm – like drip irrigation, water pumps and drought-tolerant seeds,” Rugut said, but in the end, “I was able to convince him. Also, my mom was able to convince him.”

Kireger said the week-long conference had shown the power of collaboration, especially because research was expensive and the need was great. However, digitisation had meant that a lot of the research was no longer stuck in the labs and was now in the hands of farmers.

He encouraged farmers (and the journalists at the conference) to take a look at the Google Play store, where there are KALRO apps.

“So, if you go to Google Play Store, you will find many KALRO apps which you can download onto your phone. So, if you’re a coffee farmer, for example, you can download a guide on your phone.”

This digitisation is key to scaling research and making it accessible.

Elouafi, too, said investment in agribusiness was crucial to transforming the sector There was a need for public-private partnerships so farmers were no longer only involved in production but down the value chain too.

“So strategic investment in agricultural research isn’t just necessary; it is economically smart. We have seen a USD 10 return on every dollar spent on research and development in the agriculture sector.”

She provided several examples. Participating in the value chain could transform USD 300 of wheat into USD 3000 through pasta production. Likewise with quinoa, millet and sorghum, which cost USD 4 in the market, with production, can fetch USD 50 to USD 100 per kilogram in the market.

This opportunity is where policies and subsidies come in, to put this potential into the hands of the farmers. “This is a gap we need to bridge,” Elouafi said.

Elouafi reported significant progress this week, particularly in addressing food insecurity. The achievements included the launch of the CGIAR research portfolio, the International Potato Centre (CIP) and KALRO biotech agreement, the IWMI water security strategy for East Africa, and the publication of CGIAR’s flagship report, Insight to Impact: A decision-maker’s guide to navigating food system science.

“Science week  has demonstrated the strength of partnerships. How together we can generate powerful tools, innovation, technologies, knowledge, institutions, policies – all of it – to deliver real-world impact for the communities that we serve.

“In the era of fake news and misinformation, our work, our impact, our partnership, and our commitment to the communities we serve are real, and our impact is real, and we need to have a much louder voice. We cannot let it up because the gap will be filled by misinformation.”
