BULAWAYO, Zimbabwe, Sep 17 2021 (IPS) – Women, key contributors to agriculture production, are missing at the decision table, with alarming consequences, says Food Tank President Danielle Nierenberg in an exclusive interview with IPS.


Giving women a seat at the policymaking table could accelerate Sustainable Development Goals (SDGs) and keep the world fed and nourished. This necessitates a transformation of the currently lopsided global food system, she says.

Nierenberg, a top researcher and advocate on food systems and agriculture, acknowledges that women are the most affected during environmental or health crises. The COVID-19 pandemic disrupted global food production, affecting women farmers and food producers who were already excluded from full participation in agricultural development.

“We still have a long way to go in making sure that policies are not gender blind and include the needs of women at the forefront when mass disasters occur,“ Nierenberg told IPS, adding that policymakers need to understand the needs of farmers and fisherfolk involved in food systems.

“I think it is time we need more people who are involved with agriculture to run for political office because they understand its challenges,” she said. “If we had more farmers in governments around the world, imagine what that would look like. If we had women farmers running municipalities, towns and even countries, that is where change would really happen.”

According to the United Nations Food and Agriculture Organisation (FAO), women contribute more than 50 percent of food produced globally and make up over 40 percent of the agricultural labour force. But while women keep families fed and nourished, they are disadvantaged in accessing critical resources for food production compared to men. They lack access to land, inputs, extension, banking and financial services.

“Until we end the discrimination of women around the globe, I doubt these things will change even though women are in the largest part of the world’s food producers,” said Nierenberg, who co-founded and now heads the global food systems think tank, Food Tank.

Arguing that COVID-19 and the climate crisis were not going to be the last global shocks to affect the world, Nierenberg said women and girls had been impacted disproportionately; hence the need to act now and change the food system. Women have experienced the loss of jobs and income, reduced food production and nutrition and more girls are now out of school.

“It is not enough for me to speak for women around the globe. Women who are actually doing the work need to speak for themselves; they need to be included in these conversations,” Nierenberg said.

“What happens is that in conferences, there are a lot of white men in suits talking on behalf of the rest of the world. But we need the rest of the world, and women included, to be in the room.”

A food system is a complex network of all activities involving the growing, processing, distribution and consumption of food. It also includes the governance, ecological sustainability and health impact of food.

Noting that the COVID-19 pandemic has highlighted invisible issues, like the interconnectedness of our food systems, she said it was urgent to invest in regional and localized food systems that included women and youth. Food Tank and the Barilla Center for Food and Nutrition (BCFN) work collaboratively to investigate and set the agenda for concrete solutions for resetting the food system.

Divine Ntiokam, Food Systems Champion and Founder and Managing Director, Climate Smart Agriculture Youth Network Global (GCSAYN), agrees. While youth are ready to engage in promoting a just and inclusive transformation of rural areas, it was unfortunate they were rarely involved in decision-making, she said. They are excluded from the household level to larger political institutions and companies and need better prospects of financial security to remain in the farming sector.

“Young men and women need to be given special attention in formulating legislation to purchase land and receive proper land rights,” Ntiokam told IPS.

“International donors and governments need to invest in youth, particularly young women and girls, for their meaningful participation along with the food systems value network,” he said.

“Youth need to have a ‘seat at the table’, as they have at the Summit, in terms of decision-making on where governments and international donors invest their resources to make agriculture and food a viable, productive and profitable career.”

Researchers say current food systems are unfair, unhealthy, and inequitable, underscoring the urgency to transform the global food system. According to the FAO, more than 800 million people went to bed hungry in 2020, and scores of others are malnourished.

UN Secretary-General Antonio Guterres will, on September 23, 2021 host the UN Food Systems Summit during the UN General Assembly High-Level Week. The Summit is billed as a platform to push for solid support in changing the world food systems to help the world recover from the COVID-19 pandemic while spurring the achievement of the SDG by 2030.

The Summit, the UN says will “culminate in an inclusive global process, offering a catalytic moment for public mobilization and actionable commitments by heads of state and government and other constituency leaders to take the food system agenda forward”.

“They (food systems) must also transform in ways that are just and equitable, and that meaningfully engage and benefit women and girls,” Njuki told IPS. She added that harmful social and gender norms creating barriers for women and girls by defining what women and girls can or cannot eat, what they can or cannot own, where they can go or not go should be removed.

“This transformation has to be driven from all levels and all sectors in our food systems: global to local, public to private, large scale producers to smallholder farmers and individual consumers,” Njuki said.

Leaders should enact policies that directly address injustices – such as ensuring women’s access to credit, markets, and land rights, Njuki said, noting that individual women and men need to confront social norms and legal prejudices and demand changes.

Njuki believes that current food systems have contributed to wide disparities among rich and poor.

“These negative outcomes are intimately linked with many of the biggest challenges facing humanity right now – justice and equality, climate change, human rights – and these challenges cannot be addressed without transforming how our food systems work,” Njuki told IPS.

“We are at a pivotal moment on the last decade before the deadline for the UN Sustainable Development Goals. This must be the decade of action for food systems to end hunger.”

