BUENOS AIRES, Oct 14 2021 (IPS) – “The biggest problem for family farmers has always been to market and sell what they produce, at a fair price,” says Natalia Manini, a member of the Union of Landless Rural Workers (UST), a small farmers organisation in Argentina that has been taking steps to forge direct ties with consumers.


The UST, which groups producers of fresh vegetables, preserves and honey, as well as goat and sheep breeders, from the western province of Mendoza, opened its own premises in April in the provincial capital of the same name.

In addition, it has just joined Alma Nativa (“native soul”), a network created to market and sell products from peasant and indigenous organisations, which brings together more than 4,300 producers grouped in 21 organisations, and now sells its products over the Internet.

“Selling wholesale to a distributor is simple, but the problem is that a large part of the income does not reach the producer,” Manini told IPS from the town of Lavalle in Mendoza province.

“The aim is to mobilise consumers to buy products from Latin American ecosystems that are made with respect for the environment, while small producers benefit from visibility and logistical support so that local products reach the entire country.” — Guadalupe Marín

The rural leader argues that, due to cost considerations, farmers can only access fair trade through collective projects, which have received a boost from the acceleration of digital changes generated by the covid-19 pandemic.

Alma Nativa is a marketing and sales solution formally created in 2018 by two Argentine non-governmental organisations (NGOs) focused on socio-environmental issues: Fibo Social Impact and the Cultural Association for Integral Development (ACDI). Their approach was to go a step beyond the scheme of economic support for productive development projects.

“Back in 2014 we began to ask ourselves why small farmer and indigenous communities could not secure profitable prices for the food and handicrafts they produce, and to think about how to get farmers to stop depending on donations and subsidies from NGOs and the state,” Fibo director Gabriela Sbarra told IPS in an interview in Buenos Aires.

Sbarra was a regular participant in regional community product fairs, which prior to the restrictions put in place due to the pandemic were often organised in Argentina by the authorities, who financed the setting up of the stands, accommodation and travel costs from their communities for farmers and craftspeople.

It was only thanks to this economic aid that farmers and artisans were able to make a profit.

“The effort was geared towards finding a genuine market for these products, which could not be sold online because it is very difficult to generate traffic on the Internet and they cannot reach supermarkets either, because they have no production volume. Informality was leaving communities out of the market,” Sbarra explained.

E-commerce, the new market

So the founders of Alma Nativa knocked on the doors of Mercado Libre, an e-commerce giant born in Argentina that has expanded throughout most of Latin America. The company agreed not to charge commissions for sales by an online store of agroecological food produced by local communities.

Alma Nativa then set up a warehouse in the town of Villa Madero, on the outskirts of Buenos Aires, where products arriving from rural communities throughout the country are labeled for distribution.

“The pandemic has created an opportunity, because it helped to open a debate about what we eat. Many people began to question how food is produced and even forced agribusiness companies to think about more sustainable production systems,” said Manini.

Norberto Gugliotta, manager of the Cosar Beekeeping Cooperative, emphasised that the pandemic not only accelerated the process of digitalisation of producers and consumers, but also fueled the search by a growing part of society for healthy food produced in a socially responsible manner.

“We were prepared to seize the opportunity, because our products were ready, so we joined Alma Nativa this year,” said the beekeeper from the town of Sauce Viejo. Gugliotta is the visible face of a cooperative made up of some 120 producers in the province of Santa Fe, in the centre of this South American country, who produce certified organic, fair trade honey.

Argentina, Latin America’s third largest economy, is an agricultural powerhouse, with a powerful agribusiness sector whose main products are soybeans, corn and soybean oil, which in 2020 generated 26.3 billion dollars in exports, according to official figures.

Behind the success lies a huge universe of family farmers and peasant and indigenous communities. According to the latest National Agricultural Census, carried out in 2018, more than 90 percent of the country’s 250,881 farms are family-run.

But the infrastructure and technological lag in rural areas is significant, as demonstrated by the fact that only 35 percent of farms have Internet access.

The deprivation is particularly acute in the Chaco, a neglected region in the north of the country, home to some 200,000 indigenous people belonging to nine groups whose economy is closely linked to natural resources, according to the non-governmental Fundapaz.