 

COVID-19 Recovery Requires Justice Beyond Rhetoric

BONN, Germany, Sep 16 2021 (IPS) – Policy responses to the COVID-19 pandemic and resulting economic crisis have exacerbated rather than reduced global inequalities. On the one hand, the net wealth of billionaires has risen to record levels since the outbreak of the pandemic (increasing by more than US$ 5 trillion to US$ 13.1 trillion from 2020 to 2021), on the other hand, the number of people living in extreme poverty has also increased massively (by approx. 100 million to 732 million in 2020).


These contrasts alone show that something is fundamentally wrong in the world.

In response to the disastrous effects of the pandemic, there was much talk of solidarity with regard to health support, including access to vaccines. But the brutal national competition for vaccines shows that solidarity is embraced by many world leaders merely as a rhetorical flourish.

The World Health Organization (WHO) made an early appeal to countries to agree on a coordinated distribution of vaccines, with available doses distributed fairly according to the size of each country’s population. This has not happened.

By the end of August 2021, more than 60 percent of the people in high-income countries had received at least one dose of COVID-19 vaccine, but less than 2 percent have done so in low-income countries.

The European Commission, the USA, the UK, and numerous other countries have signed bilateral COVID-19 Vaccine Agreements with pharmaceutical producers to secure vaccine quotas. By the end of August 2021, more than 400 agreements were concluded, securing over 18 billion doses of vaccine.

The European Commission has so far negotiated supply agreements for 4.3 billion doses of vaccine, equivalent to 8 vaccine doses per capita of the EU population. The UK could vaccinate its population 9 times with the contracted doses, the USA 10 times and Canada as many as 16 times.

Exacerbating the problem for many countries in the global South is the enormous cost of vaccines. The producers do not charge standard prices, but vary their prices depending on the quantity purchased and the bargaining power of the purchaser.

Occasionally, they grant preferential terms to rich countries, while countries in the global South sometimes have to pay higher prices. For example, the European Commission received a batch of AstraZeneca vaccine for US$ 2.19, while Argentina had to pay US$ 4.00 and the Philippines US$ 5.00. Botswana had to pay US$ 14.44 million for 500,000 doses of Moderna vaccine, or US$ 28.88 per dose, while the USA got Moderna’s vaccine at almost half the price (US$ 15.00).

While the vaccine pharmaceutical oligopoly makes exorbitant profits, countries of the global South are confronted with falling government revenues and rising debt burdens. The situation will worsen as regular vaccine boosters become necessary in the coming years.

What is tantamount to a license to print money for the pharmaceutical companies is a massive burden on public budgets. In view of this dramatic disparity, the promise to “leave no one behind” of the 2030 Agenda for Sustainable Development remains an empty slogan.

Insufficient responses to the global health crisis

As an immediate response to the global health crisis, the People’s Vaccine Alliance has formulated “5 steps to end vaccine apartheid“. These are in line with the demands derived from the analyses in the Spotlight Report 2021.

Increasing global vaccine production capacity, lowering market prices, and substantially increasing public financial support are vital, especially for the poor and disadvantaged people in the global South.

One way to overcome the vaccine shortage is to accelerate technology transfer. In May 2020, WHO established the COVID-19 Technology Access Pool (C-TAP), designed to pool voluntary licenses, research and regulatory data. But most countries with large vaccine production capacity, such as the USA, Germany, China and India, do not support the initiative. Thus, it has so far remained without any noticeable impact.

Faced with scarce global production capacity, India, South Africa, Kenya and Eswatini applied for a waiver under the TRIPS Agreement of the WTO to temporarily remove patent protection for COVID-19-related vaccines, medicines and devices.

The TRIPS waiver is intended to enable manufacturers in the global South in particular to produce medicines and vaccines more quickly and at lower cost. More than 100 countries support this initiative, including the USA as of May 2021.

The EU, the UK, Switzerland and the pharmaceutical companies and lobby groups based in these countries are particularly opposed and have so far blocked an agreement.

In this context, the more fundamental question arises as to whether medicines vital to realize the human right to health should be patented at all. Should they not in principle be considered global public goods, especially when, as in the case of the COVID-19 vaccines, billions of dollars of public money have gone into research and development?

In another initiative, the WHO and several partners—including France, the EU and the Bill & Melinda Gates Foundation –launched the Access to COVID-19 Tools (ACT) Accelerator and its COVAX initiative.

This has shifted the centre of the global COVID-19 response from WHO to a multi-stakeholder initiative with its own governance and decision-making structure, thereby further weakening WHO’s role in the global health architecture.

But with the unilateral approach of the rich countries to vaccine procurement, COVAX has failed in its claim to serve a global coordination function. Its primary task is now to provide COVID-19 vaccines to 92 low- and middle-income countries with the objective to provide at least 2 billion COVID-19 vaccine doses by the end of 2021.

By 14 September 2021, just 270 million doses have been delivered. To date, COVAX has received pledges of US$ 9.825 billion, nowhere near enough to provide sufficient vaccines for about 4 billion people in the 92 countries.

The COVID-19 pandemic has painfully demonstrated the absence of a functioning global health system. This reality has led to the proposal to create a Pandemic Treaty – a legally binding framework and improved global governance structures for pandemic preparedness and response.

Whether it can actually overcome structural weaknesses of the global health architecture, such as the underfunding of the WHO, is very unclear. Depending on its design, it could lead to an actual strengthening of the WHO, or to its further weakening by outsourcing pandemic preparedness and response to multi-stakeholder bodies with limited public accountability.

More transformational steps are needed

Beyond responding to the global health crisis, far more fundamental transformational steps are needed.

An essential aspect of an agenda for change is the shift toward a rights-based economy and a concept of human rights that forms the basis of our vision of economic justice.

To make this systemic shift happen, the trend towards privatization, outsourcing and systematic dismantling of public services must be reversed.

To combat rising inequality and build a socially just, inclusive post-COVID world, everyone must have equitable access to public services, which must be reclaimed as public goods and run in the common interest, not for profit.

UN Secretary-General António Guterres has repeatedly emphasized that human rights must guide all COVID-19 response and recovery measures. This should also mean strengthening the rights of those on the frontlines of the COVID-19 crisis.

First and foremost, that means the millions of workers in the healthcare sector, 70 percent of them women. Most of them experience poor work conditions, low wages and job insecurity.

The situation is similar in the education sector. Research by Education International shows that even before the COVID-19 pandemic, teachers’ workloads have steadily worsened, while salaries have remained the same or even decreased.

The situation has continued to deteriorate as a result of the pandemic. The global teacher shortage, which the UN estimated at 69 million even before the pandemic, will continue to grow so long as teaching remains to be “an overworked, undervalued, and underpaid profession”.

A basic precondition for the adequate provision of public goods and services is that States have sufficient resources. To prevent the COVID-19 pandemic being followed by a global debt and austerity pandemic, governments must be enabled to expand their fiscal space and to implement alternatives to neoliberal austerity policies.

This includes implementing a progressive tax reform, which prioritizes taxes on wealth and high earners.

Over the past year, many UN officials, human rights activists and civil society groups (like in the Spotlight Report 2020) have demanded that the resources of the COVID-19 recovery and economic stimulus packages should be used proactively to promote human rights and the implementation of the SDGs.

During that time, initial studies show that this is rarely the case. A report of the Financial Transparency Coalition that tracked fiscal and social protection recovery measures in nine countries of the global South found that in eight of them a total of 63 percent of announced COVID-19 funds went to large corporations, rather than small and medium enterprises or social protection measures.

Particularly poorer countries, some of which were already facing massive budget shortfalls before the pandemic, need substantial external support to finance additional healthcare and social spending and measures to overcome the economic recession.

In this regard, the general allocation of Special Drawing Rights (SDRs) equivalent to US$ 650 billion in August 2021 – the largest distribution ever made by the IMF – has been heralded as a major achievement. However, its distribution will not benefit the countries most in need without rechanneling measures and again illustrates existing imbalances in the global economic architecture.

Only if the world collectively embarks on the path toward transformational policies is there a chance to reduce global inequalities, protect our shared planet and make the proclaimed goal of solidarity a political and institutional reality.

In a Watershed Year for Climate Change, the Commonwealth Secretary-General calls for Urgent, Decisive and Sustained Climate Action

London, Sep 8 2021 (IPS) – This November, five years after signing the Paris Agreement and pledging to limit global warming to 2 degrees Celsius above pre-industrial levels, with a further target of below 1.5 degrees Celsius, world leaders will meet in Glasgow, UK amid COVID-19 pandemic shocks, rising hunger and an Intergovernmental Panel on Climate Change report that warns of more extreme temperature, droughts, forest fires and ice sheet loss due to human activity.


The leaders are expected to submit more ambitious targets to limit greenhouse gas emissions.

Out of the 197 countries which signed the Paris Agreement, 54 are members of the Commonwealth. That association has been helping its members to craft their national climate targets and follow through with implementation.

IPS spoke to Commonwealth Secretary-General the Rt Hon Patricia Scotland QC about the Association’s climate initiatives, the unique challenges faced by small states, its focus on gender mainstreaming and access to financing for critical adaptation and mitigation projects.

Scotland is the sixth Secretary-General of the Commonwealth and the first woman to hold the post. The Commonwealth is an association of 54 countries that work together to advance shared values enshrined in the Commonwealth Charter, including democracy, human rights and sustainable development.

Inter Press Service (IPS): Secretary-General, it is a pleasure to be able to interview you from a small community in Dominica. Dominica continues to be proud of not just being a member of the Commonwealth but the land of your birth and the home of the Baroness Patricia Scotland Primary School.

In Dominica, we know that the Commonwealth is invested in climate change, and I’m happy to be speaking to you about one of the most pressing issues of our time.

The IPCC report has been dominating the climate change headlines in the lead-up to COP26. It is a sobering report that calls for urgent, increasingly ambitious action by world leaders to tackle the climate crisis. What does the report mean for the 54 member countries of the Commonwealth?

The Rt Hon. Patricia Scotland QC (PS): The latest IPCC report is a stark warning for humanity. One cannot argue with the definitive scientific evidence in the report, which shows how climate change is intensifying on a global scale, with widespread impacts. Some of these impacts are unravelling on our television screens and even right before our eyes, including increasingly destructive extreme weather events – from monstrous super storms in the Pacific and Caribbean to deadly floods in Africa and raging wildfires in Europe.