New platform for indigenous handicrafts

Communities from the Chaco, a vast region of low forests and savannas and rich biodiversity covering more than one million square km in Argentina, Bolivia and Paraguay, which is home to a diversity of native peoples, also began to market their handicrafts over Mercado Libre in the last few weeks.

“This initiative originated in Brazil with the ‘Amazonia em Pé’ programme and today we are replicating it in Argentina, in the Gran Chaco area. It seeks to build bridges between local artisans and consumers throughout the country,” explained Guadalupe Marín, director of sustainability at Mercado Libre.

“The aim is to mobilise consumers to buy products from Latin American ecosystems that are made with respect for the environment, while small producers benefit from visibility and logistical support so that local products reach the entire country,” she told IPS in Buenos Aires.

On Sept. 27, Mercado Libre launched the campaign “From the Gran Chaco, for you”, which offers for sale more than 2,500 products in 200 categories, such as baskets, indigenous and local art, decorative elements made with natural fibers, honey, weavings and handmade games.

It includes not only Alma Nativa, but also Emprendedores por Naturaleza (“entrepreneurs by/for nature”), a programme launched by the environmental foundation Rewilding Argentina, which works for the conservation of the Chaco and now promotes the sale of products made by 60 families living in rural areas adjacent to the El Impenetrable national park, the largest protected area in the region.

“The idea for the project arose last year, after we conducted a socioeconomic survey among 250 families in the area that found that the only income of 98 percent of them comes from welfare,” said Fatima Hollmann, regional coordinator of the Rewilding Argentina Communities Programme.

She told IPS that “people raise livestock for subsistence and sometimes work on fencing a field or some other temporary task, but there are no steady sources of employment in El Impenetrable.”

“That is why we are trying to generate income for local residents,” Hollmann explained in an interview in Buenos Aires. “Our production lines are focused on ceramics, since most people have built their houses there with adobe. Many also know how to make bricks and we have held trainings to teach people to turn a brick into an artistic piece, inspired by native fauna, which transmits the importance of conserving the forest.”

According to the figures released by the expert during the first week of the programme “From the Gran Chaco, for you” in early October, 644 products were offered for sale, of which 382 were sold to buyers from more than 10 Argentine provinces, including 100 percent of the textiles available and 76 percent of the wooden handicrafts.

“The alternative is to cut down the native forests,” Hollmann says. “We are proposing a transition from an extractivist economy to a regenerative one, which contributes to the reconstruction of the ecosystem, and gives consumers in the cities the chance to contribute to that goal.”

Scientific Panel’s Scoping Report Instructive for Global Food Systems Transformation

DOMINICA, Sep 24 2021 (IPS) – On September 10th, on a sweltering summer afternoon, three fishers drove a van around the residential community of Castle Comfort in Dominica, blowing forcefully into their conch shells – the traditional call that there is fresh fish for sale in the area.


One of the men, Andrew Joseph, urged a customer to double her purchase of Yellowfin Tuna, stating that at five Eastern Caribbean dollars a pound (US$1.85), she was getting the deal of the summer. (In the lean season, that price can double).

“It’s good fish, it’s fresh, it’s cheap,” he told IPS, adding that, “People eat too much meat. This is what is good for the body and the brain.”

Little did he know that he was echoing the words of a scientist who is rallying the world, and the landmark United Nations Food Systems Summit (UNFSS) to put greater emphasis on the financial, nutritional and traditional benefits of aquatic foods.

“Foods coming from marine sources, inland sources, food from water, they are superfood, but this is being ignored in the global debate and at the country level, because we have had a focus on land production systems and we have to change that,” Shakuntala Haraksingh Thilsted, Global Lead for Nutrition and Public Health at World Fish told IPS.

The nutrition scientist is also the Vice-Chair of Action Track 4, Advancing Equitable Livelihoods, at the UNFSS.

As the landmark summit hopes to deliver urgent change in the way the world thinks about, produces and consumes food, issues like the linkages between aquatic systems and health are emerging.

So are other linkages a scoping report by the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) says the world cannot ignore. The report, approved in June, paves the way for a 3-year assessment of the interlinkages among biodiversity, water, food and health.

In the case of the UNFSS, it shows how food systems transformation can be achieved if tackled as one part of this network.