In many ways, the report reaffirms many of the concerns the Commonwealth has been advocating for over the past 30 years, particularly in relation to small and other vulnerable states. It also challenges us, as an international community, to respond – urgently!

We no longer have any excuse not to act. We already have a blueprint for international cooperation in the form of the Paris Agreement. What’s more, emerging from the Covid pandemic, we have a critical window to set a new development path and build back better. What the world needs now is urgent, decisive and sustained climate action. As I’ve always said: if not now, then when; if not us, then who?

(IPS): We know that Nationally Determined Contributions (NDCs) are important to gauge how each country intends to do its part to reduce global warming. We also know that new NDCs should be submitted every five years, but some countries have not met the deadlines. How is the Commonwealth assisting member countries with articulating and submitting their NDCs?

(PS): The Nationally Determined Contributions – or national climate plans – are at the heart of the Paris Agreement. I cannot overstate their importance. It is through the NDCs that we translate this global agreement into reality on the country level.

This is why the Commonwealth Secretariat is working with the NDC Partnership to support governments in enhancing and delivering their national climate plans under the Climate Action Enhancement Package (CAEP).

Through this initiative, we embed highly skilled Commonwealth National Climate Finance Advisers in countries to fast-track the process. In Jamaica and Eswatini, our experts help create frameworks to include climate-related spending in national budget planning. In Belize and Zambia, our advisers assist in developing national climate finance strategies.

Our flagship Commonwealth Climate Finance Access Hub has also deployed advisers in nine other countries across Africa, the Caribbean and the Pacific to help governments develop strong climate finance proposals for NDC implementation and wider climate action.

(IPS): How can Commonwealth countries help each other with their NDCs submission and implementation?

(PS): The Commonwealth is a family of 54 equal and independent nations, spanning five geographical regions with a combined population of 2.4 billion people, 60 percent of whom are under age 30. Thirty-two members are considered ‘small states’, while we also have some of the world’s biggest economies along with emerging countries in our group.

One of the most valuable aspects of the Commonwealth is, therefore, its diversity and incredible capacity to be a platform for countries to share experiences on a wide range of global issues, examining what works and what does not work and cross-fertilising ideas. Building on this, the Secretariat organises regular virtual events, convening a range of actors from different regions and sectors to exchange knowledge and best practices for climate action.

We also welcome the generous financial and in-kind support from member countries such as Australia, the United Kingdom and Mauritius, which enables the work of key programmes like the Commonwealth Climate Finance Access Hub and the CommonSensing Project (funded by the UK). The CCFAH ‘hub and spokes’ model ensures a dynamic network of expertise and a useful mechanism for cross-regional dialogue and international cooperation around NDCs.

(IPS): Access to finance for climate adaptation and mitigation initiatives continues to be an issue of concern, particularly for small island developing states. What mechanisms have the Commonwealth Secretariat established to assist countries in financing their climate commitments?

(PS): Funding for climate action is absolutely critical for the survival of our small and vulnerable member states. However, a concerning paradox is that countries most vulnerable to climate change are often the ones that find it most challenging to access climate finance.

This is mainly because they have constrained resources or capacity. For example, a small island developing nation may have just a small ministry or unit dedicated to climate change, and a single officer, if any, focused on mobilising finance. When you look at the complex requirements, application processes and varying criteria set by different international climate funds, it is clear there is a gap.

Consequently, many countries can spend months and even years working through the process to access finance, delaying climate action whilst impacts are ongoing.

This is why the Commonwealth Climate Finance Access Hub (CCFAH) was initiated in 2015, whereby long-term Commonwealth national climate finance advisers are embedded in government departments to help them develop successful funding proposals, and who then pass on the knowledge and skills to local officials and actors. As of June 2021, CCFAH has helped raise US$ 43.8 million of climate finance, including US$ 3 million of country co-financing for 31 approved projects. More than US$762 million worth of projects are in the pipeline.

We are also looking at innovative ways to fill the data gap in project proposals. Under the CommonSensing Project, we work with UNITAR-UNOSAT, the UK Space Agency and others, to use earth observation technology and satellite data to build more robust, evidence-based cases for climate finance in Fiji, Solomon Islands and Vanuatu.

(IPS): According to agencies like UNICEF, women and girls are disproportionately impacted by climate change – a reflection of patterns of gender inequality seen in other areas. Are you satisfied with the work of the Commonwealth in ensuring gender integration across climate change initiatives?

(PS): To tackle climate change, we simply cannot ignore the role of half the world’s people who are women. In fact, the most recent Commonwealth Women’s Affairs Ministers Meeting in 2019 reiterated gender and climate change as one of four priority areas on gender equality. It is absolutely a top concern for the Secretariat, which is committed to mainstreaming gender across its work programmes.

All our regional/national climate finance advisers are expected to mainstream gender and youth considerations in their operations. All their projects must be responsive to the needs of women, men, girls and boys, as equal participants in decision-making and beneficiaries of climate action.

For instance, the Commonwealth National Climate Finance Adviser in Jamaica helped the government secure a grant of US$270,000 from the Green Climate Fund for the project ‘Facilitating a Gender Responsive Approach to Climate Change Adaptation and Mitigation’.

The Secretariat recently launched a gender analysis of member country climate commitments. This research will help us better understand the current situation and inform future activities and programmes.

 

NDC Partnership: Supporting a Global Network of Youth Climate Advocates

UNITED NATIONS, Aug 19 2021 (IPS) – Just over six months after launching its Youth Engagement Plan, the NDC Partnership, the coalition assisting governments with their climate action plans, has brought together youth climate advocates for its inaugural NDC Global Youth Engagement Forum.


NDCs, or Nationally Determined Contributions, refer to governments’ commitments to reduce greenhouse gas emissions, an integral part of the Paris Climate Agreement. NDCs are scheduled for revision every five years and are expected to be increasingly ambitious to tackle the climate crisis effectively.

Countries and the NDC Partnership want to ensure that, as agents of implementation, young people have platforms for engagement and a say in national climate action.

The Partnership recently brought youth together in 3 regional groupings: Africa, the Middle East, and Europe, Asia and the Pacific, and Latin America and the Caribbean. The young people engaged with representatives of partners such as the Food and Agriculture Organization (FAO) and the United Nations Children’s Emergency Fund (UNICEF) through sessions like ‘agriculture and climate change,’ and ‘equipping young people to engage in the NDC process.’

The participants say the teaching element was bolstered by the opportunity to be heard, as the organizers asked for their input in areas that include NDC enhancement, structures needed to strengthen youth involvement, and ways young people are already impacting climate action.

For youth like Natalia Gómez Solano of Costa Rica, the forum provided a space to share experiences and ideas.

“Working for a more resilient and a more just, low-emissions world moves us, and that is why we are here today,” she told the virtual event.

“We are already experiencing the impacts of climate change, and they are worsening. We need increased adaptation and mitigation action, and the NDCs are the key instruments to achieve that. The NDCs are the roadmaps for climate ambition in which young people are key in bringing new climate solutions to the conversations and to raise action.”

Jamaica’s Permanent Secretary in the Ministry of Housing, Urban Renewal, Environment, and Climate Change, Dr Alwin Hales, told the Latin America and Caribbean forum that the virtual event and Youth Engagement Plan hope to leverage the ‘leadership and power’ of youth into NDC implementation and enhancement.

“Today’s children and young people are caught in the center of climate change, for it is they who have to live with and manage its consequences,” he said.

“The NDC Partnership launched the Youth Engagement Plan (YEP). It aims is to build young people’s capacity on climate change matters and engage the youth in global NDC partnership activities. This is in direct support of our mission to increase alignment, coordination, and access to resources to link needs with solutions.”

The forum was proposed by the NDC Partnership’s Youth Task Force but is a priority of the NDC Partnership’s Steering Committee and Co-Chairs, Jamaican Minister of Housing, Urban Renewal, Environment, and Climate Change Pearnel Charles Jr. and U.K. Minister Alok Sharma, who also serves as President of COP 26.

Noting that young people are vital to effective action on climate change, NDC Partnership Global Director Pablo Vieira Samper reminded them that their input also ensures that action is inclusive.

“We want to hear about what capacity or technical support is still needed and what learning you are eager to share with your peers,” he said.

“The Youth Engagement Plan was the starting point for greater action for youth engagement in NDCs. Today the NDC Partnership is thrilled to be turning this plan into concrete steps for more meaningful engagement and bringing new ideas to this framework to inspire action. We look forward to your insights as we collaborate across the Partnership to build a low carbon, climate-resilient future by supporting sustainable development.”

The youth attending the forum have described it as an important platform for highlighting the challenges faced by young climate activists.

“It is important to increase climate finance to support projects that are led by children and youth and integrate a rights-focused education curriculum in schools and universities,” said Xiomara Acevedo, the Founder and Chief Executive of Barranquilla+20, an NGO run by young people who empower their peers to tackle issues of biodiversity, sustainability, policy inclusion, and climate change.

Acevedo’s NGO has reached over 2,000 young people. She says it is clear that youth have a unique role to play in climate activism.

“We have seen that involving young people at the local and subnational level has also helped to ensure that a lot of citizens are seeing that climate action is not something beyond their territories, or is not only a topic that is managed at the national level. They can relate our message to their narrative, to their realities. We engage climate action as an important topic in the local agendas,” she said.

According to UNICEF, including youth in climate change action is important to achieving Sustainable Development Goals 13,2 which urges urgent action to combat climate change and its impacts; 16,3 which calls for the promotion of peaceful, inclusive societies for sustainable development and 17,4 with its target of assistance to developing countries in attaining debt sustainability.

The United Nations Framework Convention on Climate Change (UNFCCC) released its NDCs scorecard in February. It applauded countries for strengthening their commitments to the Paris Agreement but encouraged them to further step up their mitigation pledges, adding that greenhouse gas emissions targets were falling ‘far short’ of what is required to achieve the Agreement’s goals.