“It will assess the state of knowledge, including indigenous and local knowledge, on past, present, and possible future trends in these interlinkages, with a focus on biodiversity and nature’s contributions to people,” IPBES Executive Secretary Dr Anne Larigauderie told IPS.

“The IPBES nexus assessment will contribute to the development of a strengthened knowledge base for policymakers for the simultaneous implementation of the post-2020 global biodiversity framework, under the Convention on Biological Diversity, and the Paris Agreement adopted under the United Nations Framework Convention on Climate Change and the 2030 Agenda for Sustainable Development.”

Landscape Ecology Professor Ralf Seppelt was one of the scoping experts for the nexus assessment. He says the science is clear on how food systems impact biodiversity and why agroecology must be a pillar of efforts to transform food systems.

“Micronutrients are lacking a lot. Micronutrients are provided by fruits and vegetables, which need pollination. So, the nexus is really strong between agroecological principles and the nutritional value of what we are producing,” he told IPS.

“Wherever we have to increase production, we should do it on agroecological principles. We should consider what farmers say and do, their needs, their access to production goods such as fertilizers and seeds, and it’s equally important to change our diets. It’s not just reducing harvest losses and food waste, but also about moving away from energy-rich, meat-based diets and feeding ourselves in an environmentally friendly way,” he said.

Professor Seppelt is also hoping that the voices of small farmers and indigenous communities are amplified in the global food transformation conversation. “IPBES made an enormous effort to work with indigenous peoples and local communities and include indigenous and local knowledge in its reports. We organized workshops, to collect a diversity of views about nature and its contributions to people, or ecosystem services to make the assessment as relevant as possible to a range of users,” he said.

For Thilsted, any plan to revamp food systems must come with a commitment to weed out inequality. She says from access to inputs and production to consumption and waste, inequality remains a problem.

“This unequal distribution of who wins, who loses, who does well, who does not do too well, who profits and who does not is putting a strain on food and nutrition and it is limiting our progress towards a sustainable development future,” she told IPS.

“COVID-19 has shown the fragility of the system and it is further displacing the vulnerable, for example, women and children who are being more exposed to food and nutrition insecurity.”

The IPBES nexus assessment hopes to better inform policymakers on these key issues.

It is not the first assessment of interlinkages. Earlier this year IPBES and the Intergovernmental Panel on Climate Change (IPCC) launched a landmark workshop report that focused on tackling the climate and biodiversity crises as one.

Now, the current nexus assessment on interlinkages among biodiversity, water, food and health will explore options for sustainable approaches to water, climate change, adaptation and mitigation, food and health systems.

IPBES Executive Secretary Dr Anne Larigauderie says it also shows that there is hope for restoring the balance of nature.

“I would like people to remember and know that they are a part of nature, that the solutions for our common future are in nature; that nature can be conserved and restored to allow us, human beings, to simultaneously meet all our development goals. We can do this if we work together, act more based on equity, social and environmental justice, reflect on our values systems, and on our visions of what a good life actually is.”

 

If Women Farmers were Politicians, the World Would be Fed, says Danielle Nierenberg

BULAWAYO, Zimbabwe, Sep 17 2021 (IPS) – Women, key contributors to agriculture production, are missing at the decision table, with alarming consequences, says Food Tank President Danielle Nierenberg in an exclusive interview with IPS.


Giving women a seat at the policymaking table could accelerate Sustainable Development Goals (SDGs) and keep the world fed and nourished. This necessitates a transformation of the currently lopsided global food system, she says.

Nierenberg, a top researcher and advocate on food systems and agriculture, acknowledges that women are the most affected during environmental or health crises. The COVID-19 pandemic disrupted global food production, affecting women farmers and food producers who were already excluded from full participation in agricultural development.

“We still have a long way to go in making sure that policies are not gender blind and include the needs of women at the forefront when mass disasters occur,“ Nierenberg told IPS, adding that policymakers need to understand the needs of farmers and fisherfolk involved in food systems.

“I think it is time we need more people who are involved with agriculture to run for political office because they understand its challenges,” she said. “If we had more farmers in governments around the world, imagine what that would look like. If we had women farmers running municipalities, towns and even countries, that is where change would really happen.”

According to the United Nations Food and Agriculture Organisation (FAO), women contribute more than 50 percent of food produced globally and make up over 40 percent of the agricultural labour force. But while women keep families fed and nourished, they are disadvantaged in accessing critical resources for food production compared to men. They lack access to land, inputs, extension, banking and financial services.

“Until we end the discrimination of women around the globe, I doubt these things will change even though women are in the largest part of the world’s food producers,” said Nierenberg, who co-founded and now heads the global food systems think tank, Food Tank.

Arguing that COVID-19 and the climate crisis were not going to be the last global shocks to affect the world, Nierenberg said women and girls had been impacted disproportionately; hence the need to act now and change the food system. Women have experienced the loss of jobs and income, reduced food production and nutrition and more girls are now out of school.

“It is not enough for me to speak for women around the globe. Women who are actually doing the work need to speak for themselves; they need to be included in these conversations,” Nierenberg said.

“What happens is that in conferences, there are a lot of white men in suits talking on behalf of the rest of the world. But we need the rest of the world, and women included, to be in the room.”

A food system is a complex network of all activities involving the growing, processing, distribution and consumption of food. It also includes the governance, ecological sustainability and health impact of food.

Noting that the COVID-19 pandemic has highlighted invisible issues, like the interconnectedness of our food systems, she said it was urgent to invest in regional and localized food systems that included women and youth. Food Tank and the Barilla Center for Food and Nutrition (BCFN) work collaboratively to investigate and set the agenda for concrete solutions for resetting the food system.

Divine Ntiokam, Food Systems Champion and Founder and Managing Director, Climate Smart Agriculture Youth Network Global (GCSAYN), agrees. While youth are ready to engage in promoting a just and inclusive transformation of rural areas, it was unfortunate they were rarely involved in decision-making, she said. They are excluded from the household level to larger political institutions and companies and need better prospects of financial security to remain in the farming sector.

“Young men and women need to be given special attention in formulating legislation to purchase land and receive proper land rights,” Ntiokam told IPS.

“International donors and governments need to invest in youth, particularly young women and girls, for their meaningful participation along with the food systems value network,” he said.

“Youth need to have a ‘seat at the table’, as they have at the Summit, in terms of decision-making on where governments and international donors invest their resources to make agriculture and food a viable, productive and profitable career.”

Researchers say current food systems are unfair, unhealthy, and inequitable, underscoring the urgency to transform the global food system. According to the FAO, more than 800 million people went to bed hungry in 2020, and scores of others are malnourished.

For food systems to be just, there is an urgency to close the gender resource gap, says Jemimah Njuki, Director for Africa at IFPRI and Custodian for the Gender Equality and Women’s Empowerment Lever of the UN Food Systems Summit.

UN Secretary-General Antonio Guterres will, on September 23, 2021 host the UN Food Systems Summit during the UN General Assembly High-Level Week. The Summit is billed as a platform to push for solid support in changing the world food systems to help the world recover from the COVID-19 pandemic while spurring the achievement of the SDG by 2030.

The Summit, the UN says will “culminate in an inclusive global process, offering a catalytic moment for public mobilization and actionable commitments by heads of state and government and other constituency leaders to take the food system agenda forward”.

“They (food systems) must also transform in ways that are just and equitable, and that meaningfully engage and benefit women and girls,” Njuki told IPS. She added that harmful social and gender norms creating barriers for women and girls by defining what women and girls can or cannot eat, what they can or cannot own, where they can go or not go should be removed.

“This transformation has to be driven from all levels and all sectors in our food systems: global to local, public to private, large scale producers to smallholder farmers and individual consumers,” Njuki said.

Leaders should enact policies that directly address injustices – such as ensuring women’s access to credit, markets, and land rights, Njuki said, noting that individual women and men need to confront social norms and legal prejudices and demand changes.

Njuki believes that current food systems have contributed to wide disparities among rich and poor.

“These negative outcomes are intimately linked with many of the biggest challenges facing humanity right now – justice and equality, climate change, human rights – and these challenges cannot be addressed without transforming how our food systems work,” Njuki told IPS.

“We are at a pivotal moment on the last decade before the deadline for the UN Sustainable Development Goals. This must be the decade of action for food systems to end hunger.”