Young people like Natalia Gómez Solano say as custodians of the planet, youth must be mobilized, and their voices amplified to arrive at the deep emissions reductions needed in the NDCs.

“We need to integrate more voices and reach more places. As the Latin America and Caribbean Region, we need to keep working, keep asking, keep demanding, and doing more. Not all youth know how to be involved in climate action, and we need to work with more young people, for example, in the rural areas,” she said.

The delegates at the NDC Partnership’s inaugural Youth Engagement Forum say they are hoping for more opportunities at the table.

They say it takes persistence, organization, time, and passion to achieve climate goals. It also takes an empowered, well-connected, and financed global network of youth.

Multilateral Peace Operations in 2020: Developments & Trends

STOCKHOLM / THE HAGUE, Aug 4 2021 (IPS) – The first year of the Covid-19 pandemic saw wide-ranging impacts on multilateral peace operations.

The crisis simultaneously affected all operations, host nations, headquarters and contributing countries. It caused major disruption—from the political-strategic level where mandates are drawn up, down to the operational and tactical levels.


Operations were forced to adapt in order to preserve continuity as far as was possible. While some of the effects of the pandemic are clearly reflected in the data—most notably in mission mortality rates—others are not.

For example, SIPRI data on personnel deployments cannot always capture delays in troop rotations or whether mission personnel were evacuated or working remotely for part of the year.

However, there is some evidence that Covid considerations did affect deployments, as is noted below.

Operations close in Guinea-Bissau and Sudan

There were 62 multilateral peace operations active in 2020, the same number as in 2019. The largest share of these (21) were conducted by the UN. Regional organizations such as the African Union (AU) and the European Union (EU) and alliances (such as the North Atlantic Treaty Organization, NATO) together conducted 36 operations. Ad hoc coalitions of states conducted 5 peace operations in 2020.

Two small operations in Guinea-Bissau closed in 2020. One was conducted by the Economic Community of West African States (ECOWAS): the ECOWAS Mission in Guinea-Bissau (ECOMIB), the other by the UN: the UN Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS).

One other operation that closed during the year was the AU–UN Hybrid Operation in Darfur (UNAMID), which was launched in 2007. UNAMID had deployed between 20 000 and 25 000 international personnel at its height in 2009–14, and it still deployed around 6500 in 2020.

A small political mission based in Khartoum, the UN Integrated Transition Assistance Mission in the Sudan (UNITAMS), opened on 1 January 2021.

UNAMID’s closure is a landmark in contemporary peacekeeping. It is the fourth major UN peacekeeping operation to close since 2017; the UN Stabilization Mission in Haiti (MINUSTAH) and the UN Operation in Côte d’Ivoire (UNOCI) both closed in 2017 and the UN Mission in Liberia (UNMIL) in 2018.

Only seven operations comprising more than 5000 international personnel were still active at the start of 2021, and no operation deploying more than 1500 international personnel has been launched since 2014.

Three smaller operations open in CAR and Libya

The three operations that opened in 2020 were also in Africa. Two opened in the Central African Republic (CAR), in the wake of the 2019 Political Agreement for Peace and Reconciliation.

The AU Military Observers Mission to the CAR (MOUACA) was authorized in July 2020 to help monitor implementation of the agreement.

The EU Advisory Mission in the CAR (EUAM RCA), mandated to support security sector reform, had been established in December 2019 but was not launched until August 2020. Both operations have an authorized strength below 100 international personnel.

The AU Mission in Libya, the third new operation, was established by a decision of the AU Assembly in February 2020 to ‘upgrade’ the AU Liaison Office in Libya ‘to the level of mission’.

The Covid-19 pandemic seems to have complicated the deployment and build-up of these operations. In fact, while EUAM RCA was up and running at the end of 2020, albeit not at full capacity, there is little public information available on the status and activities of MOUACA or the AU Mission in Libya.

The latest edition of SIPRI’s Map of Multilateral Peace Operations shows all operations active as of 1 May 2021—including some that are outside the scope of SIPRI’s definition, such as the Multinational Joint Task Force (MNJTF) against Boko Haram, the Joint Force of the Group of Five for the Sahel (JF-G5S) and the EU Naval Force in the Mediterranean Sea (Operation Irini).

Personnel deployments fall

The number of international personnel deployed in multilateral peace operations globally fell by 7.7 per cent, from 137 781 in 2019 to 127 124 in 2020.

This was the largest year-on-year decrease since the drawdown of the International Security Assistance Force (ISAF) in Afghanistan in 2012–14. Around 87 per cent were military personnel, roughly the same proportion as in 2019.

Almost two-thirds of the deployed personnel in 2020 were serving in UN peace operations (66 per cent on average over the year). Almost three-quarters (74 per cent at the end of the year) were deployed in sub-Saharan Africa (both UN and non-UN operations).

The number of personnel deployed in UN peace operations globally and in multilateral peace operations (UN and non-UN) in sub-Saharan Africa declined for the fifth year in a row.

Both had peaked in 2015–16 following a period of rapid growth driven by the establishment of major operations in CAR and Mali and the expansion of major operations in Somalia and South Sudan.