 

NDC Partnership: Supporting a Global Network of Youth Climate Advocates

UNITED NATIONS, Aug 19 2021 (IPS) – Just over six months after launching its Youth Engagement Plan, the NDC Partnership, the coalition assisting governments with their climate action plans, has brought together youth climate advocates for its inaugural NDC Global Youth Engagement Forum.


NDCs, or Nationally Determined Contributions, refer to governments’ commitments to reduce greenhouse gas emissions, an integral part of the Paris Climate Agreement. NDCs are scheduled for revision every five years and are expected to be increasingly ambitious to tackle the climate crisis effectively.

Countries and the NDC Partnership want to ensure that, as agents of implementation, young people have platforms for engagement and a say in national climate action.

The Partnership recently brought youth together in 3 regional groupings: Africa, the Middle East, and Europe, Asia and the Pacific, and Latin America and the Caribbean. The young people engaged with representatives of partners such as the Food and Agriculture Organization (FAO) and the United Nations Children’s Emergency Fund (UNICEF) through sessions like ‘agriculture and climate change,’ and ‘equipping young people to engage in the NDC process.’

The participants say the teaching element was bolstered by the opportunity to be heard, as the organizers asked for their input in areas that include NDC enhancement, structures needed to strengthen youth involvement, and ways young people are already impacting climate action.

For youth like Natalia Gómez Solano of Costa Rica, the forum provided a space to share experiences and ideas.

“Working for a more resilient and a more just, low-emissions world moves us, and that is why we are here today,” she told the virtual event.

“We are already experiencing the impacts of climate change, and they are worsening. We need increased adaptation and mitigation action, and the NDCs are the key instruments to achieve that. The NDCs are the roadmaps for climate ambition in which young people are key in bringing new climate solutions to the conversations and to raise action.”

Jamaica’s Permanent Secretary in the Ministry of Housing, Urban Renewal, Environment, and Climate Change, Dr Alwin Hales, told the Latin America and Caribbean forum that the virtual event and Youth Engagement Plan hope to leverage the ‘leadership and power’ of youth into NDC implementation and enhancement.

“Today’s children and young people are caught in the center of climate change, for it is they who have to live with and manage its consequences,” he said.

“The NDC Partnership launched the Youth Engagement Plan (YEP). It aims is to build young people’s capacity on climate change matters and engage the youth in global NDC partnership activities. This is in direct support of our mission to increase alignment, coordination, and access to resources to link needs with solutions.”

The forum was proposed by the NDC Partnership’s Youth Task Force but is a priority of the NDC Partnership’s Steering Committee and Co-Chairs, Jamaican Minister of Housing, Urban Renewal, Environment, and Climate Change Pearnel Charles Jr. and U.K. Minister Alok Sharma, who also serves as President of COP 26.

Noting that young people are vital to effective action on climate change, NDC Partnership Global Director Pablo Vieira Samper reminded them that their input also ensures that action is inclusive.

“We want to hear about what capacity or technical support is still needed and what learning you are eager to share with your peers,” he said.

“The Youth Engagement Plan was the starting point for greater action for youth engagement in NDCs. Today the NDC Partnership is thrilled to be turning this plan into concrete steps for more meaningful engagement and bringing new ideas to this framework to inspire action. We look forward to your insights as we collaborate across the Partnership to build a low carbon, climate-resilient future by supporting sustainable development.”

The youth attending the forum have described it as an important platform for highlighting the challenges faced by young climate activists.

“It is important to increase climate finance to support projects that are led by children and youth and integrate a rights-focused education curriculum in schools and universities,” said Xiomara Acevedo, the Founder and Chief Executive of Barranquilla+20, an NGO run by young people who empower their peers to tackle issues of biodiversity, sustainability, policy inclusion, and climate change.

Acevedo’s NGO has reached over 2,000 young people. She says it is clear that youth have a unique role to play in climate activism.

“We have seen that involving young people at the local and subnational level has also helped to ensure that a lot of citizens are seeing that climate action is not something beyond their territories, or is not only a topic that is managed at the national level. They can relate our message to their narrative, to their realities. We engage climate action as an important topic in the local agendas,” she said.

According to UNICEF, including youth in climate change action is important to achieving Sustainable Development Goals 13,2 which urges urgent action to combat climate change and its impacts; 16,3 which calls for the promotion of peaceful, inclusive societies for sustainable development and 17,4 with its target of assistance to developing countries in attaining debt sustainability.

The United Nations Framework Convention on Climate Change (UNFCCC) released its NDCs scorecard in February. It applauded countries for strengthening their commitments to the Paris Agreement but encouraged them to further step up their mitigation pledges, adding that greenhouse gas emissions targets were falling ‘far short’ of what is required to achieve the Agreement’s goals.

Young people like Natalia Gómez Solano say as custodians of the planet, youth must be mobilized, and their voices amplified to arrive at the deep emissions reductions needed in the NDCs.

“We need to integrate more voices and reach more places. As the Latin America and Caribbean Region, we need to keep working, keep asking, keep demanding, and doing more. Not all youth know how to be involved in climate action, and we need to work with more young people, for example, in the rural areas,” she said.

The delegates at the NDC Partnership’s inaugural Youth Engagement Forum say they are hoping for more opportunities at the table.

Beware UN Food Systems Summit Trojan Horse

KUALA LUMPUR, Malaysia, Jul 26 2021 (IPS) – Undoubtedly, the world needs to reform existing food systems to better serve humanity and sustainable development. But the United Nations World Food Systems Summit (UNFSS) must be consistent with UN-led multilateralism.

For the first time ever, the World Economic Forum (WEF), a partnership of some of the world’s most powerful corporations, is partnering the UN in launching the Summit, now scheduled for September, with its ‘Pre-Summit’ beginning today.

Food insecurity is primarily due to inequalities and deprivations as victims lack the means to obtain the food they need. The UN should not serve those who cynically use hunger, starvation and deprivation to advance private commercial interests.

UN-led multilateralism threatened
The collapse of the Soviet Union, the end of the Cold War and seemingly unchallenged US dominance in the 1990s posed new threats to UN-led multilateralism. The World Trade Organization was set up in 1995 outside the UN system. Later, ‘recalcitrant’ Secretary-General (SG) Boutros-Ghali was blocked from a second term.

The four UN Development Decades from the 1960s ended with the lofty, Secretariat-drafted Millennium Declaration, bypassing Member State involvement. The Millennium Development Goals (MDGs) were then elaborated by the UN Development Programme with scant Member State consultation.

Growing corporate sway in the UN system got a big boost with the UN Global Compact. Such influences have affected governance of UN agencies, now better known as the World Health Organization struggles to contain the pandemic.

Difficult negotiations followed growing developing country disappointment with the MDGs, not delivering on climate finance as promised in 2009, and failure to better address the 2008 global financial crisis and its aftermath.

Hence, the negotiated Sustainable Development Goals (SDGs) compromise enjoys greater legitimacy than the MDGs. However, achieving Agenda 2030 was undermined from the outset as rich countries blocked needed funding at the third UN Financing for Development summit in mid-2015.

Summit bypasses UN processes
In the last dozen years after the 2008 world food price spike, the UN Committee on World Food Security (CFS) has become an inclusive forum for civil society and corporate interests to debate how best to advance food security. Unsurprisingly, CFS has long addressed food systems.

CFS’s High-Level Panel of Experts (HLPE) is widely acknowledged as competent, having prepared balanced and comprehensive reports on matters of current and likely future concern. In the UN system, CFS is now seen as a ‘multistakeholder’ engagement model for emulation. Yet, the Summit bypassed CFS from the outset.

Nominally answering to the UNSG, Summit processes have been largely set by a small, largely unaccountable coterie. UNFSS organisers initially moved ahead without representative stakeholder participation until his intervention led to some consultative processes.

Mainly funded by the WEF and some major partners, they remain mindful of who pays the piper. Hence, they mainly promote supposedly ‘game-changing’, ‘scalable’ and investment-inducing solutions claiming to offer technological fixes.

Agroecology innovation
An HLPE report has approvingly considered agroecology or ‘nature-based solutions’. Many scientists have been working with food producers for decades to increase food productivity, output, diversity and resilience through better agroecological practices, thus cutting costs and enhancing sustainability.