The number of personnel deployed in UN peace operations fell by 2.4 per cent between 2019 and 2020 (from 88 849 to 86 712), reaching its lowest level since 2007.

Meanwhile, the number of personnel deployed in multilateral peace operations in sub-Saharan Africa decreased by 3.4 per cent (from 97 519 on 31 December 2019 to 94 201 on 31 December 2020), reaching its lowest level since December 2012.

Women continued to be under-represented among multilateral peace operations personnel in 2020, as reported in a SIPRI publication prepared for the 20th anniversary of UN Security Council Resolution 1325 on Women, Peace and Security last year.

Afghanistan: The end of NATO deployments imminent

The development that contributed most to the net reduction of peace operations personnel deployments last year was the agreement reached on 29 February 2020 between the United States Government and the Taliban on the withdrawal of all US forces from Afghanistan within 14 months.

Due to the subsequent drawdown of most US troops, the NATO-led Resolute Support Mission (RSM) shrank from 16 551 to 9592 personnel over the course of 2020.

The RSM was launched on 1 January 2015 and was mandated to train, advise and assist the Afghan National Security and Defense Forces following the departure of ISAF, which had been active from 2001 to 2014.

The new operation was originally supposed to end on 31 December 2016, but it was not until April 2021 that NATO leaders formally announced their intention to terminate the RSM. The decision came shortly after US President Joe Biden had ordered the withdrawal of the remaining US troops from Afghanistan by 11 September 2021.

As a result of the withdrawal of most US troops from the RSM, the USA started 2020 as the second largest troop contributor to multilateral peace operations (after Ethiopia) and ended the year as the tenth largest.

Fewer blue helmets killed in action, more by illness than in previous years

In 2020, UN peace operations lost 78 uniformed personnel, 13 international civilian personnel and 32 local staff. The fatality rate for uniformed personnel was 0.9 per 1000.

This was noticeably higher than in 2018 and 2019, but around the average for the period 2011–20.

Despite this, the rate of hostile deaths (i.e. deaths caused by malicious acts) among uniformed personnel was at its lowest since 2011, at 0.15 per 1000.

This decline could conceivably be partly an effect of the pandemic, for example because peacekeepers were not able to patrol as much as usual or were otherwise less exposed to the risk of violence due to pandemic-related restrictions.

Meanwhile, the number of deaths due to illness among international and local personnel in UN peace operations in 2020 was almost double that in 2019 (83 compared to 42), with most of these deaths occurring between June and September 2020.

This difference is almost certainly linked in large part to the Covid-19 pandemic and its impacts, which contributed to a record number of deaths across the UN during the year.

Latin America Sets an Example in Welcoming Displaced Venezuelans

CARACAS, Jul 26 2021 (IPS) – The exodus of more than five million Venezuelans in the last six years has led countries in the developing South, Venezuela’s neighbours, to set an example with respect to welcoming and integrating displaced populations, with shared benefits for the new arrivals and the nations that receive them.


In this region “there is a living laboratory, where insertion and absorption efforts are working. The new arrivals are turning what was seen as a burden into a contribution to the host communities and nations,” Eduardo Stein, head of the largest assistance programme for displaced Venezuelans, told IPS.

According to figures from the United Nations refugee agency, the UNHCR, and the International Organisation for Migration (IOM), 5,650,000 people have left Venezuela, mainly crossing into neighbouring countries, as migrants, displaced persons or refugees, as of July 2021.

“This is the largest migration crisis in the history of Latin America,” Stein said by phone from his Guatemala City office in the Interagency Coordination Platform for Venezuelan Refugees and Migrants (R4V), created by the UNHCR and IOM in partnership with 159 other diverse entities working throughout the region.

Colombia, the neighbour with the most intense historical relationship, stands out for receiving daily flows of hundreds and even thousands of Venezuelans, who already number almost 1.8 million in the country, and for providing them with Temporary Protection Status that grants them documentation and access to jobs, services and other rights.

Colombia’s Fundación Renacer, which has assisted thousands of child and adolescent survivors of commercial sexual exploitation and other types of sexual and gender-based violence, is a model for how to welcome and help displaced persons.

Renacer, staffed by activists such as Mayerlin Vergara, 2020 winner of the UNHCR’s annual Nansen Refugee Award for outstanding aid workers who help refugees, displaced and stateless people, rescues girls and young women from places like brothels and bars where they are forced into sexual or labour exploitation, often by trafficking networks that capture the most vulnerable migrants.

“In Colombian society as a whole there has been a process of understanding, after the phenomenon was the other way around for several decades in the 20th century, of people displaced by the violence and crisis in Colombia being welcomed in Venezuela,” Camilo González, president of the Colombian Institute for Development and Peace Studies, told IPS.

When the great migratory wave began in 2014-2015, “many Venezuelans were taken on as half-price cheap labour by businesses, such as coffee harvesters and others in the big cities, but that situation has improved, even despite the slowdown of the pandemic,” said González.

Stein mentioned the positive example set by Colombia’s flower exporters, which employed many Venezuelan women in cutting and packaging, a task that did not require extensive training.

The head of the R4V, who was vice-president of Guatemala between 2004 and 2008 and has held various international positions, noted that in the first phase, the receiving countries appreciated the arrival of “highly prepared Venezuelans, very well trained professionals.”

“One example would be the thousands of Venezuelan engineers who arrived in Argentina and were integrated into productive activities in a matter of weeks,” he said.

But, Stein pointed out, “the following wave of Venezuelans leaving their country was not made up of professionals; the profile changed to people with huge unsatisfied basic needs, without a great deal of training but with basic skills, and nevertheless the borders remained open, and they received very generous responses.”

But, he acknowledged, in some cases “the arrival of this irregular, undocumented migration was linked to acts of violence and violations of the law, which created internal tension.”

Iván Briscoe, regional head of the Brussels-based conflict observatory International Crisis Group, told IPS that in the case of Colombia, “it has been impressive to receive almost two million Venezuelans, in a country of 50 million inhabitants, 40 percent of whom live in poverty.”

Colombia continues to be plagued by social problems, as shown by the street protests raging since April, “and therefore the temporary protection status, a generous measure by President Iván Duque’s government, does not guarantee that Venezuelan migrants will have access to the social services they may demand,” Briscoe said.

The large number of Venezuelans “means an additional cost of 100 million dollars per year for the health services alone,” said González, who spoke to IPS by telephone from the Colombian capital.

Against this backdrop, there have been expressions of xenophobia, as various media outlets interpreted statements by Bogotá Mayor Claudia López, who after a crime committed by a Venezuelan, suggested the deportation of “undesirable” nationals from that country.

There were also demonstrations against the influx of Venezuelans in Ecuador and Panama, as well as Peru, where the policy of President-elect Pedro Castillo towards the one million Venezuelan immigrants is still unclear, as well as deportations from Chile and Trinidad and Tobago, and new obstacles to their arrival in the neighbouring Dutch islands.

“Not everything has been rosy,” Stein admitted, “as there are still very complex problems, such as the risks that, between expressions of xenophobia and the danger of trafficking, the most vulnerable migrant girls and young women face.”

However, the head of the R4V considered that “we have entered a new phase, beyond the immediate assistance that can and should be provided to those who have just arrived, and that is the insertion and productive or educational integration in the communities.”

Throughout the region “there are places that have seen that immigrants represent an attraction for investment and labour and productive opportunities for the host communities themselves.”

Another example is provided by Brazil, with its Operação Acolhida (Operation Welcome), which includes a programme to disperse throughout its vast territory Venezuelans who came in through the northern border and first settled, precariously, in cities in the state of Amazonas.

More than 260,000 Venezuelans have arrived in Brazil – among them some 5,000 indigenous Waraos, from the Orinoco delta, and a similar number of Pemon Indians, close to the border – and some 50,000 have been recognised as refugees by the Brazilian government.

Brazil has the seventh largest Venezuelan community, after Colombia, Peru, the United States, Chile, Ecuador and Spain. It is followed by Argentina, Panama, the Dominican Republic and Mexico.

Throughout the region, organisations have mushroomed, not only to provide relief but also to actively seek the insertion of Venezuelans, in some cases headed by Venezuelans themselves, as in the case of the Fundacolven foundation in Bogota.

“We are active on two fronts, because first we motivate companies to take on workers who, as immigrants, are willing to go the ‘extra mile’,” said Venezuelan Mario Camejo, one of the directors of Fundacolven.

As for the immigrants, “we help them prepare and polish their skills so that they can successfully search for and find stable employment, if they have already ‘burned their bridges’ and do not plan to return,” he added.

On this point, Stein commented that the growing insertion of Venezuelans “shows how this crisis can evolve without implying an internal solution in Venezuela,” a country whose projected population according to the census of 10 years ago should have been 32.9 million and is instead around 28 million.

Based on surveys carried out in several countries, the head of R4V indicated that “the majority of Venezuelans who have migrated and settled in these host countries are not interested in going back in the short term.”

According to Filippo Grandi, the United Nations High Commissioner for Refugees, they have benefited from the fact that the countries of the region “are an example, and the rest of the world can learn a lot about the inclusion and integration of refugees in Latin America and the Caribbean.”

In the north of the region, Mexico is dealing with a migration phenomenon on four fronts. On one hand, 12 million Mexicans live in the United States. And on the other, every year hundreds of thousands of migrants make their way through the country, mainly Central Americans and in recent years also people from the Caribbean, Venezuelans and Africans.

In addition, the United States sends back to Mexico hundreds of thousands of people who cross its southern border without the required documents. And in fourth place, the least well-known aspect: Mexico is home to more than one million migrants and refugees who have chosen to make their home in that country.

Major recipients of refugees and asylum seekers in other regions are Turkey, in the eastern Mediterranean, hosting 3.7 million (92 percent Syrians), and, with 1.4 million displaced persons each, Pakistan (which has received a massive influx of people from Afghanistan) and Uganda (refugees from the Democratic Republic of Congo and other neighbouring countries).

In Sudan there are one million refugees, Bangladesh, Iran and Lebanon host 900,000 each, while in the industrialised North the cases of Germany, which received 1.2 million refugees from the Middle East, and the United States, which has 300,000 refugees and one million asylum seekers in its territory, stand out.