The evidence is unambiguous that agroecology has delivered far better results than ‘Green Revolution’ innovations. A survey of almost 300 large ecological agriculture projects in more than fifty poor countries reported rising farmer incomes due to lower costs and a 79% average productivity increase.

This contrasts with the record of the Alliance for a Green Revolution in Africa (AGRA) launched in 2006. With funding from the Gates and Rockefeller Foundations, it promised to double yields and incomes for 30 million smallholder farm households by 2020. Despite much government spending, yields hardly rose as rural poverty grew.

Agroecological innovations have proved effective against infestations. Thus, safer, more effective biopesticides that do not kill useful insects and microbes, and non-toxic alternatives to agrochemical pesticides have been created.

The UN Food and Agriculture Organization (FAO) hosted its first International Agroecology Symposium in 2014, before committing to ‘Scaling Up Agroecology’. But for Kip Tom, President Trump’s representative, FAO was no longer “science-based”.

Demonising agroecology
The Gates Foundation has been funding the Cornell Alliance for Science, ostensibly to “depolarize the GMO debates” by providing training in “advanced agricultural biotechnology communications”. Why traditional agricultural practices can’t transform African agriculture is only one instance of such sponsored propaganda masquerading as science.

Well-resourced lobbyists are using the UNFSS to secure support and legitimacy for commercial agendas. With abundant means, their advocacy routinely invokes ‘public-private partnerships’ and ‘science, technology and innovation’ rhetoric.

Forced to be more inclusive, Summit organisers are now using ‘solution clusters’ for advocacy. They then build broad ‘multi-stakeholder’ coalitions to advance purported solutions with the UNFSS mark of approval.

With strong and growing evidence of agroecology’s progress and potential, propaganda against it has grown in recent years. Agroecology advocates are caricatured as ‘Luddite eco-imperialists’, ‘Keeping Africa on the Brink of Starvation’, and condemning farmers to ‘poverty, malnutrition and death’.

A public relations consultant has accused agroecology advocates of being “the face of a ‘green’ neocolonialism” “idealizing peasant labour and retrograde subsistence farming” and denying “the Green Revolution’s successes”.

Agroecology solutions are the main, if not only ones consistent with the UN’s overarching commitment to sustainable development. But the propagandists portray them as uninformed barriers to agricultural and social progress. Such deliberate deceptions block needed food system reforms.

UN Special Rapporteur on the Right to Food Michael Fakhri alerted UNFSS Special Envoy Agnes Kalibata that agroecology is being dismissed as backward when it should be central to the Summit. Concurrently President of AGRA, with its particular commitment to needed food system reform, she is in an impossible position.

Best Summit money can buy?
Investing in the Summit is securing legitimacy and more resources from governments, the UN system, private philanthropy and others to further their commercial agendas. Meanwhile, many are working in good faith to make the most of the UN Summit.

Nevertheless, it is setting a dangerous precedent for the UN system. It has rashly opened a back door, allowing corporate-led ‘multi-stakeholderism’ to undermine well-tested, inclusive ‘multi-stakeholder’ arrangements developed over decades under multilateral Member State oversight.

UNFSS Science Days on 8 and 9 July indicated the Summit is being used to push for a new food science panel. This will undercut the HLPE, and ultimately, the CFS. Hence, the UNFSS seems like a Trojan Horse to advance particular corporate interests, inadvertently undermining what UN-led multilateralism has come to mean.

As both CFS and HLPE are successful UN institutions, the Summit will inevitably undermine its own achievements. Hence, for many Member States and civil society, UNFSS represents a step backward, rather than forward.

Weaponizing Science in Global Food Policy

SANTA CRUZ, California, Jun 25 2021 (IPS) – In July, the United Nations will convene “Science Days”, a high-profile event in preparation for the UN Food Systems Summit later this year. Over the course of two days, the world will be treated to a parade of Zoom sessions aimed at “highlighting the centrality of science, technology and innovation for food systems transformation.”

Nobody disputes the need for urgent action to transform the food system. But the UNFSS has been criticized by human rights experts for its top-down and non-transparent organization. Indigenous peoples, peasants, and civil society groups around the world know their hard-won rights are under attack. Many are protesting the summit’s legitimacy and organizing counter-mobilizations.

Scientists are also contesting a summit because of its selective embrace of science, as seen in a boycott letter signed by nearly 300 academics, from Brazil to Italy to Japan.

Through the Summit, “science” has been weaponized by powerful actors not only to promote a technology-driven approach to food systems, but also to fragment global food security governance and create institutions more amenable to the demands of agribusiness.

Recipe for Elite Global Governance

The UNFSS was announced in 2019 by the UN Secretary General as part of the Decade of Action to achieve the Sustainable Development Goals by 2030. The announcement came just after the UN signed a strategic partnership with the World Economic Forum. It also elicited outcry from social movements when Agnes Kalibata, President of the Alliance for a Green Revolution in Africa, was chosen to lead the forum — a powerful signal of UNFSS allegiances.

The “multi-stakeholder” structure of the summit has raised concerns from observers who recognize the privatization of multilateral public governance it presages. While Kalibata describes the UNFSS as an inclusive “peoples’ summit,” more than 500 smallholder and peasant organizations signed a letter criticizing the summit’s multi-stakeholder platforms: “Instead of drawing from the innovative governance experiences that the UN system has to offer, the UN-WEF partnership is helping to establishing “stakeholder capitalism” as a governance model for the entire planet.”

Through one lens, multistakeholderism looks like a set of “inclusive” practices: the summit has five Action Tracks (e.g. “Ensuring Access to Safe and Nutritious Food for All” and “Boosting Nature Positive Production at Sufficient Scale”), an endless number of “dialogues,” and an elaborate online forum where anyone can participate.

However, this profusion of spaces obscures the fact that the UNFSS has no built-in structures of accountability. This is particularly troublesome because, as UN special rapporteurs have observed, the summit’s process was pre-determined by a small set of actors: “The private sector, organizations serving the private sector (notably the World Economic Forum), scientists, and economists initiated the process. The table was set with their perspectives, knowledge, interests and biases.”

The scientific ideas shaping those parameters, then, should invite our curiosity and concern. What kinds of science are included — and excluded? What are the implications for the future of global food system governance?

Defining Science as Investment-Friendly Innovation

A new Scientific Group of the UNFSS, created to support a “science- and evidence-based summit,” provides some clues. In theory, the Scientific Group works to “ensure the robustness, breadth and independence of the science that underpins the summit and its outcomes.” In practice, the Group’s practices impoverish the scientific base on which the summit is meant to make policies.

Unlike existing global science advisory panels where experts are nominated through an inclusive and democratic process, the Scientific Group is handpicking experts amenable to “game-changing” solutions — access to gene-edited seeds, digital and data-driven technologies, and global commodity markets.

As a result, key areas of expertise, such as agroecology, Indigenous knowledge, and human rights are being excluded while industry and investor-friendly viewpoints are promoted as visionary.

While the Scientific Group appears at first to be diverse in terms of disciplines and geographies, it in fact reflects a set of overlapping, elite networks. Partners include well-worn institutional champions of the Green Revolution (the CGIAR), the central nervous system for “free trade” policy globally (the World Trade Organization), and a powerful consortium of wealthy nation-states (the Organisation for Economic Cooperation and Development), among others.

By drawing on these networks, the Scientific Group is serving as a gatekeeper for determining the meaning and boundaries of “science.” An analysis of its publications reveals critical flaws stemming from the Scientific Group’s narrow approach to scientific expertise. These include:

    • Science, technology, and innovation are uprooted from their political-economic and social conditions. As a result, structural drivers that produce hunger even as they generate wealth (e.g. for Bill Gates) are eclipsed in favor of boosting productivity with a twist of sustainability.
    • Biotechnology, Big Data, and global value chains are offered as the solution to all agronomic problems and the crisis of overfishing.
    • Multicultural “digital” inclusion is redeployed to promote Black, Brown, and Indigenous incorporation into an imperial model of Science, Technology, and Innovation. This ignores the rich knowledge these communities already hold — and obscures that Indigenous and agroecological knowledge cannot survive without land.

Science can and should play a role in global food governance. But far from the current UNFSS model, science can support in all its complexity and breadth, alongside many other expertises with equal rights to shape the future of food.
